If at the time of the meeting of the board,
any member is ABSENT or a VACANCY

DUTIES OF WATCHERS
1.

Deliver their appointments to BEI


chairman upon
entering the polling
place.
The chairman shall RECORD the names
in the minutes with a notation under
their signatures that the watchers are
not disqualified.

2. Not speak to any member of the BEI or


to any voter, or among themselves, in
such a manner that would distract the
proceedings of the BEI.
3. The watchers representing the dominant
majority and dominant minority parties
and PPCRV, shall, IF AVAILABLE, affix their
signatures and thumbmarks in the ERs.

REGISTERED VOTERS:
All registered voters whose names
appear in the EDCVL, unless their
names are manually crossed out from

a. The voter has transferred to
another district/city/municipality
b. The voter has died.

CHALLENGE AGAINST ILLEGAL VOTERS


Any voter or watcher may challenge any person
offering to vote for:
Not being REGISTERED.
Using the NAME OF ANOTHER.
Suffering from an EXISTING
DISQUALIFICATION.
In such case, BEI shall require challenged voter
to present proof of:

PROHIBITION ON VOTING
1. BRING the ballot, secrecy folder or marking
pen outside of the polling place.
2.

SPEAK with anyone other than as herein


provided.

3. PREPARE his ballot without using the secrecy


folder or EXHIBIT its contents.
4.

FILL his ballot accompanied by another,


except in the case of an illiterate or person
with disability.

5.

ERASE any printing from the ballot ,or PUT


any distinguishing mark thereon.

6. USE of carbon paper, paraffin paper or other


means of making a copy of the contents of
the ballot, or otherwise make use of any
other scheme to identify his vote, including
the use of communication devices.
7.

Assistance

A voter shall be allowed to vote as
illiterate or person with disability
(PWD) unless such fact is indicated
in the EDCVL. If so, he may be
assisted in the preparation of his
ballot, by any:
a) Relative within the fourth
civil degree of consanguinity and
affinity; or
b) Any person of his confidence
who
belongs
to
the
same
household; or
c) Any member of the BEI.

Only the BEI Members may assist an illiterate or person
with disability more than three (3) times.

In all cases, the poll clerk shall:

First VERIFY from the illiterate or person


with disability whether the latter had
authorized the assistor to help him to
cast his vote.
The shall, in the presence of the
illiterate or person with disability,
prepare the ballot using a ballot secrecy
folder.
