Memorandum CITY OF DALLAS June 19, 2015 ‘Scott Griggs Councilmember Houston Street Viaduct and northbound Zang BoulevardiJefferson Viaduct Re-opening Per your request, please find attached exhibits depicting the planned phased re-opening of the Houston Street Viaduct and northbound Zang Boulevard access to the Jefferson Viaduct. Figure 1 depicts the existing traffic control which provides for two-way traffic on the Jefferson Viaduct. Beginning Monday, June 29, 2015 (weather permitting), the Houston ‘Street Viaduct will be re-opened to outbound traffic as depicted in Figure 2. At this. ‘same time, the outbound traffic lane on the Jefferson Viaduct will be closed with traffic barricades. The final traffic phasing, as depicted in Figure 3, provides for the re-opening cf the northbound Zang Boulevard access to the Jeferson Viaduct, as well as an ‘additional inbound Jefferson Viaduct lane. This final traffic switch Is being planned for Monday, July 13, 2015 (weather permitting). In the interest of safety, the current outbound lane on the Jefferson Viaduct will remain closed with barricades during the two week period between the re-opening of the Houston Street Viaduct (Figure 2) and the final traffic switch (Figure 3). Outbound motorists have been using the Jefferson Viaduct for approximately two years. The period between the two planned major traffic switches will allow time for motorists to get accustomed to using the Houston Street Viaduct again, thus reducing the risk of a motorist inadvertently driving the wrong way on the Jeferson Viaduct and creating the potential for accidents. it should also be noted thet during this time period, the Jefferson Viaduct will be re-sriped to provide for inbourd trafic only and the bike lanes. ‘on the viaduct wil also be refurbished with new pavement markings and more durable delineators. Having the Jefferson Viaduct lane adjacent to the bike lanes closed wil also provide a safer work zone for the contractor while they refurbish the bike lanes. | would also tke to remind you that even after the final traffic switch planned for July 13, 2015 is implemented, TxDOT's ongoing Horseshoe Project construction will require reducing the number of lanes on the Jefferson and Houston Street Viaducts just south of the Reunion parking garage to two inbound lanes and one outbound lane, respectively.
