FOREWORD
Sponsorship
1.

This Naval Engineering Standard (NES) is sponsored by the Ministry of Defence, Chief Naval
Architect (CNA), Section NA 131.

2.

It is to be applied as required to any Ministry of Defence contract for vapour barrier coating
used on thermal insulation in HM Surface Ships and Submarines.

3.

This NES comprises:

Vapour Barrier Coating.

Part 2

Flexible Mastic Sealers.

4.

If it is found to be technically unsuitable for any particular requirement the Sponsor is to be


informed in writing of the circumstances with a copy to CNA, Section NA 145.

5.

Any user of this NES in MOD or industry may propose an amendment to it. Proposals for
amendments which are:
a.

not directly applicable to a particular contract are to be made to the Sponsor of the NES.

b.

directly applicable to a particular contract are to be dealt with using existing procedures
or as specified in the contract.

6.

No alteration is to be made to this NES except by the issue of a formal amendment.

7.

Unless otherwise stated, reference in this NES to approval, approved, authorized or similar
terms, means by the Ministry of Defence.

8.

Any significant amendments that may be made to this NES at a later date will be indicated
by a vertical sideline. Deletions will be indicated by 000 appearing at the end of the line
interval.

9.

This NES has been reissued as a result of a general review and update of the contents.

Conditions of Release
General
10.

This Naval Engineering Standard (NES) has been prepared for the use of the Crown and of
its contractors in the execution of contracts for the Crown. The Crown hereby excludes all
liability (other than liability for death or personal injury) whatsoever and howsoever arising
(including but without limitation, negligence on the part of the Crown, its servants or agents)
for any loss or damage however caused where the NES is used for any other purpose.

This NES is the property of the Crown and unless otherwise authorized in writing by the MOD
must be returned on completion of the contract, or submission of the tender, in connection
with which it is issued.

When this NES is used in connection with a MOD tender or contract, the user is to ensure that
he is in possession of the appropriate version of each document, including related documents,
relevant to each particular tender or contract. Enquiries in this connection may be made of
the local MOD(PE) Quality Assurance Representative or the Authority named in the tender
or contract.

15.

When NES are incorporated into MOD contracts, users are responsible for their correct
application and for complying with contracts and any other statutory requirements.
Compliance with an NES does not of itself confer immunity from legal obligations.

TYPE APPROVAL
a.

Before a manufacturer may supply this type of material his product is to be


accepted by the Approving Authority as complying with all the requirements of
this NES. The Approving Authority for this material is the Procurement
Executive, Ministry of Defence, CNA, Section NA 131.

b.

To obtain type approval the manufacturer must comply with Clauses 1.c., 1.d.,
1.e., 1.f.

c.

Provide test data of the materials performance in accordance with Section 3.

d.

Provide samples of the material so that the type approval tests may be
undertaken on test samples prepared using normal trade methods.

e.

Before a manufacturer is accepted as a supplier of material to this NES he is to


supply to the Approving Authority or to the Ministrys adviser on occupational
hygiene, full particulars of the chemical constituents of the finished material
together with any other information necessary to enable an assessment of the
occupational hazard to be made. For fibrous components, information on the
fibre characteristics is also to be supplied. When the material is intended for use
in HM Submarines additional information will be sought to enable
consideration to be given to any harmful effect the material may have on the
closed environment of the submarine. Any such information will be treated
strictly in confidence.

Recommendations for the safe handling of the material are to be provided.

g.

In selecting materials or substances to meet this NES, the manufacturer is to


take into account their relative toxicity or health hazard. Preference will be
given by CNA to those materials which, while meeting the technical
requirements of this NES, create the least hazard in their storage, handling,
application, removal and disposal.

h.

If any change is made in the formulation of the material after initial acceptance,
full particulars of the changes are to be supplied to the Approving Authority so
that acceptability of the material can be reconsidered.

MATERIAL
a.

2.1

The coating is to be a homopolymer vinyl emulsion; other ingredients and


colouring agents may be added as necessary. Ammonia is not to be used, either
as a stabilizer or in the manufacture of the raw resins.

Colours

The coating is to be supplied in two colours:


(1)

Dark Grey to BS 480000 A 13.

(2)

White to BS 4800-00 E 55.

The coating is to be used as a three coat system; a first coat of grey followed by
two successive coats of white.

TESTING
a.

3.1

Solids Content
a.

3.2

When a sample is tested against the effects of steam, in accordance with Annex
E., there is to be no evidence of detachment or permanent softening of the film.

Leachable Chloride Content


a.

3.9

After seven days there is to be no penetration of water, diesel oil or lubricating


oil, when samples are tested in accordance with Annex D.

Steam Test
a.

3.8

When visually examined, the 3-coat section of a glass cloth specimen, prepared
in accordance with Annex C., is to be free of any pinholes.

Water and Oil Penetration


a.

3.7

The water vapour permeance of the coating is to be determined by the method


in ASTM E96. When tested to Procedure B of this Standard a permeance is
required of between 0.0513 and 0.0627g/sMN (0.9 to 1.1 perm), for a dry coating
thickness of 0.75mm (3-coat system).

