I<M@J<;

This major step in improved bridge design and more accurate analysis is expected to lead to bridges exhibiting superior
serviceability, enhanced long-term maintainability, and more uniform levels of safety. This edition includes newly
updated foundation specifications as well as updates throughout. Based on the load and resistance factor design
philosophy (LRFD), this book is the result of a five-year research effort under AASHTOs National Cooperative Highway
Research Program (NCHRP) Project 12-42, and a continued effort through AASHTO technical committees. Since the 1st
edition was published in 1994, the provisions have continued to be updated and improved based on continuing research
and the experience of the user community. The new specifications have been systematically tested in trial designs and
have now been implemented by all 50 states, with 48 states fully implemented. As of October 2007, the LRFD design code
is mandated by FHWA for all State projects using Federal funding. Supersedes all previous editions and interims. 2008.
Looseleaf with binder. 2,170 pp.
This document is being maintained to keep it current with changes in practice. This set includes the previous 4th

COLLISION DESIGN OF HIGHWAY
BRIDGES, SECOND EDITION
This 2nd Edition of the Guide Specification was developed
to incorporate lessons learned from the use of the original
1991 Vessel Collision Guide Specification; incorporate the
current LRFD Bridge Design methodology; clarify some
of the risk procedure elements; make minor modifications
and corrections; and to discuss, and incorporate where
deemed necessary, results from barge and ship collision
research conducted since the original vessel collision
publication. The use of the Guide Specification procedures
to evaluate existing bridges has been highlighted in this
revised edition, and a new worked example illustrating
the vessel collision risk assessment procedures has been
provided. This edition developed in U.S. Customary Units.

This document contains comprehensive

specifications for the design of bridges vulnerable to
coastal storms. This guideline embodies new concepts
not included in previous design provisions. The methods
for calculating wave forces on superstructures are
based primarily on numerical simulation of the state
of pressure, velocity, and acceleration within the water
as a wave passes under or over bridge cross sections.
Coefficients needed for the numerical simulation
process, known as the Physics Based Method (PBM),
were developed through physical wave tank tests. Bridge
failures due to storm surge and wave loading in Gulf
Coast states during recent years provided limited field
data that was used to further verify these methods. Also
included are current-induced forces guidelines that were
the results of recent research conducted at the TurnerFairbank Highway Research Center.

GUIDELINES FOR GEOMETRIC

DESIGN OF VERY LOW-VOLUME LOCAL
ROADS (ADT400)
Guidelines for Geometric Design of Very Low-Volume
Local Roads (ADT400) addresses the unique design
issues highway designers and engineers face when
determining appropriate cost-effective geometric design
policies for very low-volume local roads. This approach
covers both new and existing construction projects.
Because geometric design guidance for very low-volume
local roads differs from the policies applied to high-volume
roads, these guidelines may be used in lieu of A Policy on
Geometric Design of Highways and Streets, also known
as The Green Book. Design values are presented in both

The use of engineering consultants by state transportation

agencies continues to be important in providing
the appropriate solutions to transportation needs.
This publication replaces the Guide for Contracting,
Selecting, and Managing Consultants in Preconstruction
Engineering, published by AASHTO in 1996.
In order to assess current practices, questionnaires were
developed for both state and consultant practitioners.
The responses showed significant growth in the volume
of work done by consultants and in the range of services
provided by consultants. The results of these surveys,
along with the collective experience and expertise of
the technical committee membership, were used to
restructure much of the guide and to update and expand
the discussion of current practices for the effective use of
consultants. 2008. Paperback. 128 pp.

