Armaments Mission:
 Stimulating collaboration in EU Defence equipment development and procurement
 Increasing both the volume and quality by joint actions to improve EU Defence capabilities
 Staying actively in touch with pMS and other stakeholders

 ESSOR (European Secure Software radio), a demonstrator on SDR
 MIDCAS (Mid-air Collision Avoidance System); paving the way to enable
insertion of Unmanned Air Systems into non segregated airspace by
demonstrating sense & avoid capabilities
 MAWA - Harmonisation of European Military Airworthiness activities
 APSS (Active protection system) for armoured vehicles against incoming
projectiles
 MUSIS (Multinational Space based Imagery System); next generation of satellite
system
 FTH (Future Transport Helicopter)
 Maritime Mine Counter Measure to replace current mine hunting capabilities
 Defence Test & Evaluation Base setting up a network of capabilities

Expected deliverables and added value of the work on airworthiness

 No duplication with good value for money comparison with the civilian side

Future Transport Helicopter (FTH)
 Initiated by FR and DE (preliminary CSR)
• 30+ ton helicopter
 To deliver CSR and business case for pMS buy-in
 FTH is flagship to EDA (improves Helicopter availability)
• Preparation phase and potential transition to OCCAr
• Transatlantic cooperation
• Strengthening EDTIB through R&T
• Synergy with European Commission
• Pooling offers smaller nations a possibility to acquire
• Important asset to support pMS and EU military capability
 Support from nations operating CH-47 is important
• To share their experience on using heavy lift helicopter in theatre
• To disseminate lessons learned while developing the CSR
• To possibly join FTH at a later stage

Multinational Space Based Imagery System (MUSIS)
 Security and Defence Earth Observation has a long history of cooperation
 Optical and radar exchange between HELIOS I/II, SAR-Lupe and Cosmo-Skymed
 MUSIS will ensure continuity of service with the existing system (HELIOS II,
SAR-Lupe, Cosmo-Skymed, Pleiades) around 2015-2017.
 BE, DE, EL, ES, FR, IT initiated a common operational requirement
 A letter of intent was signed on 10 Nov 2008 by the MUSIS nations
 MUSIS approach is built around a federation of system:
 Space components (2 optical and 2 radar), either national or in cooperation
 MUSIS is an EDA cat. B programme (management by OCCAR)
 EDA will ensure cross information on requirements (EUMS, EUSC, GSC) and work
on related project (GMES at Cion, EDRS at ESA)
 EDA will also support the extension of the programme to other Members States

Software Defined Radio - SDR
 There are more than 10 separate SDR initiatives and programmes running in Europe
 The EDA's main co-ordination
 activity is to facilitate common
 standards and a certification
 network for military and public
 safety users in Europe
 Based on the WINTSEC and
 SCORED SDR studies could
 reduce the unit production
 cost of SDR by 40-50%
 In practical terms, this equates
 to savings of several billion
 Euros for the pMS as a whole

European Defence Research Centers Network
 Objectives of the EDRC initiative
• to have a global picture of technology competences of EDRC in Europe, addressing the
full spectrum, from defence research centres to SMEs or industrial research providers,
(ultimate goal to reach in 2012 ? )
• to support participating Members States and EDA in the CapTech fora, giving them an
advisory role
• to facilitate future collaborative actions and emergence of technical clusters
• to help multidisciplinary approach to address more complex systems
 Implementation of the EDRC Database
• hosted by the EDA Portal
• preliminary implementation phase by MS on a voluntary basis (DE, FR, ES, PL)
• first focus will be on governmental centers and laboratories
• to agree to implement the draft roadmap to design, try and set in place this EDRC as a
framework for pMS to identify the different Defence Research Centres available in
Europe, their competences, ongoing activities and topics open for collaboration

European Framework Cooperation initiative
 Synchronising activities between EC & EDA programmes
 Management and financial resources remain within the relevant
areas of responsibility of the two institutions
 Joint Committee (JC) to synchronise implementation of activities
 Consensus decision making within JC is without prejudice to its
members’ frameworks – best endeavour implementation
 Calendar:
 Preparation with interested pMS & EC as from May 2009
 Formal establishment in Nov 2009
 Programme Decision in April 2010 (CBRN, UAS, ?)
 Contracting until 2014, bridging to next framework programme

Conclusions
 The EDA is working with the Member States to select key
technologies where collaboration should be directed

 This process is harmonised with the Capability and DTIB


strategies and needs, all in to sustain the ESDP

 This approach aims in bringing new dynamic to allow


cooperation and innovative R&T projects

 Cooperation instruments put in place have proven to be efficient


but need to improve IPR issues, budget availability, alignment, …

 Increase synergies, with the European Commission (defence and


security research), ESA (critical space technologies), …
