TheFortIndiantownGap(FTIG)JointLandUseStudy
(JLUS)isacollaborativeplanningeffortledbyLebanon
CountyinpartnershipwiththetownshipsofUnionand
EastHanoverinLebanonCounty;DauphinCounty
containingthetownshipsofEastHanoverand
WestHanover;andFTIG.TheJLUSwasundertakenin

WhatIsaJointLandUseStudy?
TheFTIGJLUSadvocatesaproactiveapproachto
encourageincreasedcommunicationaboutdecisions
relatingtolanduseregulation,conservation,and
naturalresourcemanagementissuesaffectingboththe
communityandthemilitary.Thisstudyseekstoavoid
conflictspreviouslyexperiencedbetweentheUnited
States(US)militaryandlocalcommunitiesinother
areasoftheUSandthroughouttheworldbyengaging
themilitaryandlocaldecisionmakersinacollaborative
planningprocess.Theintentoftheprocessisto
establishandencourageaworkingrelationshipamong
militaryinstallationsandtheirproximatecommunities
toactasateamtopreventand/orreduce
encroachmentissuesassociatedwithcurrentandfuture
missionsandlocalgrowth.Thetermencroachment
referstoincompatibleusesofland,air,water,and
otherresourcesthatmayindividuallyorcumulatively
impactthemilitarysabilitytocarryoutitstestingand
trainingmission.
AJLUSisaplanningprocessaccomplishedthroughthe
collaborativeeffortsofkeystakeholdersinadefined
studyarea.Thesestakeholdersincludelocal
community,state,andfederalofficials,residents,

nongovernmentalorganizations,andthemilitarywho
cometogethertoidentifycompatiblelandusesand
growthmanagementguidelineswithintheJLUSstudy

landusesandgrowthmanagementguidelinesforareas
proximatetoactivemilitaryinstallations,suchasFTIG.
Theintentoftheprocessistoestablishandnurturea
workingrelationshipbetweenamilitaryinstallationand
itshostcommunitiesandproximatelocaljurisdictions,
whosecollaborativeeffortspreventand/oralleviate
encroachmentissuesassociatedwithexistingmission
objectivesandpotentialmissionexpansion(no
installationboundaryexpansion)whilefostering
communityeconomicdevelopmentgoals.
ThecompatibilityfactorsconsideredinthisJLUSare

Understanding.Convenecommunityandmilitary
representativestoidentify,confirm,and
understandthecompatibilityissuesandconcerns
inanopenforum,takingintoconsiderationboth
thecommunitysandmilitarysperspectivesand
needs.Thisincludesincreasingpublicawareness,
education,andopportunitiesforinputorganized
inacohesiveoutreachprogram.
Collaboration.Encouragecooperativelanduse
andresourceplanningamongFTIGand
surroundingcommunitiessothatfuture
communitygrowthanddevelopmentare
compatiblewiththetrainingandoperational
missionsatFTIG,whileatthesametimeseeking
waystoreduceoperationalimpactsonadjacent

includebothoperationalmeasurestomitigate
installationimpactsonsurroundingcommunities

WhyPrepareaJointLandUse
Study?
Althoughmilitaryinstallationsandnearbycommunities
maybeseparatedbyadefinedpropertyboundary,they
oftensharenaturalandmanmaderesourcessuchas
landuse,airspace,water,andinfrastructure.Despite
themanypositiveinteractionsamonglocaljurisdictions,
agencies,andthemilitary,andbecausesomany
resourcesareshared,theactivitiesoractionsofone
entitycanposeunintendednegativeimpactson
another,resultinginconflicts.Ascommunitiesdevelop
andexpandinresponsetogrowthandmarket
demands,landuseapprovalshavetheabilitytolocate
potentiallyincompatibledevelopmentclosertomilitary
installationsandoperational/trainingareas.Theresult
caninitiatenew,orexacerbateexisting,landuseand
othercompatibilityissues,oftenreferredtoas
encroachment,whichcanhavenegativeimpactson
communitysafety,economicdevelopment,and
sustainmentofmilitaryactivitiesandreadiness.
Collaborationandjointplanningamongmilitary
installations,localcommunities,andagenciesshould
occurtoprotectthelongtermviabilityofexistingand
futuremilitarymissions.Workingtogetheralso
enhancesthehealthofeconomiesandindustriesof
communitiesbeforeincompatibilitybecomesanissue.
Recognizingthecloserelationshipthatshouldexist
betweeninstallationsandadjacentcommunities,the
OEAimplementedtheJLUSprograminaneffortto
mitigateexistingandfutureconflictsandenhance
communicationandcoordinationamongallaffected
stakeholders.Thisprogramaimstopreservethe
sustainabilityoflocalcommunitieswithintheJLUSstudy
areawhileprotectingcurrentandfutureoperational
andtrainingmissionsatFTIG.
Thesetoolswillhelpdecisionmakersresolve
compatibilityissuesandprioritizeprojectswithinthe
annualbudgetingprocessoftheirrespectiveentity/
jurisdiction.

