This Customer Focused Library grant was designed to study library services and service
attitudes from a retail perspective. Best practices from retail were applied to library space
utilization, service philosophy, and service visibility. The consultants hired for this project
evaluated the ways in which our libraries serve their customers, with the goal being the
development of a customer-focused service model for member libraries.

El tesauro que aqu se presenta ha sido elaborado por el Instituto Nacional de las Mujeres
con el objetivo de entregar a las bibliotecas y los centros de documentacin del pas, dedicados a
la temtica de gnero y mujeres, una herramienta completa y actualizada para la clasificacin de
sus materiales. Asimismo, se pone a disposicin de las usuarias y los usuarios de dichos centros
y bibliotecas, un instrumento de bsqueda que ha sido realizado de manera especfica para
catalogar y acceder a bibliografa sobre gnero y mujeres. Tanto para las personas que trabajen
en bibliotecas y centros de documentacin, como para sus usuarios/as, el tesauro contiene una
breve introduccin terica al campo de los estudios de gnero y su relacin con el lenguaje. Esto
con el objetivo de clarificar el aporte de ambos conceptos a la consecucin de la meta central del
Instituto, a saber, permitir la equidad de gnero entre hombres y mujeres, en el marco de una
sociedad democrtica y pluralista, en la que cada persona est llamada a desarrollar su potencial
y sus capacidades. En este sentido, esta es una iniciativa pionera en Amrica Latina, en cuanto a
la envergadura de su uso y la diversidad de instituciones favorecidas.

Over recent decades, as information technologies have brought more of the worlds
knowledge to more of the worlds people at unprecedented speed, humanitys linguistic diversity
has been shrinking. That process is inexorable but not inevitable: international cooperation and
well-planned, intelligently implemented language policies can bolster the ongoing efforts of
speaker communities to maintain their mother tongues and pass them on to their children, even in
the face of powerful forces pressing them to shift towards larger languages. When UNESCO
published the first edition of the Atlas of the Worlds languages in Danger in 1996, it sounded an
international alarm that has now been heard by public officials and policy makers, language
communities and scholars, the media and civil society worldwide. With this third edition
available since February 2009 in an online digital format we note that while the gravity and
urgency of the problem of language loss are no less acute today, our tools for understanding the
phenomenon are increasingly effective, and our repertoire of proven responses continues to grow
daily.

This document is based upon data gathered in the UK and internationally, which was
considered by senior librarians in a series of focus groups held in late 2009. It explores how
academic libraries are experiencing and responding to financial cuts. There are four core
messages: 1. After a decade of growth in budgets and services, librarians now expect a sustained
period of cuts. Library budgets have risen over the past ten years although not as much as
overall university income and expenditure as both the volume and range of library services
have expanded. Librarians from across the higher education (HE) sector now expect budget cuts
over the next three years. 2. The scale of the cuts means that libraries must rethink the kinds and
levels of service they provide in support of their universities missions. The scope for further
simple efficiency savings is small, and so librarians are having to think more strategically about:
the balance of expenditure on information resources on the one hand, and staffing on the other.
The balance varies significantly across the sector, and there is a close relationship between
staffing and service levels whether and if so how to sustain existing kinds and levels of services
while at the same time developing new services to meet new needs. Many libraries across the
sector are considering cuts in services; but they need to ensure that staff focus more on
user-facing functions, and to develop a more detailed understanding of the costs of their
activities the squeeze on book budgets, and how to meet the student demand for core texts.
E-books could help ease this problem, but publishers policies on pricing and accessibility are
inhibiting take-up, and the costs and sustainability of current levels of journal provision.
Cancelling large numbers of titles or a whole big deal will give rise to considerable opposition.
But librarians are looking at various options to reduce the costs of their current portfolios.

maysculo de escasez de docentes. En todo el planeta se necesitarn alrededor de 8,2 millones de
nuevos maestros para lograr el Objetivo de Desarrollo del Milenio de las Naciones Unidas de
proporcionar educacin primaria universal en 2015. De los 8,2 millones de docentes de primaria
que se necesitarn, 6,1 millones debern reemplazar a los educadores que dejarn la profesin en
los prximos tres aos, y 2,1 millones ocuparn nuevas vacantes. Para poner estas cifras en una
perspectiva real, 8,2 millones equivale casi al total de la poblacin de los Emiratos rabes
Unidos, 6,1 millones es superior a todos los docentes de primaria y secundaria de Estados
Unidos, y 2,1 millones es aproximadamente el nmero de personas que viajarn en vuelos
comerciales en las prximas 24 horas. Imaginemos por un momento el trabajo y los recursos que
se requeriran para convertir a cada pasajero en terminales areas desde Santiago hasta Mosc

Digital inclusion is the ability of individuals and groups to access and use information
and communication technologies. Digital inclusion encompasses not only access to the Internet
but also the availability of hardware and software; relevant content and services; and training for
the digital literacy skills required for effective use of information and communication
technologies. The cost of digital exclusion is great. Without access, full participation in nearly
every aspect of American society from economic success and educational achievement, to
positive health outcomes and civic engagement is compromised. The Institute of Museum and
Library Services, the University of Washington Information School, and the International
City/County Management Association have developed a comprehensive framework to help
libraries identify, evaluate, and improve services regarding digital inclusion and digital
literacy. More and more individuals without computer access at home are turning to libraries as
a conduit to access the Internet. The document, Building Digitally Inclusive Communities, is
the product of over 100 organizations comments and ideas. The document highlights five
important principles: Availability and affordability, public access, accessibility for people with
disabilities, adoption and digital literacy, and consumer education and protection.The document
provides high-level guidance to furthering the digital inclusion discussion in local communities
and directs readers to additional helpful resources.

