Introduction
1.1
1.2
The purpose of the report is to identify the form of construction of culvert structure, condition of
structure, and suitability for reuse (continued use).
1.3
Novo Homes intend to develop the Belle Vue Mills site to create retail, office, and and residential
accommodation. In the existing arrangement, Eller Beck flows below the southeast corner of the
site with bridging structures over the Beck to carry Brewery lane, single storey accommodation to
the front of Block B and single storey accommodation of the existing Block C. The proposals
include replacement of single storey accommodation in front of Block B by landscaping works;
replacement of the Brewery Lane Bridge; and replacement of single storey Block C
accommodation by two storey framed construction.

Sketches are included in the appendix, which show the existing arrangement of beams and
arches, beam references and level survey information. A table of survey notes is also included,
which gives dimensional information and condition summaries.
1.5
This report is based on a visual inspection of exposed and accessible parts of the fabric of the
building. No intrusive work has been carried out.

No third party should rely on this report without written authority. It is for the sole use of The
Client in connection with the specific requirements set out in the brief.
2.
History
2.1
Historic maps dating back to 1757 indicate the sequence and timing of construction of the
bridges and culverts in the area under consideration.

The conclusion of this map review is that the Belmont road was constructed first, prior to 1850;
the bridge to carry Brewery Lane (Brook Street) was added between 1853 and 1893; the
culverting of Eller beck under Block C and in front of Block B was carried out between 1893 and
1909. Strengthening to the Brewery Lane Bridge was probably added at the same time as the
culverting was carried out, between 1893 and 1909.

The forms of structures visible in the culvert were consistent with the sequence of construction
postulated above.
3.
3.1
The culvert roof between Block B and Belmont Road comprises steel beams and plate girders
supporting concrete arches. The principal beams span from the Belmont road bridge to the front
wall of Block B; bearings in the Belmont Road Bridge have been located above piers, except for
minor beams, which take bearing above the stone arch of the Belmont bridge.
3.2
Surveys of the buildings and roads above ground and of the features within the culvert indicate
that there is a section of pavement supported by the culvert structure. A fibre optic cable may run
in this width. Any repair works to this section of pavement would need to take into account the
cable and any restrictions the highway authority may wish to impose.
3.3
Beams B6 and B15 run parallel to arch spans, which conveniently allows the depth of sections to
be measured for assessment purposes. Analysis of these beams in the context of existing dead
loading suggests that the culvert roof capacity has a limited capacity (5.26 kN/m2), this is before
reductions due to corrosion and loss of section are taken into account. This load capacity allows
pedestrian access and nominal paving but not construction of planting structures and solid
ramps. Construction loads should also be limited to 5.0kN unless temporary strengthening works
are carried out.
3.4
Beam end that are built into the Belmont Bridge have suffered severe corrosion. The full extent
of corrosion cannot be determined by a visual inspection only and so opening up works within the
bridge structure will be needed to establish the residual sections of steel and feasibility of repair.
3.5
Bearing in mind the limited capacity of the existing culvert structure and its condition
consideration should be given to replacement of the whole structure (support beams and
concrete arches). New structure could be designed such as to limit reactions on the Belmont
Road Bridge to existing reactions. Infill ramp structures could be avoided by the used of profiled
slabs, similarly retailing structures for planters could be designed to be integral with the new slab.
The limiting of reactions on the Belmont Bridge structure will be essential to avoid the need for
justification of additional loading and associated investigation works and highway authority
approvals.
4.
4.1
The original construction of the Brewery Lane Bridge comprised arches supported by cast iron
beams spanning the full width of Eller Beck. The cast iron beams are still in place but they have
been strengthened by introduction of three steel beams below, which effectively quarter the span
of the original beams. The middle steel beam is supported by two cast iron columns, which
extend to a pier in the middle of Eller Beck. The steel beams at quarter spans are supported by a
plate girder to the east and a steel beam to the west, both of which span the full width of Eller
Beck.
4.2
The arches are formed of concrete. The original bridge deck arches may have been formed in
brickwork and then replaced by concrete when beam strengthening and culverting of adjacent
sections of Eller Beck were carried out.

Steel beams are at least 100 years old and conditions above the beck are damp. Bearing this in
mind the condition of steel beams is surprisingly good generally, with limited loss of section,
however there are locations where seepage of water through the bridge deck has resulted in wet
conditions and associated severe corrosion of steel (laminated rusting). The capacity of beams
will be less than the capacities predicted by dimensional analysis of beam sections. The extent of
section loss can only be determined by intrusive investigation.
4.4
The bridge is to be replaced by a new road bridge capable of carrying HA and HB loading.
Construction traffic will however use the bridge in the period prior to completion of the
replacement bridge. Analysis of sample strengthening beams suggests that the strengthened
structure has a point load capacity of 2.2 tons. This is generally in the same order as the weight
restriction of 3T in place on the bridge further up Brewery Lane, over the canal. Loading on the
Eller Beck/ Brewery Lane Bridge should be limited to 3T unless strengthening works are carried
out or unless a more detailed assessment of material properties and section properties (reduced
by corrosion, and hidden by concrete encasement) is carried out. It is unlikely that the existing
bridge structure can be justified to carry full construction loading (HA loading).
4.5
If access for construction traffic is required (loading greater than 3T) then consideration should
be given to construction of a supplementary structure over the top of the existing or by propping
into the stream below. A more cost effective solution would be to use the entrance between
Blocks A and Block B until the new bridge has been completed.
5.
5.1
The culverted section of Eller Beck under Block C has the same form of construction as that
described in section 3 above (concrete arches supported by a grillage of plate girders and steel
beams).
5.2
The proposals include replacement of single storey accommodation by a two storey framed
building, with column loads to be taken by the culvert roof. Increased loading on the culvert roof
structure could not be easily accommodated and therefore replacement of the culvert roof was
included in the proposals at an early stage. This decision also resulted in an opportunity to raise
the soffit level of the culvert, which was welcomed by the Environment Agency.

6.
6.1
The culvert roof over Eller Beck between Block B and Belmont Road has a limited load capacity
of approximately 5.0 kN/m2.
6.2
The culvert roof over Eller Beck between Block B and Belmont Road has suffered deterioration
due to corrosion of steelwork, especially at ends built into the Belmont Road Bridge. Repair
works are required.
6.3
Replacement of the culvert roof (arches and beams) over Eller Beck between Block B and
Belmont Road is recommended.
6.4
The Brewery Lane/ Eller Beck Bridge structure has limited capacity. Adherence to the existing 3T
weight limit is recommended unless strengthening works are carried out.