PennsylvaniaNationalGuard
ThePennsylvaniaNationalGuard(PNG)comprisesboth
thePennsylvaniaAirNationalGuard(PAANG)and
PennsylvaniaArmyNationalGuard(PAARNG).The
commanderofthe19,000memberPennsylvania
NationalGuardistheAdjutantGeneral.The
AdjutantGeneralisresponsibleforajointmilitaryforce
(AirForceandArmy)thatreachesfromJoint
HeadquartersatFTIGtoapproximately90communities
acrosstheCommonwealth.FTIGservesasPNGs
JointForceHeadquarters.
TheNationalGuardisresponsibleforbothafederaland
statemission.Thefederalmissionistomaintain
properlytrainedandequippedunitsavailablefor
promptmobilizationforwar,nationalemergencies,or
asotherwiseneeded.Intimeofwarornational
emergency,orinsupportofanymilitaryoperation
worldwide,theUSPresidenthastheauthorityfor
callingthePNGintoactioninsupportofitsfederal
mission.Pennsylvaniaunitshaveparticipatedinevery
conflictAmericahasfaced.SinceSeptember11,2001,
morethan35,000PNGsoldiersandairmenhave
deployedinsupportofglobalcontingencies.
Inpeacetime,thegovernorservesasthePNG
commanderinchief,exercisingcontrolthrough
PennsylvaniasAdjutantGeneral,astatecabinetlevel
positionresponsibleforcommand,control,and
supervisionofNationalGuardunitsArmyandAir
allocatedtotheCommonwealth,sixstateowned
veteranshomes,andprogramsforPennsylvanias
onemillionveterans.Intheeventofnaturaldisasteror

Economic Growth Trends
Growth pressures from Harrisburg, expanding tourist
destinations, and FTIGs location relative to the I-81
corridor have already begun to contribute to increased
residential, commercial, and industrial development in
the region, particularly in the southern portion of
Dauphin County and along the interstate corridor into
Lebanon County. I-81 provides a north-south
connection along the Appalachian Mountains and
traverses eight Pennsylvania counties, providing not
only a means of transit for both intrastate and
interstate travel, but also serving as a conduit for
growth.
The study area has experienced a population growth
rate higher than state averages. The only community in
the study area that saw a decline in population between
the years of 1990 to 2010, was East Hanover Township
in Lebanon County. While Lebanon County saw more of
its growth in the southern portions of the county,
Dauphin Countys growth, as exhibited by
West Hanovers rate of almost 53 percent, began to
expand eastward from Harrisburg towards FTIG. Both
counties growth rates are approximately double than
that of the state, indicating that development pressures
will continue to be seen in these jurisdictions.

