Special Session Priorities

E-12 Education: See attachment


Environment and Agriculture Bill start with the vetoed bill. Retain the bills current language on buffers
and avian flu. Delete these items:
Granting amnesty to regulated parties that self-report violations of environmental regulations.
Eliminating the Citizens Board of the Pollution Control Agency.
Requiring 18-24 months of rulemaking before adopting basic policies and guidelines.
Preventing MPCA from adopting water quality standards by requiring lengthy, expensive and unnecessary
steps in the rulemaking process.
Requiring a three-week notice before discretionary environmental reviews can be ordered.
Delaying enforcement of updated nutrient pollution permits for wastewater treatment facilities in the Red
River watershed until 2025, unless approved by the U.S. EPA, North Dakota, and EPA Regions 5 & 8.
Earmarks within the Remediation Fund that prevent the MPCA from honoring its commitments to clean up
Superfund sites in several communities throughout the state.
Inadequate funding that limits the Environmental Quality Boards ability to streamline environmental
review process.
Providing funding to promote false pollinator labeling. (Repeal language from Ag Policy Bill that watered
down pollinator-friendly labeling.)
Energy and Jobs Bill start with the vetoed bill except:
Increase Broadband Funding
o Governor proposed $30M, conference committee included $10.6M with $2M in earmark
Provide for unfunded needs at Department of Commerce
o Review of health insurance rates and investigation of consumer complaints
o Minnesotas clean air lawsuit with North Dakota
Provide for unfunded needs at Bureau of Mediation Services
o $1.8% operating adjustment
o Public Employee Relations Board funding
Provide for unfunded needs at Workers Compensation Court of Appeals
o $1.8% operating adjustment
Provide for implementation of Minnesotas Olmstead Plan to Comply with Federal Court Settlement
o Extended Employment, Individual Placements and Supports, and Bridges Program
Delete net metering changes
Complete Legacy Bill
Restore Lessard Sams Outdoor Heritage Council funding for White Earth project protecting forest, wildlife
and habitat in the Wild River Watershed.
Complete Bonding Bill
Policy Priorities
Repeal private CPA option for counties. Retain only the Office of the Legislator Auditor Study regarding
State Auditor functions.
Pass Restore the Vote legislation.