The mission of academic and research librarians is to enable teaching, learning, and
research. Along with serving current faculty, researchers, and students (especially
graduate students), these librarians also serve the general public, to whom academic and research
libraries are often open. Finally, academic and research librarians are
committed to faculty, researchers, and students of the future, who depend on the responsible
collection, curation, and preservation of materials over time. Copyright law affects the work of
academic and research librarians pervasively and in complex ways, because the great bulk of
these librarians work deals with accessing, storing, exhibiting, or providing access to
copyrighted material. The rights of copyright holders create incentives for the publication of
important work that forms the core of library collections, while at the same time constraining
academic and research librarians in the exercise of their mission. Similarly, limitations on and
exceptions to copyright rights enable academic and research librarians to use copyrighted
materials in important ways, but impose limits and responsibilities of their own.
La tecnologa ha hecho cambiar nuestro mundo como nadie habra podido imaginar. Hoy
los dispositivos mviles impregnan la vida diaria, dando un acceso incomparable a la
comunicacin y la informacin. A finales de 2012 se calculaba que el nmero de dispositivos
mviles sobrepasaba la cifra de poblacin mundial (Cisco, 2012). A medida que aumentan la
potencia, la funcionalidad y la asequibilidad de esos dispositivos, aumenta tambin su capacidad
de apoyar el aprendizaje de maneras nuevas. Iniciativas innovadoras de aprendizaje mvil
surgidas en todo el mundo han puesto de relieve ese potencial (Fritschi y Wolf, 2012b; Hyln,
2012; Isaacs, 2012b; Lugo y Schurmann, 2012; Roschelle, 2003; So, 2012; West, 2012b). De un
modo u otro, muchos de esos proyectos o la mayora estn ayudando a personas a aprender cosas
que son importantes para ellas. Tanto si se trata de dar autonoma a una mujer de la India
mediante mensajes diarios en audio que la ayudan a obtener ingresos de sus conocimientos, o a
permitir que un estudiante de Singapur salve la brecha entre el hogar y la escuela, o a que una
nia de Nueva York recopile datos para convertirse en un pequeo cientfico, o a que un
jubilado de Bangladesh tenga acceso a centenares de lecciones sonoras y cuestionarios sobre la
lengua inglesa, los dispositivos mviles han transformado las vidas y el aprendizaje de millones
de personas, de maneras que tan slo hace un decenio habran sido inconcebibles. Sin embargo, a
pesar de ms de quince aos de investigaciones, hasta ahora el aprendizaje mvil no ha
alcanzado un impacto significativo a largo plazo sobre la educacin. Cmo habra que
responder a esto? Qu se puede hacer en los prximos quince aos para acrecentar lo ya logrado
por usuarios e investigadores, de modo que la calidad de la educacin aumente y se aseguren las
oportunidades de aprendizaje permanente para todos? Este informe pretende dar respuesta
directa a esas preguntas.
Siguiendo una estructuracin convencional de la red, podemos considerar: acceso (radio, fijo,
equipos de usuario (CPE)), agregacin / transporte y ncleo de red (core). Transversalmente, los
mdulos de sealizacin y control y las plataformas de desarrollo de servicio (SDP) completan el
esquema de red planteado. La divisin ms bsica que se ha tenido ms en cuenta en el mbito
de las redes de cara a la encuesta es entre red fija y red mvil. En cuanto a los roles ms
relevantes de los actores en el rea de redes, distinguimos entre fabricantes de equipos de red
(Network Equipment Vendors), proveedores de plataformas de servicio (SDP Vendors),
suministradores de servicios de red (Network Service Providers) e integradores de
infraestructuras de red (Network Infraestructure Integrators). Servicios: En el rea de servicios
nos hemos centrado en los servicios bsicos de comunicaciones tanto fijos como mviles
(fundamentalmente acceso a Internet y servicios de voz) y en los servicios de ocio y
entretenimiento para TV/Vdeo por ser una de las reas con mayor relevancia en el ecosistema en
los prximos aos. En el marco de computacin en la nube hemos considerado las opciones de
servicio IaaS (Infraestructure as a Service) y PaaS (Platform as a Service). En cuanto a los roles
relevantes de los actores en el rea de servicios podemos considerar, entre otros, a los operadores
integrales de servicios, operadores virtuales (OMVs), operadores de cable, fabricantes de equipos
y plataformas IT y suministradores e integradores de plataformas cloud. Aplicaciones: El rea de
aplicaciones es tan mltiple y variada que para el presente documento consideramos una serie de
categoras que por su estabilidad actual y su proyeccin futura resultan relevantes. As, hemos
considerado un amplio catlogo de aplicaciones empresariales (e-mail, ERP, eCommerce,
aplicaciones de ofimtica, etc.) y algunas de las categoras de aplicaciones de uso personal ms
habituales que suelen encontrarse en las plataformas y tiendas de aplicaciones para descarga en
los dispositivos: redes sociales, msica, juegos, noticias, mensajera instantnea, TV de pago,
etc. En relacin a la computacin en la nube hemos considerado en este rea la opcin SaaS
(Software as a Service). Una clasificacin de roles relevantes para los actores en el rea de
aplicaciones puede incluir, entre otros, a integradores y desarrolladores de software para
aplicaciones, suministradores y plataformas de redes sociales, TV OTT, VoIP, comercio
electrnico, etc.: Contenidos: El rea de contenidos hace referencia a las plataformas
especializadas en el contenido concreto y temtico tanto en publicidad y publicaciones
profesionales como en el propio contenido generado por el usuario (UGC). En este mbito tienen
cabida diversos formatos y modalidades: juegos, msica, fotos, eBooks, noticias, etc. Algunos de
los roles relevantes de actores en el rea de contenidos incluyen: agencias de noticias, operadores
de TV, agregadores y suministradores de juegos, plataformas de libros, contenedores
multimedia, etc. En cuanto a la creacin de contenidos podemos mencionar: artistas, periodistas,
usuarios, desarrolladores de juegos o productores de contenido audiovisual, etc. Facilitadores de
la industria: En este ltimo apartado se hace referencia a todos aquellos aspectos regulatorios,
recomendaciones, normativas, estndares, etc. que rigen todas y cada una de las partes de la
industria, y a aquellas organizaciones facilitadoras de la industria (asociaciones profesionales,
asociaciones de empresas, etc.). Los roles ms relevantes en esta seccin se corresponden con
asociaciones de la industria, organizaciones consultivas y de estndares as como reguladores
oficiales y legales de cada pas o de la Unin Europea. La estructura de las entrevistas ha
contenido cinco grupos de preguntas, asociadas a las siguientes reas del ecosistema: Terminales
(T), Redes (R), Servicios (S), Cloud (C) y Aplicaciones (A).
This is a book about community and technology. It is a book that represents a collective
effort, much like the technology we build together. And if this is in fact your first encounter with
our community, you may find it strange to think of a community as the driving force behind
technology. Isnt technology built by large corporations? Actually, for us it is almost the other
way around. The authors in this book are all members of what you could label the software
freedom community. A group of people sharing the fundamental experience that software is
more empowering, more useful, more flexible, more controllable, more just, more encompassing,
more sustainable, more efficient, more secure and ultimately just better when it comes with four
fundamental freedoms: to use, study, share and improve the software. And while there is now an
increasing number of communities that have left behind the requirement for geographical
proximity by means of virtual communication, it was this community that pioneered that new
age. In fact, the Internet and the Free Software Community were codependent developments. As
the Internet grew, our community could grow with it, but without the values and technology of
our community, I have no doubts that the Internet would not have become the all-encompassing
network that we now see enabling people and groups around the world.

