iberia has failed to raise money from an attempted
sale of four oil licenses by NOCAL late last year, with
President Ellen Johnson-Sirleaf promising a shakeup of management at the nearly bankrupt national oil
company.
In an exclusive interview with Front Page Africa, President
Sirleaf confirmed that NOCAL executives would bear the
penalty for mishandling the sector following months of failed
negotiations with oil companies of questionable reputation.
NOCAL has not yet released a list of companies which submitted
bids but multiple sources in NOCAL and the industry speaking
on condition of anonymity said that three companies - Kosmos,
Liberty and A-Z - had originally been shortlisted in the oil
auction held in faraway London in November last year.
The president confirmed that US oil company Liberty Petroleum,
and Nigerian oil company A-Z failed to stump up US$25 million
in cash they promised for four oil licenses that they agreed to
purchase in the oil auction. These initial payments are known as
signature bonuses" in the oil industry.
During the auction, US oil company Kosmos had offered less
money than Liberty and A-Z and was set aside by the Liberian
government. However, Kosmos now appears to be attempting to
negotiate its way back in, according to the president.
In the midst of all that is unfolding, Kosmos has come up to say
that it is willing to rescue both Liberty and A-Z and honestly if
I had my wish I would go with Kosmos because it is a strong
American company that can do the work, President Sirleaf told
Front Page Africa on Wednesday.
Several sources at the Executive Mansion say the President
also summoned the hierarchy of NOCAL to the Executive
Mansion on last Thursday, June 18, 2015 following her return
from the African Union Summit in Johannesburg to explain
why the company was on the verge of bankruptcy. The sources
say that the President was briefed on expensive and allegedly
unnecessary overseas trips made by NOCAL board members
which drained the company's cash balance. NOCAL has been
spending millions of dollars, averaging US$28 million per year
since 2012, according to the companys 2012/2013 annual
budget.
On 23 June, the Executive Mansion issued a statement saying
the President had called on the board of NOCAL to nullify all
resolutions passed approving excessive benefits for departing
senior managers and board members.

When it comes to what is happening at the


National Oil Company of Liberia, I am fully aware,
in fact I have challenged the executives there and
told them that I think the whole process could
have been handled better than the way it turned
out. Regarding the meeting held with executives
of NOCAL last week, I made it clear to them my
dissatisfaction. President Ellen Johnson-Sirleaf
board members on 9 June which stated that Liberia had also lost
potentially much needed money in signature bonuses from the
failed bid round while giant American oil companies Anadarko
and Chevron either walked away or held fire on investments in
Liberia in a stunning, unfortunate and embarrassing reversal of
fortune for the country.
Several Senate Committees had also stated on Tuesday, June
16 that NOCAL is currently facing serious financial difficulties
requiring urgent austerity measures, that most of the previouslyencumbered oil blocks are now virtually vacant and the 2014
bid round remains inconclusive.
Sources in NOCAL and in the industry confirm that under fire is
NOCAL CEO Randolph McClain, who they say was handpicked
by former NOCAL board member Robert Sirleaf, the Presidents
son.
Mr. Sirleaf now states that he had nothing to do with the opening
of the bids in the 2014 bid round, having himself resigned from
his own position at NOCAL in September 2013, but did confirm
in a written statement on 20 June that he knew that Kosmos,
NOCAL and the Hydrocarbon Technical Committee are still
quite far apart on certain basic financial issues.
Influential anti-corruption group Global Witness and oil
industry analysts has questioned why Liberia rushed to hold an
oil auction at the height of the Ebola crisis and in spite of the
Liberian governments own moratorium on selling new licenses
that was issued in 2012 pending oil sector reforms.
Global Witness stated that Liberia had burned the furniture
to warm the house, trying to collect signature bonuses from
the relatively unknown Liberty Petroleum in the midst of an
unexplained payment of US$31,000 to Senator Sando Johnson
and the death of Michael Allison, the Liberian lawyer at the
centre of a government investigation into allegedly illegal
payments made by the legislature to lawyers during the drafting

of Liberias new oil law.


The British based anti-corruption group also alleged that Liberty
Petroleum, part owned by US Congressman Trent Franks,
a Republican from Arizona, only has seven employees. The
company was also named in a 2013 UN investigation report on
Somalia for having signed a controversial deal with the regional
government of Galmudug in Somalia, thereby pitting Galmudug
in direct conflict with Somalias central government who were
already in contract with the oil major Shell over part of the same
area. Liberty has stated that it has an international track record
in oil exploration and development, has traditionally facilitated
development through joint ventures with larger partner
companies and has been held to fair regulatory standards by the
Liberian government.
The Nigerian-based A-Z was the subject of major scrutiny after
Finance and Economic Planning Minister Amara Konneh raised a
red flag over a report in Nigerian newsite "Premium Times" that
A-Z was among a number of unscrupulous companies fleecing
Nigeria of N382 billion without supplying a drop of petrol.
Even Kosmos, a Dallas based company now favored by
president Sirleaf, was once investigated by US authorities for
alleged corruption in Ghana in 2010, although the investigation
was finally dropped later that year. Oil industry analysts say
Anadarko filed the original complaint against Kosmos to the US
authorities.
The countrys emerging oil sector just over two years ago was
flying high. Africa Petroleum the year before had announced
a discovery, Chevron and Anadarko were actively drilling, and
Exxon had joined their ranks on April 5, 2013 by signing an
unprecedented contract with the Government of Liberia that
provided a hefty $US50 million in taxes, transfers fees, and
signature bonuses although the signature bonus itself was
$US21.25 million. The arrival of ExxonMobil in April 2013
signaled a rising tide for Liberias oil sector as expectations
heightened that the countrys post-war economic fortunes
taking an upturn.
For now, Liberias oil sector reform appears to be in limbo as
NOCAL, on the verge of bankruptcy, continues to push for sale of
four oil blocks with questionable reputation amid reports that
major companies are pondering walking away not only because
of the low oil prices but because of lingering uncertainty over
the future of the sector in Liberia. And with national elections
just two years away, uncertainties concerning any change in
regulatory oversight that would affect companies holding
licenses are becoming worrisome.

OVER THE LAST two decades, Africa has seen


increase in conflicts including civil wars, massacres
and other forms of carnage committed against
vulnerable groups including women and children.
FROM RWANDA TO Angola, Sierra Leone, Liberia,
Democratic Republic of Congo, Uganda, Mali, etc,
these countries along with others have all witnessed
inhumane treatments and acts of barbarism.
NEARLY ALL OF Africas 54 states have all tasted
violence in many forms as the continent turned the
breeding ground for armed rebellion, rebel wars,
coup dtat, extremism and other forms of violence.
WOMEN AND CHILDREN have become victims of the
actions of these evil minded individuals who subject
the vulnerable population to rape, molestation,
conscription and other inhumane treatments.
THESE AGGRESSIONS have not only been
orchestrated against Africans but foreigners who
come to the continent to contribute in many ways
to the human development, and improvement in the
wellbeing of the continent and its people.
IN MANY AFRICAN countries, religious nuns, clerics,
humanitarian workers, qualified professionals from
other countries who come to Africa to contribute to
its growth are targeted and killed in cold blood.
IN 1997 WITH less than four months April 7 to midJuly, Rwanda witnessed a mass slaughter of Tutsi
and moderate Hutu in by members of the Hutu
majority. During the approximate 100-day period
an estimated 500,0001,000,000 Rwandans were
killed.
DURING THIS DARK period in the history of Rwanda,
foreigners were also killed along with locals with
gruesome public images showing one of the worse
ever cruelty against humankind.
BEGINNING 1989, Liberia also witnessed mass
killings, from one massacre to another-Lutheran
Church, Du Port Road, Duside, Bomi Hills and many
other places where unarmed civilians were killed.
For nearly 15 years, the killings continued unabated
and the belligerent fighting groups targeted
foreigners as well as Catholic Nuns were killed and
nationals of other countries beheaded.
SIMULTANEOUSLY, NEIGHBORING Sierra Leone had
its share of the bloodletting conflict where phrases
such as short sleeves, long sleeves were introduced
describing the cruelty of maiming the arms and legs
of people, rendering them disabled.
GUINEA, IVORY COAST, Burkina Faso, all had their
shares of the wind of wars that blew in the West
African sub region during the early 1990s.
WHILE LIBERIA AND other countries were just
begging to see deaths and destruction, Angola had
gone years without real peace, the Democratic
Republic of Congo also at war for years.
THE WIND OF CONFLICT touched almost the entire
continent, with Chad, Eritrea and many other
countries experiencing unrest.

