SPECIAL COUNCIL MEETING
June 1, 2015
Pursuant to due call, and notice thereof,
Mayor Steele called the Special City Council
meeting to order at 6:00 PM, in the
council chambers, at City Hall.
Members Present: Johnson, Knox,

Members Absent: None
Others present: Wayne King, Todd

Stephanie Pocklington and Jon Eickhoff.
Roger Schamberger and Joshua Layer
from Burbach Aquatics presented what
their company has done in the past with
other cities, and what they can do for
our City in regards to the pool.
There was discussion on ADA compliance issues for both the pool and the
bathhouse. Without official bids it was
estimated to cost upward of $300,000
to update the bathhouse facilities. Burbach
Aquatics mentioned rebuilding a new
bathhouse to accommodate the size of
the future pool would be about the same
cost and a better investment.
A discussion on a dome over the
pool to make it a year round facility was
discussed to get more use from the
pool.
Mayor Steele stated the need to not
forego street projects to get a pool.
Council Member Joel Knox noted that
with the street projects, there would
never seem to be a good time to fit the
pool in. Knox also does not believe that
a lift would make the pool compliant.
Diskerud motioned for bare minimum
ADA compliancy now with a pool project
referendum in 2016. Seconded by Vettel.

report is to advance consumers understanding of drinking water and heighten
awareness of the need to protect precious water resources.
Source of Water
The City of Wanamingo provides drinking water to its residents from a groundwater source: a 600-foot-deep well that draws water from the Jordan-St. Lawrence
aquifer.
The Minnesota Department of Health has determined that the source(s) used to
supply your drinking water is not particularly susceptible to contamination. If you
wish to obtain the entire source water assessment regarding your drinking water,
please call 651-201-4700 or 1-800-818-9318 (and press 5) during normal business hours. Also, you can view it on line at www.health.state.mn.us/divs/eh/
water/swp/swa.
Call Michael Boulton at 507-824-2477 if you have questions about the City of
Wanamingo drinking water or would like information about opportunities for public
participation in decisions that may affect the quality of the water.
Results of Monitoring
No contaminants were detected at levels that violated federal drinking water
standards. However, some contaminants were detected in trace amounts that
were below legal limits. The table that follows shows the contaminants that were
detected in trace amounts last year. (Some contaminants are sampled less
frequently than once a year; as a result, not all contaminants were sampled for in
2014. If any of these contaminants were detected the last time they were sampled
for, they are included in the table along with the date that the detection occurred.)
Key to abbreviations:
MCLG_Maximum Contaminant Level Goal: The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow
for a margin of safety.
MCL_Maximum Contaminant Level: The highest level of a contaminant that is
allowed in drinking water. MCLs are set as close to the MCLGs as feasible using
the best available treatment technology.
MRDL_Maximum Residual Disinfectant Level.
MRDLG_Maximum Residual Disinfectant Level Goal.
AL_Action Level: The concentration of a contaminant which, if exceeded,
triggers treatment or other requirement which a water system must follow.
90th Percentile Level_This is the value obtained after disregarding 10 percent
of the samples taken that had the highest levels. (For example, in a situation in
which 10 samples were taken, the 90th percentile level is determined by disregarding the highest result, which represents 10 percent of the samples.) Note: In
situations in which only 5 samples are taken, the average of the two with the
highest levels is taken to determine the 90th percentile level.
pCi/l_PicoCuries per liter (a measure of radioactivity).
ppm_Parts per million, which can also be expressed as milligrams per liter (mg/
l).
ppb_Parts per billion, which can also be expressed as micrograms per liter (_g/
l).
nd_No Detection.
N/A_Not Applicable (does not apply).

If present, elevated levels of lead can cause serious health problems, especially
for pregnant women and young children. Lead in drinking water is primarily from
materials and components associated with service lines and home plumbing. City
of Wanamingo is responsible for providing high quality drinking water, but cannot
control the variety of materials used in plumbing components. When your water
has been sitting for several hours, you can minimize the potential for lead exposure
by flushing your tap for 30 seconds to 2 minutes before using water for drinking or
cooking. If you are concerned about lead in your water, you may wish to have your
water tested. Information on lead in drinking water, testing methods, and steps
you can take to minimize exposure is available from the Safe Drinking Water
Hotline or at http://www.epa.gov/safewater/lead.
Monitoring may have been done for additional contaminants that do not have
MCLs established for them and are not required to be monitored under the Safe
Drinking Water Act. Results may be available by calling 651-201-4700 or 1-800818-9318 during normal business hours.
Compliance with National Primary Drinking Water Regulations
The sources of drinking water (both tap water and bottled water) include rivers,
lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the
surface of the land or through the ground, it dissolves naturally-occurring minerals
and, in some cases, radioactive material, and can pick up substances resulting
from the presence of animals or from human activity.
Contaminants that may be present in source water include:
Microbial contaminants, such as viruses and bacteria, which may come from
sewage treatment plants, septic systems, agricultural livestock operations, and
wildlife.
Inorganic contaminants, such as salts and metals, which can be naturallyoccurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.
Pesticides and herbicides, which may come from a variety of sources such as
agriculture, urban stormwater runoff, and residential uses.
Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and
can also come from gas stations, urban stormwater runoff, and septic systems.
Radioactive contaminants, which can be naturally-occurring or be the result of
oil and gas production and mining activities.
In order to ensure that tap water is safe to drink, the U. S. Environmental
Protection Agency (EPA) prescribes regulations which limit the amount of certain
contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must
provide the same protection for public health.
Drinking water, including bottled water, may reasonably be expected to contain
at least small amounts of some contaminants. The presence of contaminants does
not necessarily indicate that water poses a health risk. More information about
contaminants and potential health effects can be obtained by calling the Environmental Protection Agencys Safe Drinking Water Hotline at 1-800-426-4791.
Some people may be more vulnerable to contaminants in drinking water than
the general population. Immuno-compromised persons such as persons with
cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly,
and infants can be particularly at risk from infections. These people should seek
advice about drinking water from their health care providers. EPA/CDC guidelines
on appropriate means to lessen the risk of infection by Cryptosporidium and other
microbial contaminants are available from the Safe Drinking Water Hotline at 1800-426-4791.