Este libro describe un laboratorio social de Fundacin Telefnica que busca resear la
utilidad real de las TIC para la mejora de las competencias digitales de los alumnos para su
integracin en la sociedad del siglo XXI.Se trata de una investigacin pionera tanto en la
utilizacin de propuestas tecno-pedaggicas innovadoras a partir de la actividad docente
cotidiana de una red de centros educativos, como en el modo y forma en las que se ha realizado

Toda esta informacin ampla el concepto tradicional de identidad y lo lleva a una nueva

Pite Saami is a highly endangered Western Saami language in the Uralic language family
currently spoken by a few individuals in Swedish Lapland. This grammar is the first extensive
book-length treatment of a Saami language written in English. While focussing on the
morphophonology of the main word classes nouns, adjectives and verbs, it also deals with other
linguistic structures such as prosody, phonology, phrase types and clauses. Furthermore, it
provides an introduction to the language and its speakers, and an outline of a preliminary Pite
Saami orthography. An extensive annotated spoken-language corpus collected over the course of
five years forms the empirical foundation for this description, and each example includes a
specific reference to the corpus in order to facilitate verification of claims made on the data.
Descriptions are presented for a general linguistics audience and without attempting to support a
specific theoretical approach. This book should be equally useful for scholars of Uralic
linguistics, typologists, and even learners of Pite Saami.

Hoy en da, el alcance del mvil es mayor que nunca, y su continua adopcin est
condicionando tanto el comportamiento de los consumidores como las estrategias de negocio.
Espaa se ha convertido en uno de los pases de Europa en que la telefona mvil tiene mayor
grado de aceptacin. Los telfonos mviles son omnipresentes y, de hecho, desde marzo de
2006, en nuestro pas hay oficialmente ms lneas de telfono mvil que habitantes, situndose la
tasa de penetracin de la telefona mvil en 108,1 en el primer trimestre de este ao, segn datos
de la CMT. La industria mvil atraviesa un momento de gran impulso y escala, pero es tambin
cada vez ms diversa. Hay mltiples estndares, con 4G coexistiendo con 3G y 2G, un amplio
abanico smartphones con diversas capacidades, precios y funcionalidades, cuatro millones de
aplicaciones movindose diariamente entre ms de 20 millones de usuarios utilizndolas
activamente... El informe de 2014 del estudio anual de Consumo Mvil de Deloitte analiza
cinco sub-tendencias clave actuales de la industria mvil: Casi veinte millones de propietarios
de smartphones miramos el mvil ms de cincuenta veces al da; casi cinco millones lo hacemos
nada ms levantarnos (muchos ms entre las generaciones ms jvenes) y muchos de nosotros
reconocemos mirar el mvil antes de apagar la luz por la noche. La mensajera de texto ha
seguido la trayectoria descendiente de los ltimos aos, con una marcada cada debido al
constante incremento de la mensajera instantnea mvil (MIM). En Espaa, los SMS apenas son
utilizados por los usuarios, mientras que los servicios MIM siguen ganando popularidad entre los
propietarios de telfonos, especialmente por el segmento ms joven de la poblacin, situando a
nuestro pas a la cabeza de los pases desarrollados en penetracin de este tipo de servicios. La
funcionalidad de datos que los smartphones nos ofrecen son cada vez ms potentes, la
diferenciacin de los operadores por su red de datos es cada vez ms relevante: la calidad de la
conectividad de datos mviles se ha hecho ms importante que la voz, haciendo hincapi en la
importancia del 4G. Pese a esto, no parece que los usuarios aprecien diferencias notables en la
velocidad cuando uno de cada cuatro afirma no notar diferencia respecto a la obtenida a travs de
su operador antes de tener 4G. La naturaleza del mercado de aplicaciones tambin est
evolucionando. Los usuarios de smartphones que han descargado alguna aplicacin en el ltimo
mes no llega al cuarenta por ciento, dato que en 2013 era ms de la mitad de los usuarios, y el
gasto mensual medio por usuario relacionado con aplicaciones no llega a los dos euros. Esto se
debe a que la mayora ya tiene las aplicaciones que necesita en su dispositivo y no siente la
necesidad de disponer de ms, y menos de comprarlo, cuando hay tanto disponible de forma
gratuita. Una de categoras de aplicaciones ms comentadas es la de servicios financieros.
Durante muchos aos, ha habido expectacin en que los pases desarrollados pudieran seguir al
frica sub-sahariana en el liderazgo del uso de las redes mviles como bancos de-facto. Sin
embargo, el inters pblico en el uso de mviles para transacciones financieras por el momento

Research Councils UK (RCUK) and the Higher Education Funding Councils are the two
most significant providers of public funding for research in the UK. Both have recently
introduced new requirements for UK research organisations to make their published outputs
openly accessible. Research Consulting was commissioned by London Higher and SPARC
Europe to undertake this study of the costs to research organisations of implementing these
requirements. The total cost to UK research organisations in the 2013/14 academic year of
implementing the RCUK open access policy was at least 9.2m. This figure excludes
expenditure on article processing charges (APCs) for RCUK publications ofsome 11m or
more, meaning the total costs were in excessof 20m. The majority of implementation costs
related to management, advocacy and infrastructure development. Article administration
accounted for only a small proportion of the total, at 0.8m for gold and 0.1m for green open
access. While APCs and a proportion of other costs can be met from RCUK block grants, many
costs are not recoverable through this route, and must be borne by research organisations. In the
case of less research-intensive institutions, the cost of implementation vastly outweighs spending
on articles, and is substantially greater than the block grant funding these institutions receive
from RCUK.