immaculate Leadership, the country and
its people have seen and enjoyed massive
press freedom and free expression under the
stewardship of President Ellen Johnson Sirleafan African
Leader with impeccable human rights record and viewed on
the African continent as an epitome of freedom.
In fact, Johnson Sirleaf has won a basket- full of awards for
her respect and tolerance to the independence of the free
press in her country and her thick-skin to dissent thus
earning for herself a lofty democratic credential, something
difficult for many African leaders to achieve giving that they
are addicted to repressive and totalitarian tendencies.
Johnson Sirleaf is on the good side of history when it comes
to accentuating the values of democracy even to the peril of
her administration. She is certainly one of Africas proud and
we all must help to protect such unique and enviable legacy.
I believe, the media must stay free and flourish in all aspects,
not in one aspect because the President has always vow
to ensure a vibrant Liberian pressa press that must be
ethically and economically balanced.
This is not the case currently. The media is being economically
muzzled to the core. There are reports that media institutions
are shutting down operations because they can hardly pay
their operational cost including printing, paper, equipment,
salary, diesel amongst other associated cost.
Media executives have hinted this writer that government
is no longer advertising in most of the independent
newspapers and that government advertisements are
centralized at the Ministry of information and only placed in
chosen and selected papers.
In a conversation with some media executives recently,
I gathered that the Ministry of Information has a zerotolerance policy when it comes to giving ads to newspapers
with critical editorials and stories against the government
of Liberia and will only run ads in papers that run favorable
stories and editorials for the government. This is a dangerous
trend reminiscent of the country draconian pastand I
must say, I was spellbound, bewildered and chilly in spirit
when I got this news.
This writer has not determined the veracity to this
allegation but is making candid and genuine effort to speak
with authorities at MICAT to actually establish the fact. But
just the mere mention of such revelation is stunning and
scaring for many media observers; that after many years of
struggle in this country for free expression and free press,
the Ministry of information would willfully and shamelessly
want to revert to the old style of stifling and strangulating the
independent press. How then can we nurture our fledgling
democracy when the independent press is been paralyzed
and nearing extermination?
Karl Max argued in his memoir on his sojourn as a Journalist
that, the Press is not free when it is economically stagnated;

EARLY THIS WEEK, the Intelligence Chief of Rwanda,
Karenzi Karake was arrested by British Authorities
acting on a Spanish indictment against the Rwandan
for the alleged deaths of three Spaniards Flors Sirera,
Manuel Madrazo and Luis Valtuea in 1997 who
were members of the NGO Mdicos del Mundo
ALL THREE WERE allegedly murdered by four Tutsi
soldiers after they had been taken to see the mass
graves of murdered Hutus.
DESPITE ALL THE mass killings and destruction
around Africa, the continent has not been able to
bring perpetrators to Justice simply because the
perpetrators are the ones in power in every country
are thwarting all efforts to bring justice for the
victims.
KARAKES ARREST IS good development and
indicates that while Africa is slow in establishing
some mechanism to bring people to book for
committing crimes against its people; western

simply because the press cannot perform its sacred role


in the absence of a medium (newspaper and radio) to do
so. These outlets must exist in order for the media to play
its roleand they can only exist when there are economic
opportunities simply because they have operational cost.
The vibrancy of the media will not be felt by the people when
their perspectives on society and its governance cannot be
aired and published.
If this startling news is true, then the Liberian media is
once again undergoing State censorship and it is dare sad
especially in this time and age; and under the leadership of
President Sirleaf that is revered as a free press hero.
While we have not derive the authenticity of such grave
and sickening development, we believe that any attempt
to economically suffocate the independent press as a way
of denying the expression of critical opinions against the
government; would be totally preposterous, unthinkable,
undemocratic, antiquated, shameful, parochial, a show
of fundamental laziness and a well calculated attempt to
blemish the President well earned enviable free press
credential by elements at the Ministry of Information. This
is dare wrong! We must not do such disservice to President
Sirleaf because such debauched maneuvering does not
represent the good wishes and aspiration of this unique
Liberian leader.
The folks at the Ministry of Information are well paid, I guess,
to professionally and effectively tell the government stories
and must be able to cultivate a professional relationship with
the critical press. Dont use the government advertisements
as a bid to cajole, tilt and mesmerize the press.
The way to mesmerize the press, I believe, is to carve out smart
and intelligent publicity blitz and propaganda foundation in
factsnot to regulate government advertisements.
The Information Ministry should be the PR machinery of
the government, it must tell the government stories in a
very effective way and the critical press will be obliged to
conform in giving the government side of the story.
Even though sources at the MICAT have hinted that it is true
that government ads are being centralized at the Ministry
Bureau of Communication outside of that Departments
statutory function, but I am making efforts to speak to the
heads of the ministry after which, I will determine a course
of action to correct this madness and petite laziness to safe
the well-earned press credential of the President. For I know,
the Ellen that I know did not actually sanction this autocratic
and counterproductive decision, or if she did, then someone
lured and cleverly arm-twisted her into doing sofor I am
aware that there are some demons around the President
pretending to be good people. We must unmask and rebuke
these ugly demonssome are vestiges of repressive and
corrupt regimes and courageously gate-crashing the Sirleaf
administration only to unleash bad influence.

THE RWANDAN ARREST comes on the heels of
reports in Liberia that Dutch, Americans zero in on
key Octopus players of the Liberian Civil War.
IN OCTOBER 1992, five American nuns were killed
during Charles Taylors National Patriotic Front
of Liberia (NPFL) Operation Octopus. The nuns
reportedly left their Gardnersville home to drive a
Liberian colleague to home but they never made it
to their destination and were reportedly killed along
with the man in their vehicle, along with two African
peacekeepers the women picked up along the way.
THE ARREST OF the senior Rwanda security official
is a good sign for justice and no matter where and
when these individuals who committed crimes
against their own people take place it will help deter
others from continuing with the long trend of the
culture of impunity.
AFRICA AND AFRICANS deserve better and the
culture of impunity must end now.

some of the saddest! One of the ways we can put up a serious
fight against this hideous crime, is organized supports for the
INTERDISCIPLINARY TEAM involved in the fight and protection
of children and family. It will also require total commitment on
the part of the personnel and support staff. It is a job that requires
a none compromising stance regardless of who is connected.
In addition to national budgetary allocation, international
supports, etc, I suggest a nationwide national fundraising takes
place each year, inside Liberia, to support the various aspects of
program such as awareness, police education and coordination
services, Child Protective and/or women protection hands on
services plus more.

n Liberia or Africa for that matter, regimes that don't pay army/
police, that play with their salaries/food to feed their families,
or mess with their spouses are themselves playing with fire and
their survivability. But it is not that the government in Liberia is
broke, the problem is that of greed by those at the top who neglect
the welfare of those who must protect them when trouble starts. So
where is the money? Come ride with me to look for our money.
FPA just reported last week the fat salaries of higher ups at the
Liberia Revenue Authority where the head Elfreda Tamba Stewart
earns nearly US$10,000.00 a month for a yearly income of more
than $100,000.00. The head of the Bureau of Maritime Affairs
Binyah Kesselly is said to be the highest paid official--on paper--in
government with an annual salary of more than US$400,000.00 or
more than $25,000.00 a month. At the Liberia Telecommunications
Authority, head Angelique Weeks' salary is reported to be more than
$200,000.00 a year. The Governor of the Central Banks also rakes in
about US$20,000.00 a month. At the National Port Authority where
the "suspended" Director Matilda Parker and a friend of President
Sirleaf was implicated in a million dollar theft ring, her salary is
reported at US$12,000.00 a month plus benefits. She is now in the
United States to hide the money and buy up some more real estate.
The same salary structure holds true for many honchos at public
corporations for their senior staff and Board of Directors at
Roberts International Airport, the Liberia Petroleum and Refinery
Corporation/LPRC where the former head Harry Greaves engineered
a US $ 24 million no-bid single source LPRC refurbishing oil storage
tanks contract with Zahkem; Liberia Water and Sewer Corporation,
Liberia Forestry Development Authority/FDA, the Liberia Investment
Commission, Roberts International Airport and the Liberia Aviation
Authority and more.
In the President's cabinet, the salary structure variess depending on
your ties to the president. Former Public Works Minister Antoinette
Weeks was taking home US$15,000.00 a month but other cabinet
ministers earn about US$2,000.00; again, it depends on your status in
the President's CZC-Comfort Zone of Corruption.
Well, what about the President herself? In the 2012 fiscal year budget,
the Ministry of State for Presidential Affairs that the President heads,
and God knows how many people work there, the budget was US$33
million. In addition to her fat salary, her office was allocated US $3
million for presidential overseas travels, and also US $2 million for
" presidential office use." VP Joe Boakai's salary is put at over uS
$60,000.00 plus "office budget" of over $1 million.
At the Supreme Court, the Chief Justice is said to be earning about US
$ 90,000.00 a year plus benefits, and you add the salaries of the other
Associate Justices and benefits.
At the National Legislature, there are 103 lawmakers (30 Senators and
73 Representatives) and each one takes home about US $ 15,000.00 a
month plus benefits. 103 $15,000.00= $1,545,000.00, or $1 million
545 thousand dollars. The lawmakers were given $1 million by now
bankrupt NOCAL to pass sweetheart oil deals, and then in December,
each lawmaker or Senator got $31,000.00 Christmas gift checks to
ram through another of President Sirleaf's pet project oil deals. And
don't forget the over $200 million of our Maritime money diverted

