EXPLORE MONTPELIER MANSION


Our development of Montpelier has a rich history that
many of us are unaware of. Mr. Levi" had a vision in the
sixes that proceeded the building of our nearly seven
hundred homes. Montpelier was part of a large land
grant to Richard Snowden in the seventeenth century
that was to comprise three counes. The Mansion was
completed in 1783 and passed through eight genera
ons. From 1890 to 1959 it passed through a series of
private owners, including Emmanuel Havenith, minister
from Belgium and Breckenridge Long, Assistant Secre
tary of State. Montpelier's early history included visits
from George Washington, on his journey to and from
the Constuonal Convenon in 1787 and Abigail Ad
ams and her large traveling party. Major Thomas Snow
den rode out to meet her to assure her that indeed
Montpelier could accommodate her large party. The
Snowdens made their fortune from their large planta
on, ironworks and co"on mill. Since 1961 Maryland

ued to enrich the legacy of this jewel in the crown of
Laurel.
Today the rooms echo with the rich history that the
Snowdens have leE us, from the anques to the rich
history of 234 years standing tall and strong. Many of us
are lucky to live along the boundary of this magnicent
home. We have circled the house walking our dog; our
children have tended the herb garden with other 4Hers,
played their instruments in costume at Christmas Tours
in and chased each other through the boxwood. We
would appreciate other residents to take advantage of
all the oerings the mansion has. Our Herb, Tea & Arts
Fesval is always well a"ended. We have a handson
history playground, 7/98/8 from 11 to 4 on Thursdays
through Saturdays. For two dollars children can become
apothecaries, milliners, town criers, farmers, fabric craE

Trustee Mason introduced Cpl. Wilson. Montpelier is
fortunate to have an acve COPS unit in District VI. Cpl.
Wilson thanked the Montpelier community for their
interest in public safety and their representaon in the
Cizens Police Academy Program. Montpelier is quiet
for the most part, but Cpl. Wilson noted that neighbors
are alerng other neighbors about suspicious acvity,

Lighthouse Pools has the contract for pool management. Trustee Buehler asked if the increase in the
contract price for 2015, and was predicated on the
new, minimum wage requirements, will result in
increased wages to the lifeguards.
Trustee Gimbert reported that Mr. Dengler is ready
to rekey the locks and the informaon will be given
to him. The combinaon on the lock box should also
be changed, which Lighthouse will be asked to do.
The ADA requirements will be reviewed again.

Treasurers Report: Lillian Fazio


Trustee Fazio prepared the monthly statements
which were distributed.
Trustee Fazio transferred $100,000 to ING savings to
collect higher interest.
The Reserve Fund is
$135,928.
377 assessments ($114,985) have been deposited.
Since last year, we have collected over $10,000 in
delinquent assessments and had to write o $3,200.
WSSC threatened to cut o the water over the disputed bill. It has now been paid ($792.93), but several board members want to get more informaon
because it seems very high for this me of year and
there might be a leak. We also need to check into
the changes that were made to the water meters
last year.

A neighbor suggested pu&ng up Free Library Boxes
in a few places in the neighborhood. Trustee Douville
thought that building and erecng them might be a
good Eagle Scout Project.

There were no reported crimes in Montpelier last
month.
The Cizens Police Academy starts March 30 (12
week program, meeng once a week for about 3
hours) and Trustee Mason would like to have Montpelier residents sign up for the program.
There will be another community meeng with the
owners of the Five Sisters Restaurant next week.
This will be the last community meeng before they
meet with the Liquor Board.

company in regard to the broken fence panel. The

12612 Cedarbrook Lane The new owners of the house
have repaired the lamp post. Thank you.
12412 Eastgate Lane The homeowner responded and
will be able to remove the debris now that the snow
and ice is gone. Thank you.
8903 Churcheld Lane There has been no response to
the le"er sent (2/10) regarding car cover in disrepair,
logs and debris and stones or rocks stacked in the
driveway, but the weather has been bad so the
ma"er will be held to next month.

for his neighbors. Trustee Fazio menoned how
quickly the County removed a tree which fell down
and blocked the road.
Work is progressing on the Cedarbrook/ODell realignment.
OLD BUSINESS:
Trustee Derrick discussed the pear tree replacement
project in the neighborhood. Trees which should be
removed will be marked and residents will be required to sign a waiver if they want to keep any tree
marked for removal. Mr. Boesze did not think that
the county should put a new sidewalk in on Montpelier Drive and had several other suggesons about the
project. He was encouraged to a"end the meeng to
present his recommendaons.

