I.

Midyear concerns
a. Socio academic administrator, Rex Anonas, head of the midyear petitions gathered
30 responses which will be tallied tonight. External affairs Administrator, Olan Junio,
suggested resharing the existing publicity materials regarding the petition.
Chairperson Kirtham Dumpa wanted online communication to explore other
channels and refrain from posting all publicity materials which can be shared in one
group only such as the NCPAG Student Government and batch groups to avoid
redundancy.
b. There has been a raise of hands of SC officers who will not be undertaking their PA
181/internship this coming midyear. These respective people will be part of the
midyear team headed by Councilor Ella Fanio from June 15-16 (Olan Junio, Peter
Olegario, Ella Fanio, Tiffany Uy, Ralph Lagrada)
c. The midyear team may choose to sell excess NCPAG shirts during the midyear
enrolment.

Comprehensive planning

a. The comprehensive planning will be on June 12-15. The options for the venue of the
Comprehensive Planning are as follows:
Options : 1. Tagaytay, 2. Antipolo, 3. Valenzuela.

Some reminders :
a. Officers must ne ready with their project proposals. Template of such will be
uploaded by Vice Chairperson JR Urbano. The deadline for posting on the SC group will
be on June 10, 11:59 PM. SC Officers must ready a PHP 300-500 expense fee.
c. The Internal guidelines (IG) must be ready during the Comprehensive Planning ( ready
to be critiqued and deliberated as well as edit). The drafting of the official 24 th SC
Internal Guidelines will be headed by the Councilors. The writing of the draft is crucial
because it will be the foundation of the SC Officers behaviour and performance
measurement depending on how an SC Officer delivers bounded by the rules inside the
IG.
i. Assignment for admin: make own Standard Operating Procedures for
respective standing committees
ii. Tonight will be the Councilors deadline of deciding the date of their
meeting regarding the drafing of the IG (Chairperson must be CC-ed)

TIFFANY UY SKILLS DEVELOPMENT COMMITTEE


2 parts: DEBATE and ELEVATE
DEBATE Locked and Loaded : A Debate Competition contest between teams or individuals ,
encourage students to speak their minds, promotes critical thinking, independent research and
team work
* inter-batch competition
*contestants - Tributes from batches and volunteers
*venue: NCPAG classroom (start small), NCPAG assembly
* format : Modified Oxford, Parliamentary, Asian Parliamentary
*Topics: current issues, relevant topics, anything worth talking about
*once/twice every semester
*training : every week Monday with a partner debate org
*motivation: incentives from prof, (barua-yap & ocenar), prizes, bragging rights
*endpoint NCPAG debate team, inter-collegiate competition contests outside,
informed, critically aware studentry
ELEVATE solid capacity building to hone skills of individuals maximizing potential, learn
something new, make new friends, strengthen skills set

Interactive, continuous, supportive (semester long activities for tracking


and if people are actually responsive)
For whom: undergrads, grads, outside
Small-medium class/lecture type
Topics: vote, consultations/suggested
Venues: classrooms, NCAPG assembly, case room
When: Mondays/Fridays depends if series 1 theme 1 month
Motivation: interests, perks + freebies, added knowledge, friends , topic if
interesting
Endpoint perky students who have a skill set that will be useful in many
situations

