1. INTRODUCTION
The field of Cetinje is a karst field surrounded by mountains so there is no possibility of
direct outflow. The town of Cetinje was built in the field, and all the problems arising from
such a position, concern Cetinje too. When there was no settlement and when the
settlement was small, the water outflowed across many of the abysses. The most
important ones today are the abysses located in Donje Polje, which are still in use for
draining of all the water: used water, storm water originating from municipal sewage and
all external water.
With the development of Cetinje there came a process that made the situation less
favorable: there have been large amounts of dirty water, which, through the sewers,
brought suspended solids into the abyss where they deposited and reduced the capacity
of the abyss.
Since this has become the largest and heaviest utility problem of Cetinje, the municipality
has recently begun to take steps in finding a solution that would eliminated these
difficulties. The first significant attempt in this direction was the project done in 1982 by
"Geoinenjering" from Sarajevo. In this project, sewage of Cetinje and the wider problem
of draining all water from Cetinje were discussed at the level of conceptual solutions. The
main feature of the solution was a proposal to build a tunnel under the Belvedere, which
would have taken water towards Dobrsko selo. Longitudinal water was set at 12 m / sec
and during estimating the project, a remark was made that the amount of water had been
underestimated. The tunnel was designed as a purely hydroelectric facility, which would
be used to evacuate flood and to implement channel for the used water. No works have
been done under this project.
In February, 1986 Cetinje was affected by the floods and destructive high water that
flowed through the city area. Sinks were not able to accommodate all the water, which
caused the formation of significant accumulation in Donje Polje, in the zone of the abyss.
This flood (and not just flood that could be identified like the accumulated water), has
inflicted great damage and literally threaten the city In February in 1986. The Cetinje was
very affected by the floods and the elements of high water that flowed through the city
area. Sinks were not able to accommodate all the water, which caused the forimiranja
significant accumulation in the Lower Field, in the zone of the abyss. This flood (and not
just flooding that would be identified with the accumulated water) has inflicted great
damage and literally threaten the city of Cetinje.
The preliminary design of flood protection of Cetinje was done by Centroprojekt,
Belgrade, in 1988, after these great floods. This project included a solution of the water
removal from all areasof Cetinjes field outside the region, ie. taking these waters from the
field into the Crnojevia River.
The approach to solving these issues in the area Cetinje is more complex, because this is
not just a question of taking rainwater that fall into this area, but also the acceptance of
surface and groundwater gravitating towards Cetinjes field, waters that cracks here
through karstic springs and then outflow underground throug other located abysses. Due
to large differences in the amounts of water at extremely high rainfall (1/100 and 1/500
years) and the bandwidth of the existing abysses, with capacity reduced by urbanization
and lack of maintenance, while some are clogged, the emergence of flooding in the lower
parts of Cetinje field was inevitable. The derived solutions for the construction of a tunnel
to drain excess water from Cetinje came up because mentioned reasons.

In this preliminary design that we do 14 years later, having in mind a new plan documents
of development of this region done in the meantime, significant infrastructure facilities, as
well as new development plans of the city, we will give the solutions that are upgrading
and optimization of previously approved concept design. In addition, as part of solving
drainage of sewage and storm water from the City of Cetinje within the limits of Master
Plan, the separation of the two systems will be solved, with the urban waste water to be
purified at the plant for their treatment, and only after fused with atmospheric water and
discharged into the watercourse

2. DESCRIPTION OF TECHNICAL SOLUTION


According to the terms of reference within the solution of the current combined system,
separate and general, we suggest this system should be split in the future into sewage
system and storm sewers. Care was taken in fitting existing pipelines into a future unique
matching system. On the other hand, care was taken to maximize existing capacity, ie.
that "large" diameters are used for storm water drainage, and, if it is a common drain,
sewerage system is installed in parallel and connected to its present and future
connections.
Storm water partially collected through open channels, by the edge, and partialy through
pipelines within the urban part are predicted to drain at two sites; a part will be charged
into main existing abyss, like before, with a capacity of approximately 30 m, and the
remaining 100 m will be taken through future hydraulic tunnel "Belvedere", outside the
field of Cetinje, and further to Crnojevica River as given in solution - "Preliminary design of
Cetinje protect the floods" by Centroprojekat Belgrade, done in 1988.

2.1. BASIS
Three types of basis: hydrological, topographical and geotechnical were used in creation
of this conceptual design.
Hydrologic basis are formed on the basis of existing hydrological documentation and are
primarily included in the analysis to determine the amount of water for the dimensioning
the individual elements of the system
Topographic basis. In addition to the existing situation R = 1:1000 for Cetinje, there is a
general map R = 1:2000. Since the projected basic hydrotechnical system reaches far out
of Cetinje, all to Skadar Lake, it is clear that the development of the project could not
possible be based on the available map of 1:2000. Dedicated recording was made at all
locations where key facilities of the system were predicted (intakes, etc.) and also along
the route of the sector beyond the existing maps of 1:1000.
Geotechnical backgrounds are also a significant problem. We have used existing data and
the basis, which were, in particular, prepared for the development of the mentioned
project from 1982. Starting from the current situation, the most necessary geotechnical
surfaces are appropriately arranged and provided with the solution. However, it is clear
that the development of higher stages of design can not be accessed until the required
program for geotechnical investigation is implemented.
The following investment and technical documentation related to the performed storm
sewer projects as well as projects that are planned to be realized was also used. List of

Note that for projects that were carried out, we did not have the built design and we used
data from the above mentioned documents.

2.2. PRECIPITATIONS
Analysis of extreme rainfall and the possibillity of the return period and their values are
enclosed in the hydrological feasibility study. In the analysis and sizing storm sewers,
which includes removal of surface water from areas of the city, authoritative twenty minute
rain with a return period of 5 years was taken. Given the length of the basin and the main
sewer for the intense rain duration, it will begin to outflow into recipient, so we adopted it
for dimensioning. Other precipitation flowing into Cetinjes field were included in a special
drainage solution, taken from the "Preliminary design of Cetinjes flood protection " done
by Centroprojekat Belgrade, in 1988.

2.3. DESIGN CRITERIA AND SELECTION OF THE PIPES

It is accepted that the minimum diameter of storm sewers is 300


At meeting held with representatives of the Water and Sewer Cetinje, and bearing in mind
the most used pipe materials, in order to facilitate maintenance and intervention, the
designer has chosen PE or HDPE pipes.

2.4. SOLUTION DISPLAY


2.4.1. WATER DRAINAGE FROM CETINJE AREA
For the area of Bajica, predominantly rural inhabited, which does not have GMP, detailed
fecal sewage system is at the moment difficult to plan in detail and can not be easily
observed. Thus the designer has defined the route of the main pipelines along existing
local roads, according to which current and future potential users can be connected.
Dimensions of these collectors have been adopted on the basis of the forecast of
consumers and the adopted consumption standards. The main collector of Bajica will be
connected to the new designed collector in the Street of Lenins Boulevard. The existing
collector is already mixed and, after separation of sewage and atmospheric systems, it will
become atmospheric.
In the central city zone, two gravitational collectors were predicted: one along the Street of
Lenins Boulevard, and the other along the Baja Pivljanina Street. The future 600
collector in Lenins Boulevard is an existing mixed collector. At the end of the boulevard,
this collector transits into 1000 collector along Njegoseva street, and then into a
concrete channel of 1500 x 2250 mm dimensions and towards to existing Main Abyss.
The collectors from the streets of Peko Pavlovic and Lovenska are connected to the
main sewer collector in the Lenins Boulevard Street.
There is a reconstruction of Bajova street projected, within which roadway allignement
descends for 60 - 70 cm. There the reconstruction of existing infrastructure installations
has to be done and the alignment of the future fecal and atmospheric sewage reviewed.
There is a mixed 800 collector in Bajova street, which will become future atmospheric
collector, after separation. This collector is sufficiently buried, and even after lowering of
roads elevation, cover above the pipe remains thick enough so the alignment of the
collector need not be lowered. This pipeline transits from 800, through 1000, into
1200, as it comes to Abyss.
Among other major collectors covering the towns area, there is a collector in the Kruni
put street to which secondary atmospheric collectors from the settlements of Luke
Ivanisevic and 4th of July are connected, as well as pipelines from GMP Donji Kraj. This
collector becomes the third main collector in the network which suffers a significant
burden. The collector from Kruzni put street flows into the collector in Bajova street.
In the region of Donje Polje - Gruda which, for the time being, does not have an
atmospheric sewage system, new collectors along existing and planned roads are
predicted, all graviting towards Main Abyss or Borovik stream, which directly flows into
shaft, taking the water further from Cetinjes field.
The display of all major existing and future planned collectors, as well as the collectors in
the process of reconstruction, are given in appropriate circumstances and are covered by
the hydraulic calculations so they can be dimensioned and their bandwidth usage
controlled.
At the preliminary design level, we did not elaborate home ports (new and existing that will
be connected to the new sewage collectors), but they are included in the total investment.

