Instructions for Using This Catalog

This catalog lists skills identified by City employees, Department Directors and
Administrators as important to performing their jobs or that are helpful to career
advancement within the City. The skills are listed under 21 major headings, such
as Communication, Interpersonal Skills and Management/Supervision.
Under each skill are classes and/or on-line learning programs that can help build
that skill.
Books and self-learning materials are also provided under major
headings.
While many options are listed for each skill, many more options are available both
locally and nationally. The best way to determine if a particular option is right for
you is to contact the providing organization to request more information. Here are
suggestions on how to use information in the catalog:
1. Identify the skill you are interested in building.
2. Review the Table of Contents to determine the Major Heading under which
the skill is listed. If you cannot determine the location from the Table of
Contents, go to the Index of Skills section at the end of the catalog (skills are
listed in alphabetic order) and note the corresponding page number.
3. Go to the appropriate page and locate the skill. Under each skill you will find a
variety of courses, on-line tutorials and/or books. You will also see the provider
organization, listed by letter code (such as MCC for Manatee Community
College). If you are interested in a particular class or on-line program, contact
the organization listed to determine dates, times, location, cost and registration
procedures (Note: Classes listed at educational institutions vary from semester
to semester). You will find phone numbers and websites in the Resource
Section of the catalog. If you are interested in a book or self-learning material,
the author and/or publisher has been listed so that you may more easily find it
through a library or bookstore.

For more information about training and development opportunities, call

your Human Resources Department at 951-3630.

INTRODUCTION
This catalog lists a variety of classes, workshops,
on-line learning programs, and self-study materials
to help City of Sarasota employees enhance their
job skills and prepare for career growth. These are
not, however, the only ways to acquire and develop
skills. Because each of us is unique, we have
different preferences for how we learn. Some of us
prefer to learn by attending lectures and seminars,
others by taking classes, reading and taking notes,
and others through hands-on learning-by-doing.
The pace at which we prefer to learn and acquire new skills is also different. Some
of us prefer fast-paced learning environments that challenge us to think on our
feetothers of us like to spend time reflecting on the information and its relevance
to our unique situations. Knowing how you learn best, and taking advantage of the
many learning options available to you, will best help you reach your personal and
professional learning goals.

A Message to Supervisors
Maximizing employee performance is one of, it not the most critical of all
supervisory skills. Insuring employees receive sufficient training to do their jobs is
an important first step. A lack of training however, is not always the reason an
employee is performing below expectations. The employees perception of what is
expected, lack of practice, a lack of motivation, obstacles beyond the employees
control, or a negative attitude could be the problem. When education and training
is not the issue, consider the following remedial methods to help employees get
back on track, improve their performance and maximize their potential.

METHOD

DESCRIPTION

Practice

Practice differs from training in its emphasis on repetition that

refreshes the memory and increases the use with which skills already
learned can be applied. Job rotation, emergency fill-in assignments,
individual projects, and team or task-force assignments can provide
opportunities for practice.

Feedback

Feedback is needed to tell us where we are in our journeyif we are

on the right course, how far we still have to go, and when we have
reached our destination or how far short we fell. Feedback can
include praise, cheers, smiles, rewards, suggestions, frowns,
complaints, progress reports, raises, encouragement, hints, and
silence. Good feedback is clear, specific and timely. Also, remember
that even no feedback is feedback. It sends the message that no
one cares about the task, the performance, or the employee.

Reinforcement Reinforcement is the positive consequence that results when

performance meets or exceeds expectations. Reinforcements can
encourage positive performance or discourage negative performance,
depending on which type is utilized. Reinforcement includes
recognition, raises, promotions, perferential assignments, prizes, and
job security. It also includes no promotions or raises, undesirable
transfers, criticism, and no recognition.
Balance of
This occurs when the consequences of doing a good job are more
Consequences valuable than the consequences of doing a poor job. If doing a poor
job results in less work or responsibility, but no pay reductions or
less attractive assignments, the consequences for poor performance
could outweigh the consequences for positive performance.
Remove
Obstacles

Sometimes positive performance is blocked by obstacles outside of

the employees control. Some common obstacles include incorrect or
incomplete instructions, competing priorities, environmental issues,
distractions, changing priorities, and inadequate resouces.
Removing obstacles to positive performance is a major supervisory
responsibility.