Based on available public record, the following are the "office budgets"
for the Speaker of the Liberian House of Representatives (Alex Tyler)
: 2009-2010 budget, $605,412.00; 2010-2011 budget- $619,952.00;
2011-2012 budget was $ 631,167.00; 2012-2013 was $ 855,487.00;
2013-2014 budget was $ 816,357.00. Therefore from 2009 to 2014,
the Speaker's office budget was $3,528,375.00.
The Senate President Pro Temp position which has changed hands
from Cletus Wortorson to Joseph G. Findley Jr, and now Armah
Jallah since January this year, the office budget is as follows: 20092010 was $634,900.00; 2010-2011 was $ 517,904.00; 2011-2012
was $ 911,227.00; 2012-2013 was $ 906,979.00; 2013-2014 was
$ 846,654.00. Therefore from 2009 t0 2014, Cletus Wortorson and
Joseph Gbesongar Findley both shared a total of $ 3,817,764.00 as
office budget.

In running for the presidency, candidate Ellen Johnson Sirleaf said


of her predecessors William V.S. Tubman, William R. Tolbert, Samuel
K. Doe and Charles Taylor that "Liberia is not a poor country but a
country run poorly. " Now we see how the country is being run with
economic buoyancy under Ellen, our proud Harvard University
educated " economist ". Da me again my fellow Liberians. And in 2017
if we like how the country is being run under Ellen's ruling dis-Unity
Party then we should elect Joseph Boakai to continue their failed
legacy.

STEALING A NATURAL GIFT

FOR GOL OFFICIALS

The Editor,

oesn't the Justice Ministry's gross incompetence warrants its


elimination?? We all know that 99.9999 percent of Liberian
government officials are nothing born rogues! (stealing is their
natural born gift)....
But the Ministry can't even prosecute the few born rogues that are caught
by the General Auditing Commission (GAC), Liberian Anti-Corruption
Commission (LACC), and the Public Procurement Concession Commission
(PPCC)...
So how can you justified their continued existence when 90 percent of
Liberians remain poor because of government stupidity and government
corruption? Most of the stupid people in our government are in the
Central Bank and the Ministry of Justice!
If you have any evidence that the Ministry of Justice won at least 20
percent, ok, make that 10 percent, of corruption cases, please, I stand
corrected..
But let's look at some high profile corruption cases since our "zero
tolerance for corruption President took office", shall we?:
1) In 2008, Rep. Edwin Stole, Senator Roguish Devine, and Chop-man
Bryant were indicted for stealing millions from the Liberian people. But
when the case went to trial, E. Stole, Roguish D and Chop-man B were
acquitted by the jury! The state (Ministry of Justice) lost because their
star witnesses were all convicted felons from the National Transitional
Legislative Assembly (NTLA)!
2) In 2009, Harry Greed, former managing director of LPRC, was fired by
the president for bribery in Zakhem contract. Greed's firing was predicated
on a report by the Justice Minister (Christina Tah), who determined that
Greed committed bribery in the Zakhem contract, but Greed was never
put on trial for corruption! Later, Greed open a restaurant and named it
"Greed is Good?"
3) In 2013, the PPCC busted Ellen Crookrum and her boyfriend (Melvin
Looter Johnson) for stealing US$500,000 and turn the case over to Justice
Ministry for prosecution. But we all know what happen after that: Justice
Ministry officials were sleeping on the job the same day Crookrum and
her boyfriend ran away from Liberia. Crookrum didn't even have to use
heavy makeup during her daring escape!
You can't trust these people to do their job, can you? They are always
dropping the ball.
4) This year (2015), LACC busted Wokie Plunderer for stealing US$800,000
and turn the case over to the Ministry of Justice for prosecution, but guess
what happen again? Yes, the Ministry dropped the ball again. Wokie wore
a wig and a fake pregnant belly to leave the country. Justice Ministry
officials thought she was Matilda Jackson Parker going on medical leave!!!
3) Recently, corruption charges were dropped against ex-NOCAL
executives (Kleptomaniac B. Urey, Swindler Dunbar, Dr. Fraudster Kromah,
Rep. Alomiza Ennos Bribe-Taker, Pickpocket Jallah, Fraudster Reeves,
D. Embezzler Kandakai, and Thief-man Wlaplah)...because the state
(ministry of justice) failed to commence prosecution of the defendants
within the statutory period of five years.. Can you believe that? I can (Re "
Charges Against Oil Company BRIBERY Indictees Dropped")
If our 2-by-4 lawyers at the Ministry of Justice don't know a damn thing
about statute of limitations, how the hell do you expect them to know
anything about "prosecutorial evidence"? Prosecutorial evidence, my rear
end!
We pay these good-for-nothing people to prosecute the born rogues in our
government, but all they do is drag their feet, give lame excuses, and lose
90 percent of their corruption cases.

September.
Academic activities in primary
and secondary schools in
Liberia traditionally run from
September to June but the
Ebola outbreak in Liberia
brought shift in the school year
with government compelling
parents to register their kids
for the opening of schools in
March this year, something
that brought serious constraint
on the part of the parents.
Many parents complained that
they were unable to generate
funds to register their children
while
others
reportedly
borrowed money to meet up
with government deadline of
opening schools.
Less than four months into
school activities, there have
widespread rumor after new
education minister George
Werner took over the Education
Ministry that government was
planning to close schools at the
end of June 2015 to re-open in
September without promotion
for students.
Minister Werner wrote the
West African Examinations
Council (WAEC) that Liberia is
not participating in the WAEC
exams for this year due to
Liberia recent mass failure in
the exams.
The
National
Legislature
recently
demanded
that
Minister Werner withdraw the
communication written WAEC
requesting the exclusion of
Liberia from the WAEC exams.
The lawmakers also instructed
the Minister to make public by
informing the public that the
school year will remain at it is.

Education
that at a Cabinet meeting
afterwards, the Ministry of
Education leadership team
presented a comprehensive
vision to optimize the gains
government has made in the
educational system since the
end of the Civil War.

short-term learning deficit.
We know that the scale of
the challenges we face is
monumental, we spent last
week
travelling
through
several counties, listening to
students, teachers, parents,
school boards, and community
members, the Minister said.
The government of Liberia has
made changes to the school
calendar, with adjustments to
promotions and WAEC dates
the school calendar for Early
Childhood Development (ECD),
Basic and Secondary Schools
will revert to the normal cycle,
with the 2015 condensed
school year concluding on July
31, 2015
Government also announced
that the 2015/2016 school
year: September 2015 July
2016 (for a total of 210 school
days for Grades 1 -12 and 220
school days for pre-school).
Minister Werner pronounced
that all ECD, Basic and
Secondary Schools in the
Republic of Liberia will close on
July 31, 2015, for this current
school calendar. Schools will
re-open on September 7,
2015. Government says Grades
1 12 will close on July 12,
2016, while Pre school will
close on August 12, 2016. For
the 2015/2016 school year,
students will enroll in the
grade appropriate to their
learning to date.
Students in Grades 1 8, 10 and
Robert Tolbert and has served
for the past five years under
President Ellen Johnson Sirleaf

