TANZANIA PETROLEUM DEVELOPMENT CORPORATION

CAREER OPPORTUNITIES
Tanzania Petroleum Development Corporation (TPDC) is a National
Oil Company established in 1969 with a mandate to undertake
petroleum development in a selected petroleum potential areas
throughout the country, including the continental shelf of Tanzania.
In line with such mandate TPDC has formed subsidiary companies
namely Gas Supply Company Limited (GASCO) and Commercial
Petroleum (COPEC) to perform various tasks. The main roles of the
established subsidiaries are: GASCO is responsible for the
management of natural gas processing plants, natural gas
transmission pipeline, natural gas distribution networks and gas
aggregation; COPEC is responsible for managing the National
Strategic Petroleum Reserves and downstream operations as
deemed fit for long term benefits of the nation.
To effectively manage the above responsibilities, TPDC is looking for
experienced, dynamic, energetic, visionary and qualified candidates
to fill senior positions within the Corporation and its subsidiaries as
follows:

A: GAS SUPPLY COMPANY LIMITED (GASCO)


GENERAL MANAGER - GASCO
1.0 PURPOSE AND SCOPE OF POSITION
The General Manager shall be responsible for management of
natural gas processing plants, natural gas transmission
pipeline and distribution network. Shall identify, undertake
and oversee related natural gas business, infrastructure
development and value addition activities.

Manage Operations of Natural Gas processing plants,
transportation pipelines, distribution networks,
Compressed Natural Gas (CNG), LPG extraction from

(GTL) conversions;
Oversees roles of the company as a natural gas
aggregator;

Manage purchase, process, transport and sale natural


gas and related products to meet the market demand;

Manage Marketing and sale of natural gas and its


products to end users;

infrastructure in the mid-stream and downstream;

Supervise export of natural gas, natural gas


Liquids/condensate and LPG extracted from natural

Liaises with subsidiary companies of the Corporation


involved in oil and gas midstream and downstream
business in promoting their activities;

Formulates and participates in negotiations of all


contracts involving marketing operations of natural
gas in midstream and downstream activities,
operation and maintenance agreements, and product
sales/purchase agreements;

2.16

Supervises midstream and downstream research


activities to ensure efficiency and provide technical
advice in research and project development;

2.17

Approves conceptual designs and plans for plants,


equipment and pipelines to ensure that they meet
requisite standards;

2.18

Monitors development projects during appraisal,


construction and implementation to enhance
efficiency;

2.19

Designs, implements and facilitates Companys


annual plans;

2.20

Promotes sales of Natural Gas in and outside


Tanzania;

2.21

Ensure that the company wide policies are uniformly


understood and properly interpreted and
administered by subordinates; reviews and approves
proposed policies and procedures;

Monitors performance of senior staff, including


matters of integrity, transparency and compliance
with the governing policies, rules, regulations with
the governing policies, rules regulations and code of
conduct;

3.0 Minimum Qualifications


Holder of a Master Degree in Marketing, Business
Administration, Economics, Finance, Engineering or
equivalent qualification from a recognized institution.
Possession of a PhD in relevant fields is an added advantage.
4.0 Working Experience
At least 13 years experience of which 5 years must be at
Managerial/ Senior level in related fields. Proven high
administrative and managerial ability in the oil and gas
industry and knowledge of international oil business is
essential.

MANAGER - NATURAL GAS DISTRIBUTION


1.0 PURPOSE AND SCOPE OF POSITION
The manager natural gas distribution shall identify all
projects relating to natural gas distribution. He/ She shall
advise on the activities of natural gas and its product value
addition projects.
2.0 PRINCIPAL DUTIES AND RESPONSIBILITIES
2.1

Verify identified potential business opportunities.

