COLLEGE AND CAREER EDUCATION
The following overview is provided to NMUSD teachers and administrators to
assist in our strategic planning to advance College and Career readiness. The
document highlights our collective NMUSD vision, the funding sources
available to us, and the parameters and expectations associated with those
funds.
What is College and Career Readiness? In order to establish a
common understanding as we plan our CTE and STEM programs over the
next few years, it is worth defining what College and Career readiness
means. For our purposes, David Conley defines College and Career Ready
as follows:
The level of preparation a student needs to be ready to enroll and
succeed--without remediation--in credit bearing course at a
postsecondary institution that offers a baccalaureate degree or
transfer to a baccalaureate program, or in a high quality certificate
program that enables students to enter a career pathway with
potential future advancement.
Succeed is defined as completing the entry level courses or core
certificate courses at a level of understanding and proficiency that
makes it possible for the student to consider taking the next course in
the sequence or the next level of course in the subject area or of
completing the certificate.

CTE Credential: Ensure that all CTE Pathway courses are taught by CTE
credentialed teachers with recent documentation of occupational experience.
Approved Course Sequence: Maintain a formal, approved sequence of CTErecognized courses that provide students with coherent and rigorous content
aligned with challenging academic standards and relevant technical knowledge
and skills.

Summary:
Funds used to enhance, improve and expand CTE pathway programs.
Funds used to supplement, not supplant CTE pathways.
Curricular focus on current or emerging high skill, high wage, or high
demand occupations.
Pathway courses aligned with California CTE Model Curriculum Standards
Provide for national certification of students who achieve industry-recognized
skills and knowledge requirements.
Integrate the development of CTE and academic skills.
Include planned career awareness and exploration experiences.
Recognizes DECA as a CTSO for Business pathway; does not currently
recognize Virtual Enterprise.
$30,000 per year for 3 years (2014/15, 2015/16, 2016/17) is allocated to
EHS and CMHS Zones for launching new engineering pathways.

Purpose: To support CTE pathway programs
Summary:
Funds used to enhance, improve and expand CTE pathway programs.
No restrictions on funds other than they must be used for an ROP
course/staff member.
New funds no longer available after June 30, 2015
Carryover of $123,904 that has no time limit to be spent. Goal is to stretch
this money over next 3 years to help fund existing NMUSD CTE pathways.

Purpose: To offer ROP courses at NMUSD high schools.
Summary: Breakdown of staffing sections during bell schedules at the following
sites:
CdM: 6 sections (1.2 FTE)
CMHS: 10 sections (1.68 FTE)
EHS: 15 sections (2.5 FTE)
NHHS: 8 sections (1.34 FTE)
BB/MV: 1 section (0.2 FTE)

First Installment:
$244,638 (received January 27, 2015)
Remainder:
$238,358 (2 additional installments over next 3 years)
Purpose: To support K-14 CTE pathways that are aligned to high wage, high
demand industry sectors. For Orange County, these sectors include:
Engineering
Biomedical
Information & Communication Technology (ICT)
Summary:
Establishment of kindergarten through community college (K-14) career
pathways programs.
Applicants must target K-14 career pathway programs aligned to current or
emerging economic needs.
Build robust partnerships between employers, schools, and community
colleges.
NMUSD is part of a consortium of 17 school districts and colleges led by the
Orange County Department of Education.
Funds will be used to launch Engineering pathways at 4 NMUSD schools:
Estancia High School, Tewinkle Middle School, Costa Mesa High School, Costa
Mesa Middle School.
Funds primarily used for Curriculum Equipment, Computers, Teacher Training
and Professional Development.
NMUSD and other partners (Vital Link, CROP, OCC) responsible for matching
funds.
NMUSD to provide infrastructure and furniture. Projected budget was
submitted in March 2015.
Funds to be used over 3-year period. Funding expires in June 2018.
NextEd i3 Grant
Projected Amount: $92,191
Purpose: To launch Project Lead the Way Engineering curriculum at Estancia High
School.
Summary:
Grant monies available for 4 years. Funding terminates in June 2018.
Will pay for 1 cohort of students over 4 years to serve as a control group
for data-gathering for Federal i3 program.
Helped launch and partially fund PLTW Engineering at Estancia High School in
September 2014.

Next Steps:
With the recent launch of our Signature Academies and increased emphasis
on CTE Pathway development, we will continue to work closely with the
sites, our Secondary Education office, our industry partners and especially
with our community colleges and OCDE in our next phase of CTE expansion.
Particular attention needs to be paid on prioritizing our goals with specific
emphasis on maximizing available funds and planning out at least 3 years in
advance in order to meet our goals and sustain our positive growth.