Ministry of Agriculture out of
this there was an amount that
had to be disbursed directly
to a group by the Ministry
of Finance not accounted
for by the Ministry. The $88
million is not one year money
eventhough it is printed in the
book as one year and because
of this it gives the public a
wrong impression.
The committee argued that
the Agriculture Minister was

basis of attainment, as judged
by their school, if they have
met the learning objectives,
then they will be promoted.
Minister Werner said students
who have not met the
learning objectives will not
be promoted; and will have
a full cycle to learn what they
need to for the school year just
passed.
He said students who were
enrolled in Grades 9 and 12
during the 2015 condensed
school year will continue in
that grade and be properly
prepared for 2016 exams.
The Education boss noted
that there will be no WASSCE
or WAEC Exams in 2015 for
school-based
candidates,
saying Examinations will be
held in May 2016. He added
that students will be credited
for fees already paid to WAEC.
Improving schooling

The government of Liberia


in its efforts to improve the
school systems, the Ministry
of education has made
several changes to the school
calendar that goes hand-inhand with work being done to
rapidly improve teaching and
curricula.
The Ministry at the press
conference disclosed that it is
in the process of distributing
new textbooks, supplementary
workbooks and instructional
materials to schools.
During the August-September
break, teachers are expected
to be provided with training
that will take into account the
effects of the 2015 condensed
school year.
During the second half of
the 2015/2016 school year,
Grade 12 students will be
taught a curriculum designed
to consolidate their learning,
maximize their performance
on WAEC, and also teach
appropriate life skills and
career skills, the ministry
not responding well to the

our students and teachers
will be better equipped and
supported than they have been

It is no exaggeration to say
that education in our country
is a mess; indeed, in some
places, the education system
has collapsed. Even before the
coming of Ebola, too many of
our students were struggling;
too few of our students
were excelling, the Minister
continued.
Minister Werner said it is
a collective failure, of all
Liberians If bold action is
not taken to better up the
educational sector, saying the
next generation will be far,
far less educated than the one
from which it is supposed to
take over, Our children are
bright and capable, and they
deserve a better education than
we are currently providing.
To fix the educational system
and to get at the best, we
need to make some tough
decisions, to reorient students,
teachers, parents, and school
administrators, he noted.
The
public
conversation
concerning the reopening
of school has begun and in
the view of the Ministry of
Education leadership team, it
is healthy for them to discuss
education and how the
ministry can get at the best
to service the needs of the
country economy now and in
the future.

When asked why he did not


appear before the Committee,
Minister Werner said, I go to
where my boss sent me.
Public hearing on the Draft
National Budget for Fiscal Year
2015/2016 continues today at
the Capitol Building.
Thursdays hearing was the
second and final phase which
focuses on the expenditure
component of the budget
from Ministries, agencies, and
subsidized institutions.
According to the schedule
from the Joint Committee on
Ways, Means, Finance and
Development Planning, two
ministries and subsidized

facing members of the
committee to justify their
respective budgets.

access to all public
facilities in Voinjama,
Lofa County, resulting to a
delay in the commencement of
its convention.
After booking and paying for
the City Hall weeks before its
convention according to the
party Chairman, Fonati Koffa,
the party was told on the
morning of the first day of its
convention that it cannot use
the facility on grounds that the
hall was booked eight months
by another group whose name
remain unknown.
The building in question was
visibly empty with no activities
ongoing on Thursday morning
the day the Liberty party was
expected to begin using the
facility.
With the news the Liberty
Party began negotiating with
the local authority and higher
ups in government to get their
convention started but it was
to no avail.
Scores of partisans who
travelled to the county were
seen roaming around the city
as the party started sorting
ways to get the hall open to
begin the much publicized
convention.
Party Chairman Fonati Koffa
upon hearing the news
threatened a lawsuit against
the government for denying
his party access to the hall.

Sokoden, Pleebo Statutory
District to meet with the
locals and hear their views for
prompt resolution.
During the reconciliation
meeting which was called
by the Traditional Council of
Chiefs and Traditional Elders
in Maryland County in the
wake of utterances by the
Youth leadership of Pleebo
Statutory District that the CRC
Deputy managing Director
should leave, both parties

agreed to forget the incident


and forge ahead.
In a joint statement from
the Traditional Council of
Chiefs and Traditional Elders
in Maryland County; they
apologized to the Cavalla
Rubber Corporation DMD for
the utterances of the Youth
Leadership and assured him
that no one has the authority
to expel him from the County.
They blamed the action of
the Youth on ignorance of the
transition that took place after
the signing of the concession
agreement
between
the
Government of Liberia and
CRC and MOPP which placed
the DMD in the second highest
position of both companies.
At the peace meeting, the
Women and Youth also
apologized in like manner.

Minister of Education has been
mandated to engage in multisectoral consultations with the

Although
provisionally
endorsed pending unanimous
consensus-building,
the
Electricity Law shall establish
the legal and regulatory
framework for the generation,
transmission,
distribution
and sale of electricity within
the territory of The Republic
of Liberia and the import
and export of the same. It
purposes are to facilitate the
implementation of the National
Energy Policy whose goals.

It is also intended to expand


on sustainable basis, assure
availability of supply and
quality, increase availability
promote the development of
renewable energy resources,
encourage efficient use of
electricity resources, promote
regional and international
cooperation in electricity
trade
and
investment,
maintain a financially viable
and sustainable electricity
industry,
establish
and
maintain
transparency,

Urban governance in Liberia
has not been given much policy
and legal priority in the past. As
a result, municipal authorities
across the country are still
largely unable to respond
to urbanization challenges
effectively or plan for future
urban growth due to low
capacity and poor resources.
The fragility of Liberias cities
has recently been exposed
by the Ebola outbreak that
devastated urban populations,
especially
the
vulnerable
populations in Monrovias
slum communities.
According
to
statistics,
unplanned urbanization has
resulted in the proliferation
of slums, with an estimated
70% of Monrovias population
currently living in slum
conditions.
The 2008 National Housing
and Population Census also
estimated that 47% of Liberias
population of 3.5 million
resides in urban areas.

graders in Liberia.
Appearing before the plenary
at an Oversight Hearing,
the August Body requested
Minister Werner to inform
the Public that the Academic
Calendar for 2015 will end in
November 2015 as planned.
The Minister was also directed
to work with the Education
Committee of the House of
Representatives in developing
and implementing all reform
policy in the Educational
sector.
Earlier, the Minister denied
ever announcing the June 30
closure of all schools in the
country.
He described as mere rumors
comments attributed to him
that the period of learning
between the openings of

Registrar of WACE, Minister
Werner is requesting WACE to
postpone the WACE Exam for

provide a solid foundation
for full recovery of teaching
and learning. Teachers will be
better prepared, and students
will have a full cycle to learn
what they need for the school
year just passed Minister
Werner asserted.
The
Education
Minister
revealed that he is currently
holding meetings and soliciting
views with major stakeholders
in the educational sector
in finding a way forward to
improving learning conditions
and outcome in basic and
secondary education.
Constitutional overreach
However, at the Thursday
press briefing at the Ministry
of Information, Information
Minister Lewis Brown said it
is a constitutional overreach
done by the Legislature.

plenary.
This is not the first time
for a constitutional tussle
between the two branches of
Government.
It can be recalled that a joint
resolution of the Senate and
House of Representatives of
Liberias 53rd Legislature
unanimously voted to overturn
a
Presidential
decision
to cancel indefinitely, the
scheduled midterm Senatorial
elections this year.
Now,
therefore,
be
it
resolved, that the 53rd
National Legislature through
its special session during
its
extraordinary
sitting
mandates
the
National
Elections Commission (NEC)
to set a date in consultation
with stakeholders for the
conduct of the 2014 Mid Term
Senatorial Elections not later
than December 20, 2014, the
legislative resolution stated.
In overturning the presidential
mandate, the joint legislature
said their action was in
keeping with Article 86(a) and
(b) of the Liberia Constitution
as they resolved that the Mid
Term Elections be postponed.

1. INTRODUCTION
The Government of Liberia has received additional financing from the International Development Association (IDA), toward the cost of the Liberia Electricity Sector
Enhancement Project (LESEP), and intends to apply part of the proceeds of this fund towards payments under contract for a Feasibility Study of Small Hydro Sites,
Optimization of Power Supply Options and Detailed Engineering Design of Mini-grid in Lofa County for use by projects under the Scaling-Up Renewable Energy
Program (SREP).

