Overview of Project
Government Printing & Stationery Department is basically under the

control of Industries, Energy and Labour Department of the


Government of Maharashtra. It is a service Department which is
necessary for General Management of the Government administration.
The Government has established Printing & Stationery Department for

the following purpose:


Discharge the function of Printing & binding work of the
Government of Maharashtra.
Printing of Government Gazettes, Acts, Rules, Reports,
Maps Scientific Publication and Sale of Books on the
Subjects of Social and Cultural etc.
Supply of Stationery, drawing materials, uniform, cloths,
Umbrellas, Bicycles and Wall clocks, Alarm clocks, Cyclostyling
Machines and Government publication.

Citizens, who wants to change Name, Date of Birth

and Religion for various personnel reasons.


Press Department staff: Electronically Process driven
system for press staff to print e-Gazette and get MIS
reports.
All the Government printing Presses which are doing
the work of printing and publication of the
Maharashtra State Gazette can publish e-Gazette on
Website.

Input of application forms can be submitted from:

CSCs (Maha-E-Seva kendra)

Citizens Home PC , cyber caf

Department counters : Initially computerized Application filled at


department counters for 3 months and then moved to CSCs and
online (as per department request )

Manual counters at DGPS Dept. are totally closed from 10th June
2014 & moved the service(for name, religion, date of birth change) on
CSC centres and through online payment gateway.

Manual entries in page maker software are moved to online


approvals through application workflow.

System generated MIS reports are provided to DGPS Accounts Dept.


for payment reconciliation.

Payment deposition done from citizen bank account to DGPS bank


account in RBI(under DGPS head) through payment gateway
channel.

Trainings conducted on regular basis to create awareness and sensitization


regarding computerized system

Back-End database used SQL 2008.

Java Script for Validations

Web Service to populate Master Tables (For Ex. District, Taluka, Village)

Crystal repots for to Generate E-Gazette.

Use of OTP verification during form application at CSC.

Tested E-KYC verification at two no. of CSCs, delivery of biometric devices is in


progress.

The website & Application form is bilingual(English and Marathi).

Entire website application and forms are UNICODE.

E-Gazette is published online on DGPS website.

Website is WCAG 2.0 compatible level AA.

DGPS website is made GIGW Compliance upto 60%

Security audit of the Project is Done by Agency: NII

Project Application is Hosted at State Data Centre (SDC) Government of


Maharashtra

IPR of the project is with DGPS, Government of Maharashtra.

SMS technology is used to convey the approval of application forms to the


citizens.

Project sustainability
Project is self-sustaining since transactional based model is used
for roll out the service.
1. Change management process is supported by ITIL Service Desk
Model which takes care of Incident recording and problem
management. Capacity management is done by regular training
processes by creating backup plans for manpower.
2. Process: Workflow approval methods are created at two levels in
application so that corrective action can be taken if applications
are found with errors.
3. Revenue is getting generated by transaction amount paid by the
citizens @Rs.20/- by Online Transactions done
through
internet, Department counters and CSC centres.

1.E-Gazette published on the DGPS website and made available to


Citizens online.

Change in Religion received from Citizen and Department

In Line to Online: No need to stand in Long queues at the Department

counters.

Major Achievements of Project:

No need to travel to Department to Collect, Fill and submission of

Application form. Even no need to visit Department to collect the


Gazette copy. Hence Travel time is Reduced to Zero.

Travelling expenses of the Citizens reduced to Zero.


Reduced time for printing and publishing of the notices received from

Citizen from two months to a week.


Reduced the paper required for printing of Gazette.
Workload of the presses for Printing the Gazette is substantially

reduced.
Easy access of Maharashta State Gazette to the Citizen, Government

Departments and Subscribers of the Gazette.
