Recognition of an school Shali be granted by the
District Education Officer.
All other institutions shall be recognized by the Director of

Education, now EDO Education; Bord or University as -the

The recognition of an elementary school shall -be governed by the

405.3% Provisional recognition
If a school is promisino enough to deserve encouragement but does not
satisfy all the conditions of recognition, provisional recognition may be
granted for a perio'd not exceeding two years. In such cases the orders shall
be accompanied bv a clear and definite statement of the conditions which
are 'to be fulfilled before One school is permanently recognized.
405,4 Refusal of recognition
Where recognition is refused to an institution a copy of the orders shall be
sent to the manager of the school staling the reasons for which recognition
has been refused.
OBLIGATION OF
The management of a recognized institution shall lindertake that all

*Without 'the previous sanction of the authority einpowered -to recognize it,
a recognized institution shall not open. a class or classes either, higher or
lower than -those for which the institution has been recognized.
So far as local council institutions are concemed, classes
recognized by a competent aut 017ty ay not be closed without the
sanction of the authrity that originallyrecognfzed them,
WITHDRAWAL OF RECOGNITION
When an institution or any of its departments or. cla$es has ceased to fulfil
lthc condi1101 or colldlllons of recognition or when pernaissiori itcj close

been given, the recognizing authority shall withdraw recognition for that
institution or class or classes provided ,that where recognition is withdrawn
as a disciplinary measure the manfiement shall be allowed opportunity of
explanation.
409 RESTORATION OF RECOGNITION
An 'inslitutiorfor a class of an institution from which recognition has been
withdrawn shall not be restored to that privilege until the recognizing
authority has been satisfied that the defects which led to the withdrawal of i
regggu!j.gu have begn removed, and that in ' all other respects -the
institution or class fulfils the prescribed conditions.
LAPSE OF RECOGNITION
The recognition of apr institution or any of its classes shall lapse if:
A recogrnzcu or c!acb ceases Q) exists. or
An institution is transferred to a different building or locality
nol already approved by the competent authority; or

An application for pennanent recognition is not received, on

4.10.1 Appeal against refusal or withdrawal' of recognition
An appeal against an rder refusing or withdrawing recognition will in all
cases lie with the next higher authority.

PROCEDURE OF PAYING PUBLIC MONEY

Any person paying money into a treasury or bank on Govt.
account should present with it a chalan wherein the nature of
paynent, the3erson or Govt. officer 011 whose account it 'is

SPECIMEN SIGNATURE
An fficer, who is authorized to draw chegues or sign or cuntersion bills
payable by the Accountant General/treasury/DAO, should send a setofhis
specimen signatures to the Accountant General/treasury/Bank duly

attested bv another officer, whose signatures are already on record of the


office concerned.
5.4 PAYMENT ON QUITTING THE SERVICE

the last payuent of pay and allowances should not be made to him until a

TRAVELLING ALLOWANCE ON TRANSFER
No T.A is admissible unless the transfer is for public

A transfer at ones own request is not treated as a transfer,
for the public convenience, unless the competent authority
for special reasons to be recorded directs otherwise.
A Govt. servant is entitled to the following;
A Govt: servant possessing a family one month's pay
Govt. servant not possessing a family- half month's pay

if the transfer is within same district.
