1. In what language are the courses taught?


The courses offered in the first three years of study for a degree in Medicine, Dental Medicine and
Pharmacy are available in Romanian, English or French. Given the need for doctor-patient
communication, clinical training is carried out in Romanian beginning with the fourth year of study. The
courses for all the other degrees are taught in Romanian.
2. Who is eligible for application?
Citizens of Romania, the EU, the EEA, the Swiss Confederation or third countries are eligible for
application.
A high school diploma from an accredited high school in the applicants country of origin is the
minimum application requirement. This diploma must be recognized by the Romanian Ministry of
Education.
3. Can I apply if I have not yet taken or passed the baccalaureate (school leaving
examination ) or if there is no school leaving examination in my country?
Yes. Copies certified by a notary public of the official document proving high school graduation and of
the high school transcript should be attached to your application.
The original high school diploma or official document proving high school graduation, in case of
candidates from countries without a baccalaureate, must be presented at the time of enrolment. If at the
time of enrolment you do not hold a high school diploma or an official document stating that you
graduated from high school, or if any fraud is detected, you will automatically lose the place obtained
following the selection process and will not be reimbursed any fees that you may have already paid.
4. How can applicants demonstrate their language proficiency?
English or French language proficiency is demonstrated by:
1. the inclusion in the application file of an internationally recognized language certificate such as:
a. for the study programmes with courses taught in English:
- Cambridge English: FCE, CAE, CPE, BEC Vantage, BEC Higher;
- IELTS (minimum result: band 5);

- TOEFL (minimum result: Internet- based: 80 points; computer-based: 213 points; paper- based: 550
points);
- Valid English language certificates issued by other Romanian or international accredited universities
(minimum result: level B2 according to the Common European Framework of Reference for
Languages).
b. for the study programmes with courses taught in French:
- DALF;
- Certificates issued by the Chambre de Commerce et dIndustrie de Paris;
- Other valid French language certificates issued by the French Cultural Centre (level B2 according to
the Common European Framework of Reference for Languages).
- Valid language certificates issued by other Romanian or international accredited universities
(minimum result: level B2 according to the Common European Framework of Reference for
Languages).
2. Graduation from a high school where English or French were the medium of instruction;
3. A language certificate obtained from our university following the successful completion of a language
test.
Failure to pass the test results in the termination of the study contract.
5. How many places are available?
The University Senate decides upon the number of places available in each academic year. This number,
which is to be approved by the Ministry of Education, is announced on our university website
(www.umfcluj.ro).
6. How are candidates evaluated for admission?
Applicants are evaluated for admission in two ways:
a. a written entrance examination in the Romanian language for citizens of Romania, the European
Union, the EEA and the Swiss Confederation who opt to take part in the admission contest organized in
July 2014. It is only by taking part in this contest that applicants can access state-subsidized places or
tuition fee places.
b. for the study programmes with courses taught in English or French, the evaluation of application files
containing proof of the applicants academic performance and personal achievements for citizens of the
European Union, the EEA, the Swiss Confederation and third countries who opt for this admission
method. Applicants who choose this method of admission can only benefit from tuition fee places.
These applicants are evaluated:
i.
by a committee appointed by each faculty;
ii.
according to a timetable approved each year by the Board of Directors;
iii. by analyzing the documents included in the application files;
iv.
by applying general selection criteria as well as criteria specific to each faculty.
v.
The results of the selection process cannot be contested.
In the 2014-1015 academic year, only applicants who take the written entrance examination can be
admitted to the study programmes for a degree in medicine, dental medicine and pharmacy with courses
taught in the Romanian language. Applicants enrolled through governmental agreements and/or bilateral
institutional agreements constitute an exception from this provision.
An applicant can only opt for one method of admission in the same admission session.
7. How are application files evaluated?
The application files are evaluated:
a. by a committee appointed by each faculty;
b. according to a timetable approved each year by the Board of Directors;
c. by analyzing the documents included in the application files;
d. by applying general selection criteria as well as criteria specific to each faculty.

