The City Coundl of Marshalltown, upon the request of the Chief of Police, has unanimously approved the
Chiefs recommendation to proceed with the Section 287g program. Marshalltown has seen a significant
growth in our Hispanic population and the Police Department has experienced difficulties in proper
identification of aliens as well as significant increases in the use of fraudulent documents. The 287g program
will allow our trai ned officers to better respond In a more manner to these growing needs while
reducing the work.load of the local ICE '""",,"",.,' .... "'1

We understand the need to a Memorandum of Agreement with your office and we will work with the
local ICE Agent in Charge to accomplish that task. We will also training space and as.s4st In
the scheduUng of the five--week training.

We have developed a close and good working relationship with the Des Moines ICE office 35 well as the SAC
office in St Paul and we look forward to continue working together. Our local point of contad on this 287g
program will be our Chief of P o l i c e _ and he is available at 641 754l1li

My latest conversation -w ith Marshalltown concerning 287 (g) took place a few months ago. I spoke with a Police
Sergeant named b)(§), (b)J7L(C) (sp) 641 - 7M~), b) 71HC b 6, b 7 c called to advise me that he was aware that
Marshalltown \vas NOT obtaining permissio be program (I am not a-w are who told him this). He
asked what other possibilities were available for \vorking \vith ICE concerning the existing iInmigration issues
and I explained some of our programs. I also advised him that the best move would be to contact the Des
lVloines RAC (b (6) (b 7} c and have a discussion with her office on how best to cope \vith their dilemma.