ACCC and conform to our covenants.

14, 2015 at 7:00 PM at Deereld Recreaon Center, preschool room. The moon was made and seconded to

WSSC U5lity Reloca5on Project: Work has started on Cedarbrook Lane and soon to start on Montpelier Drive. You can see
the WSSC power point on www.montpelieronline.org.
Montpelier Drive Project: Two community meengs were held
to present conceptual ideas for project. In late April 2015,
County engineers will advise recommendaons to include DOT
MD and County requirements. We will have another concept
presentaon when the engineers complete their study. The

GLO in the GARDEN


Hi Neighbor,
We are fast approaching one of the most colorful seasons
of the year. This is when the garden shows off with so
many flowers of different colors, textures, and scent, it is
almost too much to take in and remember.
Several of my neighbors have asked me just what is a
native plant ?
A native plant is a species that originates or occurs naturally in a particular area. Native plants create beautiful
landscapes, possessing the charm and unique character to
the natural history. They adapt to the local environment,
are often more disease resistant, and provide food and
shelter for wild life. Native plants protect our natural
resources by requiring fewer chemicals, less water, and
low maintenance.
In our area the soil is composed of heavy clay, compacted
soil. To address this successfully, first amend the soil
with clay buster. Add some product from your mulch
pile and place the neck of the plant one inch above the

level of the soil so the water will run off to form a well
around the plant.

can help encourage bees is not to use pesticides. The
nurseries carry products that do not have the severe side
effects of those used in the past. This year I am going to
follow what the Queen of England uses on all of her roses. All of the flowers in the public parks are spread
with garlic in warm water. If it is good enough for the
queen, well !!!!!!!!!!!
Poison Ivy, Oak and Sumac:
I would be remiss if I didnt remind you of these plants
that often hide among other plants in the beds. Poison
Ivy, Oak, Sumac contain an oil called urushiol. When this
oil touches the skin many people develop an allergic reaction that causes a rash. There are three ways to get this
rash:

INDIRECT CONTACT: the oil can stick to the fur of
your dog or cat.
AIRBORNE CONTACT: NEVER BURN THESE

MCA Pool Rules and Regulations


The following rules and regulations have been established for the benefit, health and safety of all patrons of the
pool facility. These will help provide enjoyable recreation for all members and their guests. Pool Management or
the MCA Board of Trustees may institute new regulations at their discretion in the interest of safety. The following are not intended to be all inclusive:

All MCA Members should ensure their children and guests


understand and observe all pool rules.
1.

Please give the lifeguards and pool sta the respect they deserve. They are there for your protecon and
should never be considered babysi"ers. Children should not be leE at the pool unsupervised.

2.

Parents and guardians are responsible for the behavior of their children. Members are responsible for the
behavior of their guests.

3.

All children under age 8 must be connually supervised by an adult while at the pool. You must be within
arms length of children that can not swim at all 5mes. This rule applies to children of any age.

4.

A parent or childcare provider must remain with children in the wading pool area at all mes.

5.

Appropriate swimsuits are required in the pool. No street shorts or cut-os are allowed.

6.

All swimmers are required to shower before entering the pool.

7.

Individuals who appear to present a health hazard (i.e. contagious diseases, infecons, open cuts, bandaged
wounds) will not be allowed to use the pool.

8.

Swim diapers are required for all children not completely toilet trained.

9.

No running, pushing, or horseplay in the pool area.

10.

Patrons will not use profanity or abusive language in the pool area.

11.

Spoung of water by mouth and similar unhygienic acons are not permi"ed.

12.

Swimmers may not sit, stand, hang, or play on pool ropes or lane lines.

13.

No glass or breakable containers are permi"ed in the pool facility.

14.

Bicycles must be parked in designated areas. Use of skateboards, scooters, roller blades and other like arcles are prohibited in and around the pool area.

15.

Smoking is strictly prohibited in the pool area which includes the front gate and Food Pavilion.

16.

Food and beverages are allowed in designated areas. Patrons must deposit all trash in the proper receptacles.

17.