County
Sturgeon fishing:
Opportunities keep
getting bigger
Anglers have more opportunities to fish for lake sturgeon because
of a new catch-and-release fishing season that reopens in most of the
state on Tuesday, June 16 , according to the Minnesota Department of
Natural Resources.
What does the new season mean for anglers?
The new catch-and-release season on inland waters began in March.
Each year, it closes from April 15 to June 15 to protect sturgeon during
spawning. During the season, anglers can intentionally fish for lake
sturgeon on inland waters. This allows sturgeon fishing on waters like
Otter Tail L ake and the Littlefork , Bigfork and Kettl e rivers all of
which have good numbers of lake sturgeon. Anglers can also c atch
and release lake sturgeon on additional border waters like the Red , St
. Louis and Mississippi rivers.
Why expand sturgeon fishing?
Comebacks staged by lake sturgeon in recent years are making new
fishing opportunities possible. Sturgeon numbers have increased because of improved water quality, dam removals ,restorative stocking
efforts and conservative regulations .The new catch-and-release season is a very positive outcome of recovery. However, it will still be
many years before lake sturgeon have recovered enough to allow for
expanded harvest opportunities.
What about shovelnose sturgeon?
In March 2015, new regulations went into effect for shovelnose
sturgeon, a species found mostly in the Minnesota River and the
Mississippi River below St. Anthony Falls. Those regulations can be
found on page 52 in the 2015 Minnesota Fishing Regulations booklet.
Where can I find more info?
Lake sturgeon s eason details can be found at www.mndnr.gov/
fishmn or in the f ishing regulations booklet. Information on lake
sturgeon tags is on page 43 of the booklet.

Dreamlike paintings, nostalgic NON-PROFIT HELP

Area Food Shelf serving
prints on display at Crossings Mazeppa
Mazeppa, Bellchester, Zumbro Falls is
ZUMBROTA The paintings of Kim Gordon and prints by Amy
Rice provide quite different, yet complementary views of rural Minnesotan life, the prior focusing on landscapes devoid of humans and
the latter on a nostalgic vision of our rural predecessors. An exhibit
featuring their work is on display June 22 through August 1, with an
artists reception Saturday, June 27, 6:30 p.m. to 7:45 p.m.
Gordons landscapes in oil are dreamlike evocations of our southern Minnesota rivers and countryside. Devoid of humans and human
constructions, save for an occasional road disappearing into the horizon, and painted in beautiful clear hues, her works evoke a profound
stillness. This quiet is further accentuated by the soft focus, which
eliminates detail, instead presenting the viewer with lovely generalized views of waterways, hillsides and meadows.
The innocent nostalgia of Rices delightful prints perfectly complement the dreamlike qualities of Gordons paintings. Rices techniques include stencil and hand painted gocco prints; with these she
creates a bucolic world of women in floral dresses and men in dungarees, standing in fields, picnicking and attending school socials. This
sense of our rural history is accentuated by the fact that Rice prints her
works on sheets of antique ephemera ... letters, recipes, musical
scores, and journal pages. These paper artifacts give her works a sense
of intimacy and a connection to a tangible past.
The exhibit and reception are free and open to the public. The show
can be viewed during regular business hours, MTWF 10 a.m. to 5
p.m.; Thursday 10 a.m. to 8 p.m.; and Saturday 10 a.m. to 4 p.m. For
more information, visit www.crossingsatcarnegie.com, call 507-7327616, or stop in at 320 East Ave., Zumbrota.

DNR QUESTION OF THE WEEK

Q: It seems like weve had a lot of rain the past several weeks. Are
any parts of Minnesota still in a drought?
A: Abundant rain in May and early June greatly improved Minnesotas
drought situation. May rainfall totals exceeded the historical average
in nearly all locations around the state. The U.S. Drought Monitor
released on June 11 no longer places any Minnesota counties in the
moderate drought category, a substantial imp rovement over early
spring.
Any lingering dry conditions are reflected primarily in lake levels
and are the result of a dry 2014 autumn, below average snowf all
during the 2014-2015 winter, and a dry early spring. The driest areas
are in far northern and northeastern Minnesota where conditions are
abnormal ly dry, but not categorized as drought.
The next U.S. Drought Monitor map will be release d Thursday,
June 18. It is available at http://droughtmonitor.unl.edu/Home/
StateDroughtMonitor.aspx?MN .

On behalf of the Zumbrota-Mazeppa Youth Baseball Program,

I would like to thank the Minnesota Twins for their generous
Twins Youth Coaching grant. The ZM youth baseball program
used the Twins Community Fund to help hire eight college and
high school students to coach our youth baseball program for the
summer. All coaches organized the fields prior to practice, taught
age-appropriate skills and lead them through a game teaching how
to play the game of baseball. Thank you Minnesota Twins.
