Children Affected by the


Earthquake in Nepal
WASHINGTON - USCIS announced that
USCIS recognizes that many U.S. citizens
wish to help and adopt Nepali children
affected by the recent earthquake.
USCIS cautions that adoption by a U.S.
citizen, by itself, does not immediately
eligible to immigrate to the United States.
Before a child may immigrate to the United
States immediately as a result of an
intercountry adoption or proposed
intercountry adoption, USCIS must
determine that the child qualifies as an
orphan under the immigration laws of the
United States, and that the adoptive
parents are capable of providing proper
care. The proper authorities in the childs
country of origin must also determine
whether the child can be legally adopted
under the countrys laws.

animal is killed before you reach, it is


permissible. However, if the tip of the
arrow missed the animal by drifting
away with the wind, and had given it
a fatal blow, then it will not be
permissible as it is Moqouzah. The
seventh category of forbidden is Al
Mutradiyah, which includes animals,
which fall from a height or into a well
and die. The eighth category is
Alnateehah, which includes those
animals killed as a result of colliding
with another animal or any other
object such as a vehicle. The ninth
category comprises those animals,
which are killed by beasts. However,
if the animals in the aforesaid cases
are slaughtered before dying by
reciting Takbir they are permissible.
The tenth category of forbidden is
animals slaughtered at the idolaters'
altars. These altars were places
around the K'abah dedicated to
various idols, where sacrifices were
made in their names. Before the
advent of Islam these were
considered sacred and eaten with
great reverence; but Islam
prohibited them altogether.
The eleventh category of
forbidden is the act of soothsaying
through dividing arrows. This was
similar to contemporary lottery. Its
procedure was that arrows were
tagged with certain words such as
'Yes' or 'No' etc. and were kept in the
custody of the caretaker of K'abah.
People looking for information on
their future, would pay tributes to the
caretaker who would draw an arrow
for them. They acted or planned their
future in accordance with what the
arrows suggested. Similarly a group
of people would jointly slaughter a
camel and seek guidance through
arrows on its distribution. Like the
lottery, some would get a bigger
share, others a smaller one while a
few would go empty-handed. It is
very clear that to find out the events
of the future through palmistry,
numerology, horoscopes or any

other sources is forbidden. Adopting


such a profession is also strictly
forbidden and so is believing in such
information. Many a commentators
have condemned fortune telling in
harsh words while none has justified
it. Yet to have knowledge of these
things in order to counter and reject
them is not bad; however, it should
only be for defence and should not
be motivated by hopes for some
gain.
This day the non believers have
lost all hopes of bringing an end to
your religion. Therefore, there is no
need to fear them. You must always
seek My-SWT Pleasure and assent,
and be heedful of My-SWT Wrath.
The Ayat perfecting Din were
revealed, at 'Arafat, on a Friday of
the Holy Prophet-SW's last Hajj. HeSW was seated on his dromedary
called 'Adhba at the foot of Jabl-eRahmat (Mount of Mercy) and
engrossed in his-SW post-'Asr
supplications when the process of
revelation began. Such was the
burden that the dromedary could no
longer bear it and sat down.
'Abdullah ibn 'Abbas'-RAU reports
that these were the last Ayat

Commands. It was a mammoth
gat her i ng , att end ed by 12 5
thousand Companions-RAU after
which the Holy Prophet-SW lived for
only eighty-one days. It was
announced that Islam as Din had
been perfected. This was a reward,
which no preceding nation had ever
been blessed with. The Prophets-AS
had been continuously sent for
guidance with Scriptures but the
completion was never announced.
So, O' mankind and especially O
Muslims your Din has been
perfected; there will never be any
changes in it. The raising of
Prophets-AS and the Divine Books
were a special gift from Allah-SWT .
Whereas provisions for the physical
and material maintenance are made
available to all living things, special
rewards for mankind are the spiritual
blessings, in the form of ProphetsAS and the Divine Revelations.
Hence with the fi nal Divine
Announcement that the blessings
have reached the climax, now
nothing beyond this can even be
imagined by anyonen

