The Planning Department has determined that the above referenced property is in violation of the
Planning Code. As. the owner or leaseholder of the subject property, you are a responsible party to
bring the above property into compliance with the Planning Code. Details of the violation are discussed
below:
DESCRIPTION OF VIOLATION
The second-story of the subject property, a three-story, 15,660 square foot building, has illegally
converted from a retail/commercial use to an Office use known as "1920C". Office use is not a permitted
use within the Chinatown-Visitor Retail (CVR) Zoning District (Planning Code Section 811.1) and is a
violation of Planning Code Sections 171, 803.2 and 811.1. Pursuant to Planning Code Section 171, except
as otherwise provided in the Code, structures and land in any district shall be used only for the purposes
listed as permitted in that district, and in accordance with the regulations established for that district.
BACKGROUND
Planning Department records indicate that the second-story, an approximate 4,200 square foot open floor
plan, is authorized for a restaurant use (dha "Grand Palace"). On April 2P, 2015, the Planning

area, and other uses. This notice serves to acknowledge 1920Cs timely response to the Notice of
Enforcement, 1920Cs commitment to the Chinatown community, and to serve notice that 1920Cs coworking space, located on the second-floor of the subject property, is determined to be a violation of the
Planning Code for the following reasons:
Co-Working Space
Per 1920Cs response, 1920C is comprised of many operations including a co-working space. The coworking operation rents desk space, office equipment, and provides public access at hourly, daily, and
monthly rates; and, 1920C requested that this operation be considered a Sales and Service, Other Retail
use per Planning Code Section 890.102 (attached). However, although the public may rent office
equipment and desk space, 1920C is providing a space for persons and entities, which provide for
themselves, or for others, services that are consistent with the definition of an Office use.
Per Planning Code Section 890.70(a), "Office use" means space within a structure or portion thereof intended or
primarily suitable for occupancy by persons or entities which perform, provide for their own benefit, or provide to
others at that location services including, but not limited to, the following: Professional; banking; insurance;
management; consulting; technical; sales; and design; and the non-accessory office functions of manufacturing and
warehousing businesses; all uses encompassed within the definition of "general office" in Planning Code Section
102; multimedia, software development, web design, electronic commerce, and information technology; all uses
encompassed within the definition of "administrative services" in Section 890.106 of this Code; and all "professional
services" as proscribed in Section 890.108 of this Code excepting only those uses which are limited to the Chinatown
Mixed Use District. (b) "Office use" shall exclude: retail uses; repair; any business characterized by the physical
transfer of tangible goods to customers on the premises; wholesale shipping, receiving and storage; and design
showrooms or any other space intended and primarily suitable for display of goods."
In addition, 1920C states the co-working space is shared by both individuals 2 and an eighteen member
entity3, known as "Whil and Refresh" (AKA "whil Concepts, Inc."). It was noted that 1920C and whil
Concepts, Inc. currently maintains a month-to-month agreement 4 and although this agreement may
terminate the end of June, whil Concepts, Inc. maintains desk space from 9am to 5pm, Monday through
Friday. The operations of Whil and Refresh are described as:
Whit: "Whit is a digital health and wellness training platform"; and,
Refresh Body: "A platform that allows individuals to directly book massage therapists, Pilates,
yoga, and even haircuts. All members here focus on marketing and customer relationships"
After review of Whil and Refresh websites and their operations in addition to the use of the second floor
as a co-working space, both are consistent with the definition of Office use. Office use is not listed in the
CVR Zoning District Table 811. Pursuant to Section 803.2(b)(2), uses that are not listed are not permitted
in a Chinatown Mixed Use District unless determined by the Zoning Administrator to be a permitted use.
As noted above, the co-working space is considered to be an Office use; therefore, it is not permitted and
a violation of the Planning Code.

