(While taking over the Command/Charge of the vessel, the Master/Officer concerned must
ensure that requirements listed in the document are all complied with. In case of any serious
discrepancy noted during the change of Command/Charge with regard to condition of the
vessel, her machinery and the equipment, Cargo on board, ROB bunkers, lubricants, stores
etc, Cash on board, Statutory and other certificates or any other non compliance which can
endanger the safety of the vessel or its crew or cargo and the marine environment, the Taking
Over Master/Officer must refuse to take over the charge and bring the fact immediately to the
notice of the Master and the Company.)

1.1..4.2TRAINING MANUAL
1.1..4.2.1 Company maintains Ship Specific Training manual on board. One copy of
each is maintained in the Officers and Crew mess rooms where practical. The
manual contains following minimum information :
Emergency Alarms
Muster List giving details of emergency duties of crew.
Donning instructions for Life jackets.
Launching instructions for Life Boats , Rescue Boats and Life Rafts
Starting instructions for emergency fire pump and life boat engines.
Location, use and operating instructions for other safety and anti pollution
equipment.
Safeguard against identified risks.
1.1..4.2.2 Safety Officer is responsible for ensuring that the Training Manual is always
kept up to date and maintained at its location. Master must ensure that all
personnel on board have familiarized themselves with the contents of the
manual.

to express their views and opinions frankly on the matter related to safety and
pollution prevention.
1.1..4.4.3 The meeting must not be used to discuss routine operational or trivial matters.
1.1..4.4.4 The agenda of the meeting, though not limited to, should include:
Review of the minutes of the last Safety Meeting
Review of emergency drills carried out during the months.
Accidents, incidents during the month, if any.
Safe working practices, or lack of it, followed on board.
Demonstration of use of various Safety and personnel protection
equipment.
Any new developments, instructions (preventive circulars from the
company), regulations, ideas etc relating to the safety of the vessel, crew,
cargo and marine environment which help increase the safety awareness
on board.
1.1..4.4.5 MINUTES of Safety and environment protection committee meeting must be
recorded and forwarded to the DPA every month for review. The minutes
must give details of all attendee and signed by the Master.
1.1..4.4.6 All HOD and officers must ensure that staff working under their supervision is
instructed and trained on Companys SMS and Safe and efficient working
practice. The interaction should be used to encourage the seafarer to upgrade
his skill, knowledge and qualification. Trainee Officers must ensure that their
record books are up to date and reviewed. Company will from time to time
provide Safety Video, cassettes and publication to improve the safety
awareness on board.

b)1..4.4.7.2.6 The Chief Officer and Second Engineer shall be responsible for ensuring
the following:
i. A safe working environment for all personnel on board
ii. Compliance with safety instructions and rules
iii. Ensuring that the machinery, technical devices, chemical agents
and work procedures dont expose anybody to hazards.
iii.1..4.4.7.2.7 They shall be responsible for investigating and taking corrective action in
respect of all sighted, or reported, unsafe circumstances or work practices.

iii.1..4.4.7.2.8 They shall personally supervise all work of hazardous nature under their
respective controls and ensure that all possible safety precautions are taken
and seaman like work procedures are followed.

APPRAISAL
iii.1..4.5.1 Master / Chief Engineer and Designated Officer must carry out the appraisal
of the staff under him. The Officer Appraisal Form (FOM 2.1 H) or Crew
Appraisal Form (FOM 2.1 I) must be properly filled, signed and sent to the
Fleet Personnel Department of the Company within 2 to 4 months of the staff
joining the vessel and at the time of the sign off.
iii.1..4.5.2 The appraisal also serves as basis for identification of training needs of the
employee. The Master/HOD and the employee have the opportunity to discuss
the training needs during the appraisal.
iii.1..4.5.3 The appraisal reports for Master and Chief Engineer should be made by the
Technical Superintendent in-charge of the Vessel. The same can also be made
by DPA / Technical Superintendent when and if the Master / Chief Engineer
visits the Company Office.
iii.1..4.6
iii.1..4.6.1 Identification of training needs for ship staff will be done as follows:
Through Safety committee meetings.
Through Appraisal reports.
Through Masters SMS review and Management review ashore.
Through any other sources and recommendation.
iii.1..4.6.2 While identifying the needs following considerations shall be borne in mind:
New regulations
Introduction of New technology
Employees performance and promotion considerations.
Need to hone the skill regularly.
Business and/or clients requirements
iii.1..4.6.3 The Company will implement time bound programme to fulfill the
requirement of the Training.