constructing buildings while the
other has mastered the art of pottery.
So much so that manpower
becomes available for every
imaginable task and the entire
system works smoothly only
because all work in mutual
cooperation.
The socialists evolved a system
in which the Government decided to
designate the responsibilities
amongst people. In the first place
millions of people were killed. Those
who survived and became part of the
system were stripped off human
emotions. They were incapable of
loving, or displaying hatred. Their
feelings were ruined. If at all they
achieved some success in certain
aspects, it was at the cost of
depriving millions of human beings
of their emotions, a big price to pay
indeed. Now they themselves are
retrieving back.
The system of the world is based
upon the co-operation between
human beings, which was equally
important when there were very few
of them and is extremely vital today
when billions inhabit this globe.
According to Al Millel wa Nahl,
nations were identified based on the
geographical divisions, for example,
Eastern, Western etc. As the
population increased, nationality
became associated with lineage and
clans, thus mutual cooperation
between nations commenced. But
woe be unto the present generation
of Europe that has failed to maintain
its lineage, and started a chain of
division on national and regional
basis. Then people got divided
further into lingual and provincial
entities. Even the Muslims were
driven into this quagmire and today
stand divided into different countries
and provinces. Islam recognizes
only two nations; the believers and
the non-believers. This concept is
emphasized here and Muslims are
directed to extend all possible

support to the one who wants to do


good while no one must be helped in
sin and transgression. Dacoits,
thieves and robbers must not be
cooperated with. If a Muslim wishes
to do wrong, the only co-operation
that can be extended to him is to
prevent him from doing so, rather
than joining him. If only people adopt
this principle, the world could
become a peaceful place once
again. Evil can be eliminated if not
supported and virtue can spread if it
is nurtured. All this can be done only
when people fear Allah-SWT , and
have a very strong relationship with
Him-SWT . His-SWT punishments
are indeed very severe, and all those
who participate in evil shall be
amongst the wrongdoers. They will
share the punishment, while those
assisting a noble cause shall share
the reward and blessings.

Determining the Permissible


and the Forbidden
Let us see which animals are
forbidden for us and why? They are
forbidden because some are
harmful for our physical health while
others are detrimental to our spiritual
health. Some are harmful for both.
Thus such animals are termed as
impure, whereas the animals
permitted to eat are termed as
Tayyab (pure).
The first category of the forbidden
animals is carrion i.e. those which
are not slaughtered but die a natural
death or in an accident, except,
according to the Hadith, the fish and
the locust. Secondly, flowing blood is
forbidden either while slaughtering
or gushing out of a wound. Thirdly,
the swine flesh, including its skin,
lard and bones. Fourthly, forbidden
are all those animals, which are
slaughtered in anyone's name
besides Allah-SWT . In that case not
only will that animal stand forbidden,
but also it will be an act of
polytheism. It was an Arab custom
that animals were nominated and

then slaughtered in the names of


certain idols. Yet another practice
was to appropriate an animal to a
certain idol in hope of some benefit,
and to later slaughter it in AllahSWT's Name. The latter form is still
practised by some ignorant Muslims.
The scholars unanimously agree
that the former act is polytheism and
the animal is rendered a carrion,
while though the latter is not strictly
polytheism, yet the animal is turned
into a carrion. It is important to
mention here that the proper method
of conveying the reward of virtuous
deeds to another person is to firstly
earn the reward by spending in
Allah-SWT's Name, whether in cash
or in kind, then to dedicate that
reward to either a deceased or a
living person. All you have to do is to
pray to Allah-SWT to enter the
reward for that particular deed into
the account of so and so.
Fifthly, forbidden is Munkhaniqah
or that animal which dies of
suffocati on, ei ther by bei ng
strangulated by a net or any other
reason. And sixthly Moqouzah
meaning that animal which dies as a
result of serious injury: a blow from a
club or a stone etc. It must be
remembered that the same law
applies to a bullet as that of a stone.
A bullet has a greater impact as it
tears the body and damages the
tissues but still it does not cut it.
Therefore, the scholars who declare
that when the shot is fired after
reciting Takbir (Bismillah, Allah-oAkbar) the animal killed as a result is
permissible even without
slaughtering, have certainly erred
because a sharp edge to cut is a prerequisite for slaughtering. If an arrow