Service Use (see definition below); however, this use is prohibited per Section 811.70..
a use, generally an office use, which provides
executive, management, administrative, clerical and other services exclusively to the business community and not to
the general public. It does not include services which are available to the general public. Administrative services
may include accessory storage, but not the storage of building materials, contractors equipment, or maintenance
equipment for nonresidential structures, or items, other than samples, for wholesale sale."
Other Uses - Retail, Personal Service, Professional Service, and Other Institutional Uses
In addition to co-working space, your response and the site visit indicate that 1920C incorporates a
variety of other uses, including retail, personal service, professional service, and other institutional uses.
The identified Personal Service 5 uses (including: yoga, bible study, piano lessons, pick-up/drop-off
laundry service) and Retail6 uses (including: selling snacks and art gallery) are permitted under Sections
811.52 and 811.40a; however, these uses do not appear to be the primary use of the subject location (they
do not appear to occupy the subject location full-time and do not appear to occupy a significant amount
of floor area). This was noted in your May 18th response7 (attached) and during the time. of the site
inspection.
The identified Professional Services use (marketing consulting services) is permitted under Section 811.53;
however, this use does not appear to be the primary use of the subject location (this use does not appear
to occupy the subject location full time and does not appear to occupy a significant amount of the floor
area). This was noted at the time of the site inspection.
The identified Other Institutions use 9 (the non-profit organization known as Pacific Atrocities Education10
- "PAE") is permitted under Section 811.81; however, this use does not appear to be the primary use of
the subject location. PAEs operation is described as occupying 2,000 square feet", in conjunction with an
art gallery, and operates with 10 volunteers, 2 contractors, and one remote worker from 9am to 5pm.
However, during the time of the inspection, no volunteers were identified and one desk was identified as
the area where PAE operates.
Personal Service use is defined under Planning Code Section 890.116 (attached) and permitted only on
the 2nd story in the CVR Zoning District per Section 811.52.
Retail use is defined under Planning Code Section 890.102 (attached) and is permitted in the CVR
Zoning District per Section 811.40a.

Although the above listed uses (retail, personal service, professional service, and other institutional uses)
may be permitted in the CVR Zoning District, their operations do not occupy the second-story full-time
and/or do not occupy a significant amount of floor area. The primary use of the subject space is the coworking use, which occupies half of the floor area towards the rear of the second-story (including the
conference room) and operates full-time, 9am-5pm, Monday-Friday. The co-working space is considered
an Office use and is the primary use of the subject space; therefore, the subject property is operating in
violation of the Planning Code. -
TIMELINE OF INVESTIGATION
1.
On April 28, 2015, a Notice of Enforcement was issued by the Planning Department regarding the
unauthorized establishment of an Administtive Office use per Planning Code Section 811.70.
2.
On May 8, 2015, Enforcement Planner, Dario Jones, conducted an interior site inspection to the
second story of the subject property where it was found that the co-working operation of 1920C
was consistent with that of an Office use as defined in Planning Code Section 890.102.
3.
On May 13, 2015, the Planning Department received a written response describing the
operational attributes of 1902C.
4.
On May 15, 2015, the Planning Department requested additional information, including
frequency of use, and floor area, via email (attached).
5.
On May 18, 2015, the above requested information (attached) was received and reviewed by the
Planning Department.
To prevent further enforcement action and avoid accrual of penalties, the responsible party will
need to provide adequate evidence to demonstrate that either no violation exists or that the
violation has been abated.
TIMELINE TO RESPOND
The responsible party has fifteen (15) days from the date of this notice to either;
1) Correct the violation as noted above; or,
2) Appeal this Notice of Violation as noted below.
The corrective actions shall be taken as early as possible. Please contact the enforcement staff as noted
above to submit evidence of correction. Any unreasonable delays in abatement of the violation will result
in further enforcement action by the Planning Department. -
APPEAL PROCESSES
If the responsible party believes that this order to remove violation of the Planning Code is an abuse of
discretion by the Zoning Administrator, the following appeal processes are available within fifteen (15)
days from the date of this notice:
1) The responsible party may request a Zoning Administrator Hearing under Planning Code
Section 176 to show cause why this Notice of Violation is issued in error and should be rescinded
by submitting the Request for Zoning Administrator Hearing Form and supporting evidence to
the Planning Department. The Zoning Administrator shall render a decision on the Notice of
Violation within 30 days of such hearing. The responsible party may appeal the Zoning
Administrators decision to the Board of Appeals within 15 days from the date of the decision.
2)
The responsible or any interested party may waive the right to a Zoning Adntinistrator Hearing
and proceed directly to appeal the Notice of Violation to the Board of Appeals located at 1650
Mission Street, Room 304, San Francisco, CA 94103, telephone: (415) 575-6880, website:
www.sfgov.org/bdappeal . The Board of Appeals may not reduce the amount of penalty below
$100 per day for each day the violation continues unabated, excluding the period of time the
matter has been pending either before the Zoning Administrator or before the Board of Appeals.
3)
The responsible party may file a written request to the Zoning Administrator to terminate
abatement proceedings under Planning Code Section 176 and refer the matter to the Planning
Director for enforcement action under the process set forth in Code Section 176.1. If the Zoning
Administrator determines that the enforcement case will continue under Code Section 176, this
determination shall be made part of the final written decision and is not appealable separately
from the decision on the merits of the case. The responsible party may appeal the Zoning
Administrators decision on the Notice of Violation and Penalty to the Board of Appeals within
15 days of such decision.
ADMINISTRATIVE PENALTIES
If any responsible party does not request any appeal process and does not take corrective action to abate
the violation within the 15-day time limit as noted above, this Notice of Violation will become final.
Beginning on the following day, administrative penalties of up to 250 per day to the responsible party
will start to accrue for each day the violation continues unabated. The penalty amount shall be paid
within 30 days from the final date of the Notice of Violation. After 30 days, the Planning Department
may forward the matter to the Bureau of Delinquent Revenue for collection as authorized by Article V,
Section 10.39 of the San Francisco Administrative Code. Please be advised that payment of penalty does
not excuse failure to correct the violation or bar further enforcement action. Additional penalties will
continue to accrue until a corrective action is taken to abate the violation.