3.1
PennsylvaniaNationalGuard
ThePNGcomprisesbothPAANGandPAARNG.The
commanderofthe19,000memberPennsylvania
NationalGuardistheAdjutantGeneral.TheAdjutant
Generalisresponsibleforajointmilitaryforce
(AirForceandArmy)thatreachesfromJoint
HeadquartersatFTIGtoapproximately90communities
acrosstheCommonwealth.FTIGservesasPNGsJoint
ForceHeadquarters.
TheNationalGuardisresponsibleforbothafederaland
statemission.Thefederalmissionistomaintain
properlytrainedandequippedunitsavailablefor
promptmobilizationforwar,nationalemergencies,or
asotherwiseneeded.Intimeofwarornational
emergency,orinsupportofanymilitaryoperation
worldwide,theUSPresidenthastheauthorityfor
callingthePNGintoactioninsupportofitsfederal
mission.Pennsylvaniaunitshaveparticipatedinevery
conflictAmericahasfaced.SinceSeptember11,2001,
morethan35,000PNGsoldiersandairmenhave
deployedinsupportofglobalcontingencies.
Inpeacetime,thegovernorservesasthePNG
commanderinchief,exercisingcontrolthrough
PennsylvaniasAdjutantGeneral,astatecabinetlevel
positionresponsibleforcommand,control,and
supervisionofNationalGuardunitsArmyandAir
allocatedtotheCommonwealth,sixstateowned
veteranshomes,andprogramsforPennsylvaniasone
millionveterans.Intheeventofnaturaldisasterorcivil
emergency,thegovernormayorderGuardpersonnel
andequipmentintoservicetoassiststateandlocal
authorities.ThePNGalsoprovidescommunitysupport
throughprogramssuchasthecounterdrugprogram,
whichprovidestrainedpeopleandspecialized
equipmenttoassiststateandlocallawenforcement
agenciesinthefightagainstillegaldrugs.
3.2
FortIndiantownGapMission
TheFTIGinstallationisoperatedandmanagedbythe
FTIGGarrisonHeadquarters,responsiblefor
administeringandmanagingthetraining,engineering,
administrative,andlogisticaloperationsforassigned,
attached,transient,tenantunits,orjointforces
activitiesatthefacilityorusingfacilityassets.The
installationsprimarymissionistoprovide
administrative,logistical,maintenance,andfamily
supporttoactiveandreservecomponentunitstraining
attheinstallation,aswellasfortenantandoffpost
activitiesincentralandeasternPennsylvania.The
installationprovidestrainingsupporttothePAARNG,
NationalGuard,Reservists,andmembersofallservices
tomeettheongoingneedforahighlytrained
USmilitarypresencethroughouttheworld.Tomeet
thismission,trainingfacilitiesthatreflectthediverse
conditionssoldierswillencounterinwarareneeded,
andsoldiersmustbetrainedtoadapttotheconstantly
changingconditionsoftheareasinwhichtheyengage
incombattomaintainmilitaryreadinessand
preparedness.
TherearefourprimarymissionsatFTIG:
1. Toprovideamajoryearroundtrainingfacilityand
thehighestqualitytrainingopportunitiesforthe
PAARNGandothermilitaryandcivilianusers.
2. Toprovidetheinfrastructure,services,andsite
logisticalsupportnecessarytooperatetrainingand
supportfacilities.
3. Toprovide,operate,maintain,andcontrolfacilities
andequipmentthatsupportthepremobilization
trainingofmilitaryforces.
4. Toprovidequalityoflifeservicesandprogramsand
conductproactivecommunityrelations.
FTIGFacilitiesandCantonmentArea
CantonmentArea.Thecantonmentareaisthemore
urbanizedportionofFTIG,whichincludesamixof