El espaol es una lengua que hoy hablan ms de 540 millones de personas como lengua
nativa,segunda o extranjera. Es la segunda lengua del mundo por nmero de hablantes nativos y
elsegundo idioma de comunicacin internacional. Es conveniente distinguir entre los territorios
donde el espaol es lengua oficial, nacional o general, de aquellos en los que su presencia es
minoritaria. La mayor parte de los habitantes de los primeros tiene un dominio nativo del
espaol, cosa que no ocurre en los territorios no hispnicos.. Casi 470 millones de personas
tienen el espaol como lengua materna y si en ese recuento se incluyen los hablantes de dominio
nativo, los de competencia limitada y los estudiantes de espaol como lengua extranjera, la cifra
supera los 548 millones. El espaol es la segunda lengua materna del mundo por nmero de
hablantes, tras el chino mandarn, y tambin la segunda lengua en un cmputo global de
hablantes (dominio nativo + competencia limitada + estudiantes de espaol). Por razones
demogrficas, el porcentaje de poblacin mundial que habla espaol como lengua nativa est
aumentando, mientras la proporcin de hablantes de chino e ingls desciende. En 2014, el 6,7%
de la poblacin mundial es hispanohablante (un total de casi 470 millones de personas con
dominio nativo del espaol), porcentaje que destaca por encima del correspondiente al ruso
(2,2,%), al francs (1,1%) y al alemn (1,1%). Las previsiones estiman que en 2030 los
hispanohablantes sern el 7,5% de la poblacin mundial. Dentro de tres o cuatro generaciones, el
10% de la poblacin mundial se entender en espaol. Casi 20 millones de alumnos estudian
espaol como lengua extranjera. La poblacin hispana de los Estados Unidos ronda actualmente
los 52 millones de personas. Ms de la mitad del crecimiento de la poblacin de los Estados
Unidos entre 2000 y 2010 se debi al aumento de la comunidad hispana. En 2050 Estados
Unidos ser el primer pas hispanohablante del mundo.

of College and Research Libraries (ACRL) in 2000, have become an essential document related
to the emergence of information literacy as a recognized learning outcome at many institutions of
higher education. While they are currently in force, during 2013-14 an ACRL task force is
extensively revising them. The task force membership reflects some of the best minds in the
library profession currently working in the area of information literacy. Importantly, it includes
non-librarians from university departments, higher education organizations, and an accreditor.
The Task Force membership is now at full strength with the addition of two new members from
liberal arts colleges in fall 2013.

For centuries, limited access to text has been a barrier to literacy. Reading requires
books. Without them literacy remains out of reach. Today, however, this barrier is receding
thanks to the spread of inexpensive mobile technology. Basic mobile phones offer a new,
affordable and easy-touse portal to reading material. While UNESCO research indicates that
hundreds of thousands of people in countries like Ethiopia, Nigeria and Pakistan are reading on
mobile devices, very little is known about these readers. This information gap hampers efforts to
expand the footprint of mobile reading and realize the educational and socio-economic benefits
associated with increased reading. Drawing on findings from a year-long study, this report
explains the habits, preferences and demographic profiles of mobile readers in seven developing
countries. By painting a picture of how mobile reading is practiced today and by whom, it offers
insights into how mobile technology can be leveraged to better facilitate reading in countries
where literacy rates are low. The report was created through an ongoing partnership between
UNESCO, Nokia and Worldreader and is part of a two-paper series on mobile reading. The other
complementary publication, Reading without Books, reviews mobile reading initiatives around
the world, identifying their strengths and weaknesses in order to steer the development of future

de prstamo digitales y programas piloto regionales han contado con el apoyo de polticas

revisadas en este informe son consorciadas o semiconsorciadas. Los editores que ofrecen
modelos de prsamo de libros electrnicos para la bibliotecas que han estado operando durante
varios aos tienden a ofrecer un mayor nmero de ttulos y obtienen cifras de uso ms altas, si
bien los nuevos modelos estn creciendo rpidamente. La integracin de la funcionalidad de
botn "compra el libro ahora" (Buy now) disponible en las plataformas de prstamo electrnico
de las bibliotecas parece estar proliferando, un 46% de los editores encuestados en este estudio
dicen que ya lo tienen disponible (33%) o disponen de un plan para ponerlo en prctica (13%). Y

The 2015 Standards were adopted by the Council of the American Library Association
on February 2, 2015. Implementation of the Standards is as follows: Programs scheduled for a
comprehensive review visit in spring 2017 or later will begin reporting to the 2015 Standards
beginning with narrative reports due in December 2015. That way, the narrative reports can aid
development of the Program Presentation. Programs with comprehensive review visits in spring
2015 through fall 2016 will continue to report to the 2008 Standards until after the accreditation
decision is made. A program in this category has the option to use the 2015 Standards upon
written notification to the Office. Programs placed on Conditional status under the 2008

The role of libraries and librarians has dramatically changed with the advent of new

for learning, innovation, and community and need strong library leaders equipped to embrace
risk and innovation as they manage change in their libraries. Research conducted by Arabella
Advisors identifies 30 leadership programs around the world that together have played a critical
role in cultivating over 6,000 library leaders. The research shows that access to leadership
training is limited, particularly in less economically developed regions, that significant variation
exists in program structure and content, and that programs and participants are not well
connected, limiting the opportunities to learn from one another. Recommendations include
increasing access to virtual training opportunities, identifying successful models to scale, and
increasing training on library advocacy and impact measurement.While this is not a TASCHA
publication, the subject matter is closely related to many of our research areas, and we are
committed to making research available to the public. As such, we are pleased to host this

In the past few years, Open Access repositories and their associated services have become an
important component of the global e-research infrastructure. Increasingly, repositories are also
being integrated with other systems, such as research administrative systems and with research
data repositories, with the aim of providing a more integrated and seamless suite of services to
various communities. Repositories can also be connected into networks (e.g. at the national or
regional level) to support unified access to an open, aggregated collection of scholarship and
related materials that machines can mine enabling researchers to work with content in new ways
and allowing funders and institutions to track research outputs. Scholarly communication is
undergoing fundamental changes, in particular with new requirements for open access to
research outputs, new forms of peer-review, and alternative methods for measuring impact. In
parallel, technical developments, especially in communication and interface technologies
facilitate bidirectional data exchange across related applications and systems. The aim of this
roadmap is to identify important trends and their associated action points in order for the
repository community to determine priorities for further investments in interoperability. The
roadmap process began with the compilation of a comprehensive list of interoperability issues
derived from a broad discussion in the information, publishing and repository community. An
Expert Advisory Panel was then asked to rate each issue according to its level of complexity and
temporal relevance (or timing). This report presents the results of this process, ranking the issues
according to these dimensions. The table below presents the key aspects in a two-dimensional
structure.

mentions pointing at 2.5 million scholarly documents. Articles from high impact journals have a
high average mention count, but those with more mentions do not always have more citations.
There are professional, academic and social motivations for mentions: the challenge is to discern

Gimnez Toledo, 2004; Cordn Garca, 2012) that have been recommended as important
bibliographical references when teaching the subject Documentacin Informativa in the old
degree (20002012). The subject, being now obligatory in the European Higher Education Area
(EHEA), changed its name to Information Management in Communication and it is, as I said
before, crucial for all students taking their final year projects (TFGs). This compilation would
like to be a reference tool to let users know loads of resources and also help them find those
resources that they could remember seeing somewhere, but cant remember where. Updated
summaries and reviews of information resources have been provided, so they can inspire
students and future researchers to check for themselves the usefulness of the sites. The
information resources that are shown in this paper are reasonably stable and there is some