Chairperson opened the floor for questioning and reiterated that the questions be directed
towards the committee and not solely on the projects because it is the committees existence
that needs to be assessed. Questions regarding project proposals may be brought up during the
Comprehensive Planning
1. The former branding of Councilor Uys Special Interests Committee is limiting and vague
so it was replaced to Skills Development Committee due to the councils aim to reach
the students in a more in-depth and comprehensive manner. It has also been changed to
avoid confusion among the definition of special interests because sports can also be
considered as such which is under the Sports and Fitness Committee as well as the NCPAG
Singing Administrators which will be under the NCPAG Ambassadors this coming school
year.
2. It was stressed that even though it is not the mandate of the officers to provide capacity
building projects, they still have the ascendancy to give such training. (For example: Photo
shop workshop under External Affairs Committee, Finance workshop under the Finance
Committee) The necessity of having the committee was questioned.
3. Councilor Uy clarified that the people who will be joining the debate team will have to
undergo training first and will not contradict to the debate teams of some NCPAG
organizations by ensuring that there will be different target participants and through
proper calendaring.
NCPAG Representative Belen motioned to adopt Roberts Rule
Motion denied by Vice Chairperson Urbano since it might be alienating to the officers who are not
familiar with the Roberts Rule and it might just cause inefficiency given that the formal system is
still working
Chairperson Dumpa defined formal system as the presence of respect and basic essence of
Roberts rule of having a presider in his identity and to raise hands if there are questions from
the body. Questions will be entertained if acknowledged by the presider.
THE SPECIAL INTEREST COMMITTEE WILL BE UP FOR DISCUSSION AGAIN AFTER ALL
COMMITTEE HAD PRESENTED.

ELLA FANIO OPERATIONS COMMITTEE


The committee will 1) administer, regulate, and promote practicality and efficiency in the
purchase and usage of supplies, (2) arrange the necessary reservations for events organised for
the student body, and (3) ensure the provision of the basic amenities and services.
Projects

OPSkit, - consolidated database containing contact details,location,and


rates of the frequently procured items and reserved venues for NCPAG
events
Projects from the H.E.A.R.T [Hardware, Equipment, Archive, Restoration]
Lobby use of computers located at the 3rd floor for internet use since the
library computers are all for ilib purposes only
Improved panel boards and promote adequate use of tissue rolls ,and hand
soap, overhauling of bulletin boards, adequate use of
LNO project friendship circle, restore of friendship

Readings drive, flashdrive2go (USB rentals), umbrella rental


Riding Green; same concept s Tripda, discounts on basic student services
will be given as reward (SAFETY)

Chairperson Dumpa opens the floor for questions.


1. Safety measures regarding the RidingGreen project like the Tripda Application of
carpooling people going to the same location were raised by Ways and Means
Administrator Pineda
2. Chairperson Dumpa repeated that questions be directed solely to the value or essence of
the committee; NCPAG Rep Belen however stated that the committee goals are clear and
it is through criticizing the projects that we see the relevance of the committee
3. Questions were raised regarding the usage of the equipment and replacement in case
there would be damages in the umbrella and flash drive rentals. Councilor Fanio assured
accountability measures through surrendering the students IDs before renting and ensure
that the respective damages are replaced or paid by the violator.
4. The points of distinction between Logistics was raised by Finance Administrator Cabral,
because it is part of the mandate of the Finance Committee to ensure that there are
proper and efficient way of using the money and it may suggest redundancy in functions.
Chairperson Dumpa however approved of the idea of having operations committee as a
distinct committee directed solely for logistics purposes and the 3 differences will be
- Ways and Means will be responsible for earning money
- Finance will handle the money and approve budget statement
- Operations committee will be rendering logistics advice whether
there are cheaper and more efficient equipment and is steered
towards the procurement phase
5. Internal Affairs Administrator Fellone andn External Affairs Administrator Junio reminded
the projects for the graduate students Food for the Grads; Councilor Fanio emphasized
the importance of such project for the grads and will still be pushed through
6. Socio adcademic affairs Anonas suggested that Councilor Fanio work hand in hand with the
Administration Office in NCPAG and serve as liaison between students and administration.

PETER OLEGARIO COMMUNITY ENGAGEMENT COMMITTEE
Shall be tasked to initiate, formulate and deliver community based projects/services that will
cater to the needs of the masses. It shall promote aspects of service involvement and social
awareness of a true Lingkod Bayan.

Chairpeson Dumpa opens the floor for questions.


