TECHNICAL CONDITIONS

OF THE COMPANY EUSTREAM, A. S.


AS THE TRANSMISSION NETWORK OPERATOR,

which stipulate technical terms and conditions


for an access and connection to the Transmission Network,
and for the Transmission Network operation

that have been developed on 30.9.2005


and that shall come into effect on 1.1.2006

PREAMBLE
WHEREAS the company eustream a. s., Organisation ID: 35 910 712, with
a registered seat at Mlynsk Nivy 42, 825 11 Bratislava, Slovak Republic, recorded in
the Company Register maintained in the District Court Bratislava 1, Section: Sa, File
No.: 3480/B, is duly licensed to carry out the transmission of gas (hereinafter referred
to as PPS);
WHEREAS, based on the Article 17, par. 1, of the Act No. 656/2004, Digest of Laws,
on Energy Sector, as amended by some further regulations (hereinafter referred to
as Energy Act), PPS is obliged (in order to preserve a non-discriminatory,
transparent and safe access, connection to and operation of the network, to set up
technical conditions for an access and connection, network operation rules, and
criteria for the network technical safety (hereinafter referred to as Technical
Conditions);
WHEREAS, based on the Article 17, par. 4 and 6 of the Energy Act, PPS is obliged
to develop Technical Conditions within two months from coming into effect of the
general binding regulation, to be issued by the Ministry in order to set up details
concerning the scope of Technical Conditions;
WHEREAS the Decree of the Slovak Ministry of Economy No. 337/2005, Digest of
Laws, which sets up details concerning the scope of Technical Conditions governing
the access and connection to the system and network, as well as rules for the system
and network operation has came into force as of August 1, 2005;
WHEREAS, based on the Article 17, par. 5 of the Energy Act, PPS is obliged to
publish Technical Conditions that will become binding for all participants of the gas
market at latest one month prior to their coming into effect,
BASED ON THE FACT that PPS hereby sets up the following Technical Conditions
for the transmission network operated by PPS (hereinafter referred to as
Transmission Network ),

1.

DEFINITIONS

1.1

The concepts already defined in the Energy Act, Regulation Act and in Gas
Market Rules have the same meaning as those in these Technical Conditions.
In addition to them, for the purpose of these Technical Conditions the following
concepts set up herein shall have the following meaning:
Interconnection Agreement shall mean an agreement made by and
between PPS and an operator of the connected network , which governs

mutual relations involving mainly the measurement of gas volumes, allocation


of gas quantities and conditions governing the operation of adjacent networks,
such as e.g. methodology and technique applicable to the measurement of
quality, quantity, and operating parameters of gas, the format and content of
cooperation between dispatchers in the control of adjacent networks, definition
of the code system to harmonise the users of both adjacent networks, as well
as a method for processing the nominations and re-nominations during an
operation of these networks.
Connected network shall mean a network that is connected to the
Transmission Network, and which is operated by other network operator than
PPS; for the purpose of these Technical Conditions the connected network is
deemed to be other transmission network, distribution network, storage facility
and a direct pipeline, regardless whether was the network connected
upstream or downstream from the Transmission Network;
Operational Order shall mean the Transmission Network Operating Order
issued by the company Slovensk plynrensk priemysel a. s., as an operator
of the Transmission Network, pursuant to the Article 12a, par. 6 of the Act No.
276/2001 Digest of Laws, on the Regulation in Network Industries, and its
amendments and additions to some acts, as amended by further regulations
(hereinafter referred to as Regulation Act);
Operating pressure shall mean the differential pressure expresses in
multiples of the unit Pa, which is maintained by PPS in the Transmission
Network in order to use it (network) efficiently, which is calculated as a
difference between gas absolute pressure and atmospheric pressure,
Connection shall mean a set of steps and activities carried out by PPS,
which are inevitable for the link of a gas facility of the gas market participant
with the Transmission Network,
Water dew point shall mean such temperature expressed in C at which,
under fixed pressure, the water vapour contained in gas starts to condense,
Carbohydrates dew point shall mean such temperature expressed in C at
which, under fixed pressure, the carbohydrates contained in gas starts to
condense,
Net calorific value" shall mean the amount of heat evolved by the complete
stechiometric combustion of a unit volume of Gas with air at a constant
pressure of 101.325 kPa and a constant temperature when the combustion
products have once more cooled to the starting conditions and whereby the
water produced by the combustion is assumed to remain as vapour,