2. BACKGROUND
The Government of Liberia is embarking on a Renewable Energy Electrification Program supported by Scale-up Renewable Energy Program (SREP) to provide
electricity services outside of greater Monrovia where two-thirds of the population live. The program will focus on the development of mini-grids systems based on
small hydro and biomassbacked up by photovoltaic (PV) systems to compensate for seasonal variationand stand-alone systems.
The focal point for the program is the Rural and Renewable Energy Agency (RREA), which focuses on providing modern energy services mainly through renewable
sources to those rural areas that will remain far from the grid for a long time.
3. OBJECTIVES
The objective of the study is to design renewable energy-based mini-grid electricity supply and distribution systems for the population in Voinjama and other towns
to be determined (Foya, Kolahun and/or Zorzor and some villages around the selected towns) in the Lofa County, Liberia. The specific objectives of the assignment are
as follow:
a. Undertake full feasibility studies of two small Hydro Sites
b. To optimize and design appropriate hybrid mini-grid supply systems using a combination of PV, small hydro power and diesel gen set / battery storage using the
energy demand profiles of Voinjama and other towns to be determined (Foya, Kolahun and/or Zorzor and some villages around the selected towns) in the Lofa County,
Liberia.
c. To design the required 33kV transmission lines and the distribution networks including final connections to the end-users in selected the communities
d. To include in that design measures that will ensure safety in service delivery and maintain adequate service quality.
4. SCOPE OF SERVICES
The scope of services will include but not be limited to the following:
Task 1: Feasibility study of two small hydro power plants;
Task-2: Optimization of system;
Task-3: Detailed Engineering Design;
Task-4: Economic and Financial Analysis;
Task-5: Financial Modelling; and
Task-6: Training of national stakeholders.

Monrovia ice President Joseph N. Boakai has lamented the many


difficulties media executives and journalists undergo to
get the public informed on critical national developments,
including the cost associated with operating generators,
salaries, maintenance expenses and rent, but noted that with time
the situation could improve if we all work together to improve the
economy and move Liberia to the next level of development.
He said the media wake up the people to crucial issues and set the
agenda for discussion on matters that affect society.
Vice President Boakai was speaking Wednesday on Capitol
Hill when he received a four man delegation from Media Aid
Foundation, an organization devoted to the training of Journalists,
research, consultancy, advocacy, public relations and other media
related programs.
Vice President Boakai stressed that we are aware of the difficulties
journalists go through, but with time the situation will improve.
Commenting on capacity building for media practitioners, Vice
President Boakai said training of journalists in our country is
a very good thing and that upgrading the capacities of media
practitioners should be done without discrimination, saying
when people are better prepared the country becomes better.
Vice President Boakai warned that assuming that one knows
everything is a very dangerous thing and called on all people of
good will to support good causes for the betterment of society.
He encouraged the media to move out in the country side and do
documentaries because the nation is endowed with a rich cultural
heritage and by doing so sponsorship could come from local or
international partners.
Speaking further, Vice President Boakai pointed out that
community radio stations in the counties were set up for the
purpose of education, information and to air programs in
agriculture, health and promote rural development, but instead
have devoted less time to these development programs.
Vice President Boakai praised the media as crucial partners in
the development process of the country and noted that capacity
building at the national level is a priority.

AS EBOLA SPREADS NEAR BORDE

f the three West African countries hardest-hit by the
Ebola outbreak, Liberia is the only one to be rid of the
virus completely.
When World Health Organization made the
announcement last month, Liberians greeted the news with
prayer, song and celebration.
But the virus has yet to be beaten in neighboring Guinea or Sierra
Leone, where health officials announced this week two people
had come down with the disease in the capital, Freetown.
The viruss endurance has people in Liberia worried. The three
hardest-hit countries are uniformly poor, and the borders
between them are little more than a line that is regularly crossed
by traders and townspeople.
Cross-border commerce
Amego Sekou Kamara lives in the town of Firestone, outside
Liberia's capital, Monrovia, and he is worried cross-border
commerce could bring the virus along with it.
Most of our Liberians that do not have the means of going down
to China and other places, they are using Guinea as a close venue
to go and buy their goods to go and sell," he said. "So, definitely,

we all have to be afraid.


Liberian health authorities say they are training people at the
border and giving them thermometers to prevent the disease
from making it across.
We are still doing our cross-border surveillance exercises, still
going on," Tolbert Nyensuah, the head of Liberia's Ebola Incidence
Management Team, said. "Across the border we are training DIM
officials providing thermometers.
But some think the government should do more. Arthur Blackie,
who lives in Margibi County near the capital, said he thinks the
border should be closed until Liberias neighbors are free of the
disease.
The border is porous and people can be coming from different
directions," he said. "You cannot monitor in the night they slink
in and go back, so I think government [should] close the border so
that we on this side can be safe.

The
virus has killed more than 11,000 people in the region since
the Ebola outbreak began in late 2013.

The all-time favorite Liberian Gospel music singer will lead her
compatriots to this years KORA Awards, the first time ever in the
continental awards 21 years history.
Liberias inclusion in the KORA Awards 2015 would be the first
time for Liberian artists to be recognized at the level of Africas
highest musical event.
The KORA Awards, the Pan-African equivalent of the Americanbased Grammy Awards, honors the best artists from Africa and
its Diaspora.
Last year, KORA named the Liberian star its Goodwill Ambassador
on Ebola to Liberia as the virus raged in her home-country and
still prevalent in immediate neighboring countries.
In a letter to Kanvee dated June 11 2015, KORA asked her to
lead the initiative for the opening of entry submissions for KORA
Awards 2015 in Liberia.
For me, this is a dream come-true. Over the years, its been
my wish that my fellow Liberian artists get the opportunity to
showcase their talents, those God-given talents of my compatriots
in the musical industry, to the outside world. Now is the chance,
Kanvee said.
It can be recalled that after being awarded the Special International
Award for the Promotion of African Gospel Music by the Londonbased Africa Gospel Music Awards (AGMA's) in 2013, Kanvee had
stated: At that event that attracted musicians from all over Africa
and the African Diaspora, I thought to myself that it was time
that other Liberian musicians be recognized internationally too
beside me because our country has the talents for such awards.
Currently visiting the United States, Kanvee will soon return
to Liberia to galvanize fellow Liberian musicians for the KORA
Awards nomination which finals are set to take place on the 13th
of December, 2015 in Windhoek, Namibia.
As a KORA Goodwill Ambassador, Im encouraging all artists,
Gospel, HipCo, traditional, and so on, to submit their high quality
video and audio on KORA website. I will be seeking the interest of
the Liberian artists and will ensure that Liberia is represented at
every international musical event, the four-times Gospel Artist of
the Year added.
Featuring 27 categories across regions and common genres,
KORA announces a monetary reward associated with each trophy,
with the main prize Best Artist of the Continent receiving a grand
prize of US$1 million.
According to KORA, eligible artists for the Best Artist of the
Continent trophy must have been voted the best of their respective
regions, further warning that the financial reward will, however,
only be given to award-winners who will be in attendance at the
awards ceremony. Absent artists will be awarded the trophy alone
(see below for detailed eligibility requirement).
Other categories include Best Male/Female Artists for Western,
Eastern, Southern and Northern Africa with a cash prize of
US$50,000 each, Best African Group, Most Promising Male/
Female Artist, Best Video of the Year and Most Downloaded

ADRA EMPLOYEES
REACT TO SCANDAL

Monroviaeveral individuals claiming to be employees of the


Adventist Development Relief Agency (ADRA) including
some reported Ebola survivors have condemned what
they called negative media propaganda against ADRA
Liberia Country director Augustine Zayzay and his finance officer
Mitina Banard.
According to a press release issued Tuesday the employees
said the propaganda by those they referred at as detractors
represent a level of conspiracy master minded by one Mr. Olando
Katswen who according to the release was recently dismissed by
ADRA authorities for allegedly stealing money belonging to the
organization.
Mr. Karswen who previously served as the monitoring and
evaluation officer is reported to have falsified the name of ADRA
Country Director Mt. Aaron Zazay in a report to the Education
Ministry for money that was provided for by that institution for a
project, the release stated.
The release quoted the spokesperson for the ADRA employees Mr.
Fredie Tom Winnie as saying that the funds donated to ADRA are
currently being visibly used to carry out lots of projects including,
the agriculture sector rehabilitation Project(ARSP) in Pleebo
Maryland County, saying the procurement and distribution of
medical supplies to community clinics, distribution of books to
universities and community colleges, the construction of dams
and the complete transformation of the head office of ADRA.
According to the release Fredie Winnie served as the emergency
coordinator for ADRA, the current management team of ADRA
is has proven as the best since the end of the Liberia crises, the
dispatch quoted her as saying.
The release further stated that the vice chairman for Ebola
survivors network, Henry Tonny has commended ADRA for its
continuous assistance to members of his organization, saying at
no time that ADRA promised to give any cash to Ebola survivors
as was published.
He said the information was just intended to put ADRA against
Ebola survivors, the release continue.
When contacted Orlando Karswen who was accused said the
press release is intended to divert public attention from the
money ADRA Liberia is eating from international partners.
He told the FPA that he cannot stop the publication but will
respond to the statement at the appropriate time.

