1.1

GENERAL

SCOPE
A. The Contractor shall furnish and install Metal Enclosed Capacitor equipment as specified
herein and as shown on the contract drawings.
B. This specification contains the minimum requirements for the design, manufacture and
testing of three phase, 50 or 60 Hertz self contained padmounted Metal Enclosed
Capacitor Banks rated 15 kV and below used for power factor improvement and harmonic
mitigation.
C. Should the manufacturer or supplier of the equipment specified under this section take
exception to any part of this specification, he shall so state in his bid, by reference to each
item number.

A. The Metal Enclosed Capacitor equipment shall be designed and tested in accordance with
the latest standards of NEMA, NEC, IEC, IEEE and ANSI.

SUBMITTALS FOR CONSTRUCTION


A. The following information shall be submitted for record purposes:
1. Final as-built drawings and information for items listed in Paragraph 1.04, and shall
incorporate all changes made during the manufacturing process
2. Certified production test reports
3. Installation information

1.6

QUALIFICATIONS
A. The manufacturer of the assembly shall be the manufacturer of the major components
within the assembly.
B. For the equipment specified herein, the manufacturer shall be ISO 9001 or 9002 certified.
C. The manufacturer of this equipment shall have produced similar electrical equipment for a
minimum period of five (5) years. When requested by the Engineer, an acceptable list of
installations with similar equipment shall be provided demonstrating compliance with this
requirement.

DELIVERY, STORAGE AND HANDLING


A. Equipment shall be handled and stored in accordance with manufacturers instructions.
One (1) copy of these instructions shall be included with the equipment at time of
shipment.

1.8

OPERATION AND MAINTENANCE MANUALS


A. Equipment operation and maintenance manuals shall be provided with each assembly
shipped and shall include instruction leaflets, instruction bulletins and renewal parts lists
where applicable, for the complete assembly and each major component.

and manufactured by others not named will be considered only if pre-approved by the
Engineer ten (10) days prior to bid date.

2.2

RATINGS
A. The system operating voltage shall be as indicated on the contract drawings.
B. The total capacity of the Metal Enclosed Capacitor unit shall be ________ kvar. The total
kvar capacity shall be divided into ________ kvar non-switched (fixed) and _______ kvar
automatically switched in steps of _______ kvar
C. The Metal Enclosed Capacitor bank unit shall utilize a modular design with provisions for
expansion to _______.kvar
D. The capacitor shall be rated for continuous duty at 40 degree C ambient at 3,300 ft. (1,000
meters) and below. The nominal rating if the capacitor cell shall be 1.08 times the voltage
rating of the system
E. Total Harmonic Distortion (THD) of 5% of voltage waveforms shall not affect the life of
capacitors, contactors or controller.
F. A +/- 10% variation in line voltage shall not affect the life of the capacitor.

2.3

CONSTRUCTION
A. ENCLOSURE
1. Provide [NEMA 1A GASKETED Enclosure for INDOOR application] [NEMA 3R
OUTDOOR enclosure] as shown on the contract drawings. The structure shall be front
accessible, free standing with necessary provisions for ventilation and handling.
2. Provide thermostatically controlled heaters for condensation control.
3. Filters shall be provided to prevent dust and insect entry. Filters shall be removable for
replacement or cleaning purposes.
4. Structures shall consist of a bolted steel frame with formed steel doors and side sheets.
Top and rear covers shall be sheet steel sloped from front to rear.
5. Thermostatically controlled forced air ventilation shall be provided in all compartments.
6. Copper bus shall be properly sized to handle continuous current rating of capacitor
bank as well as a minimum of 25% future expansion.
B. Incoming Section
1. Unit shall have an integrally mounted, assembled isolation disconnect rated 7.2kV 200A
with current limiting fuses, grounding contacts, a 3 pole vacuum contactor, and 500 VA
control transformer.

3. [Current limiting line fuses shall be provided for equipment short circuit protection sized
a minimum of 125% of required amperage.]
C. Capacitor Section
1. Capacitors shall be low loss, 2 or 3 bushing, properly sized and connected per the
specification. The capacitors shall have the following features:
a. Internal discharge resistors to drain voltage to 50 volts or less in five minutes.
b. Suitable for operation at 110 percent of rated voltage, and 135 percent of rated
current minimum.
c. Capacitors shall be rated [60 kV/95 kV] BIL.
d. Capacitors shall be configured in [delta/wye] arrangement.
2. Current limiting capacitor fuses with current and voltage ratings appropriate for the
capacitor shall protect stage and capacitors.
D. Reactors
1. The reactor shall be tuned to the ________th harmonic for harmonics mitigation. The
reactor shall have copper windings, Class H 220 degrees C insulation system, and be
designed with open frame construction.
2. Thermal protection shall be three normally closed auto reset thermostats.
E. Contactors
1. Contactors shall be rated for switching of capacitors by the contactor manufacturer.
F. Control Section Features:
1. The control section shall include a power factor controller with a digital power factor
meter.
2. Programmable set points for all functions.
3. Stage anti-cycling timers programmable to not less than 5 minutes.
4. Power Factor 'Out-of-Range' alarm.
5. High harmonic content (>5% THD voltage) alarm.
6. On-Off-Auto switches for operation of the switched steps.
7. 'Power On' and 'Unit Alarm' indicating lights.
8. Capacitor "Stage Ready and Stage On" indicating lights .
9. Terminal block for interface to external control systems.
G. Key Interlock System
1. Unit main disconnect shall be key interlocked with unit ground switch and enclosure
doors.
2. Interlocking system shall utilize a single key. Key shall be held captive in unit main
disconnect lock until unit main disconnect is opened. After locking the unit main
disconnect in the open position, key may be removed and inserted in unit ground switch
lock. The ground switch can then be closed and locked. Key may then be removed with
ground switch in closed position to allow for unlocking unit enclosure doors.

3. Interlock system shall prohibit ground switch closure unless the unit main disconnect
switch is locked open. Ground switch opening shall not be permitted unless all the
capacitor section doors have been locked closed.
H. Bank Protection
1. Unit shall have a weatherproof alarm strobe light and dry contacts for customer remote
alarm.

NAMEPLATES
A. Each unit will have a 1.0 x 2.5-inch nameplate. The lettering shall be black 3/16-inch high,
on a silver background.

FINISH
A. Metal Enclosed capacitor equipment enclosures shall be provided with a powder coat paint
finish. Exterior color shall be ANSI 61.

2.6

SYSTEM COMPATIBILITY
A. A system compatibility analysis shall be performed by the automatic capacitor bank
manufacturer. The contractor shall provide the capacitor bank manufacturer, at the time of
request for quote, the data listed below.
B. This analysis shall be done to identify any potential or existing harmonics current sources.
The data will be used to determine if the capacitor bank can be installed without the
addition of chokes or filters.

A. All capacitors shall be tested in compliance with NEMA, and ANSI requirements for
capacitance, dissipation factor, terminal to terminal and terminal to case dielectric strength,
and oil leaks. All capacitor cells shall be traceable through construction and testing.
B. The automatic power factor capacitor correction unit shall be tested for proper operation
prior to leaving the factory. The following checks, measurements, and operations must be
confirmed and recorded for each stage. A certified test report shall be provided with each
automatic capacitor bank.

3.2

EXAMINATION
A. Contractor shall fully inspect shipments for damage. If units are damaged in transit,
contractor shall refuse delivery, file claim with carrier and report damage to the
manufacturer.

A. The Contractor shall follow the installation instructions supplied by the manufacturer.