2.2

Manage operations of Natural gas distribution networks


in the country;

2.3

Manage operations of Compressed Natural Gas stations


(CNG);

2.4

Distribute and market LPG extracted from natural gas or


natural gas liquids locally and internationally;

2.5

Export of natural gas liquids/condensate from natural


gas plants as per contracts;

Market and sale natural gas to the end users;

Manage allocation of gas volumes as per end user


contracts;

2.8

Ensure that the Domestic Gas Demand Requirement is


achieved through the implementation of the Domestic
Gas Supply Obligation;

Ensure a balanced growth of domestic gas project


through the availability of adequate volumes of gas to
the Strategic Sectors;

2.10 Manage annual budgets for the department including


operating and overhead expense budgets;
2.11 Provide inputs in natural gas contract negotiations;
2.12 Provide inputs in policy formulation and strategic
initiatives; and
2.13 Performs any other related duties as may be assigned
by the Managing Director

MANAGER TRANSMISSION PIPELINE


1.0 PURPOSE AND SCOPE OF POSITION
The Manager Natural Gas Transmission Pipeline shall manage
all activities required to safely and efficiently operate the
Natural Gas Pipeline Transmission Systems. He/she shall be
responsible for management of the natural gas transportation
from processing plants from different location. Also, shall
ensure optimal operations, maintenance and safety of
transportation pipeline facilities.
2.0 PRINCIPAL DUTIES AND RESPONSIBILITIES
2.1 Provide strong, visible HSE Leadership and develop HSE
commitment in every employee;
2.2 Manage all aspects of daily Pipeline Operations and
Maintenance, including Support Services;

Ensure Pipeline Transmission Systems continuously
achieve Reliability of 100% ;
Implement an effective Computerized Maintenance
Management System (CMMS) and ensure all Maintenance
Activities are well planned and executed as per Annual
Maintenance Schedules: Implement Condition-Based
Preventative Maintenance program;
Ensure all Statutory Inspections of Pipeline Equipment are
completed as per Inspection Schedules;

Planning and Forecasting activities;

implement appropriate strategies to ensure achievement
of Annual Budget Facility Performance Targets;

of operational and statistical reports on Pipeline
Performance; approve Final Reports and disseminate
same as per GASCOs internal reporting requirements and
for external parties in accordance with contractual
obligations;
2.13 Plan staffing levels and maintain employee work
schedules including assignments, job rotation and
overtime scheduling;
2.14 Complete Annual Performance Appraisals as per
GASCOs HR Procedures;
2.15 Approve expenditures and payments under the Pipeline
Managers Approved Financial Authorities and

3.0 MINIMUM QUALIFICATIONS REQUIRED
Holder of master degree in Chemical and Process
/Mechanical/Gas Engineering or equivalent qualification from a
recognized institution.

MANAGER GAS PLANT


1.0 PURPOSE AND SCOPE OF POSITION
The Manager Natural Gas Plants Operations shall be
responsible for processing of raw natural gas from fields,
ensure optimal operations and maintenance of gas processing
plants and gathering stations. He/ She shall assist department
of natural gas distribution in coordinating the supply of natural
gas from upstream gas developers. Also, shall be responsible
for overall employee and facility safety and plant operational
reliability.
2.0 PRINCIPAL DUTIES AND RESPONSIBILITIES
2.1

Manage all aspects of processing plant operations and


maintenance;

Provide strong, visible Heath Safety and Environmental


(HSE) leadership and ensure HSE adherence in every
employee;

2.3

Manage the overall operational, budgetary, and financial


responsibilities and activities of the processing plant;

Coach, mentor and develop staff by providing


appropriate training and career development planning;

Establish Facility HSE Metrics in compliance with OSHA

3.0 MINIMUM QUALIFICATIONS REQUIRED

Holder of a masters degree in natural gas engineering or


natural gas technology or related master in natural gas
production, processing, liquefaction or related field.

MANAGER- FINANCE AND ADMINISTRATION


1.0 PURPOSE AND SCOPE OF POSITION
The Manager Finance and Administration shall ensure the
operation of effective system of control of the Companys
assets and liabilities. He/ She shall provide financial and
management accounting services for the Company including
budgeting and budgetary control.
Also shall develop effective policies, procedures and systems
for the recruitment, development and retention of personnel
with requisite skills required by the Company. Develop and
maintain good public and industrial relations and provides
competent advice to management in personnel training and
welfare.