2.4.2. DRAINAGE WATER FLOWING INTO CETINJES FIELD


2.4.2.1. BASIC SOLUTION CONCEPT

In the project done in 1982, and the other (tender supporting) solutions, the issue of the
water protection of Cetinje was taken very one-sided and simplistic. The problem was set
up as the only solution was to dig a tunnel in the Belvedere, to allow runoff from Cetinje.
However, the problems are much more complex. It was presented by a situation in
February, 1986. Cetinje does not tolerate (perhaps the least) only its inland waters, ie.
runoff formed on the city's territory, but it is also vulnerable by external water, that, when
appears, runs through the city.
The largest ammount of the overflow water is concentrated in a few places, the most in
the sites of Manastirske pecine and Bogdanov kraj. A small ammount of the water
appears at the site of Grude. The best proof of these quantities comes from 1986, when it
was estimated that sprang from Manstirske pecine was about 25 m / s of water (while in
the project from 1982 calculated ammount was 12m / sec).
As for the external surface waters threatening Cetinje, the situation is as follows:
northwest of the town of Cetinje there are constricted parts of Cetinjes field, towards
Bajice, and there are applied layers on limestone base even there. Under certain
conditions, significant amounts of water can be formed at this teritory flowing from the
surface towards Cetinje.

The worst situation is as follows: when the high snow covers, when the soil is frozen,
when heavy rain falls and snow intensively melts at the same time, while the ground
remains frozen. Then the coefficient of swelling is large, and the outflow form the surface
great. In addition, on the southwest of Cetinje there is a basin of Borovik, situated in
impermeable rocks, and here is Borovik stream formed with water flowing into Cetinjes
field. The water from the direction of Bojica flows directly to Cetinje, Borovik stream water
flows in the field below, but not to the town of Cetinje in the narrow sense. However, there
is a large number of residential and commercial facilities in Donje Polje now, and the
water from Borovik threatens them in its way.
In the balance of surface waters, there is also water originating from the territory of the city
where there is (or will be) a sewer.
Both Manastirska peina and Bogdanov kraj with powerful sources (during extreme
rainfall periods) are places where large amounts of water appears in the city or on its
edge, which is defined in the conceptual design of flood protection Cetinje done by
Centroprojekt, Belgrade, in 1988.
There are five active abysses in Cetinjes field now, while there were many large and
small ones (9-17) before. They were buried when the houses were built on their sites.The
possibility of accepting the runoff of surface water underground was reduced in this way.
Abyss 1 is the main abyss now accepting municipal sewage, surface water and partially
stream water from Borovik, and excess water from sinks in Vladiina Basta. It consists of
the main sink and a number of smaller sinks. Due to the inflow of substantial pieces of
pure substances, either from sewage or storm water over a long period of time, this abyss
is partially clogged and it is estimated that it can receive not more than 22.7 m / s of
water (S.Prohaska). For these reasons, this sinks possibility of receiving in the future
should be evaluated with approx. 20m / sec.
Other sinks are smaller, 10-11 m deep, 18-30 m long, and have a very limited water
receiving capacity of 3-5 m / sec. Two active abyss No. 2 and No. 3 are located in the
dolomite in the eastern edge of Donje Polje, and water from the canal Borovik embarks
into them.
Abyss 4 is located south of the Monastery of Cetinje and it is better known as the "Abyss
in Vladiina Bata. In its vicinity there is a cave Ladnica, and further north, Cetinjes cave.
This sink is partially clogged, so, in terms of acceptance of significant amounts of water, it
should not be counted at.
Abyss 5 is located in the Obod factory and it accepts discharged wastewater of the
factory.

2.4.2.2. BALANCE OF TOTAL SURFACE WTERS FLOWING INTO CETINJES FIELD

In the previous section we provided the estimated amount of water flowing into Cetinjes
field, taken from the voluminous documentation of the Preliminary Design of flood
protection of Cetinje done by Centroprojekt, Belgrade, in 1988. In addition, as part of
this project, we updated data referring to any of the objects, constructions or infrastructure
built in Cetinje in the meantime.
According to these data, amounts of water that should be evacuated from the area of
Cetinjes field are:

Note: The volumes of water that appear on the edges in the border area GMP of Cetinje
are the sum of surface and groundwater gravitating towards Cetinjes field in the
designated areas (areas 1-7) caused by high rainfall with a return period of 1:0,05, while
for the area of the city within the Master Plan Cetinje authoritative rain was taken.
Solution of storm water flowing into Cetinjes field drainage
For the area outside of GMP of Cetinje earlier decision adopted by the Audit Commission,
so-called First codified variant Abyss", was taken over, on the part of the accepting water
from the area Bajica to the sink in Vladiina Basta. Thus, given that this gap is practically
clogged, water will be drained by a collector inlet to the channel Borovik, which will be
expanded and will flow into the existing shaft, which represents the first stage of
completed tunnel "Belvedere".
Therefore, the solution of the system of drainage water, from shoe factory Kouta to
Vladiina Bata, taken from the preliminary design of Centroprojekt, Belgrade, in 1988
consists of:
The collector from circular roadway of Kouta factory to the Monastery's cave,
which accepts 10 m / s of water from Bajica and of 22 m / s of water from
Bogdanov kraj, or a total of approximately 30.0 m / sec, and it has the following
dimensions:
rectangular reinforced concrete tank, BXH = 2.50 x 2.0 m clear aperture
total length L = 1 160 m
decrease of the level I = 8,7 (0,0087)
for a given flow velocity of the water in the collector is V = 5,9 m/sec
. Data are taken from Book 1, Volume 4, of mentioned project, where detailed
hydraulic calculations was carried out and on its bases the above dimensions of the
collector adopted.
The second section of the collector is a tunnel with a solution also given in the
same book of mentioned project, the area from Bogdanov kraj, with waters of the
surrounding abyss, to Monasterys cave (Cetinjes cave). It is envisaged that,
through this collector, besides the transit 30 m / sec of upstream water, there is
about 30 m / sec of water out from the Monastery's caves caverns, and the total
flow rate Q = 60 m / sec
The dimensions of this tunnel inlet were 3.0 x 3.0 m, with a free water flow in it.

From Vladiina Bata, at in advance given high waters, there is an outflow of the
estimated additional 19 m / s of water, which makes the total flow rate of 79 m /
sec. Water should be drained through open trapezoidal channel to the existing
channel of Borovik. This route and this solution is the substitution of the last
section derived from three main reasons:
1. Large abyss cannot hold all of these atmospheric waters, so they must be
transferred via the sink overflow to a special collector at current entrance
portal of the tunnel "Belvedere" (existing constructed shafts along the route of
the projected tunnel "Belvedere").
2. Since the detailed urban designs for Donje Polje havent been completed yet,
and that there is urbanization of the neighborhood planned, the construction of
the tunnel inlet through this area would be very expensive and it could not be
possible to define the urban requirements as previous documentation (DUP's )
is not done.
3. With redirecting the water from the canal Borovik into the tunnel "Belvedere",
the most effective solution is to transport storm waters collected from the
hinterland of Cetinje and brought to Vladiina Bata into the canal Borovik and
deliver them to the entrance to the tunnel.

Given the level of development of planning documents for Donje Polje , the approximate
channel route Vladiina Bata - connection to Borovik channel will be proposed with the
required dimensions for the given amount of water transport and estimates of investment
costs the same. Also, we will calculate and dimension the part of the canal Borovik which
now must accept these additional amounts of water, which require significant additional
capacity or reconstruction.