structuresdatingfromWorldWarIItonewly
constructedmodernbuildings.The2,600acre
cantonmentareaislocatedinthesouthernportionof
theinstallation,separatedfromtheotherhalfofthe
installationbyBlueMountaintothenorthandis
boundedbyI81tothesouthandeast.
Thecantonmentareaisdividedintofunctionalareas
dedicatedtospecificusessuchasoperations,
education,andmaintenanceandincludesmany
importantfacilities,suchasoperationaland
administrativebuildings,thePNGand
DMVAheadquartersbuildingsandsupportfacilities,
classroomandeducationalfacilities,dormitories,
barracksandlodging,medicalclinic,chapel,conference
center,shoppinganddiningoptions,andrecreational
andathleticfacilities.Severaltrainingareas(e.g.,tank
trails,smallweaponsrangesalongRangeRoad,and
bivouac)arealsolocatedinthisarea.Specifically,the
UnitTrainingEquipmentSite(UTES),smallarmsfiring
ranges,anUnmannedAerialVehicle/UnmannedAerial
System(UAS)facilityandairstrip,andMAAFarelocated
withinthecantonmentarea.
MuirArmyAirfield.TheMAAFisthesixthbusiest
airportinPennsylvaniaandthesecondbusiestheliport
intheUSwhenmeasuredintermsofdailytakeoffsand
landings,averagingmorethan70,000takeoffsand
landingsperyear.TheprimaryoperationsatMAAFare
forrotarywingaircraft.Arotarywingaircraftisan
aircraftthatderivesitsliftfromtherotationofblades
onanapproximatelyverticalcentralaxissuchasa
helicopter.ItsupportstheEasternARNGAviation
TrainingSite(EAATS),whichisthesecondlargest
helicoptertrainingfacilityintheUS.Theairfieldis
fullyinstrumentedandhasitsownairtrafficcontrol
tower.Itssinglerunwaymeasuresapproximately
4,000feetlong;however,anextensionto
approximately6,000feetiscurrentlybeingexploredas
partofFTIGs25yearconstructionplan.
TrainingCorridor
The12,000acretrainingcorridorislocatednorthofthe
cantonmentareaandisboundedbySecondMountain
tothenorthandBlueMountaintothesouth.Thisis
wherethemajorityoftheinstallationsfieldtraining
takesplacewith50trainingareasservingvarious

purposes.Thereareawidevarietyofdifferenttypesof
trainingandfacilitieslocatedinthecorridorusedfor
activitiesincludingbivouac,maneuver,vehicletraining,
unittactics,convoytraining,weaponsfiring,and
airtogroundweaponsfiring.Thetypesoftrainingthat
occurinthecorridorincludethefollowing:

typeofspecialusesairspaceatFTIGcomprises
RestrictedAirspacedesignatedinareaswhereflightor
groundactivitiesmustbeconfinedbecausetheymaybe
consideredhazardoustononparticipatingaircraft.
TherearefivedesignatedRestrictedAirspacesatFTIG
whichrangefromfloorelevationsatgroundlevelupto
25,000feetabovegroundlevel.Theseareasareused
forweaponstesting,observation,lowaltitude
exercises,cargocarrying,nightoperations,water
buckettraining,andtacticalaviationtraining.
MilitaryTrainingRoutes
MilitaryTrainingRoutes(MTRs)areonewayflight
corridorsusedtopracticelowaltitude,highspeed,
terrainfollowingtrainingmissions.Therearethree
MTRscomprisinga13milewidecorridorterminating
approximately6milesnorthofFTIGoverWeiserState
Forest.TheMTRshaveassignedaltitudesofground
levelto18,000feetabovegroundlevelforoperational
speedsinexcessof250knots.
CurrentandFutureOperations
Trainingoccursthroughoutapproximately40training
rangesandrangefacilitiesthatcoverroughly
17,000acresonFTIG.Trainingactivitiesincludefiring

ranges,maneuverareas,vehicletraining,airtoground
ranges,rotarywingoperations,urbanassaultcourses,
andcombatsimulators.Theinstallationisdividedinto
morethan50trainingareasofferingspecificcapabilities
andamenitiestosupporttheneedsoftheunitor
soldierstrainingthere.Therearecurrently3,133acres
ofheavymaneuvertraininglandand10,523acresof
lightmaneuvertraininglandatFTIG.
Therotarywingaircraftrepresentsthevastmajorityof
flightactivityorapproximately96percentofallaircraft
operations.Trainingactivitiesfocusonlowaltitude
flightmaneuverability,cargotransport,useofnight
visionequipment,andtacticalmaneuverability.The
flighttrainingareaincludesclosedlooppatterns
involvingMAAF,trainingareasandlandingzoneswithin
theNTA,andflightcorridorsextendingeastandnorth
fromFTIGintotheNorthernTrainingArea(NTA).The
closedlooppatternsinvolvingMAAFaregenerally
containedwithintheFTIGboundarieswiththe
exceptionofasmallportionthatextendsintoEast
HanoverTownshipinLebanonCountyandisbounded
byI81.TheNTAencompassesanareaoutsideofFTIG
thatextendsfromthenorthwestsideofFTIGtothe
northeast/eastsideofFTIGcomprisingSGLandprivate
property;itincludesthreetrainingareasand25landing
zones.
TheBollenRangeprovidespilotswithrealistictraining
inattackinggroundtargetsfromtheair.Allfixedwing
bombingandstrafingactivitiesareaccomplishedwith
inertordinance;however,sometypesoftrainingbomb
munitionshavesmallpropellantcharges(equivalentto
twoshotgunshells)todisperseamarkingagenttoaidin
thescoringprocess.
Rotaryairoperationsarealsoconductedatthe
BollenRange.Rotaryoperationsconsistoflowlevel
attacks,lessthan100feetabovegroundlevel(AGL)
withmachineguns,chainguns,orrockets.
Althoughnonewmajormissionsarecurrently
programmedforFTIG,therecentcompletionofa
25yearRealPropertyDevelopmentPlan(RPDP)
providesanoverviewandoutlookoftheinstallations
futureneeds.Onemajorprojectcurrentlyunder
considerationisthepotentialextensionoftheMAAF
runwaytomeetbothrecentlyupdatedspecifications

