PROPSED ANTI-BULLYING POLICY for PUP LABORATORY HIGH
SCHOOL
The Polytechnic University of the Philippines Laboratory High School is
committed to providing all all students a healthy school environment. PUPLHS will
ensure that procedures exist to allow complaints of bullying to be dealt with and
resolved within the school, without limiting any students entitlement to pursue
resolution of their complaint with the relevant legal authority. PUPLHS is committed
to the elimination of all forms of bullying.
This policy applies to all students of the Polytechnic University of the Philippines
Laboratory High School. It applies during normal school hours, at school-related or
sponsored functions, while traveling on work related business, and even on
cyberspace, as long as the alleged bullying act involves an LHSian. There will be no
recriminations for anyone who in good faith alleges bullying.
DEFINITION OF TERMS

Bullying is unwelcome or unreasonable behavior that demeans, intimidates or


humiliates people either as individuals or as a group. Bullying behavior is often
persistent and part of a pattern, but it can also occur as a single incident. It is
usually carried out by an individual but can also be an aspect of group behavior (see
mobbing below). Some examples of bullying behavior are:
Verbal communication

Abusive and offensive language


Insults
Teasing
Spreading rumor and innuendo
Unreasonable criticism
Trivializing of work and achievements

Manipulating the school environment

Isolating people from normal interaction


Excessive demands

Cyber Bullying

Cyber stalking the sending of messages to frighten or threaten


someone.
Degradation/humiliation using cyberspace to spread rumours and
hearsay with the purpose of damaging the victims reputation to ensure
that they are shunned.
Harassing sending of insulting, threatening and harassing messages via
the internet or cell phones which are sent persistently and tirelessly.
Impersonating taking on an identity that is false for the purpose of
tormenting a person and damaging their reputation.
Flaming using vulgar and abusive language with the intention of
starting a fight with the victim.
Text messaging using text messaging to torment another teenager or
pre-teen which can be done by enlisting the help of other bullies to send
endless text messages to the victims phone with the purpose of running
up the victims phone bill.
Password theft gaining the passwords of a teenager illegally to use
these sites to bully others.
Web site creating creating websites and pages and loading them with
images, statements and insulting remarks for the sole purpose of
tormenting and humiliating a person.
Use of Photos and images posting of embarrassing photos of their
victims all over the internet to torment and humiliate them to create fake
stories.
PC attacks the sending of Trojan horses, viruses, worms, spyware and
so on to another persons computer.
Proxy attacks enlisting the help of fellow bullies and friends to
humiliate and cause emotional damage to others; the installing of a proxy
into the computer of the victim to be able to access even the most
confidential information of the victim
through the proxy which will transmit it to him or her. The bully will then
use
this
information
to
humiliate
or
threaten
the
victim.

There is a difference between friendly insults exchanged by close friends and


comments that are meant to be, or are taken as, demeaning. While care should be
exercised, particularly if a person is reporting alleged bullying as a witness, it is
better to be genuinely mistaken than to let actual bullying go unreported.

Mobbing
Mobbing is a particular type of bullying behavior carried out by a group rather than
by an individual. Mobbing is the bullying or social isolation of a person through
collective unjustified accusations, humiliation, general harassment or emotional
abuse. Although it is group behavior, specific incidents such as an insult or a
practical joke may be carried out by an individual as part of mobbing behavior.
CONSEQUENCES OF BULLYING
Bullying is unacceptable behavior because it breaches principles of equality and
fairness, and it frequently represents an abuse of power and authority. It also has
potential consequences for everyone involved.
For those being bullied
Students who have been bullied often suffer from a range of stress-related illness.
They can lose confidence and withdraw from contact with people in and out of
school. Their work performance can suffer, and they are at increased risk of injury.
RESPONSIBILITIES
School Adminstrators (Prinicpal, Guidance Counselor, Faculty Members,
Administration Personnel)

Ensure that all students are aware of the anti-bullying policy and
procedures;
Ensure that any incident of bullying is dealt with;
Provide leadership and role-modeling in appropriate student behavior; and
Respond promptly, sensitively and confidentially to all situations where
bullying behavior is observed or alleged to have occurred
Students

Be familiar with and behave according to this policy;


If one is a witness to bullying, the incident has to be reported to the
teacher, administration personnel, or to the principal as appropriate; and
Where appropriate, speak to the alleged bully(ies) to object to the
behavior

Any student who feels he or she has been victimized by bullying is


encouraged to report the matter to his or her adviser, who would then
forward the matter to the guidance office or the principal for appropriate
action

Where appropriate, an investigation will be undertaken and disciplinary


measures will be taken as necessary.
