NEWSREADER According to the National Crime Records Bureau 24,923
rape cases were reported across India in 2012, but experts agree that the
number of unreported cases of sexual assault brings the total much higher.
Amid worldwide outrage regarding Indias rape epidemic, Delhi police
registered 300 reports of rape and 500 reports of molestation in the first two
months of 2015
PRESENTER-That was an excerpt from a leading news daily of India- The
times of India.
Hello I am
year student of
at the school
of journalism and mass communication,Apeejay Stya University in the
Indian city of Gurgaon.
In March 2015, I along with my classmate set out to find the reality and
develop a better understanding about the escalating issue ie: The sexual
assault. All states prohibit sexual assault but the definition of the term
differs from person to person. While investigating we came across a term
called bodily integrity. So what is bodily integrity?
BAND # bodily integrity
PRESENTER- That was Ms. Pamela Philipose, who is presently the
director and editor-in-chief of Womens Feature Service, an agency
mandated to highlight gender issues in media coverage. Ms.Pamela
Philipose has worked with some of the top newspapers and has awards
like Chameli Devi Jain Award for Outstanding Woman Journalist in 1999
and the Zee-Astitva Award for Constructive Journalism in 2007 to her
credit.
PRESENTER-Forced intercourse is not the only kind of sexual assault.
Sexual abuse means using someone else's body for sexual pleasure

without his or her consent. Lets hear what this young girl think sexual
assault is.
Band# narayani def
PRESENTER: According to the National Crime Records bureau, Every 20
minutes in India, a woman is raped.
And yet India only ranks third for the number of rapes reported each year.
What country ranks first? The United States. In India, a country of over 1.2
billion people, 24,206 rapes were reported in 2011. The same year in the
United States, a nation of 300 million, 83,425 rapes were reported. In the
United States, every 6.2 minutes a woman is raped. So what actually
happens in the US?
#BAND (Nicole)
PRESENTER: According to the National Violence against Women Survey,
1 in 6 U.S. women and 1 in 33 U.S. men has experienced an attempted or
completed rape in their lifetime. More than a quarter of college-age women
report having experienced a rape or rape attempt since age 14.
What about the Campuses in Delhi? Are they safe?
#BAND (PRAGATI)
That was a 2nd year student studying in one of the oldest colleges in Delhi.
According to her, Sexual assault is not that prevalent in Delhi. However, it
doesnt mean that it does not exist. Manaswini Yogi, an associate professor
dept. of Philosophy and coordinator dept of Mass Media at Indraprastha
college, New delhi narrates an horrific incident.
#BAND manaswini maam
In the name of freedom of expression an innocent girl gets molested. What
could she have done?
#BAND MAAM
PRESENTER-

SHOCKING ! That was Mrs. Manaswini Yogi recalling the dreadful incident.
Only by thinking of the girls state of mind give you goosebumps. The police
considered to be as the security official did not do anything. The police
said to the girl, we cannot do anything just run, perhaps he helped her to
run, claims Manaswini Yogi. However, the brave girl recovered and got the
strength as Mrs. Yogi states was due to the support extended by the
college.
Bands# college supported.
PRESENTER- Manaswini Yogi. True indeed. A girl can get the strength to
face the world only when the world doesnt look down on her. Kudos to the
girl and the college for taking immediate action and there were reforms.
BAND# JUDO CLASSES
An alert student studying in a college in Delhi University. Along with such
initiatives they also have launched complaint cells. So what do the
complaint cells do?
BAND# COMPLAIN CELLS
Sexual assault is a global problem. Violence against women anywhere
should be a reminder to scrutinize injustice everywhere. Nicole Blier, from
the Nicolson Institute of communication gives an insight about what
measures has the United States taken to address these crimes.
BAND# US MEASURES
Nicole Blier. Sexual harassment on public transport is an everyday
occurrence for millions of girls and women living in some of the worlds
biggest capitals. From verbal abuse to being followed, from unwanted
sexual comments to physical assault, the stories are strikingly similar.
BANDS# RAKHEE
A young girl sharing an experience she can never forget.