forairfieldstandardspermittingC12aircrafttousethe
runwayandaccommodationofpotentialnewmissions
inthefuture.
AnotherproposedadditiontoFTIGistheconstruction
ofatacticalassaultlandingstripforC130aircraftto
allowfortouchandgolandings.Thislandingstrip
wouldbelocatedinthetrainingcorridor.Thisfacility
couldopenupFTIGforincreasedoperations.Future
additionalaviationrelatedactivitiesincludeanewUAS
facilityplannedforthenortheasternquadrantofFTIGs
trainingcorridor.

continuedeconomicgrowth.TheDODhascreated
safetyzonesaroundrunwaysandlandingareasthatare
basedonhistoricaldatawhereanaircraftaccidentis
mostlikelytooccur,ifoneshouldoccur.Thesesafety
zonesarebrokendownintoClearZones(CZ),Accident
PotentialZone(APZ)IandAPZIIandarebasedonthe
dimensionsoftherunway.Theorientationofthesafety
zonesisdeterminedbythetypicalflightpatternsthat
aircrafttakedirectionallywhenapproachingtherunway

4.
The Federal Aviation Act (14 CFR Part 77) was passed in
1958 to provide methods for overseeing and regulating
civilian and military use of airspace over the United
States. The Act requires the Secretary of Transportation
to make long-range plans that formulate policy for the
orderly development and use of navigable air space.
The intent is to serve the needs of both civilian
aeronautics and national defense, but does not
specifically address the specific needs of military
agencies. Military planning strives to work alongside
local, state, and federal aviation law and policies but
sometimes must supersede these and other levels of
government due to national security interests. The FAA
was created as a result of the Act for a variety of
purposes, including the management of airspace over
the US.
The 500-foot rule, promulgated by the FAA, states that
every citizen of the United States has a public right of
freedom of transit in air commerce through the

militaryinstallationsthathaveflyingmissions.

useswithinthisMCAmaybesubjecttosound
attenuationmeasurestoreduceinteriornoiseimpacts
toachieveamaximuminteriornoiselevelof45dBDNL.
Withoutarequirementforsoundattenuationvia
buildingcoderequirements,certainusessuchas
residential,usesthatcongregatelargegroups,schools,
healthcarefacilities,andoutdoorparksandrecreation
arenotcompatiblewithinareasthatexperiencenoise
levelsof65dBDNLorgreater.Usesthatare
compatiblewithinaircraftnoisecontoursareoffice/
retailandmanufacturing/industrialwheninteriornoise
levelsexperiencedarelessthan70dBDNL.Thelocal
buildingcodecanbeusedtorequirethe
implementationofnoiseattenuationmeasuresforall
newdevelopmentwithintheNoiseMCA.Althoughthis