trees and greenery, the leaves
and grass a food for the animals and
animals the food for human beings
and carnivorous beasts. He-SWT is
the Creator of everyone; how can
anyone object to His-SWT plans?
Thus by eating permissible the
believers are gifted with a strong
faith and can fulfill the promises they
make. These are all Allah-SWT's
Signs for these are the instances
and injunctions that remind of AllahSWT .
All those qualities, states and
practices which certify that a person
is a Muslim, or things which become
symbolic to Islam, such as the
Haram, Mounts Safa and Marwa;
Mina and 'Arafat, the Prophets-SW
Masjid, the Azan and having a beard
according to Sunnah, are all
included in Allah-SWT's Signs. A
contemptuous attitude towards
these can take two forms: firstly
rejecting them altogether, like
shaving off the beard and secondly,
to accept them only partially.
Scholars have listed circumcision
symbolic to Muslims as no other
nation apart from Muslims practises
it. These Ayat were revealed on the
eve of Conquest of Makkah, when
the believers were thoroughly
disgusted wi th the Makkans
because of the torture given here
and their forced migration to
Madinah, where again they were not
left in peace. The Jewish
conspiracies, together with the
atrocities of the polytheists had

already resulted into three battles


namely Badr, Uhad and the Trench.
It was the time when they stood as
conquerors and their enemy as
vanquished; the former represented
the truth, while the latter sticking to
mere absurd rituals. It is only natural
that when Allaah-SWT gives victory
over such transgressors, they can
no longer be tolerated.
But Allaah-SWT Cautions the
believers that whereas the Makkans
were polytheists and infidels, the
Muslims believe in Allaah-SWT .
Even if the former had been fiendish
when they had power, it is more
appropriate for the believers to be
just and fair. Islam is the only
religion, which does not deprive
even the enemy of justice; hence
transgression will be responded with
justice. If the non-believers had
failed to honour the sanctity of the
forbidden and the sacred months it
does not mean that the believers
must do the same. As for the
believers it is obligatory to respect
the Monuments of Allah-SWT, and
the sacred months. But ever since,
the Jewish-conspired Sect has
repeatedly committed this violation
against sacred precincts
(monuments). The sacred months
were Shawwal, Zilq'ad, Zilhajj and
Rajab. War and fighting were
forbidden during these months and
this pre-lslamic practice was upheld
in the beginning but was later
considered cancelled by majority of
the scholars. The animals brought to
Haram for sacrifice, and those,
which are tagged to indicate that

they are sacrificial, must be taken


care of. Although amongst these
were animals, which the nonbelievers had snatched from the
Companions-RAU, yet this was not
the time or the place to fight as they
too were heading for Haram in
search of peace and provisions and
to please their Rabb-SWT .
Therefore, it did not befit the
believers to hinder them until AllahSWT Himself-SWT prohibited them
from entering Haram. However, after
the Ihram has been opened the
believers are allowed to hunt outside
the limits of Haram.
Al lah-SW T had giv en the
believers sway over those who had
wronged them to the extent of
barring them from performing
'Umrah. But the Muslims are being
told not to stop them from performing
Hajj or 'Umrah out of vengeance.
This would be a transgression,
which is neither befitting for the
believers nor liked by Allah-SWT .
Instead, the believers are being
commanded to adopt the principle of
helping others in every act of piety
and righteousness and not to
participate or cooperate in any sinful
activity and transgression. This is a
golden rule to follow as all human
beings depend on one another. Poor
people need the help of the rich
whereas the rich require the cooperation of the poor. Every human
being is born with a special
temperament and every person
adopts a profession accordingly.

