Mayor Burnett called the meeting to order at 4:00 p.m.

ITEM 1:

RECEIPT OF PROVISIONAL CAPITAL IMPROVEMENTS PLAN


AND TRANSMITTAL TO PLANNING COMMISSION

City Administrator Doug Schmitz and Finance Manager Paul Woods presented
the staff report. Brief Council questions followed.
Public Comments:
Skip Lloyd, Friends of Mission Trail Native Preserve, submitted a proposal for
changing the title, description and justification for the CIP item FPB 1415-08MTNP Invasive Tree Management.
Stephen Moorer, Pacific Repertory Theater, expressed support for including the
Forest Theater Renovation Project in the CIP.
Carolyn Hardy argued in favor of providing more emphasis on and funding for
upgrades to the Police and Public Works Departments facilities.

Mayor Burnett asked the City Administrator if he had seen the modification
proposed by Skip Lloyd. City Administrator Doug Schmitz indicated he had and
had no objection to the revisions.
Action:

Upon a motion made by Councilmember Talmage, seconded by


Mayor ProTem Beach, the Council unanimously moved to receive
the Provision Capital Improvement Plan (CIP), as amended by
modifying FPB 1415-08-MTNP Invasive Tree Management to retitle it to MTNP Invasive Species Removal and make other
changes to the description and justification), and to transmit the CIP
to the Planning Commission. 5:0

CLOSED SESSION: Mayor Burnett announced the items on the Closed Session
agenda. There were no public comments. The Council adjourned to Closed
Session at 4:40 p.m.