VerticalSafetyMilitaryCompatibilityArea
TheVerticalSafetyMCAisbasedontheDODimaginary
surfaces,encompassingtheInnerHorizontalSurfaces,
whichrestrictsdevelopmentofbuildingsandstructures
upto150feetaboveairfieldelevation,andthe
ApproachDepartureClearanceSurface.TheVertical
SafetyMCAisintendedtodenotetheimportanceof
followingtheDODimaginarysurfaceswithregardto
structureheightandisnotintendedtoreduceor
changeDODguidancewithregardtomaximumheight
ofstructures.
Apotentialsourceforaircraftaccidentstooccuris
relatedtothepresenceofverticalobstructionsinareas
thatarefrequentlyusedbylowflyingaircraft,suchas
rotarywingaircraft.Examplesofpotentialvertical
obstructionsincludecommunicationstowers(radio,
television,cellular,microwave,etc.),silos,electric
transmissiontowersandlines,andsimilarmanmade
structures.Whilethepresenceofverticalobstructions
cansometimesbemitigatedbyalteringtrainingroutes,
increasingminimumallowableflightaltitudesorsimilar
riskreductionmeasures,theproliferationofvertical
obstructionsortheirplacementalongkeyflightroutes
cancauselongtermchangesintheviabilityofmilitary
airspaceandtrainingoperation,ultimatelyaffectingthe
sustainabilityofthemilitarytrainingmission.
ThepurposeoftheVerticalSafetyMCAistoregulate
theheightofallstructuresandbuildingswithinthearea
definedbyDODcriteriaknownasimaginarysurfaces.
Theimaginarysurfacesareathreedimensional
geographicareacomprisedofapproachanddeparture
airspacecorridorsandsafetybuffers.Vertical
obstructionissuesareamajorconcerntoflight
operationsandtrainingduetothepotentialfora
buildingorstructuretoextendintonavigableairspace

obstructionsthatcanaffectflightsafetyinclude,butare
notlimitedto,communicationtowers,transmission

aircrafttosuffermajordamagefromBASHincidents
andduetothesuccessofFTIGsBASHprogram,the
VerticalSafetyMCAprovidesonlyalimitedareawhere
landusesthatmayattractbirdsandwildlifeshouldbe
discouraged.Themajorityofthisareaiscontained
withintheFTIGinstallationonlyimpactingpockets
privatelandtothenorth,southandwestoftheFTIG
cantonmentarea.
TheLightMCAaddressesareasthatmaygenerate
lightinglevelsthatmayaffectFTIGsoperationsand
nighttrainingmissions.Therearetwotypesoflight
pollutionthatcanimpactmilitaryoperations:point
sourcelighting,whichdirectlyimpactsnightvision
deviceuseandtraining,andambientlightingor
backgroundlighting,wherethecumulativeeffectof
lightpollutiondiminishesthecapabilityandsafeuseof
nightvisiondevicetraining.Lightintensitydecreases
withdistance,therefore,themoredistancebetween
thelightsourceandthemilitaryinstallation,thegreater
thereductionoflightpollutionimpacts.
LightMilitaryCompatibilityArea
6.4
TheLightMCAconsistsofabufferofonemilefromthe
perimeteroftheinstallation.Newdevelopmentthat
fallswithinthisMCAmaybesubjecttolighting
regulationsthatincludefullyshieldedand/or

purposeofeachstrategyisto:
NightvisionhasbecomeanessentialtoolfortheU.S.
military.Theabilityandnecessityofbeingabletotrain
inlowlightenvironmentsisnowacriticalcomponentof
modernmilitarytraininganddoctrine.Pilotsflyfighter
planesandhelicopterswithnightvisiondevices,and
soldiersonthegroundusenightvisiongogglesto
performfunctionsinthedarkofnight.Theconductof
nightvisiontrainingrequireslowlevelsoflightinorder
toallowforthesafeandproperuseofnightvision
devices.Lightpollutionfromsourcesbothonandoff
FTIGhasthepotentialtoimpactnighttraining,andif
leftuncontrolled,couldeliminatetheabilitytousenight
visiondevices.
Inadditiontothedecreaseineffectivenessofnight
trainingactivitieswhenlightintrusionincreases,
increasesinthescopeandintensityofoutdoorlight
sourcesposepotentialsafetyconcerns.Atemporary
lossofvisioncanoccurwhennightvisiondevicesare
