Project Area refers to all property that would be subject to the proposed actions.
Development Site refers to all property to be improved as part of the specific development proposed by the applicant, which the land
use actions are proposed to facilitate. Typically, the Development Site and the Project Area will comprise the same property(ies) unless
the application is requesting a zoning map amendment covering an area greater than an applicant's property or a large-scale special
approval involving multiple tax lots. In these cases, the Development Site may be one or several tax lots within a broader Project Area.
The Pre-Application Statement (PAS) must be accompanied by the required attachments listed in Section 7, page 5. Additional
material that helps to explain the proposed project may also be submitted as described in Section 7.

In connection with a mixed-use expansion of the Lenox Terrace development, this application seeks (1) rezoning of
the superblock from an R7-2 (partial 01-4 overlay) to a 06-2 zoning district, (2) a zoning text amendment to ZR
Section 74-745 (General Large-Scale Development/Accessory parking spaces and loading berths) to permit
modification of accessory parking requirements, and (3) a special permit pursuant to ZR Section 74-743 (General
Large-Scale Development/Bulk modification) and 74-745 to modify the applicable height and setback, court and
parking regulations.

The applicants propose a mixed-use expansion of the Lenox Terrace development on the superblock bounded by
Lenox Avenue, West 132nd Street, Fifth Avenue, and West 135th Street in the Harlem neighborhood of Manhattan.
The project would add six new residential buildings plus 2-story retail above grade as well as below grade
commercial/retail use. Parking will include below grade parking facilities of approximately 255 spaces as well as
approximately 80 spaces at grade.
