INTRODUCTION

1.IndiaandChinaofficiallyresumedtradein1978.In1984,thetwosidessignedtheMostFavouredNation(MFN)
Agreement.IndiaChinabilateraltradewhichwasaslowasUS$2.92billionin2000reachedUS$51.8billionin2008,
makingChinaIndiaslargesttradingpartneringoods,replacingtheUnitedStatesofAmerica.Bytheendof2009,asa
resultoftheworldeconomicdownturn,bilateraltradedroppedtoUS$43.27billion(adeclineof16.54%).However,in
2010bilateraltradereachedUS$61.74billion,agrowthof43%comparedtothesameperiodlastyear.India
exportedgoodsworthUS$20.86billion(+52%)toChinaandimportedgoodsworthUS$40.88billion(+38%)from
China,resultinginanadversebalanceoftradeofUS$20billion.In2011,bilateraltradestoodatUS$73.9billion
(+20%).IndiastotalexportstoChinafor2011wereUS$23.41billion(+23%)andChinasexportstoIndiareached
US$50.49billion(+24%).TradedeficitforIndiaforyear2011stoodatUS$27.08billion.ChinastradewithIndiaand
theworldforyear2012reflectedthetrendsoftheglobaleconomicslowdown,markedbylowerconsumptionand
slowergrowthintradevolumes.

2.IndiaChinatotaltradeingoodsfor2012stoodatUS$66.57billion,recordingadeclineofalmost10%.This
declineinoverallbilateraltradecanbeattributedtodeclineinbothIndiasexportstoChina(@20%)andIndiasimports
fromChina(@5%).Commoditywise,bilateraltradewasdominatedbyreactors,boilers,machinery,etc.electric
machinery,soundequipment,etc.organicchemicalsoresandcotton.IndiasexportstoChinafor2012reached
US$18.8billion,recordingadeclineofmorealmost20%yoywhereasimportstouchedatotalofUS$47.75billion,
recordingadeclineofmorethan5%overthefigurefor2011.TradedeficitforIndiaforJanOct,2012stoodatUS$
29billion.

3.In2012,Indiawasthe15thlargesttradingpartnerofChinawithashareof1.72%inChinasoverall
trade,recordingadeclineofalmost10%yoy7thlargestexportdestinationforChina,comprisingashare
of2.33%ofoverallChineseexportsand19thamongthecountriesexportingtoChinawithashareof1.1%in
overallimportsbyChina.

INSTITUTIONALFRAMEWORKOFBILATERALCOOPERATION

ThereareseveralinstitutionalmechanismsforIndiaseconomicandcommercialengagementwithChina.IndiaChina
JointEconomicGrouponEconomicRelationsandTrade,ScienceandTechnology(JEG)isaministerialleveldialogue
mechanismestablishedin1988duringthevisitofformerPrimeMinisterRajivGandhitoChina.AJointStudyGroup(JSG)
wassetupafterformerPrimeMinisterVajpayeesvisittoChinainJune2003toexaminethepotentialcomplementarities
betweenthetwocountriesinexpandedtradeandeconomiccooperation.Asperitsrecommendation,aJointTaskForce
(JTF)wassetuptostudythefeasibilityofanIndiaChinaRegionalTradingArrangement.JTFReportwascompletedin
October2007.TherearealsoJointWorkingGroupsonTrade,AgricultureandEnergy.InDec2010,bothcountriesagreed
tosetuptheIndiaChinaStrategicandEconomicDialogue(SED).ThefirstSEDtookplaceinBeijingonSeptember26,
2011.

IndiaChinaStrategicandEconomicDialogue(SED)

DuringChinesePremierWenJiabaosvisittoIndiainDecember2010,IndiaandChinaagreedtosetuptheStrategic
andEconomicDialoguemechanism.TheSEDisaforumforbothsidestodiscussstrategicmacroeconomicissues
impactingbothnationsasaresultofthechanginginternationaleconomicandfinanciallandscape,tosharetheirindividual
bestpracticesandinhandlingchallengingdomesticeconomicissuesandtoidentifyspecificfieldsforenhancing
cooperation,learningandexperiencesharing.AttheSED.theIndiansideisbyMr.MontekSinghAhluwalia,Deputy
Chairman,PlanningCommission,whiletheChinesesidebyMr.ZhangPing,Chairman,NationalDevelopmentandReforms
Commission(NDRC).

FirstSEDMeetingThefirstIndiaChinaSEDMeetingtookplaceinBeijingfromSeptember2627,2011.Issuesthat
werediscussedduringthe1stSEDincludedintroductiontothe12thplanprioritiesofthetwocountries,adiscussiononeach
countrysmonetaryandfiscalpolicies,investmentpoliciesofthetwocountries,policiesonenergyconservationand
environmentprotectionetc.
ThetwosidesdecidedtoconstitutefiveWorkingGroupsonpolicycoordination,infrastructure,energy,environment
protectionandhightechnology.
Apartfromtheofficialmeetings[whichincludeddetaileddeliberationsinthreeworkinggroupsonInvestmentand
Infrastructure led by Chairman Railway Board Shri Vinay Mittal, Water Management (led by Shri Dhruv Vijay Singh,
Secretary (Water Resources)) and Energy Efficiency (led by Dr. Ajay Mathur, Director General, Bureau of Energy
Efficiency)], the SED also included to a site visit to Tianjin, where the Indian delegation was introduced to water
desalinationfacility.AttheendoftheofficialmeetingsbothsidessignedtheAgreedMinutesofthe1st SED. The Indian
delegationalsocalledontheChinesePremierWenJiabao.

