EXCERPTS FROM THE MINUTES OF THE REGULAR SESSION OF THE
SANGGUNIANG BAYAN OF GUINOBATAN HELD ON MARCH 19, 2007 AT 9:00

Section 2.
Creation. There is hereby created an imaginary emergency express lane for disbursement
vouchers involving financial assistance intended to individuals under emergency cases or
life threatening circumstances in the Offices of the MSWDO, Accounting, budget,
Treasurer and Mayor in the Municipality of Guinobatan, Albay.
Section 3.
Purpose. The purpose of this ordinance is to give priority attention to vouchers whose
nature is to save life especially of the poor who sought refuge or help in the government.
after all, life preservation is the very first right of people that must be secured and
protected.
Section 4.
Coverage. Only disbursement vouchers for financial assistance falling under the
following circumstances shall be considered under emergency cases:

Section 5.
Duty of Municipal Social Welfare and Development Officer (MSWDO). (a) The
MSWDO shall immediately put on emergency status the request for financial assistance
upon receiving two important documents from the claiming party:
1. Certificate of Indigency by the Punong Barangay;
2. Certification of the physician/physicians prescription.
In the absence of the documents afore-mentioned, the status will only be that of an
ordinary request.
(b) Once a request is considered emergency, the MSWDO or his/her authorized
representative shall immediately cause the preparation or its voucher and place on top of
it a RED EMERGENCY CARD.
(c) The Office of the MSWDO shall likewise be responsible for the production and safe
keeping of emergency voucher cards.
Section 6.
Privileges. The privileges of the claiming party under Emergency Status shall be:
1) An automatic PhP960.00 total referral amount from the AICS Appropriation of SB member if the
claiming party does not anymore intend to look for individual members;
2) An MSWD personnel shall immediately assist the victim or his/her family member in securing the
assistance and signatures of the offices concerned until the money is released;
3) The completion of the transaction shall be immediate and if possible within two (2) working days
the same is finished;
4) The officer concerned shall give preference to the emergency voucher upon receipt of the same,
even if there is a transaction pending or ongoing when the same is presented for his/her
consideration.
5) (a) In every office, from MSWD down to Budget Office all the way to the Treasurer Office, a
maximum of 30 minutes each to make his/her action on the voucher is hereby prescribed,
assuming that all the concerned officers are present.
(b) If the officer is validly out the running of 30-minute period is suspended and shall only
continue upon resumption to his/her office, wherein the said voucher shall be his/her most priority
to dispose of.
(c) For purposes of this ordinance, the officers concerned who are out on official business shall
authorize or designate a person from his/her office to sign for and in his/her behalf the aforementioned emergency voucher to avoid delay.
6) The MSWD personnel assisting the family member or a relative of a victim shall be the one
responsible for the recording of time in every office on the so called emergency voucher card.
Section 7.
Administrative Sanctions.
a. The officer concerned who shall not act within the prescribed time without justifiable
reason shall be guilty of neglect of duty and shall be fined Php 500.00. Such fine
shall be automatically donated to the victim.
b. The MSWD Office and its personnel shall likewise not abuse the use of the card if it
is not actually under emergency case otherwise he/she shall be guilty of dishonesty
and abuse of discretion. A fine of PhP 300.00 for such violations is hereby imposed.
Section 8.
Emergency Voucher Card. A color red emergency voucher card shall be attached on top
of the disbursement voucher to signify its emergency status which shall contain the
following information.

Section 9. Effectivity. This ordinance shall take effect immediately upon its approval.
