AnarticleappearedinyesterdaysRJ.Despitehavingallofthefacts,thereporterprovidedno
contextforherstory.Ibelievethatcontextisimportant.

DuringthecourseoftheSB391hearings,Dr.AimsMcGuinnessoftheNationalCenterfor
HigherEducationManagementSystems(NCHEMS)appearedandtestifiedbeforethecommittee
twice.Dr.McGuinnessisanationallyrecognizedexpertoncommunitycollegegovernanceso
hisappearancebeforethecommitteewashardlysurprising.

DuringhistestimonyDr.McGuinnesshadtheopportunitytohearastatementmadeby
proponentsofsplittingthecommunitycollegesfromtheNSHEthat,thecommunitycolleges
weresimplynotmeetingtheneedsofthelocalbusinesscommunity.Theimplicationwasthat
localgovernancewouldresolvethatissue.

NCHEMSwasthendoingsomeearlyworkwithBurningGlass,atechnologythatyouareaware
ofasaresultofourpartnershipwithDETRtolicenseanddeploythetechnologyinNevada.
Amongitscapabilities,theBurningGlasstechnologyhastheabilitytodetermineifworkforce
needsarebeingmet.IdiscussedwithNCHEMSiftheywouldbeabletodeterminefromhard
availabledataifworkforceneedswereactuallybeingmetasthestatementbythosewhosaid
theywerenot,wasneveraccompaniedbyanycorroboratingexamples.Theysaidtheycould.I
askedthemtopreparethatreportfortheClarkCountyarea,whichwastheonlyareawherewe
hadheardthiscomplaint.Theydid.Itindicatedthatinfactthestatementwasnotcorrect.A
copyofthereportisattached.

Astheycompletedtheirworktheyindicatedtomethattheyhadsomeperceptionsaboutthe
operationsatCSNthattheyhadpickedupinconnectionwiththeirworkforceinterviews.They
askedifIwouldlikethemtosummarizethoseperceptions.Iaskedthemtodoso.


AttheendofMaytheyprovidedmewiththedraftreport(thesamereportdraftreferredtoin
yesterdaysarticles).Thetimingofthedeliveryisimportant,asbythattimethecommitteehad
virtuallyfinisheditswork.

ThedraftreporthadanumberoffactualerrorsthatIdiscussedwithmycabinetandNCHEMS.
Therearecommentsinthereportedemails,whichareunfortunateparticularlywithnocontext.
However,theyreflectthekindofbluntdiscussionandcommentthatIencouragemystaffto
alwaysgivemewhenconsideringimportantissues.Moreimportantly,thereportdidnotfocus
ontheoperationsofCSN,whichwasmyrequest.Imadealloftheseissuesknownto
NCHEMS.Asaresulttheypreparedandsubmittedarevisedfinalreport.Thatreportis
attached.Pleasereadit.Ratherthanquashanything,thisisareportthatweusedasaroadmap
forimplementingasystemwithinasystemforourcommunitycolleges.Iftherearequestions
aboutthereportanditsrecommendations,Iwouldwelcomeadiscussionofthereportatthe
CommunityCollegeCommitteeorthefullBoard.Inadditiontothisreport,NCHEMSdelivered
areportmorefocusedonoperationalissuesatCSNtoDr.Richardsandme.Dr.Richards
providedfeedback,andthereporthasservedasthebasisfordiscussionsbetweenuson
improvingoperationsatCSN.ThefinalreportandDr.Richardsresponseisattached.

Insum,thereportwasneverquashed.Itwasprepared,deliveredandusedforexactlythe
purposeforwhichitwasrequested.