t has been more than three years


since the Syrian conflict began. It is
n o w t h e m o s t d e s t r u ct i v e
humanitarian crisis of the decade,
with over half of Syria's population
having been forced to flee. This
makes it the greatest displacement
crisis the world has seen in 70 years.
According to the Norwegian
Refugee Council, an average of
30,000 people per day were forced
out of their homes in 2014. While the
West -- in particular the US and the
EU -- have ashamedly resisted taking
in large numbers of refugees, Syria's
neighbors opened their doors despite
the huge economic and social burden
this has now become. Since the
beginning of the conflict Turkey has
welcomed Syrian refugees. Today
there are estimated to be some 2
million living in Turkey. However,
given the fact that many Syrians do
not register themselves, this figure
could be much higher. According to
the Interior Ministry, the number of
Syrian refugees in Istanbul alone in
August 2014 was some 500,000. For
the first time in Turkey's history it has
an Arab minority.
The government has provided
food, shelter, social insurance and
education for around 300,000 Syrians
in official camps, mostly near the
Syria n bo rder. How ever, th e
overwhelming majority of Syrians are
scattered across the country, many of
them having become almost like
nomads, moving from one town to
another in the hope of finding work,
although sadly many end up begging
on the streets. A large amount of
money has also been spent. During a
speech at a meeting of NATO foreign
ministers in Antalya on May 13, Prime
Minister Ahmet Davutoglu stated that
Turkey had spent more than $6.5

billion on refugees. This is an


enormous sum, particularly when you
consider that the total amount of
international assistance received
toward the effort was only around
$365 million, according to Davutoglu.
Unfortunately many ordinary
Turks are getting fed up. Of course
they feel deeply sorry for the refugees
but we have arrived at a tipping point.
Many now consider the numbers too
high, both in terms of how many
refugees are in Turkey and the
amount of money being spent on
them. They believe it is negatively
impacting their own lives and social
conditions and that the sums being
spent could be used to reduce poverty
among ordinary Turks. This is a huge
social challenge. Unfortunately it has
led to increasing protests and violent
acts against refugees across the
country.
While some of these
demonstrations are in response to
criminal activities, others are related

to the economic impact. Many Turks


believe cheap Syrian labor is leading
to wage cuts, while higher demand for
housing has increased rents. A recent
report by the opposition Republican
People's Party (CHP) emphasizes an
upsurge in unemployment in many
a r e a s. F o r e xa mp l e , i n t h e
southeastern city of Mardin, where
the unemployment figure was 12.3
percent in 2011, in 2013 it rose to 20.6
percent and is almost certainly higher
today.
The majority of Turks believe the
Syrians will create lasting problems
for the country and that they should be
sent home as soon as possible.
Unfortunately this is unlikely to
happen anytime soon. Ankara needs
to revisit its policy. If Ankara continues
to maintain an open door policy
without taking steps to cool down and
counter the current tensions, the
outcome may be very unpleasant with
increased tensions, protests and
violencen

aith-based violence, in most of


the instances, is actuated by
the irrational fear of insecurity.
The followers of a particular religion
have been seen to resort to violence,
in case they perceive their religion to
be under attack. Religious
fundamentalism can be restrained by
cultivating a societal tolerance of
diversity through education and by
the state playing its role of
independent arbiter among its
residents. But where the state
identifies itself with one or the other
religious group, its obligation to treat
all citizens equally equally is seriously
compromised.
The role of religion in society as a
unifying or a disruptive force further
hinges on the cultural homogeneity of
the society and historical relationship
between the communities inhabiting
the land. Where feelings of mistrust
and suspicion existed, the use of
religion has been exploitative, further
deepening the divisions. Nowhere is
this more evident than in the
perpetration of barbaric acts against
Rohingya Muslims in Myanmar.
Hundreds of Muslims have been
killed and about 100,000 forced to flee
their homes in Myanmar.
This month only more than 5,000
Rohingyas fled Burma on
overcrowded, unseaworthy vessels,
desperately attempting to escape a
humanitarian crisis at home. Some of
the shipswhose occupants lack
sufficient food, water, and methods of
communicationshave successfully