2.4.2.3. SOLUTION FOR THE ATMOSPHERIC WATER DRAINAGE FLOWING INTO CETINJE FIELD

All waters falling within the urban part of Cetinje and the part which is, according to
the Master Plan, going to be urbanized, will be collected and taken to the city area
over part of the existing system and the extension of the storm water drainage.
Drainage water flowing from the surrounding watersheds, or water that can occur at
high rainfall out of many cracks and sinks, ie. the area outside the master plan or in
the border area has been soluted as in earlier solutions maintained in the
Preliminary design of flood protection of Cetinje. This project was developed by
company Centroprojekt - Belgrade, in 1988.
According to the decision given in the project the system accepts the following
amounts of water (with a probability of occurrence of 0,002 or phenomena 1:500
year) as was estimated occurrence of heavy rainfall in 1984. Evaluation of high
water flows was as follows:

This is the total amount of storm water to be carried out from Cetinje. About 2.0 m /
sec should be added to this amount that will be collected by surface drainage from
the area of Cetinje, so the total amount of water would be about 130 m / sec.
Through the existing large abyss approximately 22.0 m / s of water can be
evacuated, and all other amounts should be taken through the existing shaft, or the
future tunnel Belvedere in the direction of Dobrskos field and futher to The
Crnojevia River.
According to the decision given in the Preliminary Design (Centroprojekt, Belgrade,
1988) the input structure would be in the region Bogdanov kraj where waters
collected from the collector accepting waters from the direction of the area and the
area of Bajice. From here, water will be transported to Cetinjes cave by a tunnel of
horseshoe cross-section 2.5 x 2.5 m, L = 720 m long. Throughput of this collector is
R = 30 m / sec, at a flow rate V = 6.77 m / sec.
2.4.2.4. SUB-SECTION FOR TAKING STORM WATER FROM BELVEDERE TUNNEL TO THE RIJEKA
CRNOJEVICA

Due to the rapid terrain decrease after leaving the tunnel Belvedere into Dobrsko
field, before releasing of water through this field, in order to calm the water and take
it into an open channel that runs through this field, it was decided to build the facility
- dam on the location of the quarry. With this solution, the water would be accepted
in front of the dam and its power calmed, and then though overflow (type Kruger
profile) taken to the projected channel. This solution is given in the Preliminary
design of flood protection Cetinje - Centroprojekt, in 1988, book 1, volume 4 Constructive building solution with bill of works. This solution was accepted as part
of a unique decision of taking extreme flood from the area of Cetinjes field.
The route of the sewer from Belvedere to Dobrsko field, water will flow away freely
and there is no need for additional work. Through Dobrsko field a channel is
designed for controlled water flow. The route of the collector is placed closer to the
hill, in areas that are less processed. Here the canal fall is caused by the natural
decline of the terrain. So adopted falls from 6.4 to 7.33 , except for two brief
sections that have 2.2% and 4.3% declines. A trapezoidal channel is designed b =
7.0 m wide with the parties in the fall 1:1,50 representing minor trough for flow rates
up to 30 m / sec and the fall i = 6,4 . The water level in the canal is about 1.5 m
and a height of side - channel depth is l = 2.0 m. For maximum flow rates of over
100 m / sec in a solution with expanded channel, ie. Beside the minor riverbed is
the same on both sides of the extended depth of 1.50 m from the 5.0 we increased
1:1,15 embankment height of 1.5 m. This solution of extended cross section of
channel ensures the flow of 138,95 m / s water.
It is anticipated that the treated water from the WWTP located near Dobrsko polje
engage in drainage channel at 321.50 elevation. Detail of discharge solution is
given on a separate drawing.

Further water discharge into the Crnojevia River is given the mentioned project of
Centoprojekt - Belgrade, in 1988, and will not be repeated here

2.5. SOFTWARE PACKAGE FOR HYDRAULIC CALCULATION


Hydraulic calculations were done with the licensed program SewerCAD, which is
common in the whole world for calculations in pipelines with free surface flow of fecal as
well as storm watersewage. The taken input for the calculation was the total previously
calculated quantity which will be covered by the atmospheric sewerage closed through the
drains, with maximum load of the gutter is 1 l / s. Other amounts of storm water not
gravitating towards roadways, so called circumferential amounts will be collected and
evacuated through open channels, which, together with this closed system, makes unique
system of drainage of storm water from areas of Cetinjes field.
For approved pipe materials (PE and HDPE) for the new pipelines we adopted Manning's
coefficient n=0.012 m-1/3s and absolute roughness of k = 0,1 mm. Different Manning
coefficients were adopted for the other kinds of pipe materials, depending on the
standards that they are applied for (eg concrete m-1/3s n = 0.013, P = 0.011 asbestos
cement m-1/3s etc.).

4. TECHNICAL CONDITIONS FOR THE WORKS


These technical requirements define the terms of the construction and other works to
be carried out during the construction of water management infrastructure.

4.1. GENERAL CONDITIONS


4.1.1. DESIGN
Construction works project consists of technical description, the corresponding budget,
draft with necessary details and bill of quantities.
Before the works start, the contractor should be thoroughly familiar with the entire project
documentation as well as all existing natural conditions at the sites where the works will
be carried out, so that any further uncertainties regarding the design solutions are
obviated on time.
If the contractor determines the existence of some gaps or inconsistencies in the project,
or the existence of certain natural phenomena that affect any of the given solution, but not
included in the project, he should promptly meet the investors. In such a case, the investor
will take the necessary steps to implement certain corrections and adjustments
The Contractor is obliged to develop his own study on the basis of the project received
from investors, on the organization and programming of works with all necessary details
for the works required by this project and its technical requirements and submit it to the
investor for review. Only after investors compliance with mentioned study, works can
begin.

4.1.2. STANDARDS
The Contractor is obliged to comply with EN standards or JUS standards according to the
latest edition of "Catalogue of the Yugoslav standard JUS. If there are no corresponding
JUS standards for any of the individual works, products or materials, the contractor will
apply international, national or an industry standard which is basically in accordance with
EN standards or JUS.

4.1.3. REGULATIONS
The Contractor should follow all regulations relating to the works and the products and
materials that will be implemented during construction, which are the subject of these
technical requirements.

4.1.4. PRODUCTS AND MATERIALS


Water infrastructure products and materials, purchased by the Contractor, must be of the
highest quality and generally eligible for the first class design and installation. The investor
has the right to determine which of the purchased materials are satisfactorily and whether
they are acceptable for this purpose.
All products and materials must be properly stored, protected and maintained in a neat
and good condition. Any excess material that is not in use or no longer needed for the
works should be properly packed and stacked out of the way the course and progress of
other work being performed. All excess material shall be removed from the site when
requested by the supervisor if the same material will be needed later for other upcoming
works.

4.1.5. SETTING OUT THE STRUCTURE


Beside the project of water infrastructure facilities, the Investor will give basic surveying
elements to the Contractor. Handover of basic geodetic elements will be recorded in the
minutes. These basic elements are:
The beginning and end of the route of water facilities with a link to the nearest
fiducial mark and trig point.
Horizontal fractures tags of the routes of water facilities with a link to the nearest
fiducial mark and trig point.
Axis denotements of some individual objects on the route with a link to the
nearest fiducial mark and trig point.
All downloaded elementary surveying elements Contractor is required to protect
from destruction and decay in an adequate way, and to keep them until completion
of the works, when the handover of the facility will be fulfilled. All other settings out
required for construction of water facilities and facilities that may be located on the
route, the Contractor shall perform at his own expenses. Contractor should sett out
everything he needs for the works and will be responsible for all measurements, so
he should verify all measurements and information before the setting out works,
because the Contractor will be responsible for any errors that might occur by his
fault. Durring setting out the facilities, the Contractor should pay attention to stay on
the projected route of the property and rights. The Contractor shall be responsible
for illegally touching neighbors property in accordance with the terms of the
Agreement with the Investor.

4.1.6. TEMPORARY WORKS


The Contractor should carry out and maintain all necessary temporary works at his own
expense, like various facilities and equipment necessary for the normal and efficient
execution of the works. All temporary works should be carried out with the consent of the
Supervisory Council.

The Contractor should carry out temporary works, and build temporary facilities including:
access roads to the construction site, embankments, temporary sanitation facilities,
premises, offices on the site, storage for products and materials, storage for tools and
construction equipment, first aid station, and temporary protective fences, connecting
signs, barricades, restricting access to the site, a room for the guards, concrete base, fire
equipment and the like, in a word - all that is normally required to build in such and similar
works for quick and safe flow of contracted work. The Contractor shall also provide supply
the electricity supply for motor and lighting, heating workrooms and installation of the
water supply at his own expense .