retail/commercial use to an Administrative Service use.

Violation:
The City of San Francisco. Planning Department has issued an enforcement notice regarding the
space occupied by 1920C located at 950 Grant Avenue, 2nd Floor, San Francisco. The
enforcement letter states 1920C is in violation of Planning Code Section 811.70 by illegally
operating as an Administrative Service in the Chinatown-Visitor Retail Zoning District (CVR).
1920Cs Response To Planning Code Violation:
1920C argues their commercial use is permitted and in compliance with the Planning Code.
1920C believes the way they operate and the way they use their space is a combination of
permitted land uses. 1920C follows the guidelines for Other Retail Sales and Service (Sec.
890.102) and Professional Service (Sec. 890.108) as well as Other Institution (Sec. 890.50). All
three of these uses are permitted at the second floor in the Chinatown Visitor Retail Zoning
District and are detailed further in this response. 1920C understands the regulatory challenges of
identifying a primary land use in a new business model that consists of a combination of uses
and hope that the Planning Department will review this evidence objectively. Determining that
1920C is an "Administrative Use" is an unfair and incorrect categorization. Concerns that
permitting 1920C to operate will lead to an influx of office uses in Chinatown is also an unfair
assumption, as we are not an office space but rather a permitted land use. Regardless, "generally
an office use" is permitted in the Chinatown Visitor Retail Zoning District if it is a Professional
Service, as we are.
1920C further believes their company not only complies but even supports the purpose of the
Chinatown Retail Visitors District because of their appeal to visitors and the way they operate
exclusively to the general public. As stated in the CVR District, "This district contains a
concentration of shoppers bazaars, art goods stores. and restaurants \zhich attract visitors and