Technical Capacity shall mean the maximum daily transmission capacity of


the Transmission System specified in m3 calculated for the reference
conditions 20C and 101.325 Pa,
Accident shall mean a sudden event, which represents a deviation from the
normal operating condition of the Transmission Network, and which
represents existing or potential threat to human health or lives, property, or a
threat to the environment or gas installation,
Failure shall mean a deviation from the normal operating condition of the
Transmission Network, which can jeopardise the safety and/or reliability of
natural gas transmission,
Border delivery station (Slovak acronym HPS) a set of technological
installations that serves for the delivery/receipt of a natural gas that crosses
the state border
Intrastate delivery station (Slovak acronym VPS) a set of technological
installations that serves for the transfer of natural gas or for the regulation of
its pressure from higher pressure levels in high pressure pipelines to lower
pressure level in the low pressure pipeline.

1.2

Any reference to appendices, articles and paragraphs shall mean reference to


appendices, articles and paragraphs of these Technical Conditions.

1.3

Conditions and rules stipulated in these Technical Conditions apply only to the
gas works facilities which are situated on the territory of the Slovak republic.

1.4.

Any reference to the generally binding regulations, technical norms and


technical principles shall be interpreted as reference to their applicable
wording. In case of any change or replacement of these regulations, technical
norms or technical principles the applicable for these Technical Conditions
shall be their wording in the respective conjugation form.

1.5.

Any reference to the generally binding regulations, technical norms and


technical principles that are specified in these Technical Conditions in the
footnote are quoted only as an example (calculation example). Where
appropriate or necessary one should reasonably apply also generally binding
regulations, technical norms and technical principles that are not specifically
quoted in these Technical Conditions.

1.6.

For the purpose of these Technical Conditions the Technical Norm shall mean
any technical norm issued pursuant to the special regulation1.

Act No. 264/1999, Digest of Laws, on technical requirements for products and on the homologation
as amended by further regulations.

1.7.

For the purpose of these Technical Conditions the Technical Principle shall
mean a normative document issued by any professional or other technical
organisation, which deals with principles, instructions and characteristic of
individual activities or their results, and which is generally recognised within
the respective industry, and complied with as a technical principle2.

1.8.

Words referred to in these Technical Conditions in singular shall be interpreted


as plural if the latter is relevant in connection with the respective
circumstances; the rule shall apply vice versa to the words referred herein in
plural.

1.9.

Conditions, legal relations and data that have the nature of commercial terms
and conditions or data, as well as the specimen of applications for the
connection or for an access to the Transmission Network, and the specimen of
applications for gas transmission shall be governed by the Operating Order.

2.

TECHNICAL CONDITIONS FOR AN ACCESS TO THE TRANSMISSION


NETWORK

2.1

Technical requirements for an access to the Transmission Network.

2.1.1 PPS shall set up a minimal operating pressure and maximal operating
pressure at the entry to the Transmission Network.
2.1.2 Data specified in the Application for an Access to the Transmission Network
and Gas Transmission have to correspond to the technical conditions agreed
for the respective entry point or exit point in and out from the Transmission
Network, arranged between PPS and an operator of the respective connected
network in the Connection Agreement.