8. What is the difference between candidates admitted following the entrance


examination and candidates admitted based on their application file?
The possibility of receiving financial support for studies and the amount of tuition fees paid constitute
the differences between the two types of candidates.
Candidates admitted following the written entrance examination may be subsidized by the Romanian
state or may pay a reduced tuition fee.
Candidates admitted based on their application file may only have access to standard tuition fee places.
There are no differences, privileges or discriminations between these two categories of students as far as
the teaching-learning process is concerned.
Starting with the second year of study, any student may benefit from scholarships offered by the
university, based on student academic performance.
9. Is there a link between a candidates citizenship and the type of entrance examination the
candidate may opt for?
Romanian and EU citizens may opt for the written entrance examination in Romanian. Citizens of other
countries may benefit from scholarships awarded by the Romanian state in situations covered by special
regulations.
Citizens of Romania, the EU and other countries may be admitted based on their application file.
10. Can students admitted in the first year transfer from one faculty to another?
Students admitted in the first year at a certain faculty cannot change their option for another study
programme within the University. Students admitted in Pharmacy cannot transfer to other study
programmes.
Transfer between Medicine and Dental Medicine is only possible after graduating the first study year,
within the limits of available places.
11. What are the tuition fees and the costs of the application process?
The tuition fee per year of study for newly enrolled candidates admitted in the 2014-2015 academic year
following evaluation of their application file is of EUR 5000 for the degree programmes in Medicine,
Dental Medicine and Pharmacy. The tuition fee is of EUR 3500 for the degree programmes in Nursing,
Balneo-physio-kinetotherapy and recovery, Radiology and Medical Imaging (Technician), Dentistry
(Dental Technician), Nutrition and Dietetics.
All candidates must pay a EUR 250 non-refundable fee for application processing.
12. How can I apply?
Each candidate hands in, or sends by mail or intermediaries, their application file prepared according to
the instructions in the methodology presented below.
13. Admission application methodology
All applicants must comply with the legal requirements regarding the minimum criteria for attending
university studies, and with the legislation concerning temporary residency in Romania for the duration
of studies.
In order to be evaluated for enrolment, please take the following steps:
- download the application form (Appendix 1 and 2) ;
- print the form;
- fill in all the fields using block letters;
- for this step, please also refer to the documents required for your application file
- click the link for filling in the Europass CV in the desired study language. A
- download, fill in electronically, and print the CV form
- pay the non-refundable 250 EURO fee for file processing. Send the money to the following account:

14. What is the deadline for the submission of the application files and when are the results
announced?
The deadline for the submission of the application files is 23 July 2014, 15:00 PM. (the date when the
file enters the university).
The results will be posted on the university website no later than 6 August 2014.
Eligible candidates will also receive an answer by mail.
15. Do I need a visa for studying in Romania?
Citizens of non- EU countries need a study visa issued by the Romanian Embassy in the country of
origin. The visa is issued based on the Letter of Acceptance to Studies from the General Direction of
International Relations. EU citizens do not need a study visa. However, they must notify the Ministry of
Administration and Internal Affairs about their stay in Romania. The Department for Foreign Students
will provide counselling in this respect.

17. Criteria for selecting students
General evaluation criteria. Candidates shall be accepted for enrolment preferentially, based on their
fulfilment of the following evaluation criteria:
a. holder of an International Baccalaureate (IB) who obtained at least mark 5 in Chemistry and Biology
or;
b. holder of a General Certificate of Education (GCE) with grade A or A+ who obtained at least B or B+
in Biology and Chemistry or;
c. both the average of the baccalaureate marks and the average of each years marks in biology and
chemistry represent at least 70% of the maximum mark that can be obtained in the country of origin, as
long as none of the individual marks is lower than 60% or;

d. taking baccalaureate examinations in biology and chemistry or;


e. graduation from an accredited high school in the country of origin with biology and chemistry in the
curriculum or;
f. graduation from an accredited high school in the country of origin, which issues a diploma recognized
by the Romanian Ministry of National Education.
The high school diploma must allow the candidate access to higher education in the country of origin.
Individual evaluation of a candidates application files also includes the assessment of the following:
a. Candidates high school education: type of high school that the applicant graduated from, results
obtained in the baccalaureate / high school leaving examination;
b. Internationally recognized certificates to provide evidence of proficiency in the language of university
instruction;
c. Quality of extracurricular activities: CV, professional experience in medicine-related fields, other
relevant achievements, voluntary work, etc.
d. Letter of recommendation
Faculties may interpret the evaluation criteria differently.

Important notes:
On-line enrolment is not possible;
Incomplete files are processed, but are not eligible for evaluation;
Files which contain proving documents that are not translated or authenticated by a notary public are
considered incomplete; they are processed, but are not eligible for evaluation;
Appendixes 1 and 2 must be dated and signed in order for the file to be evaluated;
The document proving payment must not be authenticated by a notary public, but must be translated into
English or French, according to situation;
Application files cannot be completed or modified after submission.
The results of the selection process cannot be contested.
The university has no responsibility for the promptness of postal traffic.
Any correspondence delivered to the university after the deadline and the completion of the selection
process will not be taken into consideration.
By selecting you, the University takes no responsibility for your enrolment as a student. Admission
followed by enrolment requires the following:
a. submission of all original documents required by the application regulations;
b. complying with legal enrolment requirements, including recognition and equivalence of high
school education by the Romanian state authorities;
c. complying with legal conditions for temporary Romanian residency for the duration of the
studies;
d. obtaining a language proficiency certificate;
e. signing the study contract and payment of required fees;
If you were selected on the basis on a fraudulent application (you provided information that is not in
compliance with actual facts), the University will decline your enrolment.
18. How are high school studies recognized by Romanian authorities?
For EU citizens, the studies are recognized by the National Centre for Recognition and Equivalence of
Diplomas, a body of the Romanian Ministry of National Education. All the documents required for the
recognition of high school studies are also included in the application file.
If you are considered eligible and your file is complete, the University will submit your documents for
recognition to the National Centre for Recognition and Equivalence of Diplomas.
Upon evaluation of your file, the National Centre for Recognition and Equivalence of Diplomas will
issue a certificate granting you the right to pursue higher education studies in Romania.
Enrolment in the study programmes of our university is dependent upon recognition of your studies by
the National Centre for Recognition and Equivalence of Diplomas.
Failure to receive recognition from the National Centre for Recognition and Equivalence of Diplomas
prevents us from enrolling you.