4.1.7. CALCULATION AND PAYMENT


Calculation and payment of executed works at water facilities shall be done per the unit
specified for each type of operation. Payment will be made at the contracted unit price for
the appropriate unit of measure for certain types of work. The unit price covers all costs
that Contractor has had, ie procurement of products and materials required for installation,
as described in the bill of quantities. Such materials, products and costs are: the costs of
temporary works and facilities, the costs of sampling and testing of products and materials
procured by the Contractor and surveys for the purposes of works and testing of
construction, the costs of mandated benefits and payments, taxes, fees, etc. packaging
costs, insurance, loading, transportation to the site, unloading and storing the sentinel at
the place of installation and installation of purchased products and materials.
The unit price should also include the cost of maintenance work in all phases of
construction and all of the works in the distribution pipeline to the final handover to the
Investor.
Therefore, the unit price for a particular operation is the sale price of this work by the
appropriate unit of measure with purchasing the products and materials at own expense,
preparation, embedding, performing the necessary temporary works and facilities and
maintenance of the performed works up to the final handover to the investor. So
Contractor is not entitled to any additional charges and payments if they are not
specifically provided by the contract.
4.1.8. COMPLETION OF THE WORK
Upon completion, the land on which the site was located or in which the work was
performed, as well as all completed works, should be left in a clean and tidy condition as
directed by the Supervisory Council. All remaining material, construction machinery and
equipment, temporary works and facilities should be removed from the site, while the area
in which they were set should be restored to its original state or condition approved by the
supervisory authority. All these works are not paid particularly as they were included in the
unit price of the corresponding position and type of work to which these temporary works
and buildings, machinery, etc. were used during the construction.

4.2. PRELIMINARY WORKS


Prior to the commencement of the main works on a particular object or water facilities, it is
necessary, in addition to performing a variety of temporary works and facilities performed
by the Contractor at his own expense, to perform some preliminary work necessary for the
smooth and normal execution of the major works. These works include: restoring of the
operating train in the field, setting out facilities routes, research and marking underground
installations on the site before and during the works in cooperation with representatives of
organizations working for communal water and sanitation, telecommunication, electric
power, heating and gas. They also include fence removal on the objects route, as well as
bringing them back to their original state on completion. Digging up asphalt pavement and
surface of the section where the buildings route crosses the main road, transverse tearing
down the existing access roads across the canal on the main roads, cutting and removal
of trees and stumps along the route object are also included in preparatory works.
4.2.1. GEODETIC WORKS
Before the works start, it is necessary to restore the operating geodesic polygon on the
site and set out facilities along the route .
Restoring the operating polygon should be made based on the information provided in the
project, such as: descriptions of positional points (measured from solid objects) and the
polygon points defined by the state trigonometric system. Having coordinates and
elevations (X, Y, Z) go without saying.
Recovering of the facilities routes (vertices got by diversion pipeline route and recorded
longitudinal and cross section) are to be made from the operational site. In the same way,
monitoring of performaning the objects, that is, the determination of horizontal and
altitudinal position of objects, should be done.
There are a draft of operating site and routes of the objects given in the project.
Calculation and payments will be done by meter of facilities route being set out.
4.2.2. EXPLORATION AND LABELING OF UBDERGROUND INSTALLATIONS
Before the works start, some explorations and definings of existing underground utilities
water, sewer, electric and telephone installations, pipelines and gas pipelines should be
done along the route, as well as determining their exact intersection spots with the new
facilities facilities. Research and defining of existing underground installations should be
done by using possible cadastre of underground installations, in cooperation with
representatives of public water supply, sewage,telecommunications, heat and gas
organizations
The terms of crossing or relocation of existing installations should agree to the
requirements and instructions of the owner or user of the installation or wiring, in all places
where the route crosses the canal structures or existing underground services.
Harmonization of technical solutions, as well as cutting and relocation should be done in
the shortest possible time, in order to avoid delays in the work of those installations and
wirings.
Billing and payment will be made per m of cut and relocated underground installations or
wiring for each pipeline according to the cost of the works.

4.2.3. SMASHING OF ASPHALT ROADWAY AND PAVEMENTS


In all those sections where the route of water facilities passes asphalted streets or
roadways or paved sidewalks, excavation of asphalt layer should be performed. This
excavation should be done corresponding appropriate means. Excavated material should
be loaded into vehicles and taken away to a particular landfill.
Billing and payment will be made per 1 m2 of escavated paved roadway or sidewalk
regardless of the thickness with loading of excavated material in the vehicle and driving on
a particular landfill.
4.2.4. SMASHING AND EXCAVATING THE SURFACES
In all those sections where the route of water facilities passes through the streets, roads
or pavements having surface under the asphalt, such surface should be smashed and
excavated. It should be done by corresponding pneumating drills or some other suitable
means for excavation. All broken and destroyed material should be loaded into vehicles
and taken to a landfill designated by the supervisor.
Calculation and payment will be made per m2 of destroyed and excavated surface of the
roadway or sidewalk, regardless of the thickness and type of the substrate, together with
loading of such materials into vehicles and taken away to a particular landfill.
4.2.5. REMOVAL OF STONE OR CONCRETE CURBS
In all those sections where the route of water facilities intersects the stone or concrete
curbs, these curbs should be removed and taken to the landfill designated by the
Supervisor. Calculation and payment will be done per 1m2 of excavated stone or conrete
curbs, including loading and disposal of this waste material to a particular landfill.
4.2.6. EXAVATION OF MACADAM ROAD
In all those sections where the route of water facilities passes through the street or road
with gravel (macadam) roadway, it is neccessary to excavate it. Excavation should be
done by appropriate means. Excavated meterial is loaded into vehicles and taken to a
particular landfill, except in the case when a supervisor engineer orders to use such
material for refitting in the roadway. In such a case excavated material should be
deposited into appropriate place, so it cannot interfere with other works, until it is refitted.
Calculation and payment will be done per 1m2 of excavated macadam roadway, together
with loading the material into vehicles and its disposal into a particular landfill, or disposal
into temporary dumps until it will be used for refitting.

4.2.7. REMOVAL OF FENCES


In all those sections where the route of water facilities passes through the street or road
with gravel (macadam) roadway, it is neccessary to excavate it. Excavation should be
done by appropriate means. Excavated meterial is loaded into vehicles and taken to a
particular landfill, except in the case when a supervisor engineer orders to use such
material for refitting in the roadway. In such a case excavated material should be
deposited into appropriate place, so it cannot interfere with other works, until it is refitted.
Calculation and payment will be done per 1m2 of excavated macadam roadway, together
with loading the material into vehicles and its disposal into a particular landfill, or disposal
into temporary dumps until it will be used for refitting.
4.2.8. TEMPORARY FENCES
In all places where the construction and pedestrian traffic go simultaneously, determined
by a competent authority, on the one side of a trench the Contractor should build a
temporary protective barrier/fence. A draft of this temporarary protective fence the
Contractor is obliged to the Investor, and only after his consent and approval, this fence
can be built. The fence should be strong and tall enough so it can protect pedestrians
from falling or sliding into the trench. At the completion of the works, with the consent and
approval of the Supervisory Council and the competent authorities, a temporary fence
must be removed and the surrounding area must be reinstated to its original condition.
Calculation and payment will be made per 1m of installed and removed temporary
protective fence. Contractor will be paid 50% of the unit price afer the barrier is installed,
the other 50% of the unit price after completion of works after the fence is removed. The
unit price includes all other works and expenses normally occur in the constraction of such
objects.
4.2.9. REMOVAL OF POLES, SHRUBS AND TREES
In all places where the water facilities route crosses landscaped areas with shrubs,
bushes and trees, excavation should be done manually with the obligation to protect the
vital parts of the roots encountered. Protection of shrubs and bushes consists of careful
excavation and wrapping the roots in corrugated cardboard tape, kraft paper or other
suitable coating. Riped shrubs and bushes should be stored in a suitable place and keep
and maintain until the time of replanting. After facilities are backfilled and pipeline built, the
same should be planted.
If the facility route passes over the trees, the trees should be cut, their roots excavated,
and roots, stems and branches took to the dump.
Calculation and payment will be made per 1m2 of removed shrubs and poles, while
calculation and payment for trees and stumps will be made per piece of removed trunk.

4.2.10. TEMPORARY BRIDGES


In all the places where simultaneously with the construction there goes pedestrian traffic
on, determined by the competent authorities, temporary safety bridges for pedestrian
traffic with a protective fence over ditches should be built. Temporary bridge should be
strong enough and have sufficient capacity for normal pedestrian traffic and to be wide
enough to allow two pedestrians passing in opposite directions. The Contractor is obliged
to submit for approval a draft of a temporary bridge in each and every such a case to the
investor and the relevant authorities. If the draft is done for the same type of bridge
applied in several places, the Contractor shall submit a standard draft. Only after obtaining
the consent and approval, a temporary bridge can be made. At the completion of the
works, and with the consent and approval of the Supervisory Council and the competent
authorities, a temporary bridge with a fence should be removed and the surrounding area
brought back to its original condition.
Calculation and payment will be made per 1 piece of built and removed temporary bridge
with a protective fence. The Contractor will be paid 50% of the unit price after the bridge is
built, while the remaining 50% upon completion of the works when the bridge is removed.
Special price includes all other work and costs that normally occur in the construction of
such facilities.

