Accountable for a $525 million dollar budget, including all school staffing, instructional
personnel, offices of elementary, middle and high school, athletics, discipline, and summer
school
Created division-wide staffing standards to ensure transparency and equity in school
personnel
Leading the LCPS Strategic Plan: Vision 2020. Components include: a project plan, needs
assessment, stakeholders meetings, strategic framework (mission, goals and strategic
actions), design teams, and accountability measures for success

Led the Department of Professional Learning and Accountability, which combined the
former Departments of Professional Learning and Training and Accountability, effective
July 1, 2009
Oversaw the OECD Test for Schools (Based on the PISA) for 10 High Schools in FCPS and
became a national leader in the communication of how to internationally benchmark,
examine district policies, communicate with community stakeholders, and provide
professional development experiences to principals and teachers. In 2014, all FCPS high
schools participated in this international assessment again
Responsible for the monthly principals meetings for all 250 school administrators and a
yearly Leadership Conference (2,000 participants) involving national speakers such as
Daniel Pink, Ron Ferguson, Tony Wagner, Sir Ken Robinson, Pasi Sahlberg and Kati Haycock
Oversaw, after visioning and then creating, a Principal-in-Residence Program to provide
coaching, mentoring, and support to new principals. This program supported 80+ new
principals and assistant principals each year
Oversaw the Office of Leadership Development that developed the FCPS Leadership
Standards that served as the foundation for the school leadership curriculum and
professional development. The project was a collaboration between assistant
superintendents, principals, departmental directors, and national experts from WestEd,
National Association of Secondary Principals, Council of Chief State School Officers and an
advisor from the Wallace Foundation
Oversaw the administration of the Virginia State Assessment Program and FCPS Testing
Program for over 181,000 students and developed accountability procedures and
communicated results of division, cluster, school, and individual student achievement data
annually
Responsible for the professional development for the recently changed VA Teacher and
Principal Evaluation systems. Over 15,000 employees have participated in this professional
learning experience. To ensure all could conveniently participate, three methods of
delivery were established (face-to-face, online, or a collaborative team approach) for
teachers and administrators
Led a new teacher induction program that saved FCPS $1.9 million dollars a year due to
keeping retention rates higher than the national average
Responsible for the division goal of a collaborative culture in all schools and departments.
The 2012 Professional Learning Community survey results were that 99.5% of schools were
beyond implementation or deeply embedded in the tenets of Professional Learning
Communities
Coordinated the development of the FCPS Comprehensive Plan and served as a member of
the Project Management Oversight Committee (PMOC). This committee was charged with
the implementation of the divisions strategic plan
Revolutionized school-based staff development to improve instructional practice by
growing the number of embedded instructional coaches in high-need schools by over fifty

percent. An evaluation of the program found the pass rates on math achievement
benchmarks among schools with instructional coaches was significantly higher than among
schools without instructional coaches
Created collaborative agreements with George Mason University, Virginia Commonwealth
University and University of Virginia to provide graduate programs for administrators,
teachers, and support employees
Responsible for admissions to Thomas Jefferson High School for Science and Technology.
U.S. News & World Report ranked it the best public high school in the nation in 2007, 2008,
2009 and 2010
Partnered with the Apple Federal Credit Union Foundation to secure and lead a $1 million
grant to increase effectiveness and efficiency in a teacher induction and retention
program.
Reported to the FCPS School Board on the operational expectations for Human Relations
and Instructional Programs
Successfully launched (by repurposing existing funds) and directed a system-wide webbased learning management system. I led a one-year startup project design for all
employees and then designed two online courses to train all 22,000+ employees in
workplace compliance issues on the topics of Discrimination and Harassment Awareness and
Fair Labor Standards Act
Led $3 million Title II-A federal grant, conducted the state-mandated needs assessment
and ensured customized funding opportunities specific to individual schools. The process I
developed decreased the number of teachers who were terminated for licensure issues
from 324 to 218. It increased research-based strategies, such as school-embedded
instructional coaches, novice principal support, opportunities for online learning

personnel for middle and high school curriculum, including special education, English-as-a

arts, health, physical education, and career and technical education
Supervised Advanced Placement (AP) courses and the International Baccalaureate (IB)
Programme in the Hillsboro, Hunters Lane, Hillwood Middle and High Schools
Served as a member of a multi-district task force charged by the Commissioner of
Education to create the Tennessee Comprehensive System-wide Planning Process to assist
all Tennessee school systems in their district improvement process and trained all
elementary, middle and high school principals in the states School Improvement Process
(SIP)
Prepared the MNPS team for the monitoring of federal programs where MNPS received the
highest rating awarded by the state department of education
Oversaw the redesign of the High School Program of Studies and created the Middle School
Program of Studies and led the development of outlines for middle and high school courses
in an effort to increase rigor and fidelity of course content

Oversaw all aspects of the No Child Left Behind (NCLB) School Choice directive, including
community meetings to inform parents of all possible options for their children
Led the Middle School Mission and Vision Task Force that was recommended by the
Nashville Area Chamber of Commerces Education Report Card. This task force was
composed of school-based personnel, central office administrators, and community
members
Institutionalized the National Science Foundation Hands-On Science Grant Program to
MNPS, saving approximately $300,000 annually
Chaired the Essential Literature Committee for students who receive special education
services and English language learners
Wrote the executive reports for the yearly monitoring by the MNPS Board of Education of
the Instructional program in MNPS.
Led the effort to create the C. E. McGruger Family Resource Center from the former John
Early Elementary School by forging a partnership between the Metro Public Health
Department of Nashville/Davidson County, United Way, and Matthew Walker

Enhanced the Ninth Grade Prospective Parent Open House and Academic Showcase to
ensure a smooth transition for students into the high school setting
Co-founded Burro Beginnings, an orientation program to assist freshmen in their transition
to high school. This ninth grade program reduced retention and was instrumental in
reducing the dropout rate of the school

With the coordinator, oversaw all aspects of the mathematics program for the school
district.
Revised the K-8 Math Improvement Program Curriculum for the schools
Conducted onsite individualized consultation for math teachers and principals in every
MNPS middle school and over 90 percent of elementary and high schools to ensure
implementation fidelity of the newly revised math curriculum
Served as a mathematics trainer for the College Boards Equity 2000 project.