This book (my first one in English) is an offspurt of a previous book which was
published in Italian in October 2008 and which has had some success in Italy. Due to this it
seemed useful to have an edition for a larger audience, outside the borders of my country.
However, this English edition is not a mere translation of the Italian text, but it is an adaptation
in order to make it more readable for an international audience. After my other publications
about the copyleft culture (in the broadest sense), the inspiration for a book that is specifically
dedicated to Creative Commons came from several years of my assiduous participation in
mailing lists and public debates concerning the use of licenses: in fact, during these discussions a
series of misunderstandings, which newbies regularly had, consistently emerged. This is the
reason I thought that an operating manual (with no frills and technicalities) could finally resolve
the situation. I hope that my work will serve as an incentive for the use and development of
innovative models for the distribution of creative works, such as Creative Commons licenses and
all the other related instruments. And now not only in the Italian context, but all over the world I

The digital revolution has made it easier for Political Scientists to share and access
highquality research online. However, many of these articles are stored in proprietary databases
that some institutions cannot afford. High-quality, peer reviewed, top-tier journal articles that
have been made open access (freely available online) should theoretically be more easily
accessed and cited than articles of similar quality that are only available to paying customers.
Research into the efficacy of Open Access (OA) publishing has thus far focused mainly on the
natural sciences, and the results have been mixed. Because OA has not been as widely adopted in
the social sciences, disciplines like Political Science have received very little attention in the OA
research. In this paper, we seek to determine the efficacy of OA in Political Science. Our primary
hypothesis is that OA articles will be cited at higher rates than articles that are toll access (TA),
meaning only available to paying customers. We test this by analyzing the mean citation rates of
OA and TA articles from eight top-ranked Political Science journals. We find that OA
publication results in a clear citation advantage in Political Science publishing.

Para entender todo el movimiento del software libre, debemos situarnos a finales de la
dcada de los sesenta, principios de los setenta. En aquellos tiempos las grandes compaas de
ordenadores no daban el valor que hoy da se da al software. En su gran mayora eran fabricantes
de ordenadores que obtenan sus principales ingresos vendiendo sus grandes mquinas, a las que
incorporaban algn tipo de sistema operativo y aplicaciones. Las universidades tenan permiso
para coger y estudiar el cdigo fuente del sistema operativo para fines docentes. Los mismos
usuarios podan pedir el cdigo fuente de drivers y programas para adaptarlos a sus necesidades.
Se consideraba que el software no tena valor por s mismo si no estaba acompaado por el
hardware que lo soportaba. En este entorno,los laboratorios Bell (AT&T) disearon un sistema
operativo llamado UNIX, caracterizado por la buena gestin de los recursos del sistema,su
estabilidad y su compatibilidad con el hardware de diferentes fabricantes (para homogeneizar
todos sus sistemas). Este ltimo hecho fue importantsimo (hasta entonces todos los fabricantes
tenan sus propios operativos incompatibles con los otros), ya que devino el factor que le
proporcion mucha popularidad. Poco a poco, las grandes empresas empezaron a tomar
conciencia del valor del software: primero fue IBM la que en 1965 dej de dar el cdigo fuente
de su sistema operativo, a finales de los setenta Digital Research empez a vender el suyo, etc.
Este hecho hizo que todas las compaas se dieran cuenta de que el software poda ser muy
rentable y les poda aportar grandes beneficios. A partir de este hecho, la mayora de empresas
empezaron a poner reticencias a dejar el cdigo fuente de sus programas y sistemas operativos y
empezaron a vender sus programas como un valor aadido a su hardware. En este entorno cada
vez ms cerrado, Richard Stallman (que trabajaba en el MIT, Massachusetts Institute of
Technology) se sinti indignado al comprobar que cada vez era ms difcil conseguir el cdigo
fuente de los programas que utilizaba para adaptarlos a sus necesidades,tal como haba hecho
hasta entonces. A partir de ese momento, Stallman decidi ser consecuente con sus ideales e
iniciar un gran proyecto para intentar abrir otra vez el cdigo fuente de los programas.

the entire breadth of an institution's scholarship including articles, books, theses, dissertations,

each with their own set of benefits and technical criteria. Initially it was believed that repositories
had to be open source and locally installed. The open source platforms offered unlimited

What causes a language to be the way it is? Some features are universal, some are
inherited, others are borrowed, and yet others are internally innovated. But no matter where a bit
of language is from, it will only exist if it has been diffused and kept in circulation through social
interaction in the history of a community. This book makes the case that a proper understanding
of the ontology of language systems has to be grounded in the causal mechanisms by which
linguistic items are socially transmitted, in communicative contexts. A biased transmission
model provides a basis for understanding why certain things and not others are likely to develop,
spread, and stick in languages. Because bits of language are always parts of systems, we also
need to show how it is that items of knowledge and behavior become structured wholes. The
book argues that to achieve this, we need to see how causal processes apply in multiple frames or
'time scales' simultaneously, and we need to understand and address each and all of these frames
in our work on language. This forces us to confront implications that are not always comfortable:
for example, that "a language" is not a real thing but a convenient fiction, that language-internal
and language-external processes have a lot in common, and that tree diagrams are poor
conceptual tools for understanding the history of languages. By exploring avenues for clear

This study addresses the most important legal issues when implementing an open access
e-infrastructure for research data. It examines the legal requirements for different kinds of usage
of research data in an open access infrastructure, such as OpenAIREplus, which links them to
publications. The existing legal framework regarding potentially relevant intellectual property
(IP) rights is analysed from the general European perspective as well as from that of selected EU
Member States. Various examples and usage scenarios are used to explain the scope of
protection of the potentially relevant IP rights. In addition different licence models are analysed
in order to identify the licence that is best suited to the aim of open access, especially in the
context of the infrastructure of OpenAIREplus. Based on the outcomes of these analyses, some
recommendations to the European legislator as well as data- and e-infrastructure providers are
given on improving the rights situation in relation to research data.

