V.

Conclusion

Although some safety measures are implemented in the colleges, the researchers still find
both colleges unfit of responding properly to natural disasters, medical emergencies and security
breaches.

Recommendations

- The researchers recommend that both colleges have a secured and understandable evacuation
plan to promote
public safety and reduce risks and casualties.
-They should set up a disaster preparedness committee to establish a sense of organization in the
building. This committee shall be in charge of the following:
* securing an evacuation plan that will be utilized in emergency situations such as fire and
earthquakes
* Identifying critical incidents rally points, distance (in meters) from the building to the rally
points, time limit (in minutes) of evacuation, no. of students and other specifics needed for an
effective mobilization during emergency situations
* conducting earthquake and fire drills
* double checking the safety equipment in the building and making sure it's up to date and
functional
* ensuring that all emergency/fire exits are free of any blockages or obstacles
* ensuring that all critical escape routes such as padlocked gates will be opened immediately
during emergency situations and that the community is well-aware who the key custodian of
each gate is
* proper information dissemination to the college community (i.e. providing schematic diagrams
and floor plans in strategic locations around the building)
* giving the teachers and staff adequate training on how to respond to emergency situations
* organize a group of volunteers composed of students in the college who have undergone
training under the CWTS-Military Science program that can be mobilized during emergency
situations
* giving extra training to security guards, maintenance personnel, faculty and student volunteers
on how to handle safety equipment such as fire extinguishers
-The administration of each college should also make sure that they have trained first aid
personnel and a good number of security guards on duty.
-During emergency situations, teachers will serve as the first point of control. The teachers must
therefore orient their students on evacuation measures (i.e. exits to use in case of fire) during the

first day of classes.


-The researchers also suggest that the administration make rally points for people to go to in case
of calamity. Attached is an example of probable rally points that can be followed during
emergency situations.
Note: In making crisis management plans, take into account human errors that may occur during
emergency situations. (i.e. key custodian assigned in opening emergency/fire exits was the first
one to escape and therefore failed to do his duty of opening the exits)