operate in a visually stunning historic building. Since 1920C directly serves the public and
maintains the intention of the district, it should not be considered an administrative use.
Leaseholders of 950 Grant Avenue, 2nd Floor:
The leaseholders of 950 Grant Ave, 2nd Floor are 1920C and Pacific Atrocities Education.
These two organizations co-share the space. Jenny Chan is the Director of Pacific Atrocities
Education and co-founder of 1920C. (Exhibit D)
What is 1920C:
1920C is a coworking space, art gallery, pop-up shop, and creative community. 1920Cs space
has multiple services and uses because the business operates as a flexible work and community
space.
What is Pacific Atrocities Education:
Pacific Atrocities Education (PAB) is a 501 (c)(3) nonprofit organization that brings
awareness to wartime atrocities committed in the Pacific Asia region from 1931-1945. The
organization educates others through literary and performance based arts. Pacific Atrocities
Education was founded in 2013 and received its 501(c)(3) status in 2014. Since founding, over
500 people in the Bay Area have become involved in or were a part of our projects early efforts.
More than 10 million people were killed in Pacific-based atrocities during World War II,
over 300,000 were killed during the Nanjing Massacre alone. Given these horrifying facts it may
seem astonishing that very few schools in the U.S. teach this part of our shared world history.
This very important historical moment is significant in understanding present day Sino-American
relations and Sino-Japanese relations alike. Furthermore, bringing awareness to wartime
atrocities in the Pacific Asia region helps survivors find closure and increased dialogue about
complex contemporary human rights issues worldwide.
PAE currently occupies the space at 950 Grant Ave. on the 2nd floor with the company
1920C. PAE hosts community meetings twice a month as well. PAEs supporting community
gathers to discuss the potential compensation for the victims of the WWII in Asia.
950 Grant Avenue Uses:

1920C Retail Uses:
1920C has a sellers permit and sells artwork in their art gallery. (Exhibit C) 1920C also
sells items like jewelry and allows their members to sell their own products. 1920C has
pop-up events where they provide space for local artists/vendors to sell their products.

1920C provides public access to rent office equipment including deskspace. 1920C offers
a free day to anyone who comes in for the first time. 1920C sells hourly, daily and
monthly desk rentals. Included is wifi, coffee, and access to printers. (Exhibit A)
Individuals may drop-in to use the space without long-term commitment. 1920C does not
exclude individuals who want to use the space based on their status, or lack of status, as a
"business." 1920C also rents out their conference room and event space. 1920Cs
meeting room is rented for any type of use, examples include; women group meetings, an
artist community meetup, small religious group meetings, and students meeting for a
project. (Exhibit B) Planning Code Section 890.102 specifically includes sale or rental of
office equipment in the definition of Other Retail Sales and Service, "It excludes the sale
of heating fuel and the sale or rental of commercial equipment (excluding office
equipment)".
Professional Services:
Planning Code Sec. 890.108 defines a Professional Service as generally an office use,
which provides professional services to the general public or to other businesses". 1920C
offers Marketing consulting services for their members, made up of the general public or
other businesses. Every member has access to their marketing consultant, currently 7
Dots Marketing. 1920C plans to grow their consultation services for their members.
1920C also offers workshops for the public, where they bring in expert professionals to
teach others in the community.
In addition, 1920C offers consulting for community support. 1920C fosters and facilitates
a collaborative community. 1920C pairs their members skills with other members in need
to allow them to learn and grow from each other. 1920C also offers networking and
social events for the community and neighborhood. 1920C partners with local
organizations such as Paper Plane Academy, SF Bay Area Renters Fed, and A Better
Chinatown Tomorrow.
Institution:
Pacific Atrocities Education is an Institution because they are a nonprofit that provides a
service to the community. PAE does art related projects which brings awareness to
wartime atrocities in the Pacific Asia region, helping survivors find closure and
reconciliation for their painful memories and increasing dialogue about complex
contemporary issues surrounding human rights worldwide. Pacific Atrocities Education
(PAE hosts workshops about the atrocities in Asia, allowing the Asian American