2.0 PRINCIPAL DUTIES AND RESPONSIBILITIES


2.1 Manage the full range of the Companys finance and
administration functions in accordance with the approved
rules and regulations;
2.2 Eensures sound financial management practices are
developed and maintained;
2.3 Plan a sound capital structure so that a balance is
maintained between debt and equity capital;
2.4 Provides effective financial control systems on all capital
projects by liaising fully with other managers;
2.5 Prepares and controls Company plans and budgets
related to provision of accommodation, capital
equipments, house-hold and office supplies and
services;
2.6 Keep proper books of accounts including preparation of
periodic/annual reports, management reports and
statements;
2.7 Prepare annual human resources budget and plans for
effective utilization of staff;
2.8 Develop human resources policies and guidelines for
effective management of staff;
2.9 Develop
comprehensive
succession
plan
for
enhancement of companys plan;
2.10 Develop appropriate staff training plan;
2.11 Arranges for insurance and security of Company's
properties and assets in liaison with other heads of
departments / units and in particular the Legal unit;

the Company;
2.13 Ensures staff requirements for various positions are
reflected in the company strategic plan;
2.14 Ensures the development and maintenance of staff
pension and retirement benefit schemes, smooth and
adequate provision of Medicare;
2.15 Develops and manage companys incentive schemes
including salary administration;

2.16 Aadministers and coordinate Human Resources (HR) in


accordance with companys procedures; and
2.17 Performs any other related duties as may be assigned
by Superiors.
3.0 MINIMUM QUALIFICATIONS
Holder of a Master Degree in Business / Public Administration
and CPA (T) or equivalent qualifications from a recognized
institution. Specialization in international finance shall be an
added advantage.

HEAD OF LEGAL SERVICES


1.0 PURPOSE AND SCOPE OF POSITION
The Head of Legal Services is responsible for providing legal
services to the Company in accordance with Companys act
and other legal requirements. He/ She shall serve as Legal
Secretary for the company.
2.0 PRINCIPAL DUTIES AND RESPONSIBILITIES
2.1

Makes arrangements for and gives notice of all Board


meetings.

2.2

Provides legal services to the Company

2.3

Provides legal advice and assistance to Divisions and


Units on interpretation of laws, terms of contract, terms
of agreements, procurement contracts, guarantees,
memorandum
of
understanding,
consultancy
agreements and other type of agreements, and other
legal documents;

Liaises with user departments and units to ensure


proper management of the contracts;

2.5

Represents the Company in the court of law;

2.6

Ensures compliance of the legislation relating to energy


sector;

2.7

Prepares minutes, agenda, notices, and subsequent


correspondence in connection with meetings of the
Management Committees and Governing Board of
Directors;

Attends all meetings of the Governing Board of Directors


and Management Committee and keeps a record of the
proceedings;

Prepares minutes of Governing Board meetings and


provides heads of departments with copies of
resolutions or extracts from the minutes, where
appropriate;

2.10 Acts as custodian of the seal of the company;


2.11 Provides efficient and effective insurance covers to the
Companys property and arranges and administers all
pension schemes.
2.12 Assembles data required for the preparation of
memorandum and articles of association and certificates
of incorporation, or any other legal document;
2.13 Arranges for presentation and filing of legal documents
to the appropriate authorities;
2.14 Ensures the safekeeping of the Companys records and
legal documents, including contracts;
2.15 Reviews all Companys contracts and advises on the
companys obligations and rights;
2.16 Participates in and advises on all negotiations which
might lead the Company into legal commitment;
2.17 Handles all legal disputes involving the Company; and
2.18 Undertakes any other related duties as may be assigned
by Superiors.
3.0 MINIMUM QUALIFICATIONS
Holder of an LLM degree from a recognized institution.
Possession of full ICSA certificate will be an added
advantage. He or she must be a registered Advocate of the
High Court of Tanzania.

and other records of GASCO and its operating units. Also, shall
be responsible for the implementation of systems of internal
audit control that ensure reliable records that safeguard the
Companys assets.

3.0 MINIMUM QUALIFICATION


Holder of Master Degree in Accountancy from a recognized
Institution, CPA (T) and registered with NBAA in the category
of Authorized Auditor/Accountant. Possession of Certified
Internal Auditor (CIA) qualification is an added advantage.
4.0 WORKING EXPERIENCE
At least 10 years working experience from a reputable
commercial organization, of which 3 years must be at senior
level. Proven high administrative and managerial ability in the
oil and gas industry is essential.