docked in countries like Thailand and


Malaysia. But an estimated 2500
Rohingya refugees remain marooned
in international waters, and more are
likely to come.
According to a recent report of the
ASEAN Parliamentarians for Human
Rights on Rohingys Crisis, some
150,000 Rohingya Muslims remain in
more than 80 internal displacement
camps in Rakhine State with limited
access to humanitarian aid, while
more than 100,000 others have fled
by sea to other countries, often at the
hands of abusive human traffickers.
Around 25000 Rohingyas boarded
refugee boats in the first three months
of 2015.
Eighty percent of the population of
the country consists of Buddhists.
Ashin Wirathu, the monk leader of the
vio len t 9 69 moveme nt , ha s
attempted to justify lynching of
Muslims in the name of defending
Buddhism against the encroaching
influence of Islam. His claim appears
absurd if we consider that Muslims
constitute only 5% of Myanmars
population. Further, the monks
actively participating in violence are
bringing bad name to Buddhism, in
which peace and compassion are
considered as the core principles.
Rohingyas were full citizens of
Myanmar till 1982 when the military
rulers deprived them of their
citizenship. As a stateless community,
the Rohingyas dont have access to
state services and are also denied
political representation. They are

meted out discriminatory treatment at


all levels of interaction with the state.
Very recently, the Doctors without
Borders organisation was ordered by
the state to stop giving free medical
services to Rohingyas.
The military junta in Myanmar has
sought political legitimacy, using
Buddhist nationalism card to
encourage hatred against the
minority Muslim community. In this
way, the imagined apprehensions of
Buddhists regarding threats to their
religion were reinforced and their
violence sanctified by the state.
The recent transition to
democracy in Myanmar has not
eased the situation for Rohingyas and
no political leader in Myanmar has
condemned the Buddhist violence in
unequivocal terms. Aung Sun Auu
Kyi, the Nobel Peace Prize winner,
keeps mum, but the most shocking
aspect is the silence of the
international community. At best, the
criticism by the western leaders has
been muted and no strong warnings
have been issued to the ruling elite in
Yangoon to end systemic state
persecution of Rohingyas.There is
need to abolish institutionalised
discrimination against Rohingyas by
granting them Myanmarese
ci tizenship. The in ternat ional
community must say no to religious
persecution of Muslims in Myanmar
because, if left unchecked, it will go
down in history as a blot on the face of
humanityn

goal to modernise madrasas (Islamic
seminaries) in his native state Jammu
and Kashmir.
The noble work, he says, has
already begun from south Kashmirs

In the first phase two madrasas will
be identified in each district. We will
provide computers and other
equipment to enable the students to
earn an honourable livelihood
besides serving Islam, Sohail Nasti,
a doctor-turned pilot settled in
England, told Deccan Herald.
He says his aim is to revolutionise
madrasas. I dont want people to say
that terrorists are growing from
madrasas. I want to take the stigma
out of peoples mind. In the last two
decades, I have travelled to over 120
countries for my professional and
charity work. And being a Muslim I
could see there is misconception that
terrorists are coming out of madrasas.
Islam never allows anyone to
percolate hatred, Nasti says.
Under madrasas modernisation
project, he wants to teach the
students science and technology.
We want scholars. Tomorrow they
can grow and work as professionals
and have sustainable income. An
imam shouldnt be paid for leading the
prayers. It is a voluntary and
missionary work. If an imam is
working in a masjid he should have
his sustainable income from other
source. I want to provide to madrasa
students literacy and education
through which they can earn their
livelihood, he said.
Nasti says the religious scholars
can serve Islam better if they are
assured of an honourable living after
they come out of the madrasas.

People believe that a madrasa is a


place where students are taught only
religious subjects, and that it has no
connection with modern education. I
want to change this culture, he said.
Asked whether he was inspired by
former Pakistani president Parvez
Musharrafs same initiative in that
country, he said, I dont care what
Musharrafs idea was. But yes if his
idea was to modernise Muslims so
that they understand the Islam in a
proper way then I will salute him.
Despite all his success and fame in
the West, Nasti has not forgotten his
motherland Kashmir.
His international charity

Worldwide, has worked on several
projects in Kashmir in the last two
decades and provided succour to
thousands of destitute.
As a teenager, Nasti set up Mother
Helpage Worldwide in Anantnag
district in 1994 after the death of his
mother Jamilah Nasti. His work
started by helping communities in a
local village before using his medical
training to support people hit by
disasters.
Nasti, who started his career as a
successful and renowned
rheumatologist in Chicago and
London, made a brave career
decision to become a rescue pilot and
a disaster medical specialist.
His vision is to support his
homeland, especially the youth who
are in need of a sound professional
mentoring. I dream a lot about
Kashmir. I am hurt to see the
instability here. Personally, I would
have focused on economic stability,
healthcare, education, setting up
small industries for job creation,
creating student exchange
programme with various countries,
promoting research programmes in