No diving into the pool except in the diving well. No oataon devices of any kind are permi"ed in the diving well. Flips o the pool edge are prohibited.

18.

Only one person allowed on the diving board at a me. Jump or dive straight out o the end of the diving
board, not o the side.

19.

Divers must keep both their feet on the pool deck unl the previous diver has reached the ladder. Swim
directly to the ladder aEer going o the board. Do not swim to the wall.

Tipping, rocking or use of pool chairs for other than their intended use is prohibited. Patrons are responsible
for any damage they cause by willful misuse of pool property.

21.

The MCA and Pool Management are not responsible for lost, stolen, or damaged personal property. A lost
and found bin is located in the Food Pavilion area. Unclaimed arcles will be discarded when the pile becomes unmanageable.

22.

The pool will be open for all ages on the hour through 45 minutes past the hour. The last 15 minutes of each
hour will be reserved for adults only swimming. Patrons must be at least 16 years old to use the pool
during these periods.

23.

Under no circumstances shall a member or guest enter the water without a lifeguard on duty.

24.

No unauthorized entry into the gate oce, guard room, or pump room is permi"ed.

25.

Patrons must obey all posted rules.

26.

The Pool Manager or Assistant Manager may close the pool at any me due to personal discreon, operaonal dicules, or inclement weather.

27.

Pool Management has the right to discipline anyone that refuses to follow the rules and regulaons of the
pool facility. They have been given the authority by the MCA Board of Trustees to enforce these rules.

28.

No alcohol or drugs are allowed on the premises. Persons that appear to be under the inuence of alcohol
or drugs will not be allowed on the premises.

Guest Policy and Procedure:


MCA members who are registered pool users, in good standing, may bring guests to the pool. A guest pass is
required for any non-member age 4 and over entering the pool and is good for the entire day.
1.

Guest passes must be purchased at the pool in groups of 5 for $25.00. Bulk passes may be purchased in groups of 25 for $87.50. Each pass is good for a one day pool admission. No single day
passes will be sold.

2.

No cash will be taken at the pool. Only checks from the MCA member with a valid picture ID
(which includes their MCA address) will be accepted

3.

All guests must be signed in and accompanied by the MCA member.

4.

Guest passes do not expire and passes from previous years will be honored. The Bonus Guest
Pass and the Bulk Passes will expire at the end of the 2015 swim season.

Age Requirement for Admittance:


(All results for proficiency swim tests must be registered with the Pool Manager.)
8 to 10 Years Old:
Member children who have passed our pool proficiency swim test may be supervised at the pool by an adult or
sibling age 13 and above, provided they too have passed our proficiency swim test.
11 to 15 Years Old:
Member children may enter without adult supervision provided they have passed our pool proficiency swim test.
Children who do not pass the swim test must be supervised by a member 13 or older, who has passed the proficiency swim test.

Summer 2015
Montpelier Communitys largest recreational youth program is
celebrating its 48thSEASON!
Season 2014, the Marlin Swim Team had a great season by
nishing with a 3-2 record and placing 4th in Divisionals.
Marlins hard work and dedicaon will keep them in Division C for the upcoming 2015 season - Congratulaons.
In addion, the Marlins were bestowed the honor for the
second me in 2 years of hosng Divisionals and of course
it was a Huge Success!! The vising teams were once
again impressed with the beauful landscaping, great pool
facilies, fantasc food and gracious hosts! Kudos to all
who helped create the best summer haven for all of us to
enjoy this awesome Montpelier Community.

GOING SOLAR ?? NOTIFY THE ACCC !


The Architectural Control & Compliance Committee (ACCC) has received, and approved, many requests for installation
of solar panels in the last year. While some of us may not like the look of solar panels on a house, the Maryland Real
Property Code prohibits restrictive covenants that impose limitations on the installation of solar collection panels on the
roof of your home, provided that the owner owns or has a right for the exclusive use of the roof. With this in mind, the

ACCC will no longer require prior approval for installation of roof-mounted solar collectors provided that
they comply with all State and Local laws. The ACCC requests notification of the intent to install solar collectors and the approximate date for installation. Notification may be made by email (michael.boddie@aol.com
or emhughes@comcast.net), mail (PO Box 2503, Laurel, 20709) or submitted on an approval form.

covenant compliance in Montpelier. The ACCC can review approval requests between meetings and when all requested information is provided with the form, many approvals can be granted within a week of submission.

