Project Development Objective (PDO)

1. Reduce the frequency and extend of flooding in Jakarta through
dredging, and rehabilitation and construction of embankment of key
waterways and flood retention basins;
2. Establishing institutional coordination between, and strengthening
their capacity of the three responsible agencies, to improve the
operations, maintenance and management of Jakartas flood
management system.
The project is intended to reduce the economic and social cost of
flooding by partially restoring the capacity of the citys flood control
system to its original design level.

Project Components
1. Dredging and rehabilitation of selected key floodways, canals
and retention basins.: This component support the dredging and
rehabilitation of 11 floodways/canals and 4 retention basins which
have been identified as a priority sections of Jakarta flood
management system in the need of urgent rehabilitation and
improvement in flow capacities (USD 176.1 million)
2. Technical assistance for project management, social
safeguards, and capacity building: The component will support
contracts managemnt, engineering design review, construction
supervision engineers for dredging and rehabilitation works and
technical assistance for implementation of the project, including
Resettlement Policy Framework, Resettlement Plan and Grievance
Redress System (USD 13.4 million)

1. Package 1 Ciliwung-Gunung Sahari and Waduk Melati
a) Waduk Melati: (i) construction schedule for Waduk Melati
pump station needs to be precisely managed to complete
within the contract period, and (ii) guard rail as an
additional work will be installed around the Waduk (fencing
in original contract was changed to guard rail in MC 0).
b) Gunung Sahari drain: remaining works such as gaps
between embankment edge and bridges, U-ditch along the
right bank and side walk along Jl. Gunung Sahari drain
should be completed as scheduled. DKI requested to
heighten the side walk.

Package 2A Cengkareng Floodway

a) Contractor proposed embankment work at both sides of the
floodway between bridges at STA 2+250 - STA 2+500 to use
stone masonry rather than piles for the reason of working space
limitation.
b) STA 3+400 - STA 5+050: several missing portion (gaps) on the
presence of road crossings and culverts.
c) Remedial works have not been started.
3. Package 2B Lower Sunter Floodway

a) Temporary disposal of dredge material at some places not
applied.
4. Package 3 Cideng-Thamrin Drain

5. Package 4 Sentiong Sunter, Waduk Sunter Utara, Waduk
Sunter Selatan and Waduk Sunter Timur III

a) Bid opened on March 24, 2015. PT. Adhi Karya has the lowest
bidding price of 296.9 billion IDR
6. Package 5 Lower Angke and Tanjungan Drain

a) Not sufficient storage space available for CCSPs and heavy
equipment (such as crane) at Lower Angke Drain.
7. Package 6 Banjir Kanal Barat (BKB)and Upper Sunter

a) Dredge from Karet to river mouth proposed to add to Package 6.
b) Bidding is delayed due to LARAP.

8. Package 7 Grogol Seketaris, Pakin, Kali Besar, Jelakeng
and Krukut.
a) Bid opened March 10, 2015. PT. Waskita Karya has the lowest
bidding price of 226.8 billion IDR.
9. LARAP
a) Houses and buildings along Upper Sunter Floodway (Package 6)
in Kayu Putih village of Pulo Gadung sub-district have been
demolished by DKI Jaya Government. PAPs of JUFMP/JEDI
located on Jatinegara Kaum were not affected by the demolition.
b) Due to problem at Lower Angke Muara, Dinas Tata Air DKI,
embankment work at Kel. Kapuk Muara modified to stone
masonry instead of concrete piles.

c) LARAP reports for Sentiong Sunter, Waduk Sunter Utara and
Waduk Sunter Selatan were prepared and second socialization
is planned.
10. Construction Supervision Consultant
a) Staff of site offices have faced difficulties due to shortage of
transportation (mainly motor cycles).
b) Overtime payment for enumerators, surveyors and drivers not
yet settled.