The Head of Procurement Management Unit shall organize,
plan, and manage all procurement undertakings of the
Company. Also shall align procurement with mission and
vision of the Company.

be the principal advisor of the General Manager on all matters

Company.

health, safety and risk management policies in the
Company as specified by the Board;

reports, including losses and incidents, key health, safety
and risk exposures and early warning indicators;

Reviews policies and strategies for health, safety and risk

Reviews health, safety and risk reports;

Improves the Companys health, safety and risk


management readiness through communication and
training programs;

Ensures that the Company is in substantial compliance


with its internal operating policies and procedures and any

Minimum of 13 years of working experience of which 5 must
be in a senior level. Must possess adequate knowledge on
the practice of oil industry, including its international context.

The Manager Finance and Administration shall ensure the
operation of effective system of control of the Companys
assets and liabilities. He/ She shall provide financial and
management accounting services for the Company including
budgeting and budgetary control.
Also shall develop effective policies, procedures and systems
for the recruitment, development and retention of personnel
with requisite skills required by the Company. Develop and
maintain good public and industrial relations and provide
competent advice to management in personnel training and
welfare.

The Manager - Distribution, Logistics and Operation shall
assist the General Manager in daily distribution logistic and
operations activities of petroleum products.

2.1 Ensure that distribution, logistics and operations of
petroleum products is well managed;

Implement Policies, Procedures and Methodology to


improve cost effectiveness and integrity within the
supply chain.

Prepare product demand forecast based on historical


sales to determine product order quantities;

Manage the supply chain process flow in terms of import


documentation from the supply source to the host
depot;

Monitors processes involved in the supply chain by


liaising with parties such as EWURA, TPA, Shipping
Agents, TRA together with products suppliers;

Coordinate transit business processes and ensure proper

The Head of Legal Services is responsible for providing legal
services to the Company in accordance with Companys act
and other legal requirements. He/She shall serve as Legal
Secretary for the company.

2.0 PRINCIPAL DUTIES AND RESPONSIBILITIES

Makes arrangements for and gives notice of all Board


meetings.

Provides legal services to the Company

Provides legal advice and assistance to Divisions and


Units on interpretation of laws, terms of contract, terms
of agreements, procurement contracts, guarantees,

agreements and other type of agreements, and other

Oversees all activities regarding the cash management


of the organization including investment portfolios
management, credit management and finance related
risk management;
Responsible for matters relating to investment
opportunities where Corporation funds can be directed;
Responsible
for matters relating to investments
portfolios and loans for short and long range financial
plans and ensure effective monitoring and reporting;
In collaboration with Expenditure Manager advises on
financial planning and financial implications of the
strategic and operational plans;
Oversees the investment of funds, manages associated
risks, supervises cash management activities, and
executes capital-raising strategies to support the
Corporations expansion;

Establishes procedures for custody and control of


assets, records, loan collateral, and securities, in order
to ensure safekeeping;
2.7 Controls the flow of cash receipts and generates
revenue reports to the Director of Finance on monthly
basis;
2.8 Evaluates revenue reporting systems, accounting and
collection procedures, and investment activities, and
make recommendations for changes to procedures,
operating systems, budgets, and other financial control
functions;
2.9 Manages processes in income section regarding monthly
debit raising of service accounts, allocating of bank
deposits and sundry deposits;
2.10 Summarize and forecast on the state of the company's
financial affairs.
2.11 Undertakes training of staff under the Section;
2.12 Performs any other duties assigned by r Director of
Finance.
3.0 MINIMUM QUALIFICATIONS REQUIRED
Direct Entry Qualifications:
Holder of a Masters Degree in Business, Finance, Accounting
or equivalent and CPA (T) or equivalent qualifications from a
recognized institution. Specialization in international finance in
Oil and Gas shall be an added advantage
4.0 WORKING EXPERIENCE
At least 10 years experience of which 3 years must be at
senior level relevant field. Proven high administrative and
managerial ability in the oil industry and knowledge of
international oil business is essential

10. ASPECTS COMMON TO ALL POSITIONS.


10.1 AGE LIMIT
Not more than 45 years for those who do not contribute to any
pension fund.
10.2 REMUNERATION
As per TPDC Salary Scale
10.3 TERMS OF EMPLOYMENT
The terms of employment for General Manager GASCO and
General Manager COPEC, shall be contractual for a term of 5
years, renewable upon satisfactory performance.
The terms of employment shall be unspecified term contract
for the post other than General Managers.