To contract the services of a Communication/Public Relations Specialist needed to implement existing Communications strategies
and plan in order to positively highlight results of the PSMP over the project life cycle.

To have a thorough review of the Project Appraisal Document, (PAD), with a view to strengthening/developing Communications/
Public Relations activities.
To facilitate activation of Communications/Public Relations activities in participating ministries and agencies and build their
capacity to gradually take over the Communications/Public Relations function at the end of the consultancy period.
To produce relations materials, edit and layout reports and other promotional material and assist in planning, publicizing, and
carrying out special events;
To work in concert with the PSMP project Coordinator, CSA communication/PR Officer, stakeholders, beneficiaries and donors to
develop activities that highlight and showcase donor assistance/achievements of the PSMP;
To monitor local and international press coverage and monitor effectiveness of the communications strategy, provide feedback to
inform ongoing Public Relations activities and future programs;
Assist in editing, designing structure for monthly, quarterly, and yearly project implementation progress report in close consultation

3. Scope of the Assignmdnt:
The scope of the services to be provided by the Communications Specialist/Public Relations Officer is as follows:
The Communications Specialist/Public Relations Officer will work as part of the Project Implementing Team under the supervision
and guidance of a high-level inter-ministerial steering committee, The Project Oversight Committee (POC); and will form part of
the Technical Working Group (TWG) which draws technicians from the three implementing Agencies, the Liberia Institute for
Public Administration (LIPA), the Governance Commission (GC), and the Civil Service Agency (CSA), coordinated for the attainment
of project's goal. Under the direct supervision of the Director of CSRD (referred to as Project Coordinator), the communication
specialist, will be responsible for carrying out the internal and external communication strategy/plan for CSA. S/He will also provide
communications support to the internal and external partners such as the GC and LIPA team. These activities are to be carried out
within a participatory context that gives importance to advising and transferring knowledge to partners and stakeholders.
The consultant is expected to disseminate information and messages from the activities of the PSMP to the wider public, influence
decision making and knowledge sharing. Also, promote and enhance the national, regional, and global visibility of the PSMP.
Specifically the consultants work is expected to:
Raise the profile of the PSMP, nationally, regionally, globally, and with identified audiences;
Ensure effective lobbying and advocacy with critical stakeholders at all levels including government and policy makers;
Support and further the effectiveness of the activities implemented by partners including LIPA, and GC in relations to the PSMP
and reforms in general;
Within the framework of the project and its objectives, utilize existing communication strategy and develop information strategy
and carry out communication activities to promote and share information about the project objectives, outputs and outcomes;
Assist PSMP team in developing appropriate branded public information documentations and events;
Assist in the preparation of schedules, briefing materials, scene setters, briefing with PSMP team;
Maintain a calendar of the PSMP events in close coordination with PSMP team and our implementing partners.
Design, develop, and disseminate all outreach materials and activities to advertize beneficiaries, products to target audience
and media, including outreach folders and fact sheets, newsletter, blog/website entries, tweets, newsletter, brochures, video, and
campaigns, for broadcast and print media;
Engage with change Agents(Internal Reform Committees) across MACs, and capture success stories for disseminations through
website , outreach folders and to media;
Design, develop, market, and maintain project social media page;

B. Capacity Building
During the course of the assignment, the consultant will work in concert with the PSMP project Coordinator, CSA communication/
PR Officer, stakeholders, beneficiaries and donors to develop activities that highlight and showcase donor assistance/achievements
of the PSMP and to communicate the reforms and achieve the deliverables.
Provide support in guidance, mentoring, and coaching the Local Communications/Public Relations officers and other staff in
Communications/Public Relations Management. The Communications Specialist/Public Relations Officer will be the champion
within the Agency to build capacity among local Communications/Public Relations staff and to promote confidence and efficiency in
their Communications/Public Relations deliveries.
Participate in and facilitate related training and workshops as appropriate;
4. Qualifications and Competencies:
The selected Communications Specialist/Public Relations Officer shall possess the following:
Required Academic Qualifications:
The Consultant shall possess a Minimum of Master degree in Development Studies, Public Policy, Communications, Media
Management, Journalism, and equivalent;
Minimum of 5 years knowledge of professional experience in policy advocacy, internet campaign, coalition building and
management and/or networking is desirable. Work experience in the Public Sector will be an advantage;
Minimum of 5 years Training and experience in development and use of information management systems and techniques;
At least 5 years of work experience in the field of Public Information and communications, preferably in a newspaper or media

BACKGROUND
The government unveiled a new development agenda (Agenda for Transformation, 2012-2017), which places public sector
modernization at the heart of its program to achieve middle income status by 2030.The drive to clean up the payroll, rationalize the
wage bill and improve performance management has been captured under the Public Sector Modernization Project (PSMP) which
is rooted in the GOLs Civil Service Reform Strategy (CSRS) on (i) Pay and Pensions Reforms; (ii) Payroll Management; (iii) Improved
Performance; (iv) Leadership Development and (v) Capacity building for effective Programme Management. Seven (7) Ministries are
piloted for implementation alias Participating Ministries.
The Civil Service Agency is currently developing job descriptions for positions in the seven pilot ministries and classifying these
positions onto respective grades, utilizing the requirements for the jobs and the grade level description.
The Civil Service Agency now requires the services of a well-trainedand experienced, highly organized and energized Pay Reform
Advisor, with experience in Public Sector grading and pay reform implementation, to place individual civil servants in each position
onto the relevant steps within each grade and assist the CSA to implement the medium term pay reform strategy. The consultant will
work in collaboration with a donor provided Grading and Classification Advisor, as well as a team of staff from the Civil Service Agency,
Government Ministries/Agencies/Commissions(MACs) and the Liberia Institute of Public Administration.
2. OBJECTIVES OF THE ASSIGNMENT:
The objective of the assignment is to assist the process of grading and place civil servants on the various steps within their relevant
grades to enable the Civil Service to operationalize the new grading structure, understand the costs and implement the pay reform
strategy across the civil service;
Enable the Government to manage compensation in a sustainable, structured and consistent manner within its national budget; and
Help the reform team implement the Pay Reform using the Pay Strategy that has already been approved by Cabinet;
3. SCOPE OF WORK:
The consultant will work with the Technical Working Group drawn from CSA, GC and LIPA,in collaboration with the existing donor
sponsored Grading and Classification Advisor. He/She will report to the CSA Director General through the Director, Civil Service
Reform Directorate (known as the Project Coordinator).He/She will also work with a team comprising representatives of the Civil
Service Agency, Ministry of Finance, and sectorial ministries.
The specific tasks shall include:

