The Committee on Public Utilities, Transportation and Traffic Legislation reiterates its prior
decision to maintain the recommendation of the TTMC denying the request of GL/Lizardo Trans
and "A" Trans for an exemption from the Number Coding in the City of Baguio on the following
grounds:
a. If granted the same will be a precedent that can be used by other public utility buses and
vans that we cannot deny that can result to the deflect of the purpose of our Number Coding
Ordinance;
b. That the companies (if ever it want its buses to ply the route on Number Coding days) are
advised to pay the Passage Fee in the amount of One Thousand Pesos (P1,000.00) per unit
per month to the City Treasurer's Office and to submit its vehicle license plate numbers as
basis for evaluation.

Proposed Resolution Nr. SCOFAD 14-14 of Hon. Senior Citizen Councilor Adoracion N. Rulloda
entitled, "Requesting the City Government of Baguio to encourage all residents of Baguio to plant
flowering plants and flowering trees such as bougainvillas, sunflowers, fire trees etc. along both sides of
roads, streets and highways of Baguio to enhance the title of Baguio as the City of Flowers."

change the title of the above to read anew and hence shall be entitled as "Encouraging the residents
of Baguio to plant flowering plants and trees such as bougainvillas, sunflowers, fire trees, etc. along
the sides of the streets, roads and highways within the city's jurisdiction to project Baguio as the
City of Flowers", so that the tenor of the proposed resolution be more direct to the citizenry, and

Board Resolution No. 09, series of 2015 of the Liga ng mga Barangay- Baguio City Chapter entitled,
"Resolution strongly urging the City Government of Baguio to allow the Liga ng mga Barangay- Baguio
City Chapter to conduct a trade fair at Juan Luna Drive on March 15, 2015 to May 15, 2015 for the
purpose of raising funds for the benefit and provisional grant of honorarium for barangay tanods and street
sweepers of the 128 barangays of City of Baguio."
The Committee on Market, Trade and Commerce puts forward the following observations:
1. The proposed trade fair activity from March 15 to May 15, 2015 is a two-month timeframe that
patently violates the 15-day timeline restriction provided under Section 2 of Ordinance No. 13,
series of 2012 entitled, "Furthermore amending the Trade Fair Ordinance of 1994."
2. The same activity which is requested to be held at Burnham Park is also violative of the venuerestriction provided for in the same Section under the said Ordinance, which I quote, "to totally
disallow the conduct of trade fairs and other similar activities in all city-owned or city-managed
public parks..."
3. The noble intention as explained in proponent's Board Resolution No. 09, series of 2015 --- which
is to raise funds for the benefit and provision grant of honorarium for barangay tanods and street
sweepers of the 128 barangays in the City --- cannot justify the patent violation of an existing City
Ordinance. No goal, no matter how lofty, can ever make the activity as legal and in conformity of
the law. Other law-abiding means of fund-raising should instead be fostered by government
frontline service deliverers, least of all barangay associations such as the Liga proponent.
4.
It is made to appear before us that the protected activity may qualify as among the activities
under the Summer Vacation Program annually conducted under the city government's auspices.
The implication is misguiding and has no basis in fact. Nowhere is it provided under the Sumvac
2015 program that trade fair may be among such summer activities. Furthermore, it should be
noted that through the years, the Sumvac has never had any trade fair as part of its activity list.
