Questions and Answers

QUESTION: With regards to picture #108: In page 43 (technical specifications ver.002) write:
Red: Additional area requiring roof repair included in Option-4. Red: actually roof repairs?
ANSWER: This is a mistake in the contract specifications. Red corresponds to complete faade
restoration, described in paragraph 1.7.1 and clarified in picture#108-b of the Technical
Specifications. It does not correspond to roof repair.

QUESTION: With regards to picture #108: Blue: Area requiring only faade restoration - it`s
actually only requiring faade?
ANSWER: Yes, this is described in paragraph 1.7.2 of the Technical Specifications. It does not
include new windows or doors, but includes faade restoration and painting the windows and
doors.

QUESTION: With regards to picture #108: Blue - I understand correctly: the blue area to repair
the faade is different from a green area. Green area - it`s full renovation and Blue area - repair
of individual regions.
ANSWER: The green area corresponds to the area included under contract option -2. Contract
option-4 does not include any work in the green area.
The blue areas include the work described in paragraph 1.7.2 of the Technical Specifications.
Under this contract option, it is not required to replace the doors or windows. It must be noted
that the blue areas in the central building include areas within contract option-3. Therefore, if
contract option 3 and 4 are awarded, the blue section in the contract wing will require faade
restoration and window replacement. If only contract option 3 is awarded, only the windows in
the central wing will require replacement, but no faade restoration. If only option 4 is awarded,

the blue areas of the central wing would have the faade restored, but the windows and doors
only painted.

QUESTION: With regards to picture #107: In this picture #107: In the green belt must be
replaced only the window? Provided in this Green area renovation in faade?
ANSWER: Under contract option-3 only the window replacement is included. No work on the
faade is included under this contract option.

QUESTION: Past Performance Questionnaire - This document must be completed by the client
of our company?
ANSWER: The Past Performance Questionnaire should be completed by the client(s) of the
design and construction projects that were completed by your company.

QUESTION: The Technical Proposal shall include the following 3 factors:

Factor 1, Corporate Experience -it`s documents Contract Data Sheet
Factor 2, Safety - it`s document drawn up on two pages about the safety of this project
Factor 3, Past Performance - it`s document on the past project that is signed by the client
of my company
These three factors are sufficient for the technical proposal?
ANSWER: Yes, as stated in the solicitation, the Technical Proposal includes the following 3
factors:
Factor 1, Corporate Experience: Contract Data Sheet is provided as Attachment 2 of the
solicitation for offerors to fill out for their submitted relevant projects.
Factor 2, Safety: Offerors must provide their narrative within two (2) single-sided pages,
8.5 X 11, with a minimum of 12 font. If more than two (2) pages are submitted, only the
first two (2) pages will be evaluated.
Factor 3, Past Performance: Past Performance Questionnaire is provided as Attachment 3
of the solicitation for offerors to have their clients of relevant projects to fill out.

QUESTION: In checklist for submittals N33191-13-R-1240 includes : safety narrative. I

understand this document as Factor 2. Safety - it`s correct?
ANSWER: Correct. The checklist is provided to assist offerors in ensuring they have met all of
the solicitation submittal requirements. For Factor 2, Safety, a safety narrative is required.

QUESTION: Section 00600 - Representations & Certifications - it`s document includes in

N33191-13-R-1240.pdf . In this documents I must to put the date and signature. It`s correct?
ANSWER: Offerors MUST sign and date the highlighted area in Section 00600 Representations
and Certifications on page 14 of the solicitation.