Drive implementation for the medium term pay reform strategy across the GOL, but specifically within the 7 pilot institutions;
Develop and agree the method for the starting placement of individual civil servants on their grade, for all civil servants;
Place each individual civil servants in all Ministries on their steps within the grades;
Based on individual placements, estimate the cost of the structure to the GOL;
Assist the CSA to make any modifications to the salary structure that may be necessary to enable the GOL to afford the placement;
Review payroll management and control system;
Develop processes and procedures necessary for effective payroll management and control;
Review previous work already done to transform the Pay Reform including the Medium-Term Pay Reform Strategy;
Review, analyze, edit and layout the Medium-Term Pay Reform Strategy and have it distributed to all Ministries, Agencies and
Commissions of Liberia;
Assist the government Project Coordinator in briefing the management of MACs on pay reform implementation the assignment, and
explaining how they will be involved and how civil servants will be affected;
Assist the Project Coordinator in providing initial training and coachingstaff analysts in grading, payroll management and control
Prepare an inception report outlining sequencing of activities, methodology to be applied, and timeline for completing the assignment.
Model the fiscal impacts of at least three possible pay scenarios, which align to each of the grading structures for civil service, health
care delivery personnel and education delivery personnel. The three scenarios will reflect high, low and base case assumptions about
progress on related reforms, including the grading and classification exercise that is currently ongoing. The scenarios will model
different size, composition and distribution of staffing, and different choices by GoL regarding pay levels for the existing grading
structure and the extent to which salary levels are benchmarked against external comparators. The approach to modeling and impacts
assessment that the Consultant will carry out will be guided by GoLs medium-term projections and targets for the wage bill, in order
to ensure that reforms are fiscally sustainable and in line with the Agenda for Transformation.
Develop a pay model, which can be used in the future when considering pay options and train identified employees at the CSA to use
the pay model.
Prepare an implementation plan that presents considerations related to sequencing. It will provide practical guidance in a flexible
manner taking into account the political economy, capacity, resource constraints, and the recommendations laid out in the MediumTerm Pay Reform Strategy Update of 2014. The plan needs to include a monitoring framework to track progress in implementing
reform.
Liaise with (a) the consultant who is responsible for designing a suitable grade-by-grade structure for the civil service (including for
education and health); and (b) the High Level Task Force on Wage Bill Management.
Survey a representative sample of civil servants to identify the key factors (both financial and non-financial) which create job
satisfaction. Propose how the findings can be used to improve the retention of critical skills;
Design a new salary structure(s) based on the results of the job evaluation and the market survey. To the extent possible, the
structure(s) should consolidate allowances with base pay
Develop an implementation plan for phasing in the new salary structure(s) based on policy priorities and wage bill constraints;
4. Deliverables:
Inception Report to include a detailed 12 month work plan implementing the medium term pay strategy, within three weeks after
commencement outlining sequencing of activities, methodology and timeline (2 weeks after commencement ;
Work with existing Job Evaluation Technical Assistants to grade Civil Servants of Participating MACs and produce Job Evaluation
Report
Individual civil servants placed on steps within grades and handbook on placement guidelines, within four weeks after commencement
Monthly report and outputs from agreed implementation work plan to the Director General updating on progress
A report that lays out in detail the specific salaries of the new civil service pay scale and a related implementation plan
Report on New Civil Service Pay Scale (5 weeks after commencement) (ref. Task 3).
Report on modeling of fiscal impacts of at least three possible scenarios for salary structures (10 weeks after commencement) (ref.
Task 4).
Report on a Pay Model (12weeks after commencement to include status of training in the model) (ref. Task 5).
Draft Final Report:Integrated report reflecting the agreements or modifications on the Civil Service Pay Scale, the model and fiscal
impacts, with the implementation strategy, including any proposed phasing approaches (14 weeks after commencement) (ref. Task 6).
Final Report: A final report to include the final agreed civil service pay scale and any modifications to the draft final report (24 weeks
after commencement).
5. Qualification Requirements:
Minimum Master Degree in the Business Administration, Human Resources or related area;
A minimum of 9-years working experience in Job Evaluation, Classification, Pay and Grading, 5 of which must have been in the public
sector;
Detailed understanding of Public Sector Management, Reform or Governance in Developing Countries especially Africa;
Demonstrated ability to work successfully individually and in teams where training others is required;
Ability to work at senior levels of government
Proven ability to think conceptually, strategically and analytically
Exceptional oral, written and presentation communication skills
Advanced computer skills in Word and Excel software

B. Capacity Building

champion within the agency to build capacity among local gender mainstreaming staff and to
promote confidence and efficiency in their gender mainstreaming deliveries.
4. Qualifications and Competencies:
The Gender Mainstreaming Consultant shall possess the following:
1. Required Qualifications:
Minimum Master Degree with focus on gender or women studies;
At least 5 years experience in gender programme related work with Civil Society or women
group;
Understanding of and experience in change management processes in organizations;
Understanding of global civil society issues, international and national NGO networks;

implemented by the project. The M&E Specialists responsibility is to coordinate and support implementation of monitoring
and evaluation of all the project activities to be conducted in accordance with the Results Framework, Result chain, and planned
objectives of the Project.
3. SCOPE OF THE ASSIGNMENT:
The Monitoring and Evaluation Specialist will work as part of the Project Implementing Team under the supervision and guidance of a

B. CAPACITY BUILDING
During the course of the assignment, the consultant will be required to build the capacity of staff from M&E, CSRD, and all departments
that work to achieve the reforms deliverables.

DELIVERABLES/OUTPUTS:
Lead the development of and oversee the review of project level Monitoring & Evaluation plan and associated work-plans for each
component/activity (as reflected in the results framework);
Help develop an M&E Manual for CSA M&E Directorate and conduct regular training during the time of contract;
Be responsible for sourcing data and information for specific M&E needs directly from the tripod, such as budgets, staff capacity
and other internal data particularly for indicators not requiring a survey.
Support technical work such as reviewing M&E methods, carrying out training needs, designing M&E tools and advising M&E
technical assistance.
Oversee and participate in evaluations and assessments.
The M&E Specialist will also serve as the evaluation team member of selected evaluations conducted under this Project.
Ensure quality control of M&E outputs (e.g surveys,etc), by contributing substantively to the design and field testing of the
monitoring methodology, review, supervising design and implementation of the survey, participatory data collection methods and
protocols, data verification techniques, and other technical evaluation and analytical tasks to be conducted by this project.
Closely cooperate and coordinate with the communication specialist for the design, quality, development and completion of all
assessments, analytical reports, case studies, and success stories.
Develop and maintain an M&E database for the project and contribute to the maintenance of the database.
Review monitoring and evaluation system/mechanism, process and procedures of the project and forms and formats for project
activities under its various components; monitor project progress through field visit, offer feedback and keep regular communication
with the participating ministries and the Technical Working Group.
Attend, participate and provide necessary inputs for preparation of and during project meeting, Workshops and trainings;
Serve as focal point for providing M &E inputs on Implementation Progress Reports(IPRs)
Prepare and submit M&E inputs as per the Results Framework to the quarter/ annual project implementation progress reports on
meeting the deadline as per the requirement of the project.
Accomplish others tasks related for preparing, monitoring, evaluation and implementing as per the need of the project assigned
by the Project Coordinator.
B. EXPECTED OUTPUTS/REPORTING REQUIREMENTS:
The consultant will report to the Director-General of the Civil Service Agency through the Director of Civil Service Reform Directorate
(referred to as Project Coordinator). In addition to the regular responsibilities, the consultant shall be accountable for providing /
preparing the following documents and reports during assigned period.
M&E implementation plan for the PSMP using the result framework and chain;
M&E inputs to Monthly/Quarterly/Yearly Project Implementation Progress Report;
Monitoring and Supervision report as per the requirement.
Prepare and submit Guidelines/Manuals of concerned fields visits/surveys as per the need of the project.
Reports and proceeding of seminars, workshops and training
Identify, report, and help manage risks associated with Project implementation
Report Updates should include:
o Highlight progress against milestones
o Explain the reasons for lack of progress, setting out corrective action either taken or intended
o Identify blockages to be addressed by the Project Oversight Committee
o Present any policy proposals for decision by the Project Oversight Committee

4. Required Qualifications:
Academic qualifications:
The consultant should have a minimum of a Master degree in Public Policy, Program Management, Economics, and other related
Social Sciences; Management, Environmental Sciences, Natural Science or related field combined with extensive experience in
similar responsible position in the Public/Civil Service is considered as equivalent.
Experience:
At least 9 years of work experience in a field related to public sector reform, service delivery, and planning or project management.
At least 5 years of experience in M&E design and implementation at the project level would be preferable. Previous involvement with,
and good knowledge of, CBOs, I/NGOs and civil society is desired.
Computer literacy in Microsoft packages (MS Word, MS PowerPoint, MS Excel), GIS and SPSS is an advantage. Experiences in
creating and managing performance monitoring plans and leveraging performance monitoring data for improving ongoing project
management are under consideration.
Knowledge in designing and field testing surveys and other data collection instruments are required.