This article reviews the new career and occupational opportunities for librarians and
other information professionals as a result of dramatic and pervasive developments in IT
technologies in the last several decades. In particular, a case is made for a new information
counsellor position which would be analogous to financial counsellors but operating in the
information arena. Traditional library and information positions are being very widely expanded
by new challenges which every social and economic sector, both public and private, is
experiencing as they confront the twenty first centurys rise in Google search engines, mobile
devices like smart phones, and the spread of broadband and the Internet.

conllevan en su desarrollo un desafo irrenunciable: proteger el oficio radial. Esto es, hacer y
producir radio. Cada proyecto radiofnico alternativo, cooperativo o comunitario puede (y si me
apuran, debe) arriesgar distintos niveles y grados de originalidad respecto de estticas, formatos
y agendas. Pero nunca permitirse renunciar al lenguaje radiofnico en su objetivo de interpelar a
las audiencias, porque con esa renuncia sentencia tambin todo lo transformador que pretenda
concebir. Quizs esta sea una de las claves de lectura del trabajo de Ricardo Horvath, un

Pite Saami is a highly endangered Western Saami language in the Uralic language family
currently spoken by a few individuals in Swedish Lapland. This grammar is the first extensive
book-length treatment of a Saami language written in English. While focussing on the
morphophonology of the main word classes nouns, adjectives and verbs, it also deals with other
linguistic structures such as prosody, phonology, phrase types and clauses. Furthermore, it
provides an introduction to the language and its speakers, and an outline of a preliminary Pite
Saami orthography. An extensive annotated spoken-language corpus collected over the course of
five years forms the empirical foundation for this description, and each example includes a
specific reference to the corpus in order to facilitate verification of claims made on the data.
Descriptions are presented for a general linguistics audience and without attempting to support a

La estructura adoptada en la configuracin del manual pretende ser muy prctica, y con
este fin se han configurado diez captulos estructurados en cuatro bloques. Cada captulo
comienza marcando los objetivos de conocimiento que se pretenden alcanzar y las habilidades
que se han de desarrollar una vez finalizado su estudio. En todos los casos se hace uso de un caso
prctico inicial que abre el tema y uno final, pretendiendo generar inters y facilitando la prctica
de los conocimientos que se van adquiriendo. A estos casos se unen mltiples casos breves, que,
con formatos muy diversos (noticias de diarios, revistas, pginas web, historias de empresas,

En la era digital el texto est viviendo mltiples transformaciones que abarcan diferentes

biunvoca entre la escritura y la lectura deviene en el ciberespacio, an ms fundamental porque
los roles de escritora y lectora se difuminan y pierden las caractersticas del pasado que
asociaban ms pasividad a este ltimo y ms poder al primero. En palabras de Chartier (2000) la
revolucin del texto electrnico es, al mismo tiempo, una revolucin de la tcnica de
produccin y de reproduccin de textos, una revolucin del soporte de lo escrito y una
revolucin de las prcticas de lectura. Las formas de lectura estn cambiando. La lectura corre
paralela a la escritura. Y es su dimensin complementaria. No hay escritura sin lectura y lectura
sin escritura. Escribimos para ser ledos. El entorno digital, entre otros factores, ha permitido el
desarrollo de nuevas formas de escritura participativa, nace la exigencia de crear nuevas teoras
que puedan explicar cmo nos movemos ahora en los hipertextos. Harn falta, por lo tanto,
nuevos estudios de campo e investigaciones cientficas de inters general que puedan apoyar
nuevas teoras (Barthes, 2002). Es precisamente en este campo donde el presente trabajo se
quiere dirigir: la lectura en la era digital, sus caractersticas, modalidades, cmo han cambiado
las formas de leer, cuales son los factores comunes con la lectura del texto analgico, cules los
cambios que se han producido, qu sensaciones se experimentan, qu emociones entran en juego
y cmo es necesario introducirla en el campo de la alfabetizacin.

Considering the abundant promises and euphoric expectations (as well as apocalyptic
visions of technology) that still dominate discourses on media and technology my analysis
focuses on their cultural and social condition, the specific moment of their emergence, their
continuous persistence, their socio-symbolic function, and their implications for social contexts
of thought and perception and for hegemonic relations. The techno-deterministic notion of a
paradigm change', the proclamation of a radically new' definition of the subject and the idea of
a technically conditioned abolition of traditional dichotomies is in fact contrasted by a striking
adherence to conventional and dichotome models of thought and of representation, and to the
idea of an autonomous and technologically perfectionable subject.My analysis will on the one
hand focus on the function of exaggerated visions of technological development (predicating a
dissolution of space, time, matter and identity) and the function of ideas of alternative', virtual'
spaces' for establishing specific notions of society' - indicating a specific relation of phantasm
and symptom as I will show. On the other hand I will develop the definition of a political subject
- not conceived as a sovereign actor, nor as an arbitrary variety, but rather as constituted on the
basis of a structural impossibility inherent in language and which alone can be, due to this very
impossibility or antagonism a subject of the political. In the course of this argument the notion of
sexual difference will be critically revised. Furthermore I will develop a definition of agency
adequate to provide the grounds and the argumentative tools for the contestability of cultural and
social constructs. My emphasis will be on the interdependencies of these questions and I will
base my arguments on a notion of Cyberspace that defines it as a socio-symbolic construct
comprising both technical implementations as well as the respective discourses and which
continuously has to be negotiated. My approach combines structural psychoanalytical theory,
hegemony studies, art theory, film theory, media studies, gender studies and cultural studies. As
a transdisciplinary critical theory of representation and considering its statement of problems, as
well as its focus, it differs from predominant approaches to current developments of technology
to create perspectives on current technological dispositives and media constellations beyond
prevalent techno-euphoric or pessimistic views.<p>Ausgangspunkt meiner Analyse sind die mit

complex network research in a global context for the purpose in knowledge discovery on the

scientometric methods and knowledge visualization technologies are employed with a focus on
global production, main subject categories, core journals, the most productive countries, leading
research institutes, publications most used keywords as well as the most cited papers, and the
knowledge basement. The keywords cluster analysis is used to trace the hot topics from the
research literatures in this field. Research outputs descriptors suggested that the research in this
domain has mainly focused on the dynamics, model and systems for complex networks. All the
publications have been concentrated in two journals such as Physical Review E and Physica A.