2.2

Gas qualitative specification/parameters

2.2.1 Gas supplied and delivered to entry points and exit points in and out from
the Transmission Network has to meet physical and chemical specifications
set forth in the Appendix No. 1 to these Technical Conditions (hereinafter
referred to as qualitative specification/parameters ).
2.2.2 The binding data for the determination of the gas qualitative parameters in
entry points to the Transmission Network shall be those measured and
determined by the metering device operator in the place of an interconnection
of the Transmission Network with the connected network.

2.2.3 Operators of metering devices in the place of gas delivery in exit points from
the Transmission Network to the connected network shall provide to the
network user the data on the quality of supplied natural gas.
2.2.4 Determining for the qualification in terms of gas quality specifications in the
Transmission Network entry points are average daily values. Periodicity of
measurement and method of determination of natural gas qualitative
parameters shall be the subject of Connection Agreement made by and
between PPS and the operator of the respective connected network.
2.2.5 Determining for the evaluation of the qualification in terms of gas quality
specifications in the Transmission Network exit points are average daily
values. Periodicity of measurement and method of determination of natural
gas qualitative parameters shall be the subject of Connection Agreement
made by and between PPS and the operator of the respective connected
network.
2.2.6 Gas delivered for the transmission through the Transmission Network shall not
contain the following items:
Water and carbohydrates in liquid state,
Solid particles in such quantity that could damage the technological
equipment used for transmission of gas,
Other gases that could affect the safety or integrity of the Transmission
Network
Other gases that could affect the precision of the determination of quality
parameters.

2.3

Technical communication criteria

2.3.1 The user of the Transmission Network shall have available the voice and data
communication with the Transmission Network operator.
2.3.2

In case of communication through data lines the user of the Transmission


Network has to have a permanent access to the communication centre.

3.

3.1.1 Technical conditions applicable for the connection to the Transmission


Network shall be as follows:
a) There is a spare capacity in the Transmission Network along the whole
route between an entry point and the required exit point;

b) The connection itself and/or connected network shall not have any
negative impact on safety, integrity or reliability of the Transmission
Network and/or quality of the gas transported to other market participants,
especially compliance with required level of the gas pressure in the entry
and exit point to/from the Transmission Network.
3.1.2 Specific technical conditions for the connection to the Transmission Network
shall be set up individually, depending on the technical parameters of the
respective connected network, and required connection place.
3.1.3 Prior to the connection of the Transmission Network shall the operator of the
connected network submit connection project developed pursuant to the
respective generally binding regulations3, technical norms4 and technical
principles5.
3.1.4 Settlement of costs for building of facilities which are necessary for the
connection of the connected network to the Transmission Network shall be
stipulated in the Interconnection Agreement.

3.2

Setting up the pressure level for a connection to the Transmission


Network

3.2.1

A prerequisite for a connection to the Transmission Network is a sufficient


design pressure of the connected network.

3.2.2 In the place of a connection to the Transmission Network the pressure in the
connected network has to be the same as the one in the Transmission

Network, otherwise it is necessary to build technical installation for the


pressure adjustment.

3.3

Procedure for setting up the place of connection and place of


measurement

3.3.1 The place of the connection to the Transmission Network shall mean the place
with weld or installed flange behind the last closing fitting in the direction from
the Transmission Network.
3.3.2 Specific connection place shall be agreed between PPS and the operator of
the connected network, and it shall be defined in the Connection Agreement.
3.3.3 The measurement place shall mean a place with an installed metering device.
3.3.4 The measurement place shall be set up by PPS, and it is usually located at
the exit from the Transmission Network nearest to the connection place.
Technical requirements for installation of the measurement place are
governed by the Connection Agreement.
3.3.5 The measurement place is composed at least of the following equipments:
- Measurement device,
- Filter,
- Gas pressure regulator,
- Device for data archiving and for the remote transfer of data.

3.4

Technical requirements for the measurement

3.4.1 The measurement place installed in the measurement places has to meet
requirements fixed in the respective technical regulations and technical norms.
3.4.2 The metering device consists of the gauge, sensors for tapping pressure,
temperature and a device for converting temperature, pressure and
compressibility of gas into digital signal (transducer). The metering device has
at the same time to allow the local archiving of data and a remote transfer and
reading of the selected measurement parameters.

