EDUCATION
To provide immediate educational responses to the affected children and adolescents
through the establishment of Temporary Learning Centres and the implementation of
all necessary possible arrangements for resuming education and learning needs in
Kathmandu, Kavre, Sindhupalchok and Rasuwa Districts.

The 25th of April Earthquake has had a devastating impact that caused a lot of damages and destruction in many
districts of Nepal with 14 districts identified as most affected by the Ministry of Education. The intervention is targeting
18 VDCs and Municipalities of 4 of the most affected districts:
Kathmandu - Lapsephedi, Nanglebhare, Sankhu and Kathmandu Municipality
Kavre - Baluwa; Panchkhal; Dhulikhel; Sarasyunkhark
Rasuwa - Dhaibung; Laharepouwa; Bhorle; Ramche; Dandagoun; Thulogoun
Sindhupalchok - Melanchi; Talamarang; Mahankal; Ichok; Kiwool
In these areas a high percentage of schools have been reported partially damaged and a relevant percentage fully
damaged with a consequent impossibility of the children to resume classes in the short term. The children are in great
need of extra support at home as well as in Temporary Learning Spaces to help them recover from the disaster. They
need a space where they can feel a sense of safety, structure and predictability, where they can play and spend time
with their friends and a place where caring facilitators can help them releasing any stored distress they are feeling.
The reopening of schools whenever possible, the creation of Temporary Learning Space and the orientation of facilitators
is therefore fundamental to guarantee a proper care of the children in this emergency situation.
Particular attention and care has to be given to girls that have higher risk of being sexually abused, trafficked or hurt
through the creation of a gender sensitive child friendly environment and the use of caring people trained on supporting
them.

Good health and hygiene practices are essentials at home as well as in the centres and schools to avoid the spreading
of illnesses. Use of latrines and basic hygiene principles has to be spread with children and parents.
The involvement of parents and their sensitization for the proper care of children with a particular focus on gender and
GBV shall be the basis for the success of any intervention in this emergency situation and can guarantee the full
recovery of children.
Activities or outputs

The action is focusing on emergency response for education, in order to assure the access to education to 9,806
children enrolled in 70 schools in 18 VDC/Municipalities of 4 districts. The intervention will foresee a double approach
based mainly on the physical/structural situation of target schools. In all the schools where the structure is no affected
by the earthquake a Temporary Learning Space will be provided, otherwise the project will support the restarting of the
formal education system through the involvement of the community.
Activity 1) Provision of 41 Temporary Learning Spaces (TLS) for 4100 children in 4 districts (10 in Kathmandu; 8 in
Sindhupalchok; 13 in Kavre; 10 in Rasuwa). Each TLS will provide a safe and dry environment for a total of 100 children,
50 children per shift, with 2 shifts every day. The shift group will be age-based, in order to address the specific
recreational and educational needs of each age group. The didactical materials will be provided by UNICEF. 4 facilitators
will be required for each TLS. The activities of TLS will aim to give a sense of safety, structure and predictability to the
children. The activities will be initially focused on art and games, to help children release of any stored distress they are
feeling, and on a second stage the facilitators will introduce educational activities and lifesaving messages. The TLS will
be equipped with WASH facilities, with the construction of pit latrines with 3 seats each in order to secure privacy. The
designation for male/female will be done based on numbers, giving priority to the girls. Urinals will be separated to
decrease pressure on latrines. For each TLS, water will be stored in a 1,000 lit HDPE tank, tap provided and positioned
on an elevated stand either built in local materials or existing structures will be found. The TLS will be provided with soap
and chlorine tabs (NaDCC) necessary to fulfil the needs for three months, 314 litres plastic bucket with lid and an
additional 10 litres covered bucket equipped with a tap and positioned on a stand as hand washing facility.
Activity 2) Teachers and facilitators orientation will be addressed to the 164 facilitators of the 41 TLS and to the 497
teachers. It'll focus on: (1) Standardized psychosocial messages, (2) Life-saving messages. The orientation will be
organized in two steps: 1) ToT: one 4-day session in each district. The ToT will be addressed to the district project
coordinators and to 2 selected facilitators per TLS, for a total of 20-30 people per session. The ToT will be completed
within the first week of the project. 2) Teachers/facilitators training: 41 one-day sessions of training for the 497 Teachers
and 82 facilitators will be held in the TLS by the district project coordinators and facilitators trained in step 1. The 41
sessions will be completed within the first month. Since girls and boys are differently affected by the earthquake, the
training will stress the different ways of coping with emergency, and how to support the active participation of girls in the
TLS, ensuring their safety.
Activity 3) Community mobilization to restart Schooling: the active participation of community people /parents of affected
areas is essential to guarantee the continuation of the education servicers in emergency. To reach the same objective
one initial community meeting will be organized in each target area where the parents will be sensitized on the
importance of education in emergency and they will be mobilized in order to put pressure and to support the local
education entities (VEC, SMC, etc.) to restart the educational services as soon as possible. A particular focus on
vulnerability, gender and SZOP will be stressed during the meetings in order to assure the inclusiveness of access and
to avoid political interference in school. The facilitators of the TLS under the supervision and with the support of the
implementing partners staff will play the role of community mobilizers.
Indicators and targets

9806 children (5330 Girls and 4476 Boys) continue education services thanks to the establishment of 41 TLS and the
resume of classes in not affected schools;
41 TLS established with WASH facilities in line with WASH Cluster Specification
41 TLS supplied with agreed cluster package of teaching and learning materials
164 facilitators and 497 teachers trained on agreed cluster package of psychosocial support and lifesaving messages
70 community sensitisation meetings organized in the target areas
