Road Safety The essential role of the infrastructure

Improving road safety, requires acting on the three pillars of the road safety
triangle, i.e. the driver, the vehicle and the infrastructure.
The ERF believes that, in recent years, the efforts in road safety have
increasingly focussed on the vehicle and the driver, often neglecting the role of
the infrastructure.
While acting on the driver and on the vehicle surely has its role to play.
The ERF believes that investing in road infrastructure can offer fast and costeffective solutions, that can reduce fatalities and related health care cost.

In the USA half of highway fatalities are related to deficient roadway conditions a substantially more lethal factor than drunk driving, speeding or non-use of
safety belts.

Road Restraint Systems A cost-effective solution

Road Restraint Systems (RRS) are an essential component of a modern road


infrastructure and constitute one of the most important lifesaving devices
available to public authorities and road operators.
They represent an immediately available solution that can, in addition to
saving lifes, significantly reduce the accident related health care cost.
You get everyday new drivers on the roads.
Fasten seat belt
Dont drink and drive
Stop speeding

You have to teach this and enforce this every day!

How to do it in my area

European Norm 1317


EN1317 is mandatory for all CEN member states.
They have to transfer this EU Norm into a national standard.
EN 1317 is the guideline for all road restraint systems.

EN 1317 - National Requirements


Road Restraint Systems have to fulfil the demands of EN 1317 (part 1 to
5).
They have to prove this by presenting a Test Report (acc. to EN1317 part
The
2). EN 1317 is only checking the efficiency of the RRS.
Design and / or installation guidelines have to be harmonised locally.
The RRS could be made of Wood, Steel, Concrete or other material.
They can be piled in, free standing or anchored to the ground as long
as they can prove that they are successfully tested according to
EN1317.

EN 1317 National Decision


EN 1317 tells you under which conditions a RRS can get on the road in
Europe
The national Road-Authorities decide which containment level will be
installed and where
The minimum legal requirements are fixed on national level.
(which Containment level is used in which specific location on the road)

How to do it
To choose an adequate RRS you can go though the following steps

Identify a hazard, a dangerous section or an issue on your roads

Next

2.

Eliminate or move the danger, hazard, obstical or isse !

3.

If that is not possible choos an adequate RRS.

Outer edge of carriageway

(1)

The hazard potential of danger spots at the outer edge of the carriageway is classified
according to four hazard levels:

Hazard level 1: areas requiring protection with special risks for third parties (e.g. potentially
explosive chemical plants, heavily used stopping areas, adjacent sections of high-speed
railways with permitted speeds > 160 km/h, buildings in danger of collapse),

Hazard level 2: areas requiring protection with risks for third parties (e.g. adjacent, heavily
used footpaths and cycle paths, adjacent rail lines with more than 30 trains/24 h, adjacent roads
with ADT > 500 vehicles/24 h),

Hazard level 3: Obstacles with special risks for vehicle passengers (e.g. non-deformable,
extensive obstacles vertical to the direction of the traffic, non-deformable, isolated individual
obstacles, noise barriers),

Hazard level 4: Obstacles with risks for vehicle passengers (e.g. isolated obstacles which
are deformable but do not buckle or shear off, intersecting ditches, ascending slopes (incline >
1:3), descending slopes (height > 3 m and incline > 1:3), stretch of water with a depth > 1 m,
white water).