4.

TECHNICAL CONDITIONS FOR THE TECHNICAL INTEROPERABILITY OF


NETWORKS

4.1

Description of interconnecting points between the Transmission


Network and connected networks

4.1.1 The Transmission Network and connected networks are interconnected


through the system of custody transfer stations (hereinafter referred to as
HPS) and intrastate pressure reduction stations (hereinafter referred to as
VPS), which serve as physical entry and exit points in and out from the
Transmission Network.
The Transmission Network and connected networks are interconnected
through the following interconnection points:

In all interconnection points there is an installed measurement of quantity and
quality of the delivered gas.
4.1.2 The interconnection points consist usually of the following technological
equipments:
- Isolating valve at the entry/exit to/from the Transmission Network
- Filtering unit
- Metering device for the measurement of gas quantity
- Metering device for the measurement of gas quality
- Pressure regulator
- Pre-heater of gas
- Depressurising and pressurising pipes
- Device allowing the remote control of the station, transmission and
archiving of data
- Isolating valve at the entry to the connected network

4.2

Technical modes of gas pipelines operation including an entry and exit


pressure

4.2.1 PPS shall be responsible for securing the safe and reliable gas transmission
through a suitable technical mode of Transmission Network operation.
4.2.2 With the aim of safeguarding the safety and functionality of the Transmission
Network and gas transmission in line with agreed conditions for gas
transmission, PPS shall set up the scope of minimum and maximum pressure
and quantity for the respective entry and exit points.

4.3

Technical Conditions governing the networks interoperability


In order to ensure the networks interoperability of the Transmission Network
and a connected network, mainly the following aspects need to be maintained
in interconnection points of these networks:
Maximum and minimum pressure at the entry to the connected networks
Required specification of gas
Required flow rate of gas within agreed tolerances.

5.1 Technical conditions applicable to the gas measurement


5.1.1

Basic measurement principles

5.1.1.1 Type of an installed metering device shall be specified in the Connection


Agreement made by and between PPS and the operators of connected
networks.
5.1.1.2 Only such metering devices could be installed that have a construction
design that meets requirements fixed in the respective technical regulations
and technical norms6. The metering devices in the respective measurement
places in HPS (Border delivery station) have to meet also requirements fixed
in international norms and international regulations.
5.1.1.3 The metering device can be operated only within its measurement range, in

accordance with the respective technical norms, international norms or


special technical regulations.
The metering device can be operated only within its interval of tolerated
errors as per the respective generally binding regulation.
The commercial unit used to express and book transported gas quantities is
the volume unit expressed in cubic meters (m ) at the temperature 20C,
absolute pressure 101.325 kPa, and relative moisture 0% (N m ).
The metering devices shall carry out the conversion of gas quantities from
operating units to commercial units, and they need to allow the local
archiving of the data and remote meter reading of the selected measured
parameters.
Conversion of gas quantities under given operating conditions to commercial
units is carried out using flow meter, which is used as a designated metering
device.
Operation and control of metering devices

