Purpose of loto
1. To prevent unexpected energizing or start-up of
machines/equipment.
2. To prevent hazardous releases of stored and reaccumulating energy.

Specifically outline scope, purpose, authorization,
standards and techniques for energy control
1. A specific statement of the intended use of your
procedures
2. Specific procedures to shutdown, isolate, block
and secure machines or equipment
3. Specific procedures to place, remove and transfer
lockout/tagout devices
4. Assigning responsibility for lockout/tagout devices
5. Requirements and procedures to test machines to
determine and verify effective lockout/tagout
devices, and other energy control measures

Individual responsibilities
Authorized employees who are charged with
the responsibility for implementing the
energy control procedures and who will be
performing the service or maintenance must
know:
Hazardous energy sources
Types and magnitudes of energy in the workplace
Methods and means necessary to isolate and
control the energy

Affected employees must know:


Purpose and use of energy control procedures

Other employees must:


Know energy control procedure in general
Understand the purpose of the procedure and the
importance of not attempting to start up or use the
affected equipment

Must be conducted annually to assure procedures

audits or planned visual inspections
Employer must certify in writing that the periodic
inspections have been performed
Must be performed by an authorized employee other
than the one using the energy control procedure

Correct deviations relating to procedures
Assess person performing LOTO
procedures is following/understanding
program requirements

Certification must identify:

The equipment or machine being serviced


The dates of inspection
The employees included in the inspection
