Proposed PUBLIC SERVICE REFORMATION ACT


To Stop Political Dynasties in Public Service

Gathering of registered voters signature is underway for the purpose of launching a peoples
initiative pursuant to Republic Act 6735 to support the Petition before the COMELEC to enact the
PUBLIC SERVICE REFORMATION ACT, also known as PSRA.
This proposed law intends to accomplish the following:
1. PSRA shall implement Article 2, Section 26, of the Philippine Constitution. It will seek
to stop political dynasties in the public service;
2. Before an aspirant to a public office can become an official candidate, he will be required
to submit two things to the COMELEC:
(a) A declaration Form, like a job application form, where he will need to answer questions
to determine his fitness to serve. It is called Form DST1. You may read that form in the web site at:

If he cannot pass the questions, his Certificate of Candidacy will not be recognized by the
COMELEC and he will not be allowed to run for public office.
(b) The other document he will be required is his Statement of Assets, Liabilities and Net
W orth or SALN using the current official form as usual.
Documents (a) and (b) shall be published independently by the Commission on Audit for all the
voters to read and learned about the fitness of candidates and be used by opposing candidates to
reveal the unfitness of each other to serve during the campaign period.
3. Three (3) months before election day:
(a) A political pre-election summit convention which all leaders and members of every
political parties are required to attend to consolidate the many political parties into two major popular
parties to nominate their respective candidates. The members and officers may cross party lines,
including party-list members, to choose their best candidates for election to public positions on
election day. This summit convention is like an elimination bout so that only the two best opposing
candidates can be accepted to run for office on election day. The purpose of this is to minimize the
time and effort in counting votes of aspirants who have no chance to win in the election.
(b) PSRA shall adopt the block voting system in which the principal aspirant to an office and
his running mate shall be nominated together and thereafter be voted in tandem by block votes of
the electorate.
4. The additional purpose of the proposed law is to simplify the voting process and ensure
that the elected candidate has obtained the majority votes of the people who voted for him in office
over his opponent. It will further facilitate, minimize mistakes, and speed up, in the canvassing of
the votes of the people. Currently, the so-called winning candidate is not actually voted by the
majority of voters. This happens when 3 or more candidates run for the same office. If one of them
garners a vote of just 45%, and one gets 30% votes and the third gets 25% of the votes, the socalled winner garners a mere 45% - not even half of the voters - is considered the winner and
proclaimed to hold office. It is a HOCUS-POCUS minority majority rule.
5. This proposed law shall also promptly start the unification and healing process among
the people from their political differences arising from their splintered affiliations with so many
conflicting political parties in which they belong.