1. Socio Acad Affairs Anonas asked about the incentives the committee will have regarding
the participation in the community events. Councilor Olegario said he will explore the idea
of including the participation as part of an incentive given by professors such as bonus
points for the students grades.
2. Councilor Olegario clarified the time frame of the committee, target beginning, and target
venues of community participation which will be housed first within the communities
inside the university and eventually outside the university. He stressed that students will
also be consulted regarding the communities of their preference.
3. VC Urbano suggested if he can also explore the idea of lobbying to the CPAGE regarding
the internship of students not only in Government Departments but also in NonGovernmental Organizations since Public Administration is also about voluntarism, as part
of his community engagement committees aim. He also asked about the first steps of
Councilor Olegario once the committee is adopted. Councilor Olegario guaranteed that he
will be looking for NGOs and barangay communities that can be tapped as soon as
possible since he will prioritize the Lingkod Bayan Immersions and also explore the idea of
joining mobilizations within and outside the university and plan the calendar.
4. NCPAG Rep Belen saw the possibility of partnering with UP University Student Council
under the Peoples Struggles Committee. Councilor Olegario is amenable to the
suggestion.
5. Chairperson Dumpa as former Public Service and Advocacy Committee head for the 23 rd
NCPAG SC asked about the difference of Community Engagement committee and if there
are ommissions or additional inputs. Councilor Olegario stated that it will be more or less
the same but will be focusing more on the community mobilizations and engagement. The
advocacy arm of last years committee will be given to the Socio Academic Affairs
Committee.
6. Chairperson Dumpa stated the plans of Sir Flores regarding the revamping of NCAPGs
Public Administration NSTP and as an institutionalized course, councillor Olegario might
want to explore integrating the community events and the NSTP to gain more advantage
of having more NCPAG students join.
7. VC JR also noticed the similarity of the CSWCD NSTP and NCPAG NSTP in this light and was
asking if Councilor Olegario can find out the boundaries between the two. Councilor
Olegario said he plans not only to look at voluntary community engagement but also
include opportunities of addressing the concerns of different communities and sectors
within UP such as the Manininda Alliance and allow students to be part of the meetings of
COOPs and NGOs so that they will know firsthand what is happening inside the
communities.

PAO AGUILA SPORTS AND FITNESS COMMITTEE
The Sports and Fitness Committee shall be responsible for the formulation and execution of all
sports-related community activities of and shall advocate fitness and health wellness within and
outside NCPAG.

Chairperson Dumpa opens the floor for questions.


1. VC Urbano stressed the reality of having too many projects as limiting since it will not all
be implemented given the financial constraints. He asked if Councilor Aguila is open to
giving up some projects. Councilor Aguila stated that if that situation occurs he is willing to
give up Nhale Xhale since it can be integrated to the other projects and may be one-time
only instead of being a series of events.
2. NCPAG Rep Belen suggested if Councilor Aguila is amenable of giving some of his projects
relating to Special Interest to Councilor Uy, with that Councilor Uys committee will be wellrounded and more comprehensive in scope. He also asked about the incentives to be
given to encourage students to participate in the DilGames. Councilo Aguila will be
exploring unconventional gimmicks to invite students.
3. VC Urbano questions his intention of leading by example if students associate him with
smoking. Councilor Aguila promises to quit smoking after his internship.
4. Internal Affairs Adminsitrator Fellone mentioned that Councilor Aguila should also consult
with the graduate students regarding smoking concerns, fitness, and wellness.
5. Chairperson Dumpa reiterated that consultations must be done, for all committees, to the
students formally and must be raised as to forward a much participative relationship of SC
and students.
6. 4th year batch representative Alexis Alfonso suggested if Councilor Aguila can partner with
Ways and Means Committee in looking for gym discounts which can be included in the
NCPAG planner or Lingkod Bayan Card
THE BODY DECIDED TO ADOPT THE SPORTS AND FITNESS COMMITTEE HEADED BY
COUNCILOR AGUILA.
The Council settled the case of Councilor Uy and called her committee Skills and Development
Committee instead of Special Interests Committee.