5.1.2.1 Metering devices in measurement places shall be installed, operated and


metrologically checked by PPS at its own costs. The method of operation
and control of the metering device shall be governed by the respective
Connection Agreement.
5.1.2.2 PPS shall carry out the metrological control of the Metering Device, and it
shall do so in regular intervals set forth in the respective generally binding
regulations.
5.1.2.3 PPS shall carry out the metrological control of the Metering Device, and it
shall also determine the date of its implementation. PPS carries out the
operation control of the metering device in order to find out whether the
metering device operates within the interval of tolerated deviations. The
control shall be carried out using the metrologically checked gauges with a
higher precision than the accepted measurement error of the metering
device.
5.1.2.4 The right to participate in the operating or metrological control of the
metering device shall apply also to the representative of the connected
network operator at its own costs. PPS has only a duty to notify the
connected network operator in advance of the date of an inspection of the
metering device. Provided the representative of the connected network
operator fails to appear on the specified date, PPS shall carry out the
inspection of the metering device without the latter's participation, the
outcome of such inspection will be binding for both, PPS as well as the
connected network operator.
5.1.2.5 The quantity of gas that passed during the operating or metrological control
of the metering system through the place of its installation shall be evaluated
by PPS as a production of the time of control, and the average value of the
gas flow rate before and after the inspection.
5.1.2.6 Metering devices are protected against manipulation by unauthorised
persons using protective labels and/or protective seals which are fixed by
PPS or by a physical or legal person authorised by it. On each installation of
protective labels and/or protective seals shall PPS execute a protocol. The
protocol shall be made even in the case when protective labels and/or

protective seals had been removed. Both protocols shall be confirmed by a


signature made by representatives of the connected network operators, as
well as by PPS.
5.1.3

Principles of the procedure applicable in case of defects


and/or damages of metering devices

5.1.3.1 Each operator of the connected network, whose justified interests could be
impaired by an incorrect measurement in the specific exit point from the
Transmission Network, shall have the right to ask PPS to carry out a
laboratory test of the metering device pursuant to the applicable regulations.
5.1.3.2 If during the testing of the metering device it becomes impossible to provide
metrologically checked backup metering device, Parties shall agree on the
method of evaluation of the volume of gas delivered during the metering
device testing.
5.1.3.3 In case of a failure or damage of the metering device the latter shall be taken
out of operation, and PPS shall forthwith inform the connected network
operator of this fact.
5.1.3.4 In case the fault identified in the claimed gauge is higher than permitted by
the applicable regulation, costs connected with testing and replacement of
metering device shall be born by PPS.
5.1.3.5 In case the fault identified during the testing of the claimed metering device
has not been higher than permitted by the applicable regulation, costs
connected with testing and replacement of metering device shall be born by
the Party that requested the testing
5.1.3.6 PPS shall adjust the quantity of gas measured with the faulty metering
device through considering the difference in the quantity caused by the
identified measurement error, whereas the adjustment shall be carried out
for the period of a demonstrable duration of the fault. Provided the said
period cannot be determined beyond any doubt, PPS shall apply the
assumed linear growth of an error since the last control of the designated
metering device carried out by PPS.
5.1.3.7 In case when due to the defect the metering device the latter did not record
the flow rate, or if the effect of the gauge defect on the recorded gas quantity
cannot be definitely determined, the delivered gas quantity shall be
evaluated using the data from control metering device.
5.1.3.8 In case of a failure of the metering device PPS shall eliminate forthwith the
gauge defect, or replace the faulty gauge with a faultless one, metrologically
checked. When available, during the time of the fault elimination or gauge
replacement the operator shall use the backup metering device. Provided
the latter one is not available, PPS shall use for an additional calculation of a
taken quantity of gas during the time of repair or replacement of the faulty
gauge a procedure pursuant to the Connection Agreement made by and
between PPS and the respective connected network operator.
5.1.3.9 The procedure to be followed in case of faulty or damaged metering devices
will be specified in more details in the Connection Agreement made by and
between PPS and the respective connected network operator.

5.2

Principles applicable to the operation of gas installations

5.2.1 PPS shall operate installations comprising a part of the Transmission Network
and carry out their maintenance as to ensure the safety of the Transmission
Network and reliable transportation of gas through the Transmission Network.
5.2.2 Operation and maintenance of gas installations shall be governed pursuant to
the respective, generally binding regulations7, technical norms8 and technical
principles9.
5.2.3 PPS shall operate individual technical installations comprising a part of the
Transmission Network, in accordance with instructions issued by the

manufacturers of these installations, especially operation manuals and


instructions governing the operation and maintenance of these installations.