Freedom from Defects


a.

3.6

The viscosity of the coating is to be such that it can be applied by brush. The
viscosity is to be determined by a test method acceptable to the Approving
Authority, and is to be declared for Type Approval. The viscosity recorded at
subsequent production tests is not to vary by more than 12.5% from the value
recorded at Type Approval.

Water Vapour Permeance


a.

3.5

The specific gravity is to be determined by a test method acceptable to the


Approving Authority. A specific gravity of between 1.25 and 1.40, at a
temperature of 25 C, is required.

Viscosity
a.

3.4

The solids content expressed as a percentage by weight is to be determined by


a test method acceptable to the Approving Authority. A solids content greater
than 50% is required.

Specific Gravity
a.

3.3

The tests detailed in Clauses 3.1 to 3.3 are to be carried out once for each
production batch. For Type Approval the test in Clauses 3.1 to 3.12 are to be
undertaken. When a manufacturer submits test data for Type Approval, the
methods of test used for determining solids content, specific gravity and
viscosity are to be stated.

The leachable chloride content of the cured coating (3-coat system) is not to
exceed 50ppm when established by potentiometric titration or mercuric nitrate
volumetric analysis, from a sample prepared in boiling water.

Surface Spread of Flame


a.

The surface spread of flame is to be determined by the method in BS 476 Part


7. Specimens, prepared in accordance with Annex F., are to achieve a Class 1
rating.

The oxygen index of a glass cloth specimen (3-coat sample), prepared in


accordance with Annex C., is to be determined by the test method in NES 714.
The level of acceptance is an index greater than 35.

Test Certificates
a.

3.14

The toxicity index of a glass cloth specimen (3-coat sample), prepared in


accordance with Annex C., is to be determined by the test method in NES 713.
The level of acceptance is an index less than 4 per 100g of cured coating.

Oxygen Index
a.

3.13

The smoke index of a glass cloth specimen (3-coat sample), prepared in


accordance with Annex C., is to be determined by the test method in NES 711.
The level of acceptance is to be an index less than 50 for a coating 0.75mm thick.

Test certificates giving the results of the tests required in Clauses 3.1 to 3.3 are
to be retained for inspection by the Quality Assurance Representative named
in the contract.

Rejection
a.

Should the samples selected fail to meet any of the requirements given in
Clauses 3.1 to 3.3 two further samples will be allowed. If either of these samples
fails to meet the test requirements the facts are to be reported to the Approving
Authority.

The material is to be packaged to normal trade standard in 5 litre containers.

Each container is to bear a label giving the following information:

GLASS CLOTH TEST SPECIMEN
C.1

A one metre square section of glass cloth, NS Cat No 0414/52724, is to be prepared


as shown in FIGURE C.1. The vapour barrier coating is to be brush applied with the
cloth in the horizontal plane, allowing 24 hours drying time between coats. The rate
of application is to be such that the dry coating in the 3-coat section is to have a
minimum thickness of 0.75mm.

FLUID PENETRATION TEST METHOD
D.1

Three pieces (A, B and C), 100mm 100mm, are to be cut from the 3-coat section of
the glass cloth test specimen, see Annex C.; each piece is to be formed into a shallow
cone and placed over a suitable beaker. Into the formed depression the following
liquids are to be poured, one for each sample:
Sample A

10ml Distilled water

Sample B

10ml Diesel fuel oil

Sample C

10ml Lubricating oil OEP 69

The samples are to be left for 7 days; the water and diesel specimens are to be at
ambient temperature, the lubricating oil is to be at 60 C. The specimens are to be
examined daily; if penetration is noted within 7 days the test is to be terminated and
failure recorded.

EFFECT OF STEAM TEST
E.1

A 75mm 75mm piece cut from the 3-coat section of the glass cloth test specimen
is to be subjected to steam from a 1mm diameter jet situated at a distance of 5mm from
the surface under test. The steam is to be produced at atmospheric pressure. The
specimen is to be positioned vertically, so that the dripping condensate can be
collected. When 50ml of condensate is obtained the test piece is to be removed and
examined whilst still hot for any evidence of detachment or softening of the coating;
when cool the condition of the coating is to be examined again.

BS 476 Pt 7 TEST SPECIMENS
F.1

Specimens are to be prepared to the dimensions and the number off required for the
British Standard test. Each specimen is to have a substrate of 19mm thick cork slab,
NS Cat No 0414/9241884, attached to an aluminium backing plate with an epoxy
adhesive. The sealer is to be applied in the following manner to the cork face of the
specimen: brush apply a first coat of barrier coating (grey) and, whilst still wet, embed
a cotton calico cloth, NS Cat No 0330/1389248, into the coating and smooth to
remove entrapped air; after drying for 24 hours apply a second coat of barrier coating
(white), allow to dry a further 24 hours and apply a third coat (white). The sealer and
cotton calico cloth are to extend over all edges of the cork slab a minimum of 10mm.
The rate of application is to be such that the dry coating is to have a minimum
thickness of 0.75mm.