No construction, addition, or alteration of a Montpelier
home shall be made without prior approval (approval
form on the preceding page) from the ACCC. No sheds,
detached structures (including fences) and driveways
may be erected or altered without prior approval.
Proceeding without prior approval shall constitute a covenant violation subject to enforcement, including fines. If
you are planning any work to the exterior of your home,
first fill out the ACCC Approval Request Form located in
every Montpelier Today newsletter and on-line at
www.montpelieronline.org. Submit to:

Boats, campers, RVs, trailers must be in storage between November 1 and March 31.
Violations can result in a fine of $250 per month.

dumpster, or similar structure on any lot. Please include
the maximum time that the structure will be on the lot.

Describe the alteration in detail. Information about dimension, materials and design must be included with this form or the
project will not be considered by the ACC. Include any statement of special circumstances that may require deviation from
established and published guidelines. Any changes to the exterior of your home, including paint color, siding and windows, will require the approval of the neighbors on each side and in back of your home. Siding must blend harmoniously
with the neighborhood. The neighbors residing across the street must also be contacted if the project, when completed, can
be seen from their property. Major landscaping projects such as retaining walls, etc. must also be approved. Plans for
major alterations must be submitted to the ACCC two weeks before the meeting. Applications for approval of PODS,
dumpsters, or similar structures should check the Other box and must include the maximum time that the structure will
be on the lot.

The homeowner requesting approval of a project (requester) will contact the neighbor(s) residing on each side of his
home to obtain their concurrence or comments. In the event the requester resides on a corner lot, the neighbor residing adjacent to his rear property line must be contacted. The neighbors residing across the street must also be
contacted if the project, when completed, can be seen from their property. Space for their name(s), address, concurrence or comments is provided above. If the required neighbor approvals are not obtained by the requester the
ACC will contact the neighbors to get their comments which will delay processing of the request. Neighbor comments will be considered by the ACC in making a decision. Those neighbors that non-concur in a project will be
notified in writing of the action taken by the ACC and advised of their right to appeal. If a project requiring ACC
approval is started without such approval it shall be considered in violation of the covenants of the Association.

Did you know that?


Montpelier is a community developed by Levitt & Sons, a division of Levitt Corporation, and next
year is the 50 th Anniversary of our community. The first survey and plans were submitted for Montpelier on January 21, 1966 and approved February 16, 1966. The first homes began selling in December 1966. The original temporary entrance to the neighborhood was from Rt. 197 and Muirkirk
Road on what is now Mt. Pleasant Drive, but that entrance no longer exists but can barely be seen
just past the guard rail at the end of Mt. Pleasant Drive at Pleasant Ct. And speaking of Pleasant
Ct., did you know the homes on this cul-de-sac were the original model homes for Montpelier?
There are 4 basic models of homes in Montpelier and there are 2 variations of each model, thus
creating 8 different styles of homes. Do you know which model you live in? W hile most may know
the models, some people may not, so here is the chance to learn some interesting facts about
Montpelier.
The 4 models are:
Framingham

3. Jamestown

4. Gramercy

While the inside of each model had the standard Levitt & Sons bathrooms in the trademark colors
of Yellow, Pink, or Blue with some even having Green the outside varied depending on the
placement of the garage.
The Framingham model if the garage is on the left you have a brick front model (in the patio
area), and if the garage is on the right you have a stone front model.

The Eton model if the garage is on the left you have a brick front with a porch over the front
door, and if the garage is on the right you have a stone front with box windows on each side of the
front door.

The Jamestown model if the garage is on the left you have a brick front with an enclosed
overhang and window boxes, and if the garage is on the right you have a stone front with an
open overhang and window panels.

The Gramercy model if the garage is on the left you have a stone front with a covered patio,
and if the garage is on the right you have a brick front with no patio.

As you drive through Montpelier, you may see 2 models with side entry garages the Framingham and the Jamestown are the only 2 models that have them. W hats interesting is that you
wont find any Framinghams with a side entry garage from the left, and you wont find any
Jamestowns with a side entry from the right.
Lastly, some may know this but many dont while it may appear that each street has a mix of
the models and variations on them, there is one street in Montpelier that doesnt. W hich street
does not have the Jamestown model on it?