Molly - Born and raised in Peninsula in the Bay Area. Mollys parents were born and raised in
San Francisco and she always loved how diverse and progressive San Francisco was. Molly
studied Urban Planning and Public Policy and minored in Business at University of Oregon.
Molly studied Urban Planning because of her keen interest in making a difference in her
community. Her background in Urban Planning made her instantly interested in the benefits of
coworking and the bottom-up process of building up collaborative communities.
Paola - Paola came to San Francisco more than 20 years ago because she was fascinated by this
city and the community around it. She felt this is where creativity and diversity merge together
and can be expressed freely. This is where ideas become reality. She first arrived at the
University of California Berkeley for a postdoctoral position in one of their research labs. Then
she worked for many years in the software industry, where she covered different roles, and in the
past 5 years she has turned her focus towards education and nonprofit as well. She lives in North
Beach, where she feels the sense of community goes back for generations.
Jenny - Jenny Chan was born in Hong Kong. She immigrated to San Francisco when she was 10
Her mother was a refugee from Vietnam when the Vietnam War broke out. Her family came to
the United States for better opportunities. Jenny is the first generation in her family who is not a
refugee and obtained a college degree in Economics with a focus on Applied Statistics from
University of Illinois at Urbana Champaign. She worked in a Regional Economics Applications
Lab focused on transportation, employment, and housing.
She has been connected to Chinatown and the community since she was a child, since her mother
brought her to Chinatown every weekend. She loves Chinatown for the characteristics which
remind her of Hong Kong in the 90s while picking up her, dim sum in the morning. She started
1920C with Molly and Paola to bring the neighborhood closer together.
Why 1920C Was Formed In Chinatown:
Jenny grew up coming to Chinatown. Paola and Jenny live within minutes of 950 Grant Avenue.
Jenny felt as though this is where her community was and she thought the Chinatown
neighborhood would be excited for the service 1920C could provide them. Through her work
with her nonprofit she had many connections with the people who live in Chinatown and they
were all excited and supportive of 1 920C s new service. (Exhibit 0) Chinatown also is a place
where many people live in SRO s and the founders of 1920C thought they could provide a space
for SRO residents to get out of their small homes. Also, 1920C wanted to strengthen the
economic vitality of the neighborhood by bringing in new customers to the existing small

stores. 1920C encourages members of their space to use the nearby businesses and has a
community board which displays business cards and flyers within the Chinatown business
community.
Revitalization of 950 Grant Ave:
950 Grant Avenue was a vacant and blighted building for over 8 years. Exhibit 0 includes a
letter from Andrew Young, the previous property owner, in which states the building was vacant
for 8 years before the purchase by the current owner. When the current owner took ownership
and renovated the building he tried to rent out the 2nd Floor for 1.5 years before finding 1920C.
He wasnt seeing the interest he thought he would and 1920C believed their company would help
revitalize the space and turn it into a community asset. 1920C believes their service improves
this building from its previously vacant use to a productive one.
Visitors I Tourism:
1920C explicitly designed their business model based on the location of their space, 950 Grant
Avenue. They wanted their business to cater to the needs of the existing neighborhood. Since
they are on Grant Ave and part of the CVR District they wanted to tailor their services to tourism
and the general public. This is why 1920C provides access for hourly and daily use. Hourly or
daily use are technically not even considered membership levels (Exhibit A). These uses are
exclusively centered to be open to the general public to come in and use the space.
1920C envisioned that tourists would stop into their space needing a quick place to access wifi,
rent a meeting room, or just unwind for a minute. Upon opening they reached out to San
Francisco Walking Tour to get their name added to tours on Grant Avenue to inform tourists of
their space. Every business day 1920C puts out their sign on the sidewalk (Exhibit L) calling in
individuals to come see their space. 1920C has had numerous visitors come off the streets and
pay for an hour of use. (Exhibit E-H) 1920C has partnered with nearby travel agents who use the
space as a resource when travelers need a place to work. Tourists have come into the space
multiple times just to hang out for one or two hours and sit on the couch. These people were not
professionals but just people who wanted to sit down and hang out. People who came off the
street (general public) to use the shared space.
Also many visitors have come into the space to view the art gallery (Exhibit Q. 1920Cs art
gallery was incorporated into the business plan with the intent for visitors to come in and view
the exhibit and buy local artwork. The gallery is open to the public Monday-Friday, 9am-6pm.
1920C Non-members: (Exhibit F-H) For general public who walks in to use 1920Cs services,
see the art gallery, or attend one of the workshops or events held at 1920C.
1920C has only been open for a little over a month, and fheir membership list is far from
complete. 1920C has been working hard to diversify their membership through
targeted-marketing. Membership of a coworking space is typically intended for short-term use.
Members of the space do not lease space from 1920C but instead they agree to be members of
the 1920C and rent office equipment and access to their services. (Exhibit E) 1920C markets to
all types of individuals and teams and allows anyone no matter their profession or lack of
profession to be a member of their space. Typically, 1920C does not allow teams over 8 because
of the nature of the space, however, one of the current members is an exception because they
started with 1920C before the space was opened. We are in the digital age so there are members
who are software developers. However, just because they have a technology platform doesnt
mean all their employees are software engineers. Below is a list of the members we have had so
far:
Whil & Refresh: (Exhibit I) Team of 18 were found on a neighborhood app, Nextdoor,
that connects people to their neighbors. Jenny, the founder of 1920C made a posting on
Nextdoor before the space opened and connected with Katelin, partner of Whil who
happened to be a member of the neighborhood. Her team was in need of a space to work
out of, do yoga in and be a part of community for the short-term. The team will be
members of 1920C until June 30th.
Whil: Whil is a digital health and wellness training platform. They curate
programs from some of the worlds top trainers to help you live a happier,
healthier, more engaged life. Whil records professional yoga instructors and posts
them online for anyone around the globe to sign up and practice yoga and
meditation. They even have a platform for teenagers. Most members do content,
marketing, design, and video producing and editing. They offer free weekly yoga
classes from their platform for anyone in the neighborhood to use. (Exhibit N)
Refresh Body: A platform that allows individuals to directly book massage
therapists, pilates, yoga, and even haircuts. All members here focus on marketing
and customer relationships.