This research aims to provide certain lines of work for reading promotion in public
libraries. It seeks to document and analyze a successful experience of reading promotion in order
to identify best practices that can be replicated in other contexts. This study case focuses on the
reading promotion service called "Casero del Libro" (market seller of books), driven by the
Municipal Library of Miraflores in Lima. Variables related to reading practices and the service
provided and their impact on the target audience, market sellers, are analyzed. It seeks to
distinguish the characteristics of a reading promotion service of a public library so that it is more
accessible to its public; it seeks to synthesize the best practices of this particular service. The
overall objective of the research is to understand the main characteristics of a successful
experience of reading promotion developed in a public library in Lima; while specific objectives
are to identify the most relevant strategies of reading promotion employed in this experience and
to identify the changes in reading habits of the users of this service. The research begins with the
following research questions: What are the objectives of a reading promotion service in
non-traditional places offered by a public library? What are the main features that should have a
reading promotion service to be successful in Lima, Peru? What strategies were used in the
creation of the reading promotion service? What strategies could be replicated to promote
reading? Why users participate in the service? What do users think about the reading promotion
service? Have they changed their reading habits during the years of service? What do users think
about books and reading? We worked with the following assumptions: The public library
approaches its potential users through reading promotion services in non-traditional places, while
doing so it accomplishes two goals: to instill reading habits in adults and to attract adults and
their families to the library. The most important strategies to promote reading in adults are
focused on a personalized service and the use of oral language as motivators for reading. Users
participate in this service because reading is useful for them, on a personal and family level, as in
the workplace. In summary, all proposed hypotheses are true, except that in this study case, the
library fails to attract new users for its institution, meaning the users of the service "Casero del
Libro" only use the service, but do not go to the library after that. The research is qualitative;
interviews with users and librarians (managers and service librarians) were performed.
Qualitative methodology was chosen because with this work seeks to understand the perceptions
of the different actors of the service and this methodology allows to collect the wealth of
imagination, opinions and points of view of people. Interviews were conducted with 19 market
sellers and 5 librarians during 2008 and 2013 in Lima. The main limitation of this study is that
since a qualitative methodology was used, this case study includes only the experience among
actors of this service. The first chapter presents a theoretical review of the concepts of reading,
reading habits, reading promotion and public library; Peruvian statistics on the subject are also
provided. The second chapter presents the international background of the reading promotion
service "Casero del Libro", a brief history and context of the Municipal Library of Miraflores
and the "Casero del Libro" service developed in Santa Cruz (Miraflores). The third chapter
presents the research approach and methodology, while the fourth chapter shows the research
results. The fifth chapter of the work closes with conclusions and recommendations provided
from the case study.

La Fundacin de Bill y Melinda Gates busca entender lo que se requiere para las aplicaciones de
la tecnologa para producir impactos positivos de los estudiantes a escala. SRI analiza las
caractersticas de 137 cursos diferentes de 12 grandes proyectos relacionados de cursos-de
educacin superior y realiz un meta-anlisis cuantitativo de los resultados sobre los
estudiantiles para estimar el impacto de los cursos digitales en el aprendizaje estudiantil. El
anlisis examin las caractersticas de diseo, condiciones y prcticas asociadas a diferencias en
los resultados en los estudiantes.
This study report assesses the free availability of scholarly publications during the 1996
to 2013 period. It is the largest scale measurement of open access availability performed to date:
a sample of one-quarter of a million records was used to study the historical evolution of open
access (OA) between 1996 and 2013 and a larger, one million records sample was used to
perform an in-depth assessment of the proportion and scientific impact of OA between 2008 and
2013 in different types of OA, for different scientific fields of knowledge, and for 44 countries,
the EU28, ERA, and the world. Compared to previous studies done on the availability of OA, the
present study presents the following characteristics: (1) it used the Scopus database, which
currently covers a broader range of journals from various countries and scientific disciplines than
other comprehensive databases; (2) it uses a simple definition of OAfreely available online to all
(no money had to be paid, no registration to a service or website had to be made); (3) it used
huge samples to maximise statistical precision; (4) it made careful and extensive efforts to
harvest papers herever they could be downloaded for free, without restriction, rather than
restricting the approach to a search engine (in order to obtain a high 'recall' rate, that is, the
capacity to retrieve a large part of the relevant records, while, in addition, carefully minimising
the number of false records collected (that is, the approach maximised retrieval precision); and
(5) it carefully characterised the strengths and weaknesses of the measurement instrument in
order to apply a correction that would provide a truer measure based on an Adjusted OA
score.

In the six years since I first researched university research rankings and bibliometrics,
much of the world suffered an economic downturn that has impacted research funding and open
access journals, research institution repositories and selfpublished material on the web have
opened up access to scholarly output and led to new terminology and output measurements.
University rankings have expanded beyond the national end-user consumer market to a research
area of global interest for scientometric scholars. Librarians supporting scholarly research have
an obligation to understand the background, metrics, sources and the rankings to provide advice
to their researchers and their institutions. This chapter updates an article in Taiwans Evaluation
in Higher Education journal (Pagell 2009) based on a presentation at Concert (Pagell 2008). It
includes a brief history of scholarly output as a measure of academic achievement. It focuses on
the intersection of bibliometrics and university rankings by updating both the literature and the
rankings themselves. Librarians should find it relevant and understandable.

qu es lo que funciona en materia de tecnologa1 y educacin escolar2, mediante el anlisis de
los datos disponibles, ofreciendo un marco terico que permita interpretar por qu determinados
planes, estrategias y actividades funcionan y otros no y, fialmente, realizando algunas
recomendaciones que permitan informar la toma de decisiones tanto en el aula y en el centro
escolar como en el sistema escolar en su conjunto. En el seno de un aula se suceden un
sinnmero de actividades a lo largo de la jornada escolar. La sola idea de intentar resumir todos
los usos posibles de la tecnologa en el aula, tomando en consideracin las distintas necesidades
y expectativas en relacin con las caractersticas de los alumnos (contexto social, edad, aptitudes,
motivacin) y reas curriculares, parece en s misma un verdadero despropsito destinado al
fracaso. Resultara imposible dar cuenta de la enorme variabilidad que cabe encontrar3 y, por si
an fuera poco, de la volatilidad de muchas prcticas que, con frecuencia, son ensayos que
pugnan por consolidarse y que solo en contadas ocasiones se extienden en el tiempo o, an ms

libro electrnico en el mercado editorial as como la aplicacin a la edicin de las nuevas tecnologas. Es evidente que en las ltimas dcadas se ha producido una autn- tica revolucin en el
mundo del libro que ha condicionado, como no poda ser de otra manera, el devenir de los
servicios universitarios de publicacio- nes. Para estos se ha iniciado un camino en el que los
mecanismos de pro- duccin y de difusin se alan como nunca antes lo haban hecho. En este
sentido, las editoriales universitarias han de hacer frente a las nuevas exi- gencias de sus lectores
y de la cultura del libro. De acuerdo con ellas, la edicin de textos acadmicos y cientficos debe
realizarse tambin en los formatos digitales vlidos para los nuevos dispositivos de lectura, desde

