BUSINESS NEED
In view to fostering the realization of the Second Millennium Development Goal
Achieving Universal Primary Education, amidst the Eight Millennium Development
Goals (MDGs) established by the United Nations Millennium Convention and with
target(s) set for 2015 in Ifewara Community, Atakunmosa West Local Government
Area (LGA) in the State of Osun, Nigeria, accessibility to Computer-Aided Learning
in contemporary times remains germane.
Thus, this beckons the utmost importance for computer literacy to be part of every
childs educational development in order to meet the intellectual requirements and
societal demands of this time and age.
As a worthy feat, engaging in this Community Development Service (CDS) would be
synonymous to the Companys Corporate Social Responsibility (CSR) and so notable
to boost the companys corporate image.

PROPOSAL
A community Development Service (CDS) such as this, to establish a community
library and information and communication Technology (ICT) centre - a two-in-one
project in Ifewara community Atakumosa West local Government Area (LGA), in
State of Osun, Nigeria in order to facilitate its accessibility and use by the young
populace especially the school age category is focused at promoting reading culture
and studying/learning habits as well as complementing the learning infrastructure in
the neighbourhood schools with the view to fostering the realisation of the Second
Millennium Development Goal-Achieving Universal Primary Education amidst the
Eight Millennium Development Goals (MDGs) established by the United Nations
(UN) Millennium Convention and with targets set for 2015, which include:

The project site would be provided by the Local Authority (i.e the King-Adimula
Ifewara) as a stakeholder while its development as well as onward completion (costing
N3,538,800) would be sponsored by Zenith Bank Plc.
Thus, been an effort to establish a 60m by 40m landed property bungalow building
accommodating a Mini Bank of 20m by 40m landed property size of a reputable
company as Zenith Bank Plc in partnership accounts greatly for a worthy response to
Corporate Social Responsibility (CSR) and Community Development (CD) and of
which thereof benefits accruing for been project sponsor include:

This feat is recognised as one of the milestones necessary to further promote the
quality of the Nigerian Educational Sector at the grassroot, which ultimately would
contribute to national development. There is a saying: learning is the door to
opportunities; and to young people, the future is in their hands. We therefore cannot
afford to keep our children, even of this community waiting much longer.

In understanding on this day, 11th December, 2013, a contract is signed between Scoarf
Capital Investment Nigeria, Limited, Ile-Ife State of Osun and Onyiben Nigeria
limited, Ikoyi Lagos to procure computer hardware devices manufactured by Zinox
computers for Ifewara community library and ICT centre costing N400, 500 for a 2weeks duration after which warranty would be for a period of one year.

Capital Investment Nigeria, Limited, Ile-Ife State of Osun and Cham Plc, lagos to
install computer software (and ensure ISP protocol to facilitate online access) costing

Ifewara community library and ICT centre for a 10-days duration after which a
consultancy service warranty would be for a period of one year.

SCOPE STATEMENT
Been a project to meet their lingering demand for computer literacy through computer
aided learning to be an essential constituent every childs education, the establishment
of Ifewara community library and ICT centre to be of standard with the ISLC and
which will entail the development of a 60m by 40m (though 20m by 40m would
accommodate a mini bank) bungalow building, the provision of computer hardware
devices with installed system and application software as well as include the
accessibility of stationeries as learning guide at a cost of N3,538,800 for a period of
about 5 months beginning from January, 2014 is to provide an avenue where computer
literacy education could be facilitated in addition to the conventional schools
curriculum.
Upon approval and allocation of project site, the project execution phase commences
with building construction which would include foundation works, sewage system
construction, block works, plastering, installation of restroom products, conduit
wiring, flooring, roofing and painting while inherently installation of structural
furniture.
Following, second phases of electrical wiring and furniture works would be done.
Thereafter, the final phases of furniture deployment and electrical fittings would be
done and subsequently would be the delivery of stationeries, the deployment/ setting
of computer hardware devices and installation of computer system and application
software.
In the sequencing estimation process, the dependences among the project activities (or
work packages) follow the finish to start (FS) logical relationship with no form of
duration compression, but only with slight admittance to finish to finish (FF) logical
relationship.
The bottom-up estimating technique as applicable to establishing both time estimates
(or activity duration estimates) and cost estimates is used for estimating activity
durations and putting forth cost estimates.
Risk is planned for in terms of providing for reserve (twenty percent of total project
estimated cost) in cost estimates, upholding guarantee for a period of one year in
every procurement arrangement and mitigated in terms of rest in project schedule.
Conclusively then, project closure follows in may, 2014.

STATEMENT OF WORK
With the main objective of the project been to develop 60m by 40m bungalow
building providing computer hardware devices with installed system application
software as well as stationeries for the establishment of Ifewara community library an
ICT centre, the building construction would commence the execution phase and this
would be delivered by Cartil Construction Ltd (all within the duration of nine weeks)
with foundation works which is to be of German floor type for a duration of three
weeks (7th January to 27th January, 2014) and completed also along side with drainage
and (underground) plumbing works to be delivered by Salva Yeditepe Projects Ltd.
Thus, for duration of two weeks foundation casting and sewage system the first set
of sub deliverables/milestone are to be completed by 27th January, 2014.
In continuity, block works still part of the building construction and handled by Cartil
Construction Ltd follows for a duration of two weeks with structural furniture to be
delivered by Prindus Furniture for a duration of six days, then floor conduit wiring
works will be delivered by Qlink Plc for a duration of six days aligned still with
plumbing works (phase two) by Salva Yeditepe Projects Ltd for a duration of six days.
Hence, the second sub deliverables/milestone which is the plumbing works (phase
two) would be completed by 16th February, 2014.
Finishing works to building construction commences with plastering of block works
by Cartil Construction Ltd for a duration of one week, flooring which is to be of
cream coloured square tiles for 60m by 40m floor space by Salva Yeditepe Project Ltd
for a duration of two weeks and three days, roofing with ceiling and roof pans of
60m by 40m building size by Nigerite Plc for a duration of 13 days, installation of
windows and doors furniture made of aluminium frames and fitted glasses (furniture
works phase two) by Prindus Furniture for a duration of one week, electrical wiring
providing fuse, sockets, electrical connections (electrical works phase two) by Qlink
Plc for a duration of one week and lastly with painting by Megasea Paints Limited for
a duration of eight days. The third sub deliverable/milestone which is the plastering of
block works (walls) would be finished by 23 rd February, 2014. Following, the major
deliverable/key milestones which are the completion of building construction would
be by 31th march, 2014. The second major deliverables/key milestones which is the
provision of furniture will be completed by 6th April, 2014.The third major
deliverables/key milestone which is the delivery/setting of stationeries would be
completed by 20th April, 2014.The fourth major deliverables/key milestone which is
the deployment/settings of computer hardware devices would be completed also by
20th April, 2014.The fifth and last major deliverables/key milestone which is the
installation of computer (system and application) software would be done by 30 th
April, 2014.
The next phase of activities which would be the building accessories works/
installation would follow its furniture deployment chairs, tables, and shelves etc.

fans etc. (electrical works phase three) by Qlink Plc for a duration of six days,
delivery/setting of stationeries wall aids or charts, hard copy books, E-books, etc by