For citizens of non-EU countries, high school studies are recognized by the General Department for
International Relations within the Romanian Ministry of National Education. All the documents
required for the recognition of high school studies are also included in the application file.
If you are considered eligible and your file is complete, the General Department for International
Relations issues a Letter of acceptance to studies. This letter is indispensable for obtaining the study
visa.
Enrolment in the study programmes of our university is dependent upon recognition of your studies by
the General Department for International Relations.
Failure to receive recognition of your studies from the General Department for International Relations
prevents us from enrolling you.
Candidates who meet the general criteria required by the university and whose files have been
considered eligible may be enrolled provisionally, provided that they pay half of the annual tuition fee.
If studies are not recognized by the National Centre for Recognition and Equivalence of Diplomas and
the General Department for International Relations, the study contract concluded between the student
and the Iuliu Haieganu University of Medicine and Pharmacy from Cluj-Napoca is terminated on the
day when the certificate of non-recognition of studies is issued.
The fees that the student pays while being enrolled provisionally are non-refundable.
Note!
DO NOT send original documents; send copies authenticated by a notary public;
Attach a document describing the marking system used in the schools that you attended (the equivalent
marks of grades ranging between fail and excellent).

b. Copies authenticated by a notary public of the high school transcripts if the documents are
written in English or French 1 copy;
Notarized translations into Romanian and photocopies of high school transcripts authenticated
by a notary public, if the original is written in a language other than those mentioned above 1 copy;
5. Birth certificate
Copy authenticated by a notary public if the the original is written in English or French 1 copy;
Non-notarized copy and translation into Romanian authenticated by a notary public, if the original is
written in a language other than those mentioned above 1 copy;
6. Photocopies of passport pages 1, 2, 3, 4 (Photocopies of identity cards are not accepted) 2 copies;
The passport must be valid for a minimum of 9 months after the application submission date.
7. Medical certificate in English or French, containing results of general physical examination, as well
as ophthalmological, ENT, neurological and psychiatric examinations 2 copies.
The medical certificate must also include information regarding the candidates possible chronic
diseases, must be signed and sealed by the family doctor/specialist who examined the candidate and
must bear the official stamp of the medical institution that issued it.
In the case of Medicine and Dental Medicine candidates, proof of a psychological examination is an
advantage.

8. Language proficiency certificate (except for applicants from countries where the official language is
the language of university instruction).

number, postal code, country).
Diplomas issued in countries which are not part of the Hague Apostille Convention must be
superlegalized by the Ministry of Education and the Ministry of Foreign Affairs from the issuing
country, and by the Embassy/Consular Office of Romania in the respective country.
The study documents of citizens of Greece, Italy, Spain, Portugal and Cyprus must be authenticated
with the Hague Apostille.
Legalization of the study documents with Hague Apostille must been done in the following way:
- put the Apostille on the ORIGINAL DOCUMENT (high school diploma, final high school transcript)
- put the Apostille on a copy of the document which was already Apostilled.

The photocopies of the study documents, birth certificate, passport and medical certificate
must be authenticated by the Romanian Embassy in the issuing country or by the Hague
Apostille.

Diplomas issued in countries which are not party to the Haga Convention must be
authenticated by the Ministry of Education and the Ministry of Foreign Affairs of the issuing
country and the Embassy of Romania in that country.
Candidates from Alger, Egypt, India, Iran, Malaysia, Nigeria and Pakistan must also submit
a file to offices of the Romanian diplomatic missions in the above-mentioned countries. Admission
of candidates from these countries is based both on their selection by the University and the
approval granted by Romanian diplomatic missions.
* The Baccalaureate Diploma issued in the countries listed below will be accompanied by the

Declaration

1. The information entered in the application form, CV and the application file attached is in

2. I acknowledge and agree that in case of being selected as a result of fraud (i.e. I provided
information that is not in compliance with actual facts), the University shall refuse my
enrolment and that all previously paid fees are non-refundable;
3. I acknowledge and agree that the fee for the application processing is non-refundable;
4. I read and acknowledged the information for international applicants regarding admission to the
Iuliu Haieganu University of Medicine and Pharmacy, Cluj-Napoca, in the 20142015
academic year.

Acceptance on a Course of Study is issued by the Romanian Ministry of National Education
(M.E.N.)
The University reserves its right to apply to M.E.N. for all accepted applicants.
Candidates that meet the general criteria of the university and whose applications were declared
eligible may be provisionally enrolled on condition that they pay half of the annual tuition fee.
In case the National Centre for Equivalence and Recognition of Diplomas and the General
Directorate for International Relations does not grant official recognition of your studies, the study
contract signed between the student and Iuliu Haieganu University of Medicine and Pharmacy in
Cluj-Napoca ends on the date the document stating that your studies are not officially recognised is
issued.
All fees paid by the student during the provisional enrolment period are non-refundable.
6. If I am accepted but do not confirm my place or withdraw, the university will not keep my place
for the following year.
