Good Afternoon, the records for number 7 are ready for viewing at your convenience.

1.
A list of the criteria of what the City sought in its search for the best location of a
Spaceport Visitor's center. Date of creation of this establishment of criteria and name of all
parties involved in creation of such criteria. No records exist.
2.
Was this criteria made available to the public? If so, how and when

selection and or criteria process; were consulted during the process; and or had some role in
participation with the City / individual Commissioners in developing the criteria and or input
into the selection of a possible building for the Spaceport Visitors Center.

A list of the owners of buildings in the downtown and addresses of those buildings that
were sought as possible sites of the Spaceport Visitor's Center. A summary of the results of
those viewings/discussions with property owners. List who was in attendance in those viewing
of properties and their involvement in the discussions and their conclusions.
No records exist. (7 buildings were looked at: Fire Station (past), the Civic Center, Elks
Building, Andys, Pixies, the 4th Art Studio, and Lee Belle.)

5.
Any department head reports -- like from Parks and Recreation Department -- that
investigated the shift in use of Lee Belle Johnson Center. No records exist.
6.
Inclusive should be any reports and findings from community boards like the Industrial
and Economic Development Board and or the Convention and Entertainment Board. or any
other community boards the City found relevant to the shift in re-purposing the Lee Belle
Johnson Center. No records exist.
7.
A summary of the City's data collection of use of the Lee Belle Johnson for activities,
cultural events and the like for all of 2014 and a few sample sheets of how this data is collected.
The Records you are requesting can be viewed at the City Clerks Office.
8.
Any and all reports, data collection, financial analysis and findings that might be included
in any City Manager summaries of the above findings to warrant a recommendation before the
Commission prior to decision to convert the Lee Belle Johnson from Cultural & Recreation to a
Spaceport Visitor's Center. No records exist.

Dear Ms.Harris,

The range of the time frame is September 26, 2014 through January 13, 2015.

On September 26, 2014 the City passed Resolution of No 12-14/15 about urging a downtown
Visitor's Center. On January 13, 2015 in the post executive session, Mayor Pro Tem states: "take
Lee Belle Johnson building, located at Foch Street, and turn it into the Spaceport Information
and Travel Center or Visitor Center" -- Seconded by Kathy Clark, motion carried unanimously. ( see
page 25 & 26 of Minutes)

During this period and especially after October 20th, when the situation opens up (due to
challenge on appraisal) a series of meetings with NMSA and other parties took place -- that ultimately
ended up in the City's post executive session action of January 13, 2015. I seek to know who the
parties were that Commissioners and or the City Manager met with to render the January 13th
decision.

In particular, in regard to Item #4, as in last night's meeting Commissioner Green mentioned that
other buildings (than Lee Belle Johnson) were looked at but deemed "inadequate" for one reason or
another. If they were deemed "inadequate" there has to be some sense of "criteria" being sought.
Hence my question, Item #1. Further, I seek to know what buildings he refers to (there location), who
the owners are that he or others talked with, and what the outcomes were concerning those buildings.
And who conducted the analysis of what constitutes "adequate". I have no dates concerning these
discussions, nor the "criteria". But as they have been mentioned as "facts" that lead to certain
Commission action, it behoves the Commissioners and other parties to be forthcoming about what
buildings they actually looked at and based on what they rejected them.

I hope this clarifies what findings I seek. Government needs to be transparent in its operations
before the public, especially in its taking of a well used public building. There has to be some record of
this process in order to warrant the taking.

If there are no documents, "criteria", or no meetings were held to discuss the downtown visitors
centers with the NMSA and or with various other parties please state that in an email back to me.