4.3. MAIN WORKS


4.3.1. EARTH WORKS
Earth works include all types of excavation for the main distribution pipelines as well as
seizing trench excavation and pipe laying, subgrade preparation, backfilling the trenches
with the excavated ground or gravel material after assembly and construction. The earth
works also include protection of excavation works during construction. They will be carried
out according to the relevant projects. While performing ground and other works, the
Contractor shall comply with the relevant regulations. The terms of digging through public
land for the construction and repair of water facilities in the city are pointed out further
below in this section, and the Contractor shall strictly adhere them during the works.
4.3.1.1. REQUIREMENTS AND CONDITIONS FOR EXCAVATION IN PUBLIC AREA

All the works required for the construction or repair of water facilities under
public spaces, streets, footpaths, roads, road shoulders, parks and other public
spaces in the city, regardless of who performs such works, can be done only with
prior approval of the competent authority .
Such works may be carried out from 1 April 1 November, and only in exceptional
cases outside this period.

The approval mentioned in the previous paragraf determines the start and
completion of the work, surface and places where the digging was approved, as well
as other conditions related to works that are prescribed by these terms.

The approval for the digging of public land may be issued only by labor
organization registered for such activities.

The request for such approval must be submitted inwritten form, and the
construction can not begin prior to written approval.
Approval for digging can be issued only at the request of the Contractor. In exceptional
cases accidental damages of water facilities which prevent handling of the city or its
parts, communal organization with a damaged installation can begin to work on the
reconstruction of the verbal permission of the head of the competent authority, but it is
obliged to require a written approval within 48 hours.
The authority mentioned in Article 1.1. of these conditions is obliged to deliver a copy of its
given approval to a referent adequate community organization which maintains particular
public area.
Beside the application for approval to dig, the Contractor shall also submit:

Lay-out survey (in two copies) which defines following elevations: the
position of objects, digging belt, the position and type of previously placed objects in
the closest neighbourhood, mutual crossings, opposite passings and collisions.

Compliance (in duplicate) of each community organization whose facilities


are already built close to the future ones saying that new structures on the site will
not endanger their facilities, or, if such an option is possible, compliance in which
they agree that the work will be performed under certain conditions (insurance,
relocation, etc.)

A copy of building permit

It is not necessary to submit the consent referred to in section 2 of the previous


paragraph with the application for the approval of digging needed for repair facilities.
Attachments reffered to the previous article are an integral part of the approval for
digging and the Contractor is required to act on them during the works and keep them,
together with the approval on the site with the responsible person and show them at
the request of an authorized person.
Prior to issuing a permit for construction, authority mentioned in Article 1.1. of this
decision is required to obtain the approval from transport authorities in terms of
measures of road safety which the Contractor should implement during construction
works. The authority of transport may require the provision of pedestrian passage
over the digging and access to facilities. Such approval is provided by a competent
approval authority.
Organization carrying out the works of setting up new underground installations is
obliged to draw the axcle of performed installations branches and turns in the layout
plan and execute and enter required measurements into a plan. This recording shall
be submitted to the competent authority of the cadastre of underground installations,
which must be allowed to check the data. Only after that the Organization can access
the works of burying the dig.
After assembly, testing and seduction in the cadastre of underground utilities, the
Contractor is obliged to burry the ditch under the technical conditions referred to
below.

4.3.1.2. EXCAVATING AND BACKFILLING OF EXCAVATED PUBLIC SURFACES

Longitudinal digging through city streets and closing the digs.


Longitudinal digging through city streets means digging the trench whose axis is parallel
to the axis of the road or cuts it at an angle of less than 45o.
Canals may be done only in the sections meeting the requirements of the traffic.
Installation (object) that is mounted (constructed) must be protected with materials
required by the supplier of base material for installation and equipment (construction) and
the applicable regulations.
The overlay above the protected installation (building) is executed running up to 30 cm
below the road surface with material that matches the description of the works, and under
the technical conditions prescribed for subgrade. If the material from the excavation does
not meet the prescribed conditions, it should be stabilized to required quality or completely
replaced.
Quality control is done by incorporating the technical conditions prescribed for subgrade.
The bottom layer of the roadway structure is carried out fully in accordance with the
technical conditions prescribed for the subbase.
The height of the lower layer is conditioned by the thickness of subgrade and it can be up
to 20 cm below the pavement surface, if it is asphalted roadway.
Upon completion of compaction of the lower layer of roadway construction, binding layers
are excavated for another 30 centimeters on each side of the edge of the trench, if the
average depth of the trench on the 50 m section is less than 1.5 m, and 60 cm on both
sides if the average depth of the trench is equal to or greater than 1.5 m. The excavated
material is transported to the landfill, and the entire surface shall be cleaned, aligned and
compacted to the required density.
Quality control is carried out according to the technical conditions prescribed for the
subbase.
Closed trench must make monolithic entity with the existing roadway (cube, concrete
roadway, ravels, flagstone, paving stone, etc.) and fulfill the aesthetic and technical
requirements (slope of roadway, dress ups, contacts in the level, drainage, preventing the
frost - joints, fugues, etc.).
If it is asphalt construction, new asphalt is applyed in two layers.
When the width of the pavement dug (as well as extensions for reinforcement) is equal to

of 4 cm. If the roadway is to be asphalted, it must be done in two layers: BNS 16 of 6 cm
and AB 11 of 4 cm.

4.3.1.3. DIGGING IN THE AREAS PLANNED TRAFFIC AND CLOSING THE TRENCHES

Mounted (built) installation (object) is protected with the material at the request of the
supplier of materials and equipment (construction) and the applicable regulations.

Overlaying the protected installation (object) is done by the top layer of existing terrain
using excavated material with required compaction. If a road is planned to be built on such
a surface within two years, installation should be burried up to the terrains surface, with
materials and methods that correspond to prescribed technical requirements for subgrade.
4.3.1.4. LONGITUDINAL EXCAVATION OF SIDEWALKS AND TRENCH BACKFILLING

Longitudinal digging of footpaths (sidewalks) means to dig for a trench with an axle
parallel to the axle of the sidewalk, or with an axle that intersects the sidewalk under the
angle less than 30o.
Canals may be done in sections adapted to the demands of the traffic.
Mounted (constructed) installation (object) must be protected with material requested by
materials and equipment (construction) supplier and the applicable regulations.
The overlay above the protected installation (object) is done up to 30 cm under the
sidewalk (footpath) surface, with materials corresponding to prescribed technical
requirements for subgrade.
If the material from the excavation does not meet the prescribed conditions, it should be
stabilized to required quality or completely replaced.
Material i quality control of subgrades, must correspond to prescribed technical
requirements for subgrade.
The construction of the bottom layer of pedestrian paths is carried out in all upon the
required technical conditions for the subbase.
The existing construction of pedestrian paths conditions conditions the height of the
existing sidewalk.
Upon completion of compaction the trench, associated roadway structures are excavated
for another 30 cm on each side of the edge of the trench, if the average depth of the
trench is less than 1.5 m, and for another 60 cm on both sides of the trench if the average
depth is equal to or greater than 1.5 m. The excavated material is transported to the
landfill, and the entire surface shall be cleaned, aligned and compacted to the required
density. Quality control is carried out according to the prescribed technical requirements
for subbase.
Final construction of the sidewalk must make monolithic entity with the existing roadway
(cube, concrete roadway, flatness, flagstone, paving stone, etc.) and fulfill the aesthetic
and technical requirements (slope of roadway, dress ups, contacts in the level, drainage,
preventing the frost - joints, fugues, etc.).
If it is an usual construction of concrete and wearing layer, final closing of the trench is
done in a way to produce a layer of concrete of minimum thickness of 10 cm at the level of
2 cm below the surface of footpaths.
When the width of a dug footpath (trenches and extensions for reinforcement) is equal to
or less than 1/3 of thesidewalk, asphalt wearing layer is applied over concrete substrates.
The quality and type of asphalt must meet the basic asphalt of the sidewalk. Contact with
the existing asphalt layer is performed by heating up the existing layer and then merges
hot with a flap of at least 2 cm thickness.