Untangling the various approaches to language teaching and their history, Gerdi Quist
maps recent thinking in language studies at university. Using an interdisciplinary theoretical
framework, drawn from educational philosophy, cultural studies, intercultural studies and
language pedagogy, the author discusses the many tensions and currents in contemporary

identidades do sujeito poltico e os processos de subjetivao docente. Deseja-se que, ao final do
trajeto empreendido pelos autores, os possveis interlocutores possam extrair dele um caminho
terico e metodolgico que permita compreender como se materializa a produo do sujeito em
discursos miditicos. Mais ainda, espera-se que o trabalho de descrio e compreenso desses
discursos possa lanar luz sobre tantos outros estudos que reclamam, hoje, um gesto poltico de

Los procesos sociales que emergen del desarrollo y uso de las TIC y sus incidencias en el
cambio tcnico y cultural son necesarios y susceptibles de ser abordados en investigaciones
diversas. La observacin se plantea con respecto al establecimiento de nuevas formas de
relacionarse socialmente, a partir de la comunicacin inmediata, el intercambio constante, el
exceso y uso de la informacin a gran escala. Estas herramientas de comunicacin han permitido
la generacin de formas colectivas de colaboracin para producir bienes y servicios, invitando a
transformar de diversas maneras la divisin internacional del trabajo. En este estudio, se aborda
una forma de produccin colectiva que, gracias a la emergencia de las TIC, ha podido expandirse
y fortalecerse en el mercado global de alta tecnologa: la produccin de software libre y abierto.
Las TIC funcionan sobre plataformas digitales, cuyo acceso est determinado por el tipo de
programas informticos que utilizamos y el conocimiento que tenemos de los mismos. El
potencial de estas plataformas digitales para la educacin, el avance del conocimiento y la
vinculacin social quedar determinado por el significado y valor que les otorguemos. Esto es as
porque las tecnologas no son neutrales, emergen como estrategias y mecanismos que se insertan
en intereses polticos, econmicos y sociales de largo alcance. Por ejemplo, si es ms fuerte la
lgica del mercado, el acceso a las aplicaciones de las plataformas digitales podra restringirse a
travs de programas de cdigo cerrado, cuyo costo se podra imponer a travs de mecanismos de
oferta y demanda. Por otro lado, si la lgica del bienestar social impera, el acceso a stas tendra
que ser universal y, para garantizarlo, el tipo de programas informticos tendra que permitir el
aprendizaje, conocimiento, modificacin y mejora de su propio funcionamiento; es decir, las
aplicaciones tendran que ser software libre y abierto. Las comunidades y redes que lo producen,
modifican y distribuyen son el objeto central de anlisis de esta tesis.

posible evolucin futura y se realiza un anlisis de los dispositivos dedicados a la lectura de
libros electrnicos (principalmente de tinta electrnica) comercializados hasta 2012. Tambin se
dedica un apartado al estudio del mercado editorial centrando la atencin en los modelos de
comercializacin de contenidos electrnicos y se elabora una comparacin entre la evolucin de
la proteccin jurdica del libro y los retos a los que se enfrenta la propiedad intelectual durante el
periodo de estudio. Finalmente se realiza una categorizacin de las bibliotecas y un anlisis de
los modelos de uso de libros electrnicos que sirve como fase previa para el planteamiento de
una encuesta de la que se han extrado las estadsticas de uso de contenidos electrnicos y
dispositivos de lectura en los centros espaoles. Finalmente se aportan las conclusiones de todo

With the success of open access publishing, Massive open online courses (MOOCs) and
open education practices, the open approach to education has moved from the periphery to the
mainstream. This marks a moment of victory for the open education movement, but at the same
time the real battle for the direction of openness begins. As with the green movement, openness
now has a market value and is subject to new tensions, such as venture capitalists funding
MOOC companies. This is a crucial time for determining the future direction of open education.
In this volume, Martin Weller examines four key areas that have been central to the
developments within open education: open access, MOOCs, open education resources and open
scholarship. Exploring the tensions within these key arenas, he argues that ownership over the
future direction of openness is significant to all those with an interest in education.
Writing as Material Practice grapples with the issue of writing as a form of material
culture in its ancient and more recent manifestations, and in the contexts of production and

Todays researchers have access to vast information, whether within the library or any
place that provides access to the Internet, and frequently the access is free of charge. Such places
can include school, home, office, restaurants or coffee houses. Access to information is available
from smart and handheld devices such as Smartphones, as well. But now, more than ever a
researcher must have a discerning sense of authoritative information. Information seeking has
become a rapidly growing trend across society. And as technology continues to evolve, how we
seek information and determine its authenticity will present challenges for teaching users how to
remain information literate. Additionally, one cannot be information literate without the
development of related skills such as critical thinking. Since the United States Department of
Labors well-know SCANS report (Secretarys Commission on Achieving Necessary Skills)
published in 1991, other organizations have emphasized the need for information literate

The development of East Asian libraries in North America is of recent history. Prior to
World War II there were only some half dozen East Asian collections in the United States and
Canada. But that number began to increase rapidly after the War. With the establishment of new
East Asian collections at universities, problems concerning collection development, cataloging,
and personnel began to be a common concern. A series of efforts led by the American Library
Association (ALA), the Library of Congress (LC), and the Association for Asian Studies (AAS)
led to the developing of national cataloging standards for East Asian materials, and the eventual
founding of the Committee on East Asian Libraries (later renamed Council on East Asian
Libraries, CEAL) of the Association for Asian Studies to better coordinate cataloging, collection
development, and personnel training, and later on the introduction of automation in East Asian
libraries. This essay is an attempt to trace that development by stage, with tributes paid to two
pioneers in that development: Dr. A. Kaiming Chiu, the founding Librarian of the
Harvard-Yenching Library of Harvard University, and Dr. Mary C. Wright, the founding Curator
of the Chinese Collection at the Hoover Institution, Stanford University. Some comments are
also made on the application of technology in East Asian libraries.

Data mining methods and technologies have been applied to different social media
environments but seldom applied to narrative information based Q&A sites. This paper aimed to
employ visual data mining techniques to address health care consumer terms use behavior in the
Yahoo!Answers. Three months of data on the topic of diabetes in the health category of
Yahoo!Answers were collected and analyzed. Terms from the collected data set were processed,
validated, and classified. Both Multi-dimensional Scaling and Social Network Analysis
visualization methods were employed to visualize the relationships of terms from related
categories (Complication & Related Disease and Medication; Complication & Related
Disease and Sign & Symptom). Patterns and knowledge were revealed and discovered from
the mapping of terms such as acarbose might cause a side effect of hives, antidepressant may
increase the risk of developing diabetes, there is a connection between imbalance and
birthdefects, etc. The results of this study can be of benefit to both health consumers and
medical professionals.