SecondSEDMeeting2ndMeetingofSEDtookplaceonNov26,2012inNewDelhi,India.Duringthe2ndmeeting,the
twosidesdiscussedawiderangeoftopicsincludinggreatercooperationatthegloballevel,strengtheningcommunication
onmacroeconomicpolicies,deepeningandexpandingtradeandinvestmentandpromotingbilateralcooperationinthe
financialandinfrastructuresectors.TheproposalsandrecommendationsmadebythefiveWorkingGroupswere
consideredduringthe2ndDialogueanddirectionsgivenfortheirfutureactivities.Thetwosidesagreedthatinthecurrent
globaleconomicsituationitwasimportanttoraisethelevelofeconomicengagementbetweenIndiaandChina.
Thetwosidesalsosignedatotalof4GovernmenttoGovernmentand7businessMoUsduringthe2ndSEDinIndia.

CivilAviation

TheMOUsignedduringPremierWenJiabaosvisittoIndiaon912thApril2005providesformajorliberalizationofairlinks
betweenIndiaandChinawithmultipledesignationofcarriersandanopenskiespolicyforcargo,anincreaseincapacity
entitlements,morepointsofcallandanincreaseinthenumberofintermediaryandbeyondpoints.Accordingtothe
Memorandum,thedesignatedairlinesofbothpartiesareentitledtohaveunlimitedthird,fourthandfifthfreedomtraffic
rightswithunlimitedcapacityentitlementfordedicatedcargoservices.Intermsoffrequency,theliberalizedcivilaviation
agreementallowsfor42flightsaweek.Itisnowuptotheairlinestoutilizethiscapacity.Enhancednumberofflights
wouldbeafunctionofcommercialviabilityandavailabilityofaircrafts.Atpresent,fiveairserviceoperatorsAirChina(5
perweek),ChinaEastern(8perweek),ChinaSouthern(3perweek),AirIndia(4perweek),andEthiopianAirways(4per
week)arecurrentlyoperatingatotalof24flightsbetweenChinaandIndiaeveryweek.ThecitieslinkedareBeijingNew
DelhiGuangzhouNewDelhi,ShanghaiNewDelhi,MumbaiShanghai,KunmingKolkataandChengduBengaluru.Shanghai
AirlineshasalsoexpressedkeeninterestinoperatingflightstoIndia.InSeptember2010,theMinistryofForeignAffairs,
PeoplesRepublicofChinaauthorizedHainanAirwaystooperatedirectflightsbetweenIndiaandChinaasperthe1988
ASAconcludedbetweenthetwocountriesinBeijing.

IndianCompaniesinChina

WiththegrowthinbilateraltradebetweenIndiaandChinainthelastfewyears,manyIndiancompanieshavestarted
settingupChineseoperationstoserviceboththeirIndianandMNCclienteleinChina.IndianenterprisesoperatinginChina
eitherasrepresentativeoffices,WhollyOwnedForeignEnterprisesorJointVentureswithChinesecompaniesareinto
manufacturing(pharmaceuticals,refractories,laminatedtubes,autocomponents,windenergyetc.),ITandITenabled
services(includingITeducation,softwaresolutions,andspecificsoftwareproducts),trading,bankingandalliedactivities.
WhiletheIndiantradingcommunityisprimarilyconfinedtomajorportcitiessuchasGuangzhouandShenzhen,theyare
alsopresentinlargenumbersinplaceswheretheChinesehavesetupwarehousesandwholesalemarketssuchasYiwu.
MostoftheIndiancompanieshaveapresenceinShanghai,whichisChinasfinancialcenterwhileafewIndiancompanies
havesetupofficesinthecapitalcityofBeijing.SomeoftheprominentIndiancompaniesinChinaincludeDr.Reddys
Laboratories,AurobindoPharma,NIIT,BharatForge,Infosys,TCS,APTECH,Wipro,MahindraSatyam,Dr.Reddys,Essel
Packaging,RelianceIndustries,SUNDARAMFasteners,Mahindra&Mahindra,TATASons,BinaniCements,etc.Inthefield
ofbanking,tenIndianbankshavesetupoperationsinChina.StateBankofIndia(Shanghai),BankofIndia(Shenzhen),
CanaraBank(Shanghai)andBankofBaroda(Guangzhou),havebranchoffices,whileothers(PunjabNationalBanks,UCO

ChineseCompaniesinIndia

AccordingtoinformationavailablewiththeEmbassyofIndia,closeto100Chinesecompanieshaveestablished
offices/operationsinIndia.ManylargeChinesestateownedcompaniesinthefieldofmachineryandinfrastructure
constructionhavewonprojectsinIndiaandhaveopenedprojectofficesinIndia.TheseincludeSinosteel,Shougang
International,BaoshanIron&SteelLtd,SanyHeavyIndustryLtd,ChongqingLifanIndustryLtd,ChinaDongfang
International,SinoHydroCorporationetc.ManyChineseelectronic,ITandhardwaremanufacturingcompaniesarealso
haveoperationsinIndia.TheseincludeHuaweiTechnologies,ZTE,TCL,Haieretc.AlargenumberofChinesecompanies
areinvolvedinEPCprojectsinthePowerSector.TheseincludeShanghaiElectric,HarbinElectric,DongfangElectric,
ShenyangElectricetc.ChineseautomobilemajorBeijingAutomotiveIndustryCorporation(BAIC)hasrecentlyannounced
planstoinvestUS$250millioninanautoplantinPune.TBEAaXinjiangbasedtransformermanufacturerhasfirmedup
planstoinvestinamanufacturingfacilityinGujarat.DuringthevisitofPremierWentoIndia,Huaweiannouncedplansto
investinatelecomequipmentmanufacturingfacilityinChennai.