Competencies:
The M&E Specialist should possess excellent technical skills in research methods, Risk Analysis, program and project performance
assessment and management;
Demonstrated experience in monitoring and evaluation of Public Sector project activities especially under World Bank funded
project;
Strong communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders
in a highly sensitive environment. S/he must be able to respond quickly to requests for information;
S/he must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability
to work with minimal supervision;
Excellent data analytical skills and interpretation;
S/he must have ability to write clearly and concisely, and have sound quantitative skills (managing, analyzing and interpreting
data);
Experience on planning, monitoring and evaluation of community based social projects and having good computer knowledge on
database software like; MS Excel, SPSS, GIS will be given priority;
Broad knowledge and understanding of building monitoring and evaluation system, determining baselines and setting resultsbased indicators;

2. OBJECTIVES OF THE ASSIGNMENT:
The overall objective of the assignment is to provide an On-line HRMIS and Biometric Registration/Verification System that will be deployed in various regions
across the Country in order to capture and verify HR and Biometric data of employees of Government assigned to the Fifteen (15) Counties of Liberia. The
assignment will entail:
The development of a robust On-line HRMIS and Biometric Registration/Verification System capable of enrolling and verifying employees of Government assigned
to the leeward counties of Liberia. The firm will also include Off-line capabilities during the development of the software so as to address issues of disruptions and
down-time in the on-line connectivity.
Train the Human Resource Management Information System (HRMIS) and Biometrics Staff on how to use the system efficiently and effectively.
Deploy the system to regions where there exists a presence of the Civil Service Agencys Regional Offices.
3. SCOPE OF THE ASSIGNMENT:
The Civil Service Agency is seeking an experienced consulting firm or Consortium of firms who will develop, train and roll-out an On-line HRMIS and Biometric
Registration/Verification System in various regions across the country as per Implementation Plan. The scope of work for this assignment includes:
The main tasks of the independent verification agent:

Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will be fully compatible and interoperable with the existing Employees
Biometric Identification and Records System (EBIRS) in all respects.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will have an interface and functionality consistent with the existing
system so that existing skills and experiences currently possessed by CSA Biometrics Staff can be fully leveraged.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will be network aware such that enrolment information can be
automatically saved to a local database when the central server is inaccessible; and synchronized whenever the server is accessible from the local/decentralized
computer.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will have a manual override to allow the operator to elect to operate
locally or online in cases where the server is accessible but the integrity of the network may make online enrolment unreliable.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will be capable of registering persons who are not in the database.
Note that Biometric enrolment was originally conceived as the acquisition of fingerprints and photographs of persons already in the Government of Liberias payroll
database. However, while this remains the primary requirement of biometric enrolment, the system must also be capable of registering persons who are not in the
database.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will allow automatic checking of Employee/Payroll numbers at the
time of enrolment to avoid duplication.
In addition, the system should permit the biometric registration of any person with the following minimum information:
1. First Name;
2. Last Name;
3. Gender
Biometric enrolment should include the acquisition of at least one photograph and images of all ten fingers of each subject.
The system should allow the retrieval of a person's record using any one of the following:
1. Full Name;
2. Employee/Payroll Number;
3. Social Security Number; and
4. System generated Person ID (pID) number
The search shall permit use of wild cards. Where multiple search results are returned, it must give the operator the option of checking each result at will.

Decentralized Systems
The server system should have a function for loading decentralized systems with an administrator specified subset of database records according to the respective
locations in which they will be used.
Decentralized systems should be capable of connecting to the central server and synchronizing their respective databases as follows:
New enrolments in the local database that have no records on the server will be copied to the server database
Changes to records on the server will copied to and overwrite records on the local database
Decentralized systems should be capable of importing from and exporting their databases to portable media; and the central server should have a means of
synchronizing with databases on portable media.
Decentralized systems should be capable of performing fingerprint and facial identification functions on their local datasets; and should be capable of performing
identification against the entire CSA database when the biometric identification server is accessible.
Access Control
The system must include a comprehensive access control system that grants read/write access to subsets of the database by location, ministry, and position level;
and to records by type (for example biometric records, employment, compensation, etc.)
Deliverables/Reporting Obligations:
1. An brief Inception Report: Submit a first draft inception report of the project within 15 days following signing of the contract, detailing:
An analysis and review of the project and work plan
Development of system development and deployment strategy that provides clear reporting criteria and schedule, and perceived challenges;
2. A draft final report submitted to the Project Team for review and comments.
3. A final report, subject to approval by the project team and head of the CSA

The BIOMETRICS CONSULTING FIRM shall report to the Director-General of the CSA through the Director of the Civil Service Reform Director (known as the Project
Coordinator) of the Public Sector Modernization Project (PSMP).
Responsibilities:

Maintain regular communication with the PSMP Management Program team via direct meeting, audio-conference, videoconference, and email regarding all
aspects of the evaluation procedure, system development and deployment, and reporting framework etc.
Provide PSMP and World Bank with copies of its evaluation procedure work flow and its system development and deployment methodology for review.
Strictly comply with all general independence, confidentiality, and professional integrity codes. Seek advice from CSA and World Bank team when uncertain about
requirements and expectations in this regard.
Permit the World Bank representatives and PSMP team or designated entities or individuals to monitor and inspect selected components or all of the process.
Monitoring may take the form of unannounced visits to firm offices and field area.
4. QUALIFICATIONS REQUIRED ( Evidence to substantiate that) :

a) Team Leader:
Masters Degree in Information Communications Technology, Management Information Systems, Biometrics and Identity Management, Public Administration,
Public Sector Management and Reform, Project Management or related field to the above with bias in IT;
Must have a minimum of ten (10) years relevant work experience;
Must have experience in strategic planning, systems analysis and design, monitoring/evaluation, CSA reform initiatives and other reform programs, especially
related to the public sector;
Must demonstrate practical and relevant experience dealing with difficult governance issues and other stakeholders participatory processes XC
b.) Key Staff (Minimum two personnel):
Masters Degree in Information Communications Technology, Management Information Systems, Biometrics and Identity Management, Public Administration,
Public Sector Management and Reform, Project Management or related field to the above with bias in IT;
He/she must have a minimum of Seven (7) years relevant work experience;
The consultant must have experience in strategic planning, systems analysis and design, monitoring/evaluation, CSA reform initiatives and other reform programs,
especially related to the public sector;
Must demonstrate practical and relevant experience dealing with difficult governance issues and other stakeholders participatory processes XC

Other Registration Requirements:


The interested firms should attach evidence of the following documents with their applications:
Documentary proof of valid legal entity of the firm i.e. Registration with Securities and
Exchange Commission or Registrar of firms;
Registration of firm/consortium with relevant professional body, if any;
Audited Statements of Accounts for last 3 years;
Undertaking that the firm has not been blacklisted or debarred by any government organization;
The firms experience in Biometrics System Development and implementation in public/private sector, if available, where it has been involved in development and
implementation of biometrics systems, and provision of services and any relevant and recent analysis or report.
Details of major works/projects completed in public/private sector during the last five years. The list must include a brief description of the project relevant to
the assignment;
A capacity statement on available IT equipment (software/hardware) requirement for evaluation process.
List of key permanent professional staff including detailed CVs of core team for the assignment, showing qualification and experience including the projects on
which they have worked; their role in the project and duration of their engagement with the project, and the name of a contact person for identification purposes.
Proof of registration, income tax and sales tax.

5.DURATION OF ASSIGNMENT:
The duration for this assignment is Six (6) months and based on the achievement of specific milestone predetermined by the project team. The work schedule
will be determined by the project team and the consultant for the duration of the assignment. The duty station shall be Civil Service Agency Monrovia, Liberia.
However, a portion of this assignment could be undertaken away from the CSA or Monrovia.
6. Selection Criteria:.
The consultant shall be selected based on the Consultants' Qualification Selection, (CQS), method of the World Banks consultant selection guidelines. Main criteria

example, Defendant often answered Browns personal cell
phone, would not allow her to make appointments without his
approval, and manipulated her bank relationship so that he
could access her money. This was all part of a scheme to benefit
from her wealth.

Bashir was allowed to leave -- a move that
sparked international condemnation by
governments and rights groups.
But South Africa said it is not only
accountable to the ICC.
"South Africa has to balance its
obligations to the ICC with its obligations
to the African Union and its obligations
to individual states," said Radebe.

Pogba wants Barcelona, says Laporta

arcelona presidential candidate Joan Laporta is


confident Juventus midfielder Paul Pogba would be
open to a move to the Camp Nou side.
The 22-year-old France international is widely
regarded as one of the most exciting players around
in the game and has been linked with a move away from Turin
on more than one occasion, despite a contract with the Serie A

champions that runs until June 2019.


Barca are among the teams that have shown an interest in signing
Pogba and Laporta has hinted he is ready to make a move if he
