About performance:

- The system must be suitably load-balanced to be able to handle up to 250

concurrent users per second and shall have adequate database connection pooling
capabilities.
- The system shall ensure that users connected via the LAN, WAN or internet can
connect to the production servers at speeds that do not hamper their data input and
submission:
+ 90th percentile Response Time for page loading should be within 3
seconds over a 1Mb internet connection.
+ 90th percentile Response Time for message exchange (with average file
size of 32 KB) to reach from sender to recipient and acknowledgment received
should be within 8 seconds over a 1Mb internet connection.
About Storage:
The following sizing statistics for operation of the total system are based on the
present user and registration and certificate issue estimates. Bidders should focus
their technical responses on meeting the immediate and medium term needs, while
the solution offered should be scalable to manage long-term requirements.

Certificate Volume Estimates
The table below provides information on present and potential volume of certificates
issued. The present estimate is 10,000 Export Phytosanitary Certificates are issued
per annum and increases over medium and long-term assume 20% growth. The
lower volume of import Phytosanitary Certificates issued is representative of
certificates being issued on annual basis at the present time, with individual
certificates presently arranged through offices of the General Department of
Customs/CAMCONTROL that provide border inspection services. This procedures will
likely change in the near future with all permits issue through DPPSP.

Database and storage should be sized appropriately based on present and new
registrations and certificate volume estimates. The system must include capacity to
store and retain information and scanned documents related to all functions and
features of the Information Management System, including but not limited to:

Importer/Exporter registration information, with history of all
amendments and all scanned documents as required for registration
2)

Certificate Applications and all scanned supporting documents

3)

Records of all laboratory testing and reports

4)

Records of all pest and surveillance reports

5)

Finance and accounting records

6)

All manual application forms (for download and completion on/offline).

The most important requirement for this matter is the specification of SAN
Storage. Please confirm with your specialists about this, so what if Google
can provide a dedicated SAN storage with FC connector to Database
server above.