one month with his fiance Rinku.
o Rinku Litchi: (Exhibit I)Signed up as an individual with Chris. She was a mom and
came in io do graphic design and just he a part of the 1920C community.

KUTOA: (Exhibit I) a small business founded by Joseph Grassia who really needed an
affordable place to grow his business. Kutoa is a socially driven business that sells health
food bars and is launching a drink line. He sells bars in the 1920C community as well.
Eniko Rozman: Eniko started out with 1920C and she offer marketing services, sells
jewelery, and is an individual member. She was a part of the consulting team since day
one.
Timothy Hail: (Exhibit I) Signed up as an individual.. He is a photographer who helps
with the Art Gallery.
Melissa Huang: (Exhibit I) An individual who signed up when she was in between jobs.
Just wanted to be a part of a community. Now She is a translator for Pinkoi.
Wilma Fang: (Exhibit I) Signed up as an individual. She is very involved with the
Chinatown community as well as the 1920C community. She works for A Better
Chinatown Tomorrow helping the elderly play music.

Floor Area
Art Gallery and PAE currently share the same location. Art gallery is currently using the wall space while PAE
meetings use the floor space. The total footage is about 2,000 square feet. Yoga currently happens in our
conference room, sometimes in our open space where PAE and art gallery are located if there is no community
meeting happening. Sometimes, students from USF come in for historical material. PAE either provides them
with the materials they need or connect them with the resources they need(as an email exchange attached of a
student who recently came in). Melissa, a translating consultant uses 50 sq feet, Alex Crosson, another
consultant uses about 50 square feet, Eni, consultant from 7 Points Marketing uses 50 square feet. Wilma from
A Better Chinatown Tomorrow uses another 50 square feet. Conference room, which anyone in the general
public can use is 288 square feet. Kutoa, a health snack bar retail uses 200 square feet. The Jewelry counter you
saw during your site inspection is included in the 150 square feet of the retail/cashier space. WWI/Refresh use
less than 500 square feet altogether. We are also finalizing our laundry service for individuals in this space. That
would take up about 40 sq. feet. Please note, we all share the same bathrooms and kitchen, which is about 600
square feet. Please look at the updated floor plan attached.