4.3.1.5. TRANSVERSELY DIGGING OF THE SIDEWALKS AND TRENCH BACKFILLING

Transversaly digging through sidewalks means digging a trench with an axle that
intersects the axle of the sidewalk at an angle equal or greater than 30o.
All excavated material is immediately transported to the landfill.
Mounted (constructed) installation (object) must be protected with material requested by
materials and equipment (construction) supplier and the applicable regulations.
The overlay above the protected installation (object) is done up to the sidewalk (footpath)

4.3.1.6. EXCAVATION IN PARKS AND TRENCH BACKFILLING

Digging that must be done close to the trees is done manually with an obligation to protect
the vital parts of the roots (thickness diameter above 5 cm).
Protection of roots consists of careful excavation and wrapping the roots in corrugated
cardboard tape, kraft paper or other suitable coating (carboar or other material with
bituminous coatings as well as binding with wire are not allowed).
Protective covering must be removed before backfilling the trench.
If the root lies on the mounted installation (object), it must be provided by a protective
layer at the place of contact.

Backfilling of the trench in a place where there are roots must be done manually by hand
tamping compactor. The roots themselves are coated with topsoil without admixture of
stone and clay and compacted by hand plugger in order to prevent deformity that would
cause material subsidence .
The entire trench is backfilled in layers with the required degree of compaction, which
guarantees that there will be no subsidence of the material.
Excess material is transported to the landfill.
Reconstruction of grasslands and low crops must cover not only a narrow strip directly
above and along the trench, but the entire land crossed by the installation.
Demolished or damaged trees must be reimbursed by an adequate number of seedlings,
selected and ordered by a horticultural expert.

4.3.1.7. EXCAVATIONS

Excavation performed may be seizing and excavation of trenches for pipelines, canals
and other that may occur during construction. After removing all that is necessary,
clearing land and setting out the route, excavation can start according to measures and
elevations in the project or in the draft, as well as to other possible instructions given in
writing by the Supervisory Council. At locations of inappropriate land that is considered
unsuitable, excavation will be carried out under the elevations specified in the project, and
dug area will be sealed with a suitable material as directed by Supervisory Body.
Excavated material that a Supervisor declares ineligible as well as surplus of excavated
material that remains after backfilling the trenches and other similar works will be marked
as surplus excavation. Contractor shall load into vehicles any surplus of excavation and
drive it to the designated landfill.
As a rule, the excavations will be carried out with adequate construction machinery
wherever possible.
While excavating trenches, the Contractor shall take care of mowing down the sides to
avoid unnecessary collapsing into already excavated area. Mowing the sides should be in
accordance with the geotechnical characteristics and the type of soil in which excavation
is performed and regulations on hygienic and technical safety when performing such work.
During ground and other works Contractor shall protect them against ground and surface
waters that may occur by building temporary facilities, pumping water or other suitable
ways. All the works performed in order to defence from water will not be separately paid if
they are not specifically stated in the bill of quantities for each water management facility.
The bill of quantities contains all specified types of grounds and positions where the
excavations should be done.
Certain types and categories of the excavations are presented based on data from the
project, while the calculation and payment will be made based on actual identified
categories of land during construction. Establishing categories of land where the
excavations will be carried is done by a supervisor after completion of excavation on the
specified object.

4.3.1.7.1. TRENCH EXCAVATION

Excavation of trenches on the routes of water facilities will be implemented in accordance


with the provisions of the conditions mentioned above these technical requirements.
Excavation of trench can be up to 1 m width, and by 2 m and from 2 to 4 m depth,
depending of the case. The excavated material will be disposed on the side of a trench at
least 0.5 m from the edge of the trench for subsequent backfilling trenches or for transport
to a particular landfill.
Calculation and payment will be made by 1 m3 of the trench depending on the width and
depth as well as the group of the land where the excavation is carried out with the
disposal of excavated material at least 0.5 m from the edge of the trench. Unit price for
trenchl excavation includes all the works that are related to this type of excavation but not
specifically mentioned in the bill of quantities.
4.3.1.7.2. SEIZING THE TRENCHES

In all the places where pedestrian traffic goes simultaneously with the construction, which
are determined by competent authority, there should a temporary protective barrier at one
side of the trench. The Contractor will submit a draft of temporary protective fences for
approval to the investor and to the competent authorities. Only after obtaining the consent
and approval, the fence can be built. The fence should be sufficiently strong and high to
protect pedestrians from falling or sliding into the trench. At the completion of the works,
with the consent and approval of the Supervisory Council and the competent authorities, a
temporary fence must be removed and the surrounding area brought back to its original
condition.
Calculation and payment will be made by 1 m of placed and removed temporary
protective fence. The Contractor will be paid 50% of the unit price after installing fences,
and the remaining 50% upon completion of the works when the fence is removed. Special
price includes all other works and costs that normally occur in the construction of such
facilities.
4.3.1.7.3. ALLOWANCE FOR DIFFICULT WORKING CONDITIONS

During the excavation of trenches and seizing on the routes of objects, at some parts of
the route difficult conditions for the work may appear. These are cases of wet and soggy
soil in parts of the route when it encounters an underground installation, where the normal
excavation is difficult because of the struts, and similar cases. In such cases the
contractor is entitled to the allowance for difficult working conditions during excavation. All
of these cases is determined and approved by the Supervisory Authority at written request
of the Contractor.
Calculation and payment will be made per 1 m3 of excavation or trench seizing regardless
of the width and depth of the trench and regardless of the group of land on which the
excavation was made under difficult circumstances, based on the review and approval of
the Supervisory Council. Unit price for difficult conditions during the excavation of
trenches and seizing covers all costs and work related to these cases and are not
specifically mentioned in the bill of quantities.

4.3.1.7.4. TRENCH BOTTOM PLANING

Upon completion of the trench and channel excavations, but before concreting works and
installation of facilities start, trench bottommust be planned, according to measures of the
longitudinal profile of the project. The excavated material should be removed from the
trench at a certain distance and then, if it is the excess excavation, taken to the dump. It
is anticipated to plan trench bottom up to 1 m and over 1 m width.
Billing and payment will be made per 1 m of planned trench bottom to 1m over 1 m wide,
depending on the case. Unit price includes all other works and costs that normally occur
during execution of such facilities.
4.3.1.7.5. TRENCH SUPPORTING

During the excavation and seizing of trenches on the routes of water facilities, in some
parts of the route, due to poor geological composition of the soil, a need for shoring up the
sides of the trench may occur. If such a case occurs, the Contractor will inform the
Supervisory Council in written form. When the supervisor reviews reported case and
approves shoring, the Contractor is obliged to perform shoring with appropriate means
and materials. Shoring should be carried out so that the struts do not interfere with normal
work operations. Upon completion of the trench, during backfilling, struts should be
gradually removed and removed along with the progress of backfilling, in order to prevent
a sudden collapse of the soil in a trench and damages on the executed objects.
Disassembled and removed struts should be removed from the site where they were
used.
Billing and payment will be made per 1 m2 of trench shoring, regardless of the depth of the
trench. Each side of the trench is separatelly calculated. Contractor will be paid 50% of
the unit price for bracing when installing bracing and the rest of 50% after their removal
after completion and after the approval of the Supervisory Council that struts can be
removed. Unit price for shoring trenches coveres all costs of the works related to these
cases and they are not specifically mentioned in the bill of quantities.

4.3.1.7.6. WATER PUMPING

During excavation and seizing trenches and other works on the routes of water facilities,
groundwater in some parts of the route may occur. It should be appropriately removed by
pumping to allow undisturbed work at the site. If such a case occurs, the Contractor must
inform the supervisory. After the supervisor reviews reported case and approves pumping,
Contractor will place device or equipment for pumping with all the necessary wirings. A
device for pumping water should have a minimum capacity of 25 liters / sec and 1500 l /
min regardless of the depth or height of pumping. Pumping should be run so that drained
water cannot come back to the place where it is pumped from or outflows to other parts of
the route. Contractor should place enough pumping devices for successful lowering the
water level and to remove the water from the place where it appears, so that the works in
progress can normally run.
Contractor may remove the device or devices for pumping water at the end of the work or
upon the approval of the Supervisory when there is no more need for pumping.
Calculation and payment will be made per an 1 hour of a effective work of pumping device
capacity from 5 to 25 liters / sec and 1500 l / min regardless of the height or depth of the
water pumping. Unit price for pumping water covers the delivery and installation of
pumping equipment, with all necessary wirings, operation of the device during the
pumping with the operator, dismantling and shipping of the device with installation after
completion or supervisory approval, as well as all costs and works related to this kind of
work, but not specifically mentioned in the bill of quantities.
4.3.1.8. BACKFILLING AND DISPOSAL

Backfilling trenches on the route of distribution pipelines should be done after the pipes
are laid and facilities inspected, tested, and after labeling of pipelines and terminals.
Backfill material must be prescribed depending on the place where the backfill is to be
performed in accordance with the requirements for the digging of public land for the
construction and repair of underground installations and units in the city, which are listed
in the Technical Requirements in Section 1.
The excavated material is temporarily deposited on the trench side or on certain
temporary landfills if the material will be used for backfilling trenches. Surplus of
excavated material remained after backfilling, must be loaded into vehicles and taken
away to a particular landfill.
4.3.1.8.1. SAND BACKFILING

After the pipes are laid on prepared bedding and testing of pipelines done, pipes are
flooded in the sand layer of corresponding thickness above their vertices. Clean sand free
from harmful impurities, debris, rock fragments must be used. Poured sand should be
compacted to the required density by a light beater.
Billing and payment will be made per 1 m3 of purchased, delivered, outspreaded and
compacted sand. Unit price includes all works and costs related to the purchase and
spreading of sand and are not specifically mentioned in the bill of quantities.

