Dear Alumni,

Projects undertaken on a Public Private Partnership (PPP) have an unacceptably low rate of success
across the world, especially in underdeveloped countries. The reasons are multifarious and mainly
revolve around the diverse legal & socioeconomic frameworks. An initiative has been taken up, by the
United Nations Economic Commission for Europe (UNECE) acting on behalf of the UN system, to
produce PPP standards through its International PPP Centre of Excellence (ICoE). UNECE has now joined
hands with CIDC (Construction Industry Development Council) to create UNCEP (CIDC-UNECE Centre of
Excellence for PPP Projects in Roads and Highway), for building the frameworks required to ensure
success in PPP projects in the Roads and Highways sectors, which are a major focal area in infrastructure
of India. This collaboration will involve and cover stakeholders in India and other South Asian Countries.
The Center as a full-time body will facilitate development of this segment with support and involvement
of all stakeholders concerned with construction including government bodies, public and private sector
agencies, which take up and supervise the execution of projects, the manufacturers and suppliers of
construction machinery equipment and materials, and the contractors who actually undertake the
construction, and also the scientific, technical and training institutions, designers and consultants. The
involvement of all stakeholders will ensure a unified, balanced view and help evolve necessary strategies
and their seamless implementation.
The other entities associated with this centre, along with CIDC, are CARM (Council for Actuarial Science
in Risk Management in Construction and Allied Industries) and ICC (International Council of Consultants).
The objective is to increase the capacity of Governments to promote, develop, operate and manage
public-private partnership projects for infrastructure development and the provision of basic services.
The Centre will:

Conduct research within the sector;


Develop and disseminate PPP best practice in the sector;
Develop sector specific capability development strategies for governments;
Provide specialised training in PPP.

This PPP model entails training of the various stakeholders in the development and dissemination of
knowledge and global best-practice in the delivery of PPP projects and programmes within the roads
and highways sector. The expertise areas identified are Insurance/ Actuarial Science Services (Risk
Assessment of Projects), Finance, HR, Technology (Infrastructure etc), Legal, Dispute Resolution,
Regulatory Expertise/ Govt. Sector, Social Issues. Specialists are required to train the stakeholders in the
above mentioned areas. These trainers need to be high caliber, outstanding persons with minimum 20
years experience in their respective fields. The more the experience, the better it shall be. Retired/
Superannuated persons are most welcome. Their expertise would further be honed in by the inputs
given at UNCEP end. They shall be imparting their expertise by way of lectures to the various stake
holders, in short term Executive Development Programs.
It is also possible that they may have to travel to various locations in India or to any other South Asian
country. These openings are for people from IIMs/ IITs only.