This is a letter written in support of the new business venture 1920c. Last Friday, I heard on KQED Fm radio
haL the business on Giant Avenue between Jackson and Washington Streets were in violation of an ordinance
meant to prevent the encroaching of the financial district into Chinatown. The business was describeclas a
venture by 3 women to create a sale, well lighted environment for people to work. I decided to brave the traffic
into Chinatown on a Friday night in order to go to their open house.
When I arrived at 1920c, I immediately noticed the atmosphere of the place and the enthusiastic young
crowd of people. I saw a couple of artists standing behind their tablet showing their artwork and I thought,
rh is is like an up to date Kearny Street Workshop?
I was there in Chinatown 40 years ago when the workshop on Kearny Street was threatened for closure in
order to make room for the new hotel adjacent to Portsmouth Square. The I Hotel, which had been there for
years, was slated for demolition and the protest against its destruction delayed its demise for some time. The
Kearny Street Worlcshop was part of all this, but eventually it closed as well.
Throughout the years the Worlcshop attempted to revive itself, but it never did re-materialize. 1920c has the
potential to becomes community place that will provide the creative space for artists and clients alike. As you
know, the computer has become a viable tool for artists now, and 1920c has a slew of computers.
As the curator of Robert Camerons photographic library, I have spoken with the owners of 1920c about
creating a permanent space within 1920c to showcase Mr. Cameront finest images. Bob told me that he had
spent over $1,000,000 in helicopter fees alone in order to photograph from the air, and he wanted me to establish a Robert Cameron Gallery to showcase his photographs. I 920 may be the beginning of this wish of Bobs.
He loved his adopted city, San Francisco, and always wanted his gallery to be established in the City. Mainly
known as the publisher of the Above series of books, he has photographed Paris, London, New Yorlc, Washington DC, San Francisco, Hawaii, and more from the air.
Lastly, I would like to mention that I teas born in Chinatown to a family that first established its home here
in United States in 1850. Our family was among those that established the Nam Ktte Chinese school which still
resides on Sacramento Street. We started the first herb shop called Ow Wo Tong which was located on Jackson
street from 1906 to 1957. It was closed by the federal government during the McCarthy era because our herbs
originated from China, and trade with Red Chins was illegal at that time. We lost 100 years of inventory which
caused our family great hardship.
Only a few years ago my uncle, who is now 92 years old, asked me to attend a family association meeting. He
wanted to nominate me Onto the board of directors. He stated, "the association needs new blood. The old folks
running the organization are too old-fashioned, and they dont know what it takes to address the concerns of
time younger generation
In short, finally, after losing our home in Chinatown in 19571 now have a chance to return to the place of
my birth, and it is through the opportunity afforded by 1920c that this is possible. Ills indeed a fortuitous
thing.
Please consider this letter of recommendation when you evaluate the viability of the business venture called
1920c. It affords the opportunity to bridge the history of Chinatown with the new greatly changing city and to
service the Chinatown community.

Art Gallery and PAE currently share the same location. Art gallery is currently using the wall space while PAE
meetings use the floor space. The total footage is about 2,000 square feet. Yoga currently happens in our
conference room, sometimes in our open space where PAE and art gallery are located if there is no community
meeting happening Sometimes, students from USF come in for historical material. PAE either, provides them
with the materials they need or connect them with the resources they need(as an email exchange attached of a
student who recently came in). Melissa, a translating consultant uses 50 sq feet, Alex Crosson, another
consultant uses about 50 square feet, Eni, consultant from 7 Points Marketing uses 50 square feet. Wilma from
A Better Chinatown Tomorrow uses another 50 square feet. Conference room, which anyone in the general
public can use is 288 square feet. Kutoa, a health snack bar retail uses 200 square feet. The Jewelry counter you
saw during your site inspection is included in the 150 square feet of the retail/cashier space. Whil/Refresh use
less than 500 square feet altogether. We are also finalizing our laundry service for individuals in this space. That
would take up about 40 sq. feet. Please note, we all share the same bathrooms and kitchen, which is about 600
square feet. Please look at the updated floor plan attached.
