The Promulgation of the code of sanitation on December 23, 1975 by the late
President Ferdinand E. Marcos is a significant landmark in the history of our
countrys health and sanitation efforts. This code on Sanitation has for its ultimate
objective the improvement of the way of the Filipinos by directing public health
services towards the protection & promotion of the health of the people.
Public health laws and regulations on sanitation in the Philippines need to be
scattered in numerous volumes of our statute books. Clearly, there was a
compelling need to compile all existing public health laws and to update them truly
responsive to the present day needs of the nation.
The new code on Sanitation ushers in a new era for public health in the
Philippines were problems of confusion and misinformation or worse still, the lack of
it swept away. Modern and updated code covered all present day business
enterprises and establishments. It is hoped the compliance by those concerned and
enforcement by health officers will become so much easier with its publication,

Through Presidential Decree no. 856 code of Sanitation whereas, the health of
the people being of paramount importance, all efforts of the public services should
be directed towards the protection and promotion of health.
Under Chapter II of Code on Sanitation of the Philippines, sec. 9 which
states, that Prescribed standards and procedures-standards for drinking water and
their bacteriological and chemical examinations together with the evaluations of
results, shall conform to the criteria set by the National Drinking Water Standards.
The treatment of water to render it safe for drinking and disinfection of
contaminated water sources together with their distribution system shall be in
accordance with the procedures prescribed by the Department.