5.3

Description of existing connections to the network


Currently existing connections to the Transmission could be divided to the
connections via VPS or via HPS as per clause 4.1.2.

5.4

Technical and operating restrictions for the Transmission Network

5.4.1 Gas quantity that can be transported through the respective part of the
pipeline per unit of time depends not just on the maximum operating pressure,
entry and exit pressure, pipeline diameter and length, volume of gas in the
network, but also on the location of a connection to the connected network.
5.4.2 Maximum operating pressure in the Transmission Network:
Maximum operating pressure in the pipeline shall not exceed the maximum
design pressure, or eventually maximum pressure set up by PPS for the
respective part of the Transmission Network. In accordance with the request
of PPS, the connected network operator has to deliver gas in a connection
place under the pressure that does not exceed the value of the maximum
operating pressure.
5.4.3 Minimum operating pressure in the Transmission Network
The minimum values of the pressure in the respective connection places to
the Transmission Network shall be set up as to maintain the functionality of
the system, as is e.g. the case of minimum pressure at the inlet to the
compressor station.
5.4.4 Technical and operating restrictions for the Transmission Network include also
restrictions or interruptions of gas distribution in the respective part of the
Transmission Network due to the planned reconstruction works,
refurbishment, repairs and maintenance, caused by emergencies or through
activities carried out in order to avoid such emergencies, or caused by an
accident, or failure of gas works facility, or through elimination of their
consequences.

6.

TECHNICAL CONDITIONS FOR OPERATION OF THE DIRECT PIPELINE


The operation of the direct pipeline, method of connection to the direct
pipeline, as well as technical and operating restrictions for the direct pipeline
shall be governed to a reasonable extent by the provisions in these Technical
Conditions, which govern in general conditions for the operation, method of
connection, and technical and operating restrictions in relation to the
connected networks.

7.

TECHNICAL CONDITIONS APPLICABLE TO THE OPERATING SAFETY


AND RELIABILITY

7.1

Technical conditions applicable to the control of a technical condition of


gas installations in the connection or interconnection places

7.1.1 In order to ensure the operating safety and reliability of the Transmission
Network, PPS shall carry out technical inspections and tests of gas
installations
pursuant
to
the
respective
generally

7.2

Technical conditions applicable to the reconstruction projects

7.2.1. All over the Transmission Network and in connection places PPS shall carry
out control of installations it operates pursuant to the respective generally
binding regulations10, technical norms11 and technical principles12.

7.2.2. Based on the results of performed technical inspections and evaluation of the
technical conditions of the Transmission Network and gas installation PPS
shall decide whether or not it should carry out their reconstruction or take any
other extraordinary measures.

7.3

Technical means used for the monitoring and management of the


network

7.3.1 To support the dispatching management of the Transmission Network there


are management systems that allow the remote monitoring and management
of the Transmission Network from the dispatch centre of PPS.
7.3.2 The management system is centralised and decentralised, which allows the
splitting of functions to several locations. The measured values and processed
data (logic components, sensor reading the measured values, equipment for
processing and evaluation of measured values, safety equipment,
transmission equipment, management and monitoring systems) visualised in
the format of alarms, reports, protocols and overview schemes and tables
directly in the control system application environment. Through the
management system the operators send out instructions for the remote control
and they can also automatically manage the remote facilities.

7.4

Gas volume in pipelines inevitable for the reliable operation of the


Transmission Network

7.4.1 The gas volume in pipelines inevitable for the reliable operation of the
Transmission Network represents the minimum value of the gas volume that
corresponds to the level of values necessary for securing an uninterrupted and
reliable operation of technological installations. The contingent drop of this
volume of gas would interfere with the transmission-worthiness of the
Transmission Network.
7.4.2 The value of this gas volume depends on actual operating conditions in the
Transmission Network.

8.