AASHTO GUIDE FOR

DESIGN-BUILD PROCUREMENT
This Guide for Design-Build Procurement is intended to
assist state highway agencies in procuring design-build
projects, including preparing requests for qualifications
(RFQ) and requests for proposals (RFP) and selecting
the successful proposer. This Guide is based on best
practices from experienced state highway agencies and
other public sector agencies. This Guide is intended to be
flexible for varying project types, sizes, and procurement
requirements. Finally, this Guide promotes a common
design-build vocabulary for better dissemination
of lessons learned and incorporation of continuous
improvement. It is important to note that this Guide is
not intended to be a procedures manual. It supplies an
overarching description of the strategies for successful
design-build implementation. Each state has its own laws
and regulations so this Guide is generically written for
broad application, but it also offers specific examples of
agency practices to assist with process implementation.

GUIDE TO PARK-AND-RIDE FACILITIES

A GUIDE FOR ACHIEVING

FLEXIBILITY IN HIGHWAY DESIGN
Context-sensitive solutions (CSS) reflect the need to
consider highway projects as more than just transportation
facilities. Depending on how highway projects are
integrated into the community, they can have far-reaching
impacts beyond their traffic or transportation function.
CSS is a comprehensive process that brings stakeholders
together in a positive, proactive environment to develop
projects that not only meet transportation needs, but also
improve or enhance the community. Achieving a flexible,
context-sensitive design solution requires designers to fully
understand the reasons behind the processes, design values,
and design procedures that are used. This AASHTO Guide
shows highway designers how to think flexibly, how to
recognize the many choices and options they have, and how
to arrive at the best solution for the particular situation or
context. It also strives to emphasize that flexible design does
not necessarily entail a fundamentally new design process,
but that it can be integrated into the existing transportation
culture. This publication represents a major step toward
institutionalizing CSS into state transportation departments
and other agencies charged with transportation project
development. 2004. Paperback. 138 pp.

Information presented in this guide is intended to provide a

general knowledge of the park-and-ride planning and design
process. Applicable local ordinances, design requirements,
and building codes must be consulted for their affect on
the planning and design process. Local data resources,
development patterns, and transit networks may present
unique opportunities for park-and-ride implementation,
and should be explored. Chapter content includes: Defining
the Park-and-Ride System; Park-and-Ride Planning Process;
Operations and Maintenance of Park-and-Ride Facilities;
Design Considerations for Park-and-Ride Facilities; and

GUIDE FOR DESIGN OF PAVEMENT

STRUCTURES AND SUPPLEMENT

AASHTO GUIDE FOR THE PLANNING, DESIGN,

AND OPERATION OF PEDESTRIAN FACILITIES
The purpose of this guide is to provide guidance on
the planning, design, and operation of pedestrian facilities
along streets and highways. Specifically, the guide focuses
on identifying effective measures for accommodating
pedestrians on public rights-of-way. Appropriate methods
for accommodating pedestrians, which vary among roadway
and facility types, are described in this guide. The primary
audiences for this manual are planners, roadway designers,
and transportation engineers, whether at the state or local
level, the majority of whom make decisions on a daily
basis that affect pedestrians. This guide also recognizes the
profound effect that land use planning and site design have
on pedestrian mobility and addresses these topics as well.

SEGREGATIONCAUSES AND CURES FOR

HOT-MIX ASPHALT
Historically, segregation has been measured on a
subjective basis with state inspectors determination
based on visual information only. This is difficult because,
particularly on surface mix, problems due to segregation
may not appear for several months. Visual observation
can identify only surface segregation, leaving that below
the surface undetected. This report, jointly published
by AASHTO and the National Asphalt Pavement
Association, addresses segregation and how it can be
eliminated to ensure the production of high-quality
paving mixtures. 1997. Paperback. 32 pp.

