1. Title: Out of Order

Authors: Moten, Matthew
Abstract: In this article the author comments on the dismissal of general Stanley
McChrystal by U.S. president Barack Obama, who removed him from his post of
commander of the armed forces fighting in Afghanistan. McChrystal was dismissed for
making disparaging comments about civilian leadership. The author asserts that Obama
was adhering to the constitutional principle of control of the military by civilians. He
suggest that the incident does not indicate a crisis in relations between political forces
and the U.S. armed forces, but it does remind military leaders of the need for appropriate
professional behavior.
2. Title: Smaller and Safer

Pavel.
Abstract: The authors discuss the New Strategic Arms Reduction Treaty (New START)
between the U.S. and Russia and the U.S. nuclear strategy. The authors contend that the
treaty neither reduces the amount of overkill in either country's arsenal, nor changes their
launch-ready alert postures. U.S. nuclear missiles are still poised to fire rapidly in
response to enemy attacks, which carries the risk of false alarms. They say that in further
negotiations, the U.S. and Russia need to reduce their nuclear stockpiles beyond the
agreed limit in New START, and that this will still ensure a stable nuclear deterrent.
3. Title: Beyond Moderates and Militants
Authors: Malley, Robert; Harling, Peter
Abstract: In this essay the authors discuss American foreign policy initiatives with regard
to the Middle East during the administration of U.S. president Barack Obama. They fault
U.S. policy makers for applying antiquated solutions to contemporary difficulties and
tensions, because in doing so they fail to take advantage of opportunities that would
result in real change in the region. The authors advise the Obama administration not to
see a clean split between pro- and anti-American elements functioning the area. In
addition they comment on the actions of Iran, Syria and Turkey.
4. Title: Bringing Israel's Bomb Out of the Basement
Authors: Cohen, Avner; Miller, Marvin
Abstract: In this article the authors discuss Israel and its possession of nuclear
weapons. They note that Israel has neither confirmed nor denied that it has a nuclear
arsenal. As tensions with Iran increase and as Israel is put under pressure to be a
signatory to the Nuclear Nonproliferation Treaty, the authors suggest that it is time for a
new Israeli policy on nuclear weapons. The authors assert that Israel can change its

policy on nuclear weapons without putting its security in jeopardy and prove that it is a
responsible nuclear power.
5. Title: How to Handle Hamas.
Authors: Byman, Daniel.
Abstract: In this article the author considers Hamas, the Palestinian Islamist
organization, noting that it is an important factor in Israel's security and in Palestinian
politics. Despite these factors Hamas is shunned by the international community. The
author suggests that Israel ease its siege of the Gaza Strip in an effort to win
concessions from Hamas. According to the article Israel and the international community
could exploit weaknesses within Hamas to prevent the organization from undermining
peace negotiations in the region.
6. Title: Staying Power
Authors: O'Hanlon, Michael
Abstract: In this article the author considers aspects of the U.S. policy on Afghanistan
and the conduct of the Afghan War. He notes that the U.S. population and U.S. president
Barack Obama have doubts about the efficacy of the policy with regard to Afghanistan.
The author states that realistic forecasts and projections suggest that the U.S. will remain
a presence in Afghanistan for a significant period of time. A number of issues are
addressed including U.S. goals in Afghanistan, the training of Afghan security forces, and
a resurgence of Taliban guerrilla fighters.
7. Title: Russia's New Nobility
Authors: Soldatov, Andrei; Borogan, Irina.
Abstract: In this essay the author discusses the state of the Russian security apparatus.
The resurgence of Russian security agencies under the administration of president and
prime minister Vladimir Putin is noted. The author states that officers in the upper
reaches of the security services, particularly the Federal Security Service (FSB), exercise
a significant amount of influence over Russia's internal politics, international relations and
economic policy. The author asserts that modernization of the country under president
Dmitry Medvedev must include a curb on the power of the security services.
8. Title: Defending a New Domain
Authors: Lynn III, William J.
Abstract: In this essay the author examines aspects of the cyber warfare mounted
against the United States and measures taken by the U.S. Department of Defense to
counter it. It is noted that more than 100 foreign intelligence agencies are engaged in
trying to pierce the digital computer networks of the U.S. military. In order to combat
these attacks the U.S. has engaged in a number of measures including making
partnerships with allied governments and private companies, creating sophisticated cyber
defenses, and has established Cyber Command, a branch of the U.S. armed forces.
9. Title: Not Ready for Prime Time

Abstract: In this essay the author examines aspects of global governance and the role
and make-up of leading international institutions. It is noted that these entities need to be
re-worked to reflect the changes in the distribution of global power. The author asserts
that global government and institutions would suffer if developing nations, specifically
Brazil, China, India, and South Africa, were included with established nations in
controlling these institutions. He states that these countries have an uncertain grasp of
democracy, human rights, nuclear nonproliferation and environmental protection.
10. Title: Decoding Double Talk.
Authors: Berman, Paul.
Abstract: In this article the author responds to "Veiled Truths," an article by Marc Lynch
that appeared in the July/August 2010 issue of "Foreign Affairs." While he finds merit in
Lynch's suggestion that U.S. diplomats should play Islamist movements against one
another, he has a number of doubts about other arguments made in the piece. The
author takes issue with Lynch's characterization of Hamas, an Islamist organization, as
"moderate."The central focus of the article is on the author's refutation of Lynch's critique
of the author's book "The Flight of the Intellectuals."
11. Title: The Nazis' Arabian Nights.

Abstract: In this article the author offers a critique of "Veiled Truths," an article by Marc
Lynch that appeared in the July/August 2010 issue of "Foreign Affairs." "Veiled Truths" is
an examination of "The Flight of the Intellectuals," a book by Paul Berman, in which
Lynch found Berman's references to Islam and Nazism to be a distraction. The author of
this article defends Berman and cites a number of issues linking Islam and Islamic
fundamentalists to Nazi Germany before and during the Second World War.

article "Veiled Truths," that appeared in the July/August 2010 issue of "Foreign Affairs." In
that article he took to task Paul Berman who, in his book "The Flight of the Intellectuals,"
linked Islam and Nazism. In his reply, the author addresses a number of issues including
his contention that Islam in Europe provides an opportunity for Muslims to live as citizens
and believers in Islam, the opinions of Yusuf al-Qaradawi, an Islamist scholar, and errors
in the book "Nazi Propaganda for the Arab World."