TECHNICAL CONDITIONS APPLICABLE TO THE INTERRUPTION OF


GAS TRANSMISSION

8.1

Procedure applicable during planned reconstructions and repairs of gas


installations

8.1.1 In order to ensure the reliable and safe distribution of gas the operator has to
carry out reconstruction and eventually repairs of gas installations in the
Transmission Network.
8.1.2 When the implementation of planned reconstruction, refurbishment, repairs,
maintenance and revisions of gas installations causes an interruption or
restriction of the gas transmission, the Transmission Network operator shall
notify in written those affected gas market participants for whom is the
transmission provided, indicating the beginning and end of the restricted
deliveries, or interrupted gas transmission, and it shall do so 30 days ahead,
unless they agree a shorted notice period13.
8.1.3 After eliminating the reasons causing a restriction or interruption of gas
transmission in the Transmission Network operator shall forthwith restore the
transmission of gas14.

8.2

Procedure applicable during emergencies and


installations and elimination of their consequences

defects

of

gas

In cases when the emergency or defect of the gas installation causes an


interruption of gas transmission for consumers, PPS shall carry out all
necessary measures to eliminate the emergency or defect, in order to quickly
restore the natural gas transmission to the gas market participants.
9.

TECHNICAL CONDITIONS APPLICABLE TO THE DISCONNECTION


FROM THE TRANSMISSION NETWORK

9.1

Reasons for disconnecting the customer from the network due to


technical, operation-related or safety reasons

9.1.1 In case of threat to the safety and/or integrity of the Transmission Network the
Transmission Network operator shall have the right to disconnect the gas
installation of the gas market participants from the Transmission Network.

9.1.2 Disconnection from the network can be implemented also based on the gas
market participant's own request.

9.2

Technical procedure applicable for the disconnection of a gas market


participant from the network

9.2.1 The disconnection of a gas market participant from the Transmission Network
is implemented through physical disconnection of the pipe of the gas market
participant from the Transmission Network of PPS.
9.2.2 After the physical separation of these pipes PPS shall proceed further
pursuant to the respective technical norms11 and technical principles12.

10.

TECHNICAL CONDITIONS APPLICABLE TO THE MANAGEMENT OF THE


TRANSMISSION NETWORK

10.1

Dispatching management tasks

10.1.1 The essential task of the dispatching management of the Transmission


Network is the safeguarding of reliable and safe transmission of gas in
accordance with requests of the gas market participants.
10.1.2 The main activity of the gas dispatch centre of PPS shall be the operative
and technical management of the Transmission Network in cooperation with
dispatch centres of other operators.

10.2

Technical instruments of the dispatching management


The following technical instruments are used for needs of the dispatching
management:

Control system SCADA (Supervisory Control and Data Acquisition), which


is used for control of the device, collection, processing and archiving of
data;

Optimisation and simulation codes, which are used to support the


dispatching management.

Principles of cooperation between gas dispatch centres

10.3.1 Gas dispatch centre of PPS shall cooperate with other gas dispatch centres in
accordance with the principles of reasonability and cost efficiency.

10.3.2 The gas dispatch centres shall mutually share with each other information on
any circumstances or measures that could affect the safety, integrity or
reliability of the Transmission Network or connected network, especially in
cases, when such circumstances could have affected the quantity, pressure or
quality of gas in connection places.

10.4

Principles applicable to the management of the Transmission Network


during accidents and emergencies

10.4.1 In case of accidents in the Transmission Network, the gas dispatch centre of
PPS, in order to successfully handle the accident, usually carries out the
following steps:
- It analyses the emerged situation
- It carries out the primary intervention
- It convenes the accident committee
- It prepares the draft solution of the accident
- It carries out the liquidation of an accident
- It continuously evaluates the situation in the Transmission Network
- It brings PPS to the original condition.
10.4.2 Coordination of individual activities during the occurrence of an accident or
emergency shall be carried out by the respective units of the gas dispatch
centre of PPS.

Effectiveness
These Technical Conditions shall come into force and effect on 1.1.2006.