Delhi is the fourth-most dangerous place for a woman to take public

transport, according to a poll published in October 2014 by the Thomson
Reuters Foundation. On average, 40 cases of crimes against women are
registered daily by Delhi police.
PRESENTER- Sexual assault is a universal experience. 2 out 3 women
have experienced sexual assault assert Ms. Pamela Philipose. The society
should take ownership only then this violence can be addressed
systematically. To address the issue the department of Women and Child
development took an initiative called Jagori which was baseline survey
report of over 5000 men and women. What did it say?
Band# JAGORI BASELINE
PRESENTER- That was Pamela Philipose. a congenial atmospherein the
police stations so that victims can come forward without fear which is the
need of the hour .do we have that? Why are girls asked questions in
return? well, the views are shocking, disturbing and alarming at the same
time
BANDS# GIRLS ARE ASKED IN RETURN
PRESENTER-A very sad set of opinions on the police administration, must
say. Broken, shattered, depressed, dead, lost, these are the very few
among the many adjectives that suits the state of mind of a girl that has
been sexually abused. A child lives within the broader confines of a society
and is sometimes unfortunately the victim of the horrors perpetuated by
that very same society. Cases of incest rape have "increased by 30.7 per
cent from 309 cases in 2008 to 404 cases in 2009", said the 'Crime in
India-2009' report released by the National Crime Records Bureau.
BAND# ABUSED BY HER OWN FATHER
PRESENTER-That was Chhaya Khosla, a legal Aid Counsel from the Delhi
State Legal Service Authority, currently posted at Child Welfare Committee,
Delhi.
While speaking of incest cases, She narrates an atrocious episode from
her book of experiences.

BAND# CHHAYA STORY

Ms. Khosla informs that due to the social stigma the child is so puzzled that
she does not support her own version of story during the trial.
A girl is asked to carry stuff like pepper spray, have launched various
applications and have various helpline centers for women but do they come
into use?
BAND# WOMEN HAVE TO FACE THE BRUNT
That was Ms. Pamela Philipose. Following a girl around is a common thing.
A girl not telling her parents is a common thing. But what a girls best friend
studying in a college in one the universities in Delhi had to face is common
too?
BAND# PULLED HER INSIDE
PETRIFYING IS THE WORD. That was a Young girl disturbed about the
incident with her best friend. In the aftermath of the 16 th December gang
rape case in Delhi, Justice Verma Committee was constituted to ensure
speedy trial and enhanced punishment for the convict. But are the women
are using this as a tool to extort helpless men?
Frivolous rape cases are on the rise in the Capital, if the Rape Crisis Cell of
the Delhi Commission for Women (DCW) is to be believed. According the
data, 1,466 of the 2,753 rape cases registered with the women's panel
between April 2013 and July 2014 were found to be false. So does a love
story which does not culminate into marriage turn out to be a nightmare for
the boys?
BAND# FALSE ALLEGATION LAWYER
That was Advocate Prashant Shukla practicing in the Supreme Court of
India, talking about a case he is dealing with currently. The Supreme Court
on April 2015 refused to entertain a woman's plea to declare marital rape a
criminal offence, saying it wasn't possible to order a change in the law for
one person. Does being married give the man a license to rape? Ms.
Pamela Philipose definitely thinks so.
BAND# MARITAL RAPE SHOULD BE SEEN AS A CRIME

PRESENTER- Pamela Philipose. Think about it, the law says that consensual

sex between two adults is illegal but forced sex between married couples is all
right. The received wisdom is that marital rape bit didnt see the light of the day
because that law wouldve destroyed the institution of marriage (even if it has
been forced upon some) and would end up putting the entire family system under
stress. However, Advocate, Prashant Shukla does not agree with the Supreme
Court.
BAND# Lawyer marital rape should be criminalised

The government needs to act now to prevent sexual assault, aggressively

investigate and prosecute perpetrators, and ensure the dignified treatment
of survivors. A women who has gone through a rape has to go through the
trauma of testifying her rapists, the questions that posed to her are very
thorny. The presumption is that she is the guilty one. So what are the type
of questions asked.
BAND# Sort of questions asked
PRESENTER: That was Advocate Prashant Shula giving us an outer view
of what happens in the court room.
Some colleges and universities have taken additional steps to prevent
sexual violence on campus. These include educational programs designed
to inform students about risk factors and prevention strategies to avoid
victimization, bystander education programs
Director of victim services from the University of Central Florida, Advocate
Christine Mouton who assists victims of sexual assaults discusses
strategies for bystander intervention to prevent sexual violence.
BAND# ADVOCATE CHRISTINE MOUTON

Advocate Christine mouton.

Delhi over the decade has witnessed phenomenal expansion as thousands

of people regularly flock here in search of career, work and livelihood. Yet, it
has often been described as an unsafe city rather termed as the rape
capital. The national Crime records bureau of India claimed that highest
rate of sexual assault happen in Jabalpur city of the country.
BAND# DELHI NOT A RAPE CAPITAL
PRESENTER- Well, that was Chhaya Khosla, a legal aid- counsel at Delhi.
Ms. Pamela Philipose believe that the reason of Delhi being termed as the
rape capital is because it is highly mediatised.
BAND# DELHI MEDIATISED
PRESENTER: PAMELA PHILIPOSE. We know the numbers. We know the
laws. We know the forms. But do we know what the girls feel after the
traumatic incident?
BAND# FEELING RAKHEE
And thats how millions of the girls worldwide feel. We teach girls shame.
Close your legs, cover yourself. We, Make them feel as though by being
born female, they are already guilty of something. As if their right to a life
free of violence is violated deeply. They have turned pretense into an art
form. Stand up for whats right.
CONSENT IS THE WORD.
