Am convinced that the reflections and discussions held during
this meeting will make a major contribution towards the
delivery of humanitarian assistance as the core part of our
stabilization, reconstruction and long term development in
Somalia. I expect that this event will create the conditions
necessary to discuss and review AMISOM CIMIC structure.
CIMIC has a vital role to play in the day to day delivery and
condition of humanitarian assistance to the people of Somalia.
I hope this meeting will help the mission to have an
appropriate number of selected, trained operators to carry out
this important work.

Wanyoto:
The review we are undertaking for the CIMIC organogram or
structure will help us deploy enough CIMIC operatives to
AMISOM to facilitate dialogue and interaction between
humanitarian and military actors. This interaction is essential
in the protection and promotion of humanitarian principles
and avoidance of competition and to minimize inconsistency.

Jonathan Kipkemoi Rono:
Now we are in the stage of stabilization and therefore CIMIC
will play a very key role or plays the key role it's already
playing in this area of stabilization. So this coming together is
only to cement our work that has already been going on, to
put it to an even higher level so that we are able to work
together; the military and every other actors and take the
stabilization phase to the next level before we see a situation
where Somalia will be able to go for their elections in
preparation to govern themselves as a state. We are the
people to enable them in that area.

Pillay:
The new regions are being established and it's become
known now that the Interim regions need there own police
structures so we are currently establishing or assisting in
establishing policing in the regions, and with this, our police
operations have moved into the outlying areas, the regions
and we see the need for CIMIC activities, cooperation and
coordinations in those areas. From our side, we intend to
establish coordinators in those areas to ensure that we are
able to strengthen this and am here together with my police
officers to ensure that we are able to bring about the
modalities in which we can strengthen and ensure CIMIC
operations and humanitarian aid and humanitarian agencies
can coordinate with us and cooperate with us.

A meeting to discuss ways of strengthening Civil- Military


Cooperation (CIMIC) in Somalia between the African Union Mission in
Somalia (AMISOM) and its partners has opened in Nairobi, Kenya.
The three day meeting follows the adoption of the Somalia Country
Specific Humanitarian Guidelines by AMISOM and the United Nations
Office for the Coordination of Humanitarian Affairs (OCHA) in
November last year. The guidelines stipulate principles and
practices for AMISOM and humanitarian actors operating in the
same environment.
Speaking at the opening ceremony, the Deputy Special
Representative of the African Union Commission Chairperson
(DSRCC) in Somalia Hon. Lydia Wanyoto expressed optimism that
the meeting will come up with measures to enhance civil-military
relations and activities.
I am convinced that the reflections and discussions held during this
meeting will make a major contribution towards the delivery of
humanitarian assistance as the core part of our stabilization,
reconstruction and long term development in Somalia. I expect that
this event will create the conditions necessary to discuss and review
AMISOM CIMIC structure. CIMIC has a vital role to play in the day to

of Somalia. I hope this meeting will help the mission to have an

She emphasized the importance of CIMIC in providing opportunities
for essential dialogue and interaction between civilian and military
actors, as they seek to protect and promote humanitarian principles
and minimize conflict.
Participants at the meeting concurred that CIMIC is an important
tool that the military can use to cooperate with civilians and other
stakeholders.
AMISOM Force Commander Lt. Gen. Jonathan Rono noted that CIMIC
is particularly relevant to areas newly recovered from Al Shabaab.
He said, Now we are in the stage of stabilization and therefore

The AMISOM Police Commissioner Anand Pillay also added his voice
to discussions on the civilian-military relations. He told the meeting
that the Police component was expanding into more areas, noting
such coordination is key for effective service delivery.

The three-day meeting brings together key stakeholders consisting
of representatives from AMISOM and the Federal Government of
Somalia. The meeting will provide a clear road map for devising
mechanisms to effectively meet humanitarian needs in Somalia.