AASHTO REPORTS

BRIDGING THE GAP

=I<<

As the nation approaches the August

1 anniversary of the Minneapolis
I-35 W Bridge tragedy, the AASHTO
released Bridging the Gap: Restoring and Rebuilding the
Nations Bridges, a new report that outlines the critical
challenges ahead. The report discusses the aging of
our nations bridges, the increasing costs to repair or
modernize the bridges, the growing traffic congestion
cause by bottlenecks on our interstates, and the epidemic
of rising construction costs. Bridging the Gap points out
several solutions to these growing problems, including:
Increased investment in transportation at all levels of
government; support for a wide range of revenue options
such as tolls, tax increases, annual road user fees, bonds
or private investment; commitment to research and
innovation; systematic maintenance to extend the life of
bridges; and increased public awareness that bridges are
vital links to business and communities. 2008. Paperback.

Smooth pavement can reduce vehicle operating costs and

is valued highly by both travelers and shippers. Because
all states must report International Roughness Index
data for their National Highway System roads, pavement
smoothness is also an important performance measure
for the State DOTs. This report identifies states that have
achieved exemplary performance in achieving smooth
pavements and documents their best practices.
The second in a series of reports for the Subcommittee
on Performance Measurement and Benchmarking of
the Standing Committee on Quality, this report on

2009 will be a pivotal year for the future of America.

The 111th Congress and the new Administration will be
called upon to craft legislation that will put in place the
surface transportation programs essential to the nations
economic recovery and quality of life. This will take place
against a backdrop in which the American public is rightly
demanding new accountability and reform in the use of
their transportation dollars.
This comprehensive assessment of the nations surface
transportation needs provides a definitive base of
information to assist in making critical decisions.
It is based upon the forecasting models used by the
Federal Highway Administration, and supplemented
with additional research to incorporate areas not fully
addressed by those models. The result is the most
comprehensive analysis of the nations transportation
investment needs now possible.

AASHTO STRATEGIC PLAN 20052010

=I<<

This plans builds on the success of AASHTOs

last strategic plan, which was adopted by the
AASHTO Board of Directors in 2000 and has largely been
accomplished. The new plan was developed by the Strategic
Planning Task Force, which represented all regions and

the planning process included: the FHWA Partnership
Survey, The Hudson Institutes Vision 2010 and Beyond, the
2003 CEO Leadership Forum, A 2004 white paper entitled
The 21st Century DOT, interviews with State DOT CEOs
and executives from other associations, and results from
an e-survey of all AASHTO committee members. The new
plan was adopted by the AASHTO Board of Directors in
September 2004 and represents AASHTOs priorities from

NATIONAL TRANSPORTATION COMMUNICATIONS FOR ITS PROTOCOL (NTCIP)

NOTE: The NTCIP Standards are available to download to AASHTO members and affiliates at no cost
from the NTCIP Web site at http://www.ntcip.org/order/specialoffer.asp.
AASHTO, in partnership with the Institute of Transportation Engineers (ITE) and the National Electrical
Manufacturers Association (NEMA), with financial support from RITA ITS-JPO, is leading a national
effort to develop and adopt the National Transportation Communications for Intelligent Transportation
Systems Protocol (NTCIP). NTCIP is a family of standards that provides rules for communicating
(protocols) and vocabulary (objects) necessary for electronic traffic control equipment from different
manufacturers to operate within a system. The NTCIP is the first set of standards for the transportation
industry that allows traffic control systems using mix-and-match equipment, reducing reliance on specific
vendors and customized software. Traffic control equipment includes signal controls at intersections,
variable message freeway signs, environmental monitoring stations near bridges, cameras along streets and
freeways, and other types of devices. For a description of each standard, regular availability updates, and a
link to www.global.ihs.com for purchasing, go to www.transportation.org. Detailed information and status
of standards under development can be found at the NTCIP web site www.NTCIP.org.
In addition to standards, AASHTO and its partners have also developed a guide on how to apply NTCIP
standards and have conducted a number of case studies on the application of the standards. The case
studies include the application of dynamic message signs in the states of Virginia and Washington; traffic
signal systems in Phoenix, Arizona; Mesa, Arizona; and Lakewood, Colorado; and two environmental
sensor systems (road weather information systems) in Minnesota and Washington. The guide and case
studies may be downloaded free at www.ntcip.org/library/documents. In addition, the latest issue of the
NTCIPnews newsletter is available at www.ntcip.org/library/newsletter/ntcipnews.pdf.