4.3.1.8.2. BACKFILIG OF THE TRENCH WITH SOIL

Backfilling trenches with excavated ground material will be performed in accordance with
the requirements for the digging of public land for the construction of underground
installations and city units, which means at all those places where subbase is not
required. Excavated soil, approved by the appropriate Supervisory, should be used in
backfilling the trenches.
While trenches backfilling, finer excavated material should be outspread and sticked first.
Backfilling continues in a layers of 15 to 30 cm thickness over the entire width of the
trench until envisaged height of fill is reached.
Gravel should be compacted to achieve 95% of the parts of the trenches with the lower
bearing layers and 85% in the trenches without supporting layers, with the maximum
density of the optimum moisture content according to JUS U. B. 1 045.
Mechanical compaction is achieved by pneumatic plugger except in the first part of the
trench around placed pipes. Here compaction should be performed by manual
compactors.
Compaction testing should prove whether backfilling trenches by excavated ground
material meets requirements and it should be done at the place designated by the
supervisor. If the test results do not meet the standards, the Contractor must excavate the
buried material and re-compact the trench until the required density is achieved.
Billing and payment will be made by 1 m3 of bacfilled trench with excavated soil to proper
compaction.
Unit price includes all works and costs related to this type of work and are not specifically
provided for in the cost of works.
4.3.1.8.3. LOADING AND TRANSPORT TO A LANDFILL

Each surplus of excavated material that remained after backfilling the trench or from other
works. should be loaded on the vehicle and transported to the landfill determined by the
Supervisory Authority.
Billing and payment will be made per m3 of loaded, transported and disposed excavated
surplus regardless of the soil type. This surplus is determined by the difference between
amount of excavated material measured in the fused state from which the amount of the
same material used for backfilling trenches and other works is deducted, also measured
the fused state. Unit price includes all other works and costs that normally occur in this
type of work.

4.4. CONCRETE WORKS


4.4.1. INTRODUCTION
The main components (aggregate, cement and water) should satisfy JUS for components
of concrete MB 10 to MB 30. The concrete should meet basic JUS conditions. Particular
requirement is compactness and resistance to frost. All concrete should be mechanized
fitted with suitably selected and prepared work organization. Cultivating and conservation
of concrete should be done at least 7 days after the incorporation, under the appropriate
regulations.
4.4.2. MATERIAL FOR CONCRETE PREPARATION

For concrete preparation should be used a concrete of domestic manufacturer. Selected


brand and type of concrete would not be changed without written supervision approval.
Copies of testing cement should be promptly submitted for each batch and consignment
of cement.
Aggregate should be solid, compact, durable and clean, washed gravel or powdered
stone which contains mainly 0,5% weight of flat elongated and brittle grains. All fractions
should be presented in specified proportions. Water should be fresh, without oil or grease,
acids or harmful amounts of organic matters. In principle, it must be used only water from
city water supply system.
Storage of cement, aggregates (little and particularly large fraction) should be done under
the valid regulation for its wet, dust, mud and organic matter protection. The storage
should be organized meaningfully, so materials could be easy selected and handling
reduced to a minimum.
4.4.3. CONCRETE TESTING
Quality testing of incorporated concrete should be done successively during the
incorporation. Testing of samples should be done an institution qualified for that, which will
be chosen in authority of Supervisors. Three test cubes for concrete quality testing will be
taken for every 20 m3-incorporated concrete and for every concrete brand. At cubes must
be indicated date of preparing, number and sign of sample, place of incorporation into the
construction. Testing of strength on pressure of test cubes should be done after 7 days
and after 28 days from the date of incorporation.
4.4.4. CONCRETE INCORPORATION
At concrete incorporation should pay a special attention on prevention of concrete
segregation and that the free fall of the concrete during the incorporation does not exceed
2m. Concreting speed should be such that the concrete is at all-time plastic. The concrete,
which is partially fixed or contains undesirable impurities, must not be incorporated.
Incorporation of concrete should be done by mechanical vibrator. Measures tolerance on
concrete elements performing may not exceed +/-1 cm.

4.4.5. CONCRETE WORKS


Concrete structures, on the construction distribution pipeline and water supply systems,
are foundation of inspection chamber, inspection chamber, mud outlets, blocks for
insurance of pipeline vertex and related works. All these structures will be performed
according to adequate designs, which Employer will submit timely to the Contractor. All
these structures will be performed in concrete of adequate brand, according to the Design.
Calculation and payment will be done by 1 m3 of proper brand concrete in particular
structure of water supply system, according to description from bill of quantities. Unit price
includes performing and removing of eventually needed formwork, as well and other
works and costs that appear normally at these structures, and they are not separately
named in the bill of quantities. Preparation and incorporation of the concrete will be done
according to conditions in previous part Concrete works.

4.5. ASSEMBLING WORKS


4.5.1. INTRODUCTION
Assembling works include taking goods and materials that Employer acquires for
distribution pipeline purpose, due to tender documentation: purchase of pipes, fittings and
reinforcements. Products and materials, for which Employer provide means of payment,
the Contractor will take from selected supplier. Other products and materials for
assembling works, which are not in this technical conditions and bills of quantities and
which are not mentioned for taking, the Contractor is obliged to provide and install them at
its own expense. Furthermore, assembling works include transport, lowering into the
trench or in products pits, assembling and installation, sealing, testing on test pressure,
and rinsing and disinfection of pipeline before its start operating. Assembling works
include and all those works that should be performed due to normal water supply pipeline
work.
4.5.2. WATER PIPES ASSEMBLING
This work include taking, transport, dispatching along the trench, lowering into the trench,
assembling and installation, sealing, testing on test pressure, rinsing and disinfection of
pipeline of specific nominal diameter, depend on situation.
On water supply distributive pipelines assembling it is necessary to comply with the
instructions that are specified by pipes manufacturer ( cast-iron, polyethylene, steel and
other pipes).
Calculation and payment will be done by 1 m1 of installed water pipe of specific nominal
diameter and kind of pipes with all above described acts. Unit price include and all other
works and costs that appears normally at construction structures like this is.
4.5.3. ASSEMBLING OF PROTECTIVE PIPES
This work includes purchase of steel pipes that should be installed where pipeline passes
below the traffic and access roads of main traffics. The work also includes transport,
dispatching and lowering on installation places, and installation of protective pipes
according to design data.

nominal diameter with all above described acts. Unit price include and all other works and
costs that appears normally at construction structures like this is.
4.5.4. ASSEMBLING OF AIR VALVES, MUD OUTLETS AND HYDRANTS
This work includes purchase of particular fittings and reinforcements that should install on
places of air valves, mud outlets and hydrants. With this is comprised transport,
dispatching, lowering, assembling, sealing, testing on the test pressure, rinsing and
disinfection.
Calculation and payment will be done by piece of installed air valve, mud outlet and
hydrant. Unit price include and all other works and costs that appears normally at
construction structures like this is, and they are not mentioned in bill of quantities.
4.5.5. STANDARDS FOR PIPE MATERIALS AND PIPES JOINTS
4.5.5.1. POLYPROPYLENE PIPES