various fields, revival of cultural


heritage and much more.
His work has been widely hailed
by the world press when he served in
Indonesia, Sri Lanka and in the
Anda ma n I slan ds duri ng t he
devastating Tsunami in 2004. He
raised the slogan Lets build the
world together again and managed
to involve people of different faiths
and cultures in the relief operations.
Pleased with his dedication and
commitment, the then Secretary
General of the United Nations, Kofi
Annan honoured him at a special
function. He is consulted by a number
of countries and noted humanitarian
agencies across the globe for training
and expertise and is already a
consultant for various countries on
economic sustainability

life. Many city areas go without
wa t e r f or d a ys ; p o w e r
breakdowns are not as prolonged and
persistent as in the days of Zardari but
for most of the 23m people living here
adequate supply of electricity is a
luxury; Zulfiqar Mirza Vs PPP
leadership battle is far from over;
MQM's wandering in the wilderness
continues-its local leaders still
struggling for keeping Altaf Bhai and
the establishment happy at the same
time-and, last but not the least, the
Axact scandal keeps spicing up
"breaking news" flashes of the
electronic media.
Life of Karachiites remain full of
action, drama, vigor, efforts, struggle,
everything you call it less inactivity
and lack of life.
Sometimes I like to think of Karachi as
an old house in a suburb housing
large number of extended families of
several generations. Every moment,
there is news or action or surprise or
moving scenes of a drama. Karachi
never retires or gets tired. It's a great
city of iron will and steel muscles. I
love Karachi!
Overseas Pakistanis particularly
those in the West and the Middle East
remain well informed about the
happenings back home, in most
cases on hourly basis both via
electronic and social media. But they,
too, seem to be most interested in
what's going on in Karachi.
When I meet friends who return home
from Dubai or London, they often
humble me with their wealth of
information about all developments in
Karachi. They tell me, for example,
that water crisis has hit the Defence
area hardest and love to argue with
me that North Nazimabad is relatively

better off. And they often correct me


by recalling exact wordings of any of
Altaf Bhai's fiery statements against
the establishment or by reminding to
me whether Zulfiqar Mirza wore a
black or white hat while addressing a
press conference the other day.
Overseas Pakistanis love Pakistan.
And those who love Pakistan
naturally have to know what's going
on in Karachi!
Janjua Saheb, a former deputy
governor of SBP, has recently written
in a Business Recorder op-ed that
Karachi contributes 53pc of all taxes
to the national kitty-and not 70pc as
some people like to think. So, true.
That really is the case but who cares
to believe this at a time when Altaf
Bhai is in a bad mood and wants to
make the world believe otherwise.
Sc or ch i n g s um me r h as a l so
conspired against Karachi and most
other areas of Sindh. But Karachiites
are used to caring more about political
heat then the day's temperature.
Businessmen, however, are readying

themselves to monitor the upcoming


budget's heat. But Pakistanis know
despite all big talks of reforms and
revolution, the next budget, too, will
come and go without making much
difference. Imran Khan and Farooq
Sattar can be rightly expected to take
exception to several anti-poor
budgetary proposals, but after his
interview with wife Reham on Dawn
TV, one can hardly expect Khan
saheb to be able to lead a protest, let
alone a lengthy Dharna against
"cruel Sharifs" and "cunning Dar ."
Reason: Khan saheb has finally learnt
the benefits of being "at peace" with
himself-thanks to glittering eyes and
glowing face of Reham Khan.
Not
all media persons are, however, as
happy these days as Reham Khan is
after interviewing his hero husband.
Hundreds of journalists who had
joined Bol TV are in trouble. They
don't know what fate holds for them as
their financier Axact can no long
afford to pay them, or so they think.
Media stalwarts like Kamran Khan
and Azhar Abbas can afford to
respond to the call of their conscience
and KK can even afford to clarify his
position on Geo and other channels
but others can't afford eithern

fundraising dinner, organized by
friends in South East Merchants
Association (SEMA) in honor of
County Executive Don McCoy and