NATIONAL TRANSPORTATION PRODUCT EVALUATION PROGRAM (NTPEP)

NTPEP is an AASHTO technical service program which coordinates large-scale evaluations on
proprietary engineered products. NTPEP conducts both field and laboratory evaluations on a wide array of
highway safety products and maintenance/construction materials.
All testing is performed by AASHTO member departments, or private testing labs, under contract to
NTPEP. Manufacturers voluntarily submit products for NTPEP-coordinated evaluation. Test results are
widely used by state DOTs for purposes of product prequalification (QPL).
Founded in 1994, NTPEP typically produces 15 evaluation reports per year on hundreds of product
brands. In mid-2003, NTPEP launched its NTPEP DataMine, offering online access to certain reports with
analytical capability and graphical presentation of results. Visit www.ntpep.org for more information.

AASHTO Archives
AASHTO has made available a category of publications called AASHTO Archive Editions, which
include previously stocked books and facsimiles produced as historical documents for those
interested in the evolution of highway standards and specications. The technical information of
each has been superseded by other AASHTO publications. The costs for archive publications is 50%
the original list price on digital publications or $0.50 per page for photocopying non-digital archives.
Please call Bob Cullen at 202-624-8918 or e-mail a request to bobc@aashto.org

NEW BRIDGE TITLES FROM AASHTO

MANUAL ON BRIDGE EVALUATION

A new, all inclusive manual that
incorporates Allowable Stress, Load
Factor, and Load and Resistance
Factor Rating methods into one publication. This manual
provides guidelines for the procedures and policies for
determining the physical condition, maintenance needs,
and load capacity of highway bridges. Rating examples
are also included. It has been developed to assist bridge
owners in establishing inspection procedures and
evaluation practices that meet the National Bridge
Inspection Standards (NBIS). Supersedes both the
Guide Manual for Condition Evaluation and Load and
Resistance Factor Rating (LRFR) of Highway Bridges, 1st
Edition and 2005 Interim, and the Manual for Condition
Evaluation of Bridges, 2nd Edition with 2001 and 2003
Interim Revisions. 2008. Looseleaf with binder and

GUIDE SPECIFICATIONS FOR

BRIDGES VULNERABLE TO COAST
STORMS

GUIDE SPECIFICATIONS FOR

LRFD SEISMIC BRIDGE DESIGN

This document contains comprehensive specifications

for the design of bridges vulnerable to coastal storms.
This guideline embodies new concepts not included in
previous design provisions. The methods for calculating
wave forces on superstructures are based primarily on
numerical simulation of the state of pressure, velocity,
and acceleration within the water as a wave passes under
or over bridge cross sections. Coefficients needed for
the numerical simulation process, known as the Physics
Based Method (PBM), were developed through physical
wave tank tests. Bridge failures due to storm surge and
wave loading in Gulf Coast states during recent years
provided limited field data that was used to further
verify these methods. Also included are current-induced
forces guidelines that were the results of recent research
conducted at the Turner-Fairbank Highway Research
Center.

Covers seismic design for typical bridge

types and applies to non-critical and non-essential bridges.
Approved as an alternate to the seismic provisions in the
AASHTO LRFD Bridge Design Specifications. Differs
from the current procedures in the LRFD Specifications in
the use of displacement-based design procedures, instead
of the traditional force-based R-Factor method. Includes
detailed guidance and commentary on earthquake
resisting elements and systems, global design strategies,
demand modeling, capacity calculation, and liquefaction
effects. Capacity design procedures underpin the Guide
Specifications methodology; includes prescriptive
detailing for plastic hinging regions and design
requirements for capacity protection of those elements
that should not experience damage. 2009. Looseleaf with
binder and CD-ROM. 248 pp.