Purchase, transport, dispatching along the trench and assembling of two layer corrugated
sewage pipes of polypropylene (PP) with integrated coupling, type SN 8, into the trench.
Pipes should be manufactured according to EN 13 476-3, in orange color, and inner side
in white, due to easier inspection, in all according to designed diameters and specification.
Pipes carefully lay on prepared sand bed, and watching out that during the laying and
assembling of pipes the same be laid in designed descent without horizontal and vertical
breaking. Descent control should be done with surveying instrument with supervisors
presence. Works should be done all in accordance with technical regulation for particular
type of pipes, or in accordance with requirements EN 1610, in the manner, which was
precise by pipe manufacturer, and all in accordance to Supervisors direction.
4.5.5.2. PVC RIGID PIPES

Purchase, transport, dispatching along the trench and assembling of three layer PVC
sewage pipes with integrated coupling, type SN 8. The pipes should be producted
according to EN 13 476-2, all in accordance with designed diameters and specification.
Pipes carefully lay on prepared sand bed, and watching out that during the laying and
assembling of pipes the same be laid in designed descent without horizontal and vertical
breaking. Descent control should be done with surveying instrument with supervisors
presence. Works should be done all in accordance with technical regulation for particular
type of pipes, or in accordance with requirements EN 1610, in the manner, which was
precise by pipe manufacturer, and all in accordance to Supervisors direction.
4.5.5.3. POLYETHYLENE PIPES

High Density Polyethylene pipes can be with or without steel reinforcement (rings) which
enables them to provide a high ring stiffness. These pipes should meet DIN EN 13476th
Stiffness of the external pressure should be consistent with the standard DIN EN ISO
9969 SN8. Watertight in accordance with DIN EN 1277 and DIN EN in 1610.
4.5.5.4. POLYESTER PIPES

Sewage pipes with nominal diameter DN (mm), nominal rigidness SN (N/m2) and nominal
pressure PN (bar), from polyester, manufactured according to EN 14364:2007. The pipes
should meet requirements from TV standard MUC-KSP-A 2000. Single pipe length is 6
m, and at one end of the pipe is fitted polyester joint with sealing of EPDM. The sealing of
EPDM must in complete, with entire surface, cover the inner side of polyester joint. Inner
protective layer of polyester, without filling and fiberglass must have a thickness of
minimum 1 mm, due to increased resistance to abrasion and chemical attack.
Specification of pre-cast manholes from polyester
The standard inspection chamber with vertical pipe DN (mm) from polyester,
manufactured according to EN 14364:2007, with steps from incorrodible material, with
shaped gutter of polyester, with connections defined in inspection chambers( diameter
and high of vertical pipe, diameter, position, high and type of material of connections). In
item, it is included and standard steps. The pipe from which is performed inspection
chamber must have inner protective layer of polyester, without filling and fiberglass, with
thickness of minimum 1 mm, due to increased resistance to abrasion and chemical attack,
and it should meet requirements from TV standard MUC-KSP-A 2000.

4.6. FINAL WORKS


The final works are works that are mainly related to bringing roads and other surfaces,
through which the route of the pipeline pass, to its original state or to the state as it is
required by the conditions of public land for digging, for making and repairing underground
utilities and landscaping in the city.
4.6.1. BACKGROUND FROM BITU AGGREGATE FOR ROADS AND PAVEMENTS
On all these places where the background for road or pavement is dug up and broken,
during the previous works, it is necessary to build a new background from bitu aggregate.
Works include background performance from bitu aggregate in layer with appropriate
thickness for road or pavement, or something else, depends on case.
Calculation and payments will be done by 1m2 performed backgrounds. Unit price include
and all other works and costs that appears normally at construction structures like this is,
and they are not mentioned in bill of quantities.
4.6.2. ROADWAY AND PAVEMENTS ASPHALTING
After performing background from bitu aggregate, where the background for road or
pavement is dug up and broken, during the previous works, it is necessary to do the
asphalting of roadways or pavement, in accordance with clause 3.2 these conditions.
Works include performance of supporting asphalt layer, with appropriate thickens for
roadway or pavement. Calculation and payments will be done by 1m2 performed asphalt
layer for roadway or pavement. Unit price include and all other works and costs that
appears normally at construction structures like this is, and they are not mentioned in bill
of quantities.

4.6.3. CURBS PLACEMENT


On all those places where are removed concrete or stone curbs, it is necessary to build-in
new concrete curbs. The work includes purchase and delivery of new standard concrete
kerb, as well and placement on the background of fresh tamped concrete, type MB 15 and
processing of joints between curbs with cement mortar.
Calculation and payments will be done by 1m2 built in concrete kerb with placement of
background and join processing. Unit price include and all other works and costs that
appears normally at construction structures like this is, and they are not mentioned in bill
of quantities.
4.6.4. MACADAM ROAD BUILDING
On all those place where is, during the performance of previous works, dug out macadam
road, the same should be restored to its original condition.
This work include purchase of broken stone per fraction, transport, spreading and flatting
of broken stone as background for supporting layers of roadway structure, or performance
of macadam road..
4.6.5. OTHER WORKS
All other works in construction of these structures, and they are: reinstatement of green
areas to its original state, placement of marks for manholes and hydrants, performing of
study with geodetic survey of build in construction and other underground installations in
structure area, should be done in accordance with this technical conditions and valid
regulations.

4.7. FINAL TESTING (AND/OR TESTING OF PIPELINE AND MANHOLES AFTER THE FILLING)
After completion of works on pipes laying, it is necessary to do some testing, as follows:
4.7.1. VISUAL TESTING
Visual testing include:
Position by route and altitude

4.7.2. SEALING
Sealing of the pipeline altogether with connections, manholes and inspection chambers
must be tested according the item 7.4.

4.7.3.1. COMPATION

If it is required, it is necessary to: test the degree of bed compactness, side filling, and
cover of mail filling.
4.7.3.2. PIPE DEFORMATION

If it is required, it is necessary to test if vertical changes of diameter meet static


calculation.
4.7.4. PROCEDURES AND REQUIREMENTS FOR TESTING OF GRAVITATIONAL PIPELINES
Testing of pipeline sealing, manholes and inspection chambers will be done with air (L
procedure) or with water (W procedure). It is allowed separately testing of fittings,
manholes, and inspection chambers, e.g. pipes with air and manholes with water.
At L procedure, the number of corrective actions and repeat test is unlimited. In case
when testing fails once or several times, it is allowed testing with water, and results of that
testing are decisive. If during testing level of underground waters is above pipe vertex, it is
allowed to do testing of infiltration. Preliminary testing before side filling can be managed.
For pipeline taking over it is necessary to test the pipeline after filling and removing
formwork; instruction party can determine choice of testing with water or air.
4.7.4.1. TESTING WITH WATER (W PROCEDURE), INEVITABLE TESTING

Test pressure
Test pressure is the pressure, from filling of tested part to level of terrain elevation, and
subject to standard, upstream or downstream placed manholes, given pressure from
exceeding 50kPa and at least 10 kPa, measured at the back of the pipe head. Higher test
pressures can be prescribed for pipelines which are laid and which always or from time to
time are under higher pressure (to see NORM EN 805).
Time for preparation
After pipeline and/or manhole filling and reaching necessary test pressure, may be
needed preparatory time (usually enough 1 hour).
Testing time
Testing time must be 301 min.
Testing requirements
The pressure must be maintained within a certain 1k of certain test pressure with water
recharging .
The total volume of water, which was added to achieve these requirements during the
test, as well as the respective amount of pressure required test pressure must be
measured and written.
Requirements of filling are accomplished if water volume is not higher than:
0.15 l/m2 for 30 min for pipelines
0.20 l/m2 for 30 min for pipelines including manholes
0.15 l/m2 for 30 min for manholes and inspection chamber

EXCAVATION
Mechanical and manual trench excavation
in ground III category for sewage pipes
laying, all in accordance to longitudinal
section. The width in the bottom of trench
is +0,8 m. Excavated material should be
disposed on 1.0 m from trench edge.
During the excavation, it is necessary to
do shoring of the trench, to provide total
protection on work in trench. Unit price
include eventually draining of
underground water as well and other

SAND BACKFILLING
Purchase, transport and incorporation of
middle grain send into the trench. First,
inject a layer 10 cm thick for pipes bed
and compact it to minimum 90 % of
compactness by Proctor. After finished
assemblage of pipe, the send should be
compacted bellow and along pipe with
simultaneously formwork lifting to achieve
contact of send and ground of terrain.
Backfilling should be done in layers of 1020cm, with thumping to 90% by Proctor, to
pipe vertex. The sand should be manually
compacted above the pipe vertex. Total
high of sand layer is 30 cm above the pipe
vertex. Works should be done all in
accordance to conditions for installing of
polyester (GRP) sewage pipes.
