Resolution to Update the Cap Cost for Sanggunian Expenses

A resolution to update the cap cost for expenditures of the Sanggunian and to nullify previous resolutions regarding it.

Whereas, the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Ateneo de Manila is founded on the
principles representation, participatory democracy, accountability, decentralization, consultation, and efficient
and effective service towards the holistic formation of the Atenean.1
Whereas, the Student Activities and Publications Fees are collected from the Student Community every year; 2
Whereas, the SAF shall be held in trust for the Student Community and the full amount shall be released by the
Central Accounting Office, upon the approval of the Office of Student Activities, every semester.3
Whereas, the Sanggunian is duly entrusted a portion of this fund every semester;
Whereas, the resolution currently stipulating the Sanggunians cap costs, entitled Cap Cost Resolution, was
passed last April 5, 2013;4
Whereas, the current standard market costs have risen since the last resolution specifying the cap cost for
expenses;
Whereas, previous cap costs have restrained the Sanggunian from funding its projects and other initiatives
adequately;
Wherefore, be it resolved that there is a need to update the previous resolution regarding the cap cost for
expenses of the Sanggunian to the current standard market costs;
Wherefore, be it further resolved that the cap costs for the meals, accommodation, transportation, and other
expenses that the Sanggunian will subsidize shall be identified and clarified;5
Wherefore, be it further resolved that the cap cost for breakfast shall be Php. 100 per head per meal, lunch and
dinner shall be Php. 120 per head per meal, and snacks shall be Php. 60 per head per meal;
Wherefore, be it further resolved that the cap cost for accommodations for shall be Php. 500 per head per day;
Wherefore, be it further resolved that the cap cost for transportation shall be Php. 200 per head per way;
Wherefore, be it further resolved that the cap cost for tokens shall be Php. 200 per individual;
Wherefore, be it further resolved that the cap cost for tarpaulins shall be Php. 25 per square foot;
Wherefore, be it further resolved that upon enactment of this resolution, food, accommodation, transportation

Food costs were based on previous Sanggunian projects. Accommodation costs were based on the average cost of previous
years seminars by the Sanggunian, COA and OSA, and rates in the ISO dormitory. Transportation costs were based on the
average maximum consumption of fuel within the Metro Manila area. Tokens and tarpaulin costs were based on standard
market prices. Inflation and the current standard market costs were taken into consideration.

and other subsidies be offered only upon the approval of the Central Board for every proposal presented during
budget hearings;
Wherefore, be it further resolved that any exceptions to the cap costs listed above will be deliberated upon by
the Central Board, and will require a 2/3 majority vote for approval;
Wherefore, be it further resolved any previous resolutions and amendments regarding cap costs shall be nullified;
Wherefore, be it finally resolved that, with the approval of the Central Board by a simple majority vote, this
resolution shall take effect immediately.
